A MESSAGE FROM THE CITY MANAGER

Hello Vallejo,

With local, state, and national elections, it has been a significant and emotional week. Thanks to all who participated in our democratic process by voting. You can find current vote tallies for Vallejo offices by following a link on the City’s homepage to the Solano County Registrar of Voters’ page. The County is currently anticipating that most ballots will be counted by the end of next week but has until December 3rd to complete counting and certify results.

As you know, the City will have a new Mayor and some new City Council Members. I and other City staff are looking forward to working with the Mayor and City Council to achieve their goals for the community.

I had a great time at the Dia de los Muertos festival last weekend celebrating the City’s diversity, culture, and many great community-based organizations. I am looking forward to the City’s Veterans Day events this coming Monday. Please check out the flyer in this edition of the Vallejo Weekly on activities for the day. Note that City Hall will be closed on Monday in observance of the holiday.

Our Economic Development Department will hold a community meeting on November 21st to gather input on the Economic Development Strategic Plan we are creating. I hope that interested community members

will attend to provide their thoughts on a Plan that will shape Vallejo’s economy to 2030 and beyond. You can find details on the meeting in this Weekly edition. You’ll also see that we are looking for additional businesses to participate in the City’s Hardening Grant Program, which helps local businesses strengthen their security.

Expect a brighter downtown Vallejo with string lights coming soon to Georgia Street! The string lights, which are solar powered, will be installed in January or February.

CITY OF VALLEJO HARDENING GRANT

The City of Vallejo received funding from the American Rescue Plan Act (ARPA) that will be used to fund grants to our local small businesses who have suffered negative impacts resulting from the COVID - 19 pandemic. Sixty thousand ($60,000) was allocated by the City Council to fund a Hardening Grant to reimburse small businesses with receipts for security improvement items. Of the $60,000 approximately $34,000 was allocated to qualified applicants. The City of Valle jo is opening the grant opportunity for a second round to spend the $26,000 remaining in the grant fund.

Grants up to $3,000 for security improvements items, included but not limited to:

• Cameras

• Locks

• Window enhancements

Who is eligible?

• For - profit and non -profit brick and mortar businesses located in Vallejo

• Businesses with valid Vallejo business license

• 20 or fewer employees

• Businesses with receipts of purchases made January 1, 2023, to November 2 7 , 2024

The City Council has identified Youth as a multi-year goal and priority. As a result, the City will be engaging the community in a Youth Needs Assessment in order to gather data to inform a Youth Strategic Plan. Findings from the needs assessment and the corresponding Strategic Plan will help guide the City in future decision making, investments, and policies related to youth.

One of our engagement strategies to help us center youth voices and hear directly from youth is a City of Vallejo Youth Survey! This anonymous survey is available to youth ages 12-25 and will gather input on critical needs of youth, ideas about future investments, and current resources.

Survey respondents can enter in a raffle for a $50 gift card! The deadline to submit responses is November 30, 2024.

She enjoys power walking almost as much as she enjoys taking time to stop, sniff, and check out her surroundings. We believe Willow is potty-trained and we know she loves toys and affection! Catholic Charities Yolo-Solano and SolTrans Host “Treat Yourself” Resource Fair for Unhoused and At-Risk Community Members

Solano Couty, CA- Solano County Transit (SolTrans) and Catholic Charities Yolo-Solano are partnering to host a “Treat Yourself” Resource Fair for Unhoused and At-Risk Community Members on Friday, November 8, 2024, from 12- 4:00 p.m. at the Vallejo Transit Center, 311 Sacramento St Vallejo, CA 94590.

“Treat Yourself” is designed to provide essential services to individuals who are unhoused or at risk of becoming unhoused in the community. The event aims to deliver vital services that are often unavailable to those most in need. Attendees will have access to mobile haircuts, mobile showers, a mobile clinic, and a warm meal, among many other resources that support dignity and well-being.

In collaboration with community partners, Catholic Charities Yolo-Solano and SolTrans are working to create a welcoming environment for all attendees, offering a day of care and pampering in the spirit of the holiday season.

“We are truly honored to partner with Catholic Charities Yolo-Solano for this meaningful event, aimed at uplifting our most vulnerable community members by providing them with the essential care and services they deserve,” said Beth Kranda, SolTrans Executive Director. “This event serves as a powerful reminder of the impact we can achieve when local partners and volunteers come together. We are deeply grateful to everyone contributing to make this day a special one.”

Solano County Transit (SolTrans) has been the public transportation provider for south Solano County since July 2011. SolTrans provides local and Express fixed routes and complementary paratransit. The agency is a Joint Powers Authority (JPA) governed by a six-member Board of Directors, composed of two representatives from the cities of Benicia and Vallejo, Solano County’s representative on the Metropolitan Transportation Commission (MTC), and a representative from the Solano Transportation Authority. ###

PG&E Former Vallejo Manufactured Gas Plant Site

Soil Gas Sampling Starts Week of September 9, 2024

What is the work?

From 2021 to 2023, the California Department of Toxic Substances Control (DTSC) provided oversight for the environmental remediation (cleanup) of the former manufactured gas plant in Vallejo, CA 94590. Remedial actions occurred at the 26-acre property located south of Curtola Parkway and Sonoma Boulevard (Site) and the adjacent property located at 1225 Sonoma Boulevard The remedy included: 1. excavation and off-site disposal of roughly 280,000 tons of soil; 2. stabilizing deeper soil in place with a cement mixture; and 3. placing three to five feet of clean soil over treated areas to restore the original grade. This work addressed soil contaminated with total petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), cyanide, and metals (including arsenic and lead).

The following post-remediation sampling activities are planned at the Site and the adjacent 1225 Sonoma Boulevard to evaluate soil gas conditions (air in between soil particles):

• Installing 24 soil gas probes for the Site and five probes for the 1225 Sonoma Boulevard property to a depth of up to five feet below ground using a truck mounted drill rig (see Figure 1)

• Collecting soil gas samples for laboratory analysis

When will the work take place?

• Work will begin the week of September 9, 2024 and is expected to take up to eight weeks.

• All activities will take place between 7:00 a.m. and 6:00 p.m., Monday through Friday

What safety measures will be in place?

• Work will be performed according to a Health and Safety Plan that includes measures to control dust, noise, and other construction-related impacts.

• Barriers will be set up around the work area to protect the public.

How will the work impact you?

• You will notice a field crew of up to eight individuals conducting the work with a truck-mounted drill rig.

• There will be temporary noise impacts from the drill rig.

¿En qué consisten los trabajos?

De 2021 a 2023, el Departamento de Control de Sustancias Tóxicas de California (California Department of Toxic Substances Control, DTSC) supervisó la remediación ambiental de la antigua planta de gas manufacturado de Vallejo, CA 94590. Las acciones de remediación se llevaron a cabo en la propiedad de 26 acres ubicada al sur de Curtola Parkway y Sonoma Boulevard (Sitio) y la propiedad adyacente ubicada en 1225 Sonoma Boulevard. La remediación incluyó: 1. excavación y eliminación fuera del Sitio de aproximadamente 280,000 toneladas de suelos; 2. estabilización de suelos más profundos en el Sitio con una mezcla de cemento; y, 3. colocación de tres a cinco pies de suelos limpios sobre las áreas tratadas para restaurar el nivel original. Estos trabajos trataron los suelos contaminados con hidrocarburos totales de petróleo (TPH, por sus siglas en inglés), compuestos orgánicos volátiles (VOC, por sus siglas en inglés), hidrocarburos aromáticos policíclicos (PAH, por sus siglas en inglés), cianuro y metales (incluyendo arsénico y plomo).

Se planificaron las siguientes actividades de muestreo posteriores a la rehabilitación en el Sitio y en la propiedad adyacente, 1225 Sonoma Boulevard, para evaluar las condiciones del gas del suelo (aire entre las partículas del suelo):

• Instalación de 24 sondas de gas del suelo para el Sitio y cinco sondas para la propiedad en 1225 Sonoma Boulevard a una profundidad de hasta cinco pies bajo tierra utilizando un equipo de perforación montado en un camión (vea la Figura 1)

• Recolección de muestras de gas del suelo para su análisis en el laboratorio

¿Cuándo se llevarán a cabo los trabajos?

• Los trabajos comenzarán la semana del 9 de septiembre de 2024 y se espera que duren hasta ocho semanas.

Local Artist Miro Salazar Chosen for All- Electric Bus Art

Solano County, CA – Solano County Transit’s (SolTrans) Call for Artists Committee has chosen local artist Miro Salazar to design a bus wrap for the agency’s all-electric local bus. SolTrans released the call for artists in early spring of 2024, after narrowing down the submissions to two local artists the committee selected Miro Salazar in September.

After an extensive search, the Public Art Committee, comprised of two SolTrans Board members, 2 local Benicia and Vallejo artists, and a bus operator, have selected local artist Miro Salazar to bring his creative vision to life. Miro isn’t new to the SolTrans family his work was featured on one of the original electric buses in 2016. Now, he’s back with the exciting opportunity to craft a brand-new design for yet another electric bus.

If you haven’t met Miro personally, chances are you’ve seen his artwork throughout Vallejo and Solano County. Over the past two decades, he’s created several large-scale murals that have become beloved fixtures in the community.

SolTrans is excited to showcase Miro’s latest work as part of its ongoing commitment to sustainability and public art. His design for the electric bus will not only add a splash of color and creativity to Benicia and Vallejo’s streets but also symbolize the progress and innovation of SolTrans’ zero-emissions initiative.

“We’re thrilled to continue our collaboration with Miro and celebrate the intersection of art and sustainability with this electric bus,” said Beth Kranda, SolTrans Executive Director. “This project not only highlights our commitment to greener, cleaner transit for the future, but it also serves as a moving canvas a mobile public art piece that shares these important initiatives with the community. It’s a reminder that innovation, environmental responsibility, and creativity can all come together to enhance the spaces we live in.”

This fall, the newly wrapped electric bus, adorned with Miro’s artwork, will hit the streets of Benicia and Vallejo.

We are conducting a research study to gain insights into the emotional responses and challenges faced by individuals navigating life living with type 2 diabetes. Your participation will contribute to understanding the unique journey of managing this condition.

Who we’re looking for:

Individuals with diagnosed T2D within the past 6-9 months

Must be fluent in English

Individuals who are willing to share personal experiences and perspectives

If selected, willing to share journal entries at least 2 times a week for 3 months regarding experience in living with T2D.

How to Participate:

• All participants will recieve $100 after completing a 60-90 minute interview
