A MESSAGE FROM THE CITY MANAGER
Hello Vallejo,
The inclement weather is a reminder to everyone to be prepared for emergencies. Consider refreshing your emergency supplies and allowing extra time to travel carefully on the slick roadways.
At Tuesday’s meeting, the City Council introduced the Tobacco Retail Licensing ordinance, which establishes limits the number of tobacco retailers that can operate in the City and their location. The City Council also accepted a $932,000 grant from the California Department of Justice to implement programs to curtail tobacco use among youth in the City. The City Council also approved a Cooperative Agreement between the City and the Scotts Valley Band of Pomo Indians to more fully research potential impacts of a possible new casino and identify mitigations that would protect the community.
The City operates an Extreme Weather Center during periods of very hot or cold temperatures. City staff is monitoring the weather forecast to determine whether the Center’s activation criteria will be met, as follows:
• Two consecutive days with overnight lows below 35 degrees Fahrenheit;
• Two consecutive nights of rainfall with major or extreme risk levels as determined by the National Weather Service;
• Two consecutive days with high temperatures of 100
degrees Fahrenheit or above; and
• The forecast of an extreme event that poses a risk to life and safety.

Last weekend, I had the pleasure of serving as an auditor for the Miss Vallejo Tri-City competition. Please see the article in this edition of the Weekly. It’s encouraging to see positive events and role models for the younger generations in our City and surrounding communities!

Addressing Street Sex Trafficking
Background
The City of Vallejo has consistently experienced street sex trafficking over the years. The City has seen an increase in street sex trafficking in the past few years.
The Vallejo Police Department is responsible for enforcing laws against sex trafficking, which it does both through proactive work as well as responding to calls for service reporting sex trafficking. The Department is currently experiencing a significant staffing shortage, and is therefore unable to engage in proactive work on this issue. The Department does respond to calls for service on sex trafficking and other matters based on the severity of the call for service and officer availability. Officers are dispatched to high priority calls for service first, which include violent crimes or severe injury (priority 1). Sex trafficking-related calls for service that are not violent in nature are generally classified as a priority 2 or 3. Due to current call volume and officer availability, priority 2 and 3 calls for service are experiencing significant delayed officer response.
The Police Department is filling vacant positions and expects to have sufficient staff to reconstitute a Problem Oriented Policing (POP) crime suppression team in summer 2025. This team will focus on addressing street crimes, including prostitution, sideshows, gun violence, auto theft, and quality of life concerns.
Recent Change in State Law Makes Enforcement Harder
A recent change in State law makes it more challenging for police departments to address sex trafficking. Senate Bill (SB) 357 - The Safer Streets for All Act became effective January 2023. It repealed the ability for officers to enforce persons loitering with the intent to engage in or solicit prostitution. It made it unlawful for officers to detain individuals based solely on suspicion of loitering for prostitution purposes unless additional criminal violations were also present.
Officers can still enforce a violation of Penal Code 647(b), which requires proving more than mere loitering to commit these offenses. Penal Code 647(b) requires engaging in or soliciting to engage in a sexual act in exchange for money. Obtaining this amount of evidence often requires undercover operations. VPD has experience and historical success in conducting undercover sting operations, however due to current staffing levels, utilizing officers for these campaigns would significantly affect the Police Department’s ability to respond timely to priority calls for service.
Current Mitigation Strategies
The Police Department has implemented a demandreduction strategy known as "Operation Starvation." Through this strategy, officers conduct occasional high-visibility patrols in areas known for prostitution when their time permits. The high-visibility patrols make
sex workers and sex buyers concerned about enforcement of anti-solicitation laws, and the sex workers and sex buyers vacate the area. Additionally, officers contact sex workers and provide information on counseling and other exit resources.
The Police Department is also in the process of reinstating the "Report John Program” (RJP). Previously, the VPD had entered into an agreement with the South Bay Coalition to End Human Trafficking to bring the RJP to citizens of Vallejo. RJP enabled the community to report suspected sex buying activity through a website. The citizen can provide vehicle and suspect information which is then evaluated by the Vallejo Police Department. If deemed appropriate, a “Letter of Visibility” is sent to the registered owner of a suspected vehicle alerting them that their vehicle was seen in an area known for high levels of prostitution. This also educates the registered owner about the dangers of prostitution and related illicit activities.
As noted above, when staffing allows, the Police Department intends to reconstitute a POP team to engage in sting operations to address sex trafficking and other issues.
The Police Department strongly urges community members, local businesses, and stakeholders to actively report any suspicious activity related to sex trafficking by calling 9-1-1. Each report is invaluable in the Police Department’s ongoing efforts to combat sex trafficking and prostitution. By analyzing incoming data, the Department can identify trends and hotspots
related to prostitution and trafficking, which provides intelligence for the Police Department's operational strategies. This information enables us to allocate resources more efficiently, ensuring officers are effectively deployed to affected areas during peak trafficking times.
VPD’s long-term goal is to secure vital resources and improve community partnerships, to develop a comprehensive prevention, intervention, and suppression strategy better suited to support victims of sex trafficking and reduce sex trafficking activity.
Additional Public Safety Assistance
The Police Department continues to explore ways to temporarily supplement its current staff while it addresses vacancies. The City has requested assistance from the California Highway Patrol and the Department is in discussions with the Solano County Sheriff’s Office for contracted public safety services. The City also plans to expand the use of the unarmed private security guards that provide site security to City Hall to conduct high-visibility security presence and surveillance of key locations in the City.
The Police Department is committed to working with community members, city officials, and partner agencies to enhance public safety and address these pressing issues.

Through 2024, the Consultant team along with City staff used that feedback and much more, to draft an updated Strategic Plan with goals and action steps supporting Vallejo’s economic development growth.

Miss Vallejo Tri-City, Miss Napa County and Miss Vallejo/Tri-City’s Teen Competition 2024
It was a beautiful night in Vallejo at the Empress Theatre filled with talent and positivity for the Miss Vallejo Tri-City, Miss Napa County and Miss Vallejo/Tri-City’s Teen Competition!
The contestants confidently answered questions from the judges, displayed their skills and sportsmanship and beautiful gowns to compete for the titles and scholarships. All of the title holders will compete for the Miss California and Miss California's Teen competition in June, but they will be actively working on helping their community until then.
Here are the names and the Community Service Initiatives for each titleholder:
Suhani Gir - Miss Vallejo/Tri-City's Teen ($750 - $1,000) – Her Community Service Initiative, "Feed the Need," is driven by a heartfelt mission to provide not just meals, but also essential items to those facing homelessness and hardships.
Tonya Johnson - Miss Vallejo/Tri-City 2025 ($1,500 scholarship) - Her CSI is titled, "Support of the future," where her focus is on the promotion of support for children living in impoverished communities. She believes that as a society and community we need to support our children as much as we can so that they may have the same support and opportunities as all children deserve.
Delaney O'Connell - Miss Napa County 2025 ($1,500 scholarship) Captain of her university rowing team and one of the fastest female rowers on the West Coast, Delaney created "Like A Girl: Levelling the Playing Field for Female Athletes" to support female athletes in the Bay Area and beyond. She has partnered with both local and international nonprofit organizations to empower women and girls who enjoy all levels of sport. As Miss Napa County, Delaney plans to continue her work supporting female athletes from all backgrounds in the Napa community, because girls in sports become women who lead.

City of Vallejo Celebrates GIS Day
“GIS is a game-changer!” exclaims Rosaly Zambrana, Assistant Engineer for the City of Vallejo Water Department.
Geographic Information Systems (GIS) is a system of maps and geographic data. It is used throughout the City – the Fire Department can locate hydrants, Police can find locations and resources, Public Works can identify and prioritize road segment repairs, and Planning can reference zoning and General Plan details. The County Clerk’s office can use it to determine which precinct you’ll vote in, and school districts use it to determine which schools your children might attend. Geographic technologies are also integral to the way people live their lives, using GPS applications to navigate their way through the world.
Two women in the Water Department’s engineering division helped launch, update, and establish a powerful technology tool for mapping the water system. GIS. As we celebrated National GIS Day on Wednesday, November 20, the Water Department would like to celebrate its hard working and dedicated staff that focus on building and updating the Water Department’s GIS program.
The Water Department’s early GIS program first began in 2010, using an early version of today’s GIS software. Rosaly Zambrana was a fledgling land surveyor with a natural interest and talent in maps and spatial information. She was tasked with the big idea of building a geographic-based program, and she collaborated with Water and Public Works engineering and maintenance staffs to do just that. Together, they reviewed all paper maps --some dating back into the previous century, as is the case on Mare Island. They studied and integrated existing aerial imagery, and incorporated field data to establish the foundational layers of the Water Department’s early GIS program.
For six years, Zambrana also served as the Solano County GIS Steering Committee’s Secretary. During that time, Zambrana was able to coordinate the City of Vallejo’s GIS program with the County’s program, learning best practices in how to build and maintain GIS data from neighboring municipalities.
Zambrana built the Water Department’s original GIS program documenting information in layers like street right-of-way, water main lines, transmission lines, and pressure zone valves. (The City of Vallejo, with its distinctive rolling hills and coastline, has 19 different pressure zones, which determine water pressures throughout the City’s watermains that create an incredibly extensive and sophisticated water distribution system.)
These days, the Water Department’s GIS program uses the latest software system and is managed by Water GIS Analyst Connie Warthen. In college, Warthen was inspired by an “Introduction to GIS” class, and from there she was hooked. “I enjoy understanding the ‘where’ of things,” she explains.
Today, Warthen is responsible for updating and verifying all of Water’s GIS-based data and making sure it correctly reflects all of the watermains, valves, hydrants, and other infrastructure in the ground. Specifically, Warthen is currently reviewing boundaries for the pressure zones throughout Vallejo’s water system. This work is integral to efficient and effective water supply and distribution management. Monitoring equipment in the field can identify areas of the system that require immediate attention. GIS-based system data is key to an updated hydraulic model, which allows the Water Department to better operate the distribution system and plan for long-term capital improvements.
The positive impact of the Vallejo Water Department’s efforts to upgrade its GIS program today will be felt for years to come. “GIS-based systems are key to best water management practices and customer service,” said Melissa Cansdale, Water Operations Manager for Engineering and Water Resources. “From supply to demand, and from emergency situations to everyday customer service, GIS-based information is readily available and accessible to support Water’s staff in making informed decisions about the City’s infrastructure needs.”
Beth Schoenberger, Vallejo’s Water Utilities Director, adds, “At the end of the day, all this technology, along with the informed decisions it allows us to make about infrastructure, help us provide more efficient and effective service to water customers. I’m so proud of the staff who make all of this happen successfully for the benefit of our community.”

CITY OF VALLEJO HARDENING GRANT
The City of Vallejo received funding from the American Rescue Plan Act (ARPA) that will be used to fund grants to our local small businesses who have suffered negative impacts resulting from the COVID - 19 pandemic. Sixty thousand ($60,000) was allocated by the City Council to fund a Hardening Grant to reimburse small businesses with receipts for security improvement items. Of the $60,000 approximately $34,000 was allocated to qualified applicants. The City of Valle jo is opening the grant opportunity for a second round to spend the $26,000 remaining in the grant fund.

Greater Vallejo Park, Recreation and Open Space Foundation received a grant from the Impact Library Program. The Amador Street location sees lots of daily foot traffic: teens walking to/from school, families stopping at the recreation office to register for classes, seniors and adults visiting the center. Having a little free library at this site will allow a wide range of community members to have easy access to books without having to travel to other locations.

Meet Tater! This adorable brindle Frenchie has the cutest, squishiest face—and wait until you hear his silly snorts! This happy-go-lucky 1-year-old boy packs in a whopping 45 pounds of wiggly love. Tater is new to the shelter so we don't know a lot about him yet. So far, Tater has been very loving. He seems interested in other dogs but doesn't bark at them, and he likes toys! Tater has some itchy skin, which we're managing by giving him medicated baths. It's also possible he has food sensitivities, which are common in this breed. For now, he's getting some much-needed TLC from the shelter staff. Tater doesn't even mind the bath! PG&E Former Vallejo Manufactured Gas Plant Site
Soil Gas Sampling Starts Week of September 9, 2024
What is the work?
From 2021 to 2023, the California Department of Toxic Substances Control (DTSC) provided oversight for the environmental remediation (cleanup) of the former manufactured gas plant in Vallejo, CA 94590. Remedial actions occurred at the 26-acre property located south of Curtola Parkway and Sonoma Boulevard (Site) and the adjacent property located at 1225 Sonoma Boulevard The remedy included: 1. excavation and off-site disposal of roughly 280,000 tons of soil; 2. stabilizing deeper soil in place with a cement mixture; and 3. placing three to five feet of clean soil over treated areas to restore the original grade. This work addressed soil contaminated with total petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), cyanide, and metals (including arsenic and lead).
The following post-remediation sampling activities are planned at the Site and the adjacent 1225 Sonoma Boulevard to evaluate soil gas conditions (air in between soil particles):
• Installing 24 soil gas probes for the Site and five probes for the 1225 Sonoma Boulevard property to a depth of up to five feet below ground using a truck mounted drill rig (see Figure 1)
• Collecting soil gas samples for laboratory analysis
When will the work take place?
• Work will begin the week of September 9, 2024 and is expected to take up to eight weeks.
• All activities will take place between 7:00 a.m. and 6:00 p.m., Monday through Friday
What safety measures will be in place?
• Work will be performed according to a Health and Safety Plan that includes measures to control dust, noise, and other construction-related impacts.
• Barriers will be set up around the work area to protect the public.
How will the work impact you?
• You will notice a field crew of up to eight individuals conducting the work with a truck-mounted drill rig.
• There will be temporary noise impacts from the drill rig.

Local Artist Miro Salazar Chosen for All- Electric Bus Art
Solano County, CA – Solano County Transit’s (SolTrans) Call for Artists Committee has chosen local artist Miro Salazar to design a bus wrap for the agency’s all-electric local bus. SolTrans released the call for artists in early spring of 2024, after narrowing down the submissions to two local artists the committee selected Miro Salazar in September.
After an extensive search, the Public Art Committee, comprised of two SolTrans Board members, 2 local Benicia and Vallejo artists, and a bus operator, have selected local artist Miro Salazar to bring his creative vision to life. Miro isn’t new to the SolTrans family his work was featured on one of the original electric buses in 2016. Now, he’s back with the exciting opportunity to craft a brand-new design for yet another electric bus.
If you haven’t met Miro personally, chances are you’ve seen his artwork throughout Vallejo and Solano County. Over the past two decades, he’s created several large-scale murals that have become beloved fixtures in the community.
SolTrans is excited to showcase Miro’s latest work as part of its ongoing commitment to sustainability and public art. His design for the electric bus will not only add a splash of color and creativity to Benicia and Vallejo’s streets but also symbolize the progress and innovation of SolTrans’ zero-emissions initiative.
“We’re thrilled to continue our collaboration with Miro and celebrate the intersection of art and sustainability with this electric bus,” said Beth Kranda, SolTrans Executive Director. “This project not only highlights our commitment to greener, cleaner transit for the future, but it also serves as a moving canvas a mobile public art piece that shares these important initiatives with the community. It’s a reminder that innovation, environmental responsibility, and creativity can all come together to enhance the spaces we live in.”
This fall, the newly wrapped electric bus, adorned with Miro’s artwork, will hit the streets of Benicia and Vallejo.

Solano County Transit (SolTrans) has been the public transportation provider for south Solano County since July 2011. SolTrans provides local and Express fixed routes and complementary paratransit. We are conducting a research study to gain insights into the emotional responses and challenges faced by individuals navigating life living with type 2 diabetes. Your participation will contribute to understanding the unique journey of managing this condition.
Who we’re looking for:
Individuals with diagnosed T2D within the past 6-9 months
Must be fluent in English
Individuals who are willing to share personal experiences and perspectives
If selected, willing to share journal entries at least 2 times a week for 3 months regarding experience in living with T2D.
How to Participate:
