A MESSAGE FROM THE CITY MANAGER
Hello Vallejo,
I hope that you had a nice Thanksgiving and are gearing up for the fun holiday activities this month in Vallejo! The sunny and clear weather should be ideal conditions for the Mad Hatter Holiday Festival this Saturday and be sure to check out the many tree lighting events in the City with your family and friends. Details on these events can be found in this edition of the Weekly.
You’ll also find in this Weekly a Staff Brief on the status of the Broadway Project and the Navigation Center, the City’s new affordable housing facility and shelter. We’ll be talking about these topics and more at our City Council Districts 1 and 2 Community Meeting tonight at the North Vallejo Community Center, 6-8 pm. If you can’t make it to this one, we’ll continue to have these paired District meetings early next year and welcome your input and feedback on what you’d like to see addressed at these meetings.
I continue to meet with key community organizations and leaders to learn more about Vallejo and receive input on what the City can do to improve quality of life. This week, I met with Soroptimist International of Vallejo, the St. Vincent’s Hill Neighborhood Coalition, and performing artist LaRussell. So many dedicated and creative people are making a positive impact in our town and I am committed to ensuring that the City is an effective collaborator.

NAVIGATION CENTER AND BROADWAY PROJECT UPDATES
Broadway Project
The Broadway Project is a 47-unit Permanent Supportive Housing Project for individuals experiencing chronic homelessness. This is a Homekey project, through the California Department of Housing and Community Development, which is a statewide effort to sustain and rapidly expand housing for persons experiencing homelessness or at risk of homelessness. The City was awarded a $12 million grant after a successful application process. This is a joint project with developer Firm Foundation Community Housing and operator Shelter Inc.
The project is comprised of 47 studio units and 1 manager unit. It will also include a community room and courtyard. On-site supportive services will be client-centered, strengths-based, and trauma-informed to help participants with goal setting, life skills, financial literacy, budgeting, needs assessments, and connections to benefits and community resources.
The project is currently over 80% complete and is estimated to finish construction in Q1 of 2025. The project will have a full lease-up within 90 days of construction completion.
Individuals or families will be referred to the project through the Coordinated Entry System, which for Solano County is Resource Connect Solano. City staff and the operator, Shelter Inc., have been working on a referral process to screen applicants to ensure they
meet the program requirements and then refer them to the project.

Vallejo Homeless Navigation Center
The Vallejo Navigation Center will be a “one-stopshop” that will provide services and shelter critical to helping to address homelessness in Vallejo. The center will offer 125 shelter beds and provide individual case management connecting people to social and medical services. Participants will have access to job training and be assisted in becoming prepared to secure sustainable permanent housing. The center is anticipated to serve approximately 200 individuals annually.
The Navigation Center construction is on schedule to be completed in January and opened in for move-ins shortly after.
The Linked Equipment restroom contract was approved by Vallejo City Council on 8/5/2024. The restrooms are currently being built off-site and will be shipped and installed at 1937 Broadway once completed.
The City released a Request for Proposals (RFP) for an operator for the Navigation Center on October 1st, where they were looking for an operator that prioritizes an equitable and inclusive approach, ensuring fair access to services and shelter for all participants. City staff are finalizing the award process and anticipate having a contract finalized for Council approval, with an operator starting in January.

THE CITY OF VALLEJO CONTINUES TO ACCEPT APPLICATIONS FOR BOARDS, COMMITTEES, AND COMMISSIONS
VALLEJO, CA – The City of Vallejo is requesting applications to serve on a number of the City’s boards, commissions and committees. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration.
There are currently openings on the following boards, commissions, and committees: (click links to access applications)

For City Boards and Commissions, except for the Commission on Culture + Arts, Marina Advisory Committee, Participatory Budgeting Steering Committee, and the Surveillance Advisory Board, all appointed members must complete and file a Statement of Economic Interests, Form 700, within 30 days of appointment. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.
In most instances, to be eligible for appointment, applicants must be residents of the City of Vallejo. Information regarding the duties of each board and commission and specific criteria for appointment may be found within each application. With some exceptions, appointments are typically for a term of 4 years.
The application period will remain open until a sufficient number have been received in the City Clerk’s Office
Specific dates for applicant interviews with the City Council will be announced at a later date. Applicants must attend the interview to be considered for appointment on a board or commission.

Women of the year!
The City of Vallejo is fortunate to have Vice-Mayor Mina Loera-Diaz and Councilmember Rozzana Verder-Aliga provide their knowledge, compassion and leadership on the City Council. Recently, Congressman John Garamendi honored them as Women of the Year, along with 40 other women from the 8th Congressional District of California. As they are close to the end of their terms on the City Council, we asked both of them key questions on how they’d like to be remembered by the Community:
Q and A with Vice-Mayor Mina Loera-Diaz:
What do you consider your greatest accomplishments so far in the City of Vallejo?
I helped secure 4.5 Million dollars from Solano County to support members of the unhoused community, pushed for the completion of affordable and supportive housing projects, secured funding for economic development commission and initiatives, proposed small business hardening grant programs, advocated for community engagement, accessibility and equity in implementing city ordinances, reopened
the Glen Cove fire station in my district, advocated for regional and state law enforcement support and worked to secure long term funding through Measure P to support the youth, address public safety, homelessness and city roads just to name a few. As the first Latina Councilmember and Vice-Mayor in our city, my single term in office has been very successful and rewarding.
What legacy do you hope to leave behind with your work on the City Council?
I decided to run for office to bring transparency, accountability and make the city a better place for all. My legacy will be to have implemented much needed change in our city. To have been vocal about issues that for decades were not addressed on the Council. I will leave as Vice-Mayor holding my head up high in the same manner, I did the day I took office.
What are your best memories serving on the City Council?
Having been able to meet and assist so many members of our community. Getting to know staff and elected officials and having made many new friendships. I am thankful to have been given the opportunity to serve our city and residents.
What do you believe are the greatest challenges for the new City Councilmembers?
There are many challenges the new Councilmembers will face. Public safety, staffing shortage, economic development not just in the downtown but throughout the city. Affordable housing and the unhoused situation that we along with many cities in the state are facing.
For the first time
in our history, we will have a brand new Council with the senior Councilmembers having two years’ experience. Some might think that this is a challenge, I say this is a positive thing. Our city needs new leadership with new ideas and a fresh perspective. At a turning point, it is time to do things differently and be willing to go above and beyond to ensure that our city and community have the city we all deserve.
What are your hopes and dreams for Vallejoans and the younger generation and how will you help achieve that in your future roles in the Community?
My hope is that Vallejo will become more inclusive and provide services that are equitable to all residents.
My community service spans decades, working for three different counties as a public employee in the Bay Area and also serving our city and its residents in various capacities.
Several years ago I founded the Diaz & Loera Centro Latino, a nonprofit designed to meet the needs of Latino families and individuals, and most recently worked with other community leaders to establish the Latino Parent Network, a group aiming to improve student success, increase family engagement, and foster culture understanding.
I am also the founder of the SER Latino Program at Vallejo City Unified High Schools. The program serves students and parents understand the educational journey in the United States to ensure that they reach their educational goals. Many of the students and their families are immigrants and English learners. By addressing the needs of the students our graduation rate will increase. Engaged families are a key factor to the success of students and our city.
I will continue to fight for what I call ‘La Causa” The Cause, to ensure that everyone has a voice and that our children are able to live in a city that is safe, prosperous and beautiful.
Q and A with Councilmember Rozzana Verder-Aliga:
What do you consider your greatest accomplishments so far in the City of Vallejo?
I was elected to a partial term on the Vallejo City Council November 2013, took office January 2014;
Reelected to a Full term in 2016 at -large and 2020 District 1 council election;
Vice Mayor in 2016, 2021, 2022, 2023
Proud of being the First Filipino American woman elected to public office in Vallejo and Solano County, 1993 to 2025 (12 Years Vallejo School Board); 2007 to 2011 (6 years Solano County Board of Education). Vallejo City Council 2014 to 2025 (11 years); Total of 29 total years of elected public service.
I am also a Licensed Marriage Family Therapist and worked Full time for 28 years and retired Dec. 2023 as Senior Mental Health Manager for Solano County Behavioral Health.
I am proud of these accomplishments in my 11 years as Councilmember. This a partial list that I can remember!

3) Approved Cannabis (Marijuana) ordinance

What legacy do you hope to leave behind with your work on the City Council?
It was a balancing act to be a WIFE, MOM, GRANDMOTHER AND PUBLIC SERVANT”
Legacy I leave behind for the 11 years as councilmember and 4 term longest serving Vice Mayor (2016, 2021, 2022, 2023) is a balanced budget with a healthy fund balance/reserve. I supported polices to ensure that the city maintains reserve/fund balance of at least 15% annually as well as set aside funds annually for city’s unfunded liability.
I treated everyone with respect and with a calm professional demeanor. I did the best I could to find common ground, listen, understand different perspectives and worked very hard to find solutions to make our city be a better place for all.
What are your best memories serving on the City Council?
My best memories serving on the City Council is meeting with residents/constituents from all different backgrounds and different neighborhoods. I enjoyed attending community events, participating/ volunteering in youth, seniors, veterans activities . Serving as Vice Mayor for three years during COVID 19 pandemic was an honor and privilege. Other best memories include administering the Oath of Office for Commissioners and community leaders and attending commission meetings as Council liaison to more than a dozen commissions in my 11 year tenure. Lastly going on a Ride Along with Vallejo PD officers while chasing a stolen car identified through our city’s license plate reader was most memorable! I appreciate the risks our pubic safety officers deal with daily to protect our community.
What do you believe are the greatest challenges for the new City Councilmembers?
The greatest challenges for the new City Council are:
1) Budget- need to monitor Budget closely and get updated financial reports of Measure V, Measure P. Ensure that funds collected by these tax measures passed by voters are properly spent and accounted for. Ensure that you maintain at least 15% fund balance/reserve
New City Councilmembers need to focus priorities on their goals and objectives. It is easy to get sidetracked with other projects and expenditures that are not aligned with city council goals.
2) Tackling Homelessness-need to participate in CAP SOLANO JPA ON HOMELESS to address these issues not only on a local level but County and Regional level
3) Need to focus on Economic Development strategic plan and monitor projects that have DDAs (Disposition and Development Agreement) as well as supporting local small businesses.
3) Public Safety- need for more police officers (recruitment, training and retention); Process for securing funding for the new police building should be a priority if we are to move forward with recruitment and retention of police officers.
What are your hopes and dreams for Vallejoans and the younger generation and how will you help achieve that in your future roles in the Community?
My hopes and dreams from Vallejoans and the younger generation is a safe, thriving, healthy, diversity-celebrating community. I will continue to be involved in the community by mentoring young and future leaders, volunteering with non-profit organizations and communicating regularly with council, county and state/federal elected leaders.
Serving our community as an elected pubic servant for 29 years (11 years as your Councilmember/Vice Mayor) is the greatest honor and privilege in my professional life. I am grateful and blessed for the opportunity to serve. Despite the challenges during post bankruptcy, COVID-19 pandemic and staffing shortages, I believe we still made progress by working together with my council colleagues, staff and community.
I will continue to be a voice for progress and work to make a difference for our community.
The work continues and I wish the new council, staff and leadership the very best. Lastly, I am thankful to my husband Nestor Aliga, three sons and families for their love and understanding. Thank you, Vallejo! Let’s Move Forward Together!

Greater Vallejo Park, Recreation and Open Space Foundation received a grant from the Impact Library Program. The Amador Street location sees lots of daily foot traffic: teens walking to/from school, families stopping at the recreation office to register for classes, seniors and adults visiting the center. PG&E Former Vallejo Manufactured Gas Plant Site
Soil Gas Sampling Starts Week of September 9, 2024
What is the work?
From 2021 to 2023, the California Department of Toxic Substances Control (DTSC) provided oversight for the environmental remediation (cleanup) of the former manufactured gas plant in Vallejo, CA 94590. Remedial actions occurred at the 26-acre property located south of Curtola Parkway and Sonoma Boulevard (Site) and the adjacent property located at 1225 Sonoma Boulevard The remedy included: 1. excavation and off-site disposal of roughly 280,000 tons of soil; 2. stabilizing deeper soil in place with a cement mixture; and 3. placing three to five feet of clean soil over treated areas to restore the original grade. This work addressed soil contaminated with total petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), cyanide, and metals (including arsenic and lead).
The following post-remediation sampling activities are planned at the Site and the adjacent 1225 Sonoma Boulevard to evaluate soil gas conditions (air in between soil particles):
• Installing 24 soil gas probes for the Site and five probes for the 1225 Sonoma Boulevard property to a depth of up to five feet below ground using a truck mounted drill rig (see Figure 1)
• Collecting soil gas samples for laboratory analysis
When will the work take place?
• Work will begin the week of September 9, 2024 and is expected to take up to eight weeks.
• All activities will take place between 7:00 a.m. and 6:00 p.m., Monday through Friday
What safety measures will be in place?
• Work will be performed according to a Health and Safety Plan that includes measures to control dust, noise, and other construction-related impacts.
• Barriers will be set up around the work area to protect the public.
How will the work impact you?
• You will notice a field crew of up to eight individuals conducting the work with a truck-mounted drill rig.
• There will be temporary noise impacts from the drill rig.

De 2021 a 2023, el Departamento de Control de Sustancias Tóxicas de California (California Department of Toxic Substances Control, DTSC) supervisó la remediación ambiental de la antigua planta de gas manufacturado de Vallejo, CA 94590. Las acciones de remediación se llevaron a cabo en la propiedad de 26 acres ubicada al sur de Curtola Parkway y Sonoma Boulevard (Sitio) y la propiedad adyacente ubicada en 1225 Sonoma Boulevard. La remediación incluyó: 1. excavación y eliminación fuera del Sitio de aproximadamente 280,000 toneladas de suelos; 2. estabilización de suelos más profundos en el Sitio con una mezcla de cemento; y, 3. colocación de tres a cinco pies de suelos limpios sobre las áreas tratadas para restaurar el nivel original. • Instalación de 24 sondas de gas del suelo para el Sitio y cinco sondas para la propiedad en 1225 Sonoma Boulevard a una profundidad de hasta cinco pies bajo tierra utilizando un equipo de perforación montado en un camión (vea la Figura 1)
• Recolección de muestras de gas del suelo para su análisis en el laboratorio

REQUEST FOR RESEARCH PARTICIPANTS
Are you newly diagnosed with type 2 diabetes (T2D) within the last 6-9 months? Your experience matters!
We are conducting a research study to gain insights into the emotional responses and challenges faced by individuals navigating life living with type 2 diabetes. Your participation will contribute to understanding the unique journey of managing this condition.
Who we’re looking for:
Individuals with diagnosed T2D within the past 6-9 months
Must be fluent in English
Individuals who are willing to share personal experiences and perspectives
If selected, willing to share journal entries at least 2 times a week for 3 months regarding experience in living with T2D.
How to Participate:

• Individuals diagnosed with type 2 diabetes in the last 6 to 9 months
• Fluent in English
• All participants will recieve $100 after completing a 60-90 minute interview
• Some participants will be selected to complete journal entries at least 2 times a week for 3 months for an additional $300
