A MESSAGE FROM THE CITY MANAGER
Hello Vallejo,
I hope that you had a chance to attend the Mad Hatter Holiday Festival, including parade and Holiday Tree lighting, last weekend. What a spectacular event!
Over the past few weeks, I have been blown away by the amazing collaboration and generosity of Vallejoans and our community organizations. So many people are contributing time and resources to provide holiday cheer to less fortunate members of the community. We are still collecting toys for various nonprofits at the Vallejo Fire Department and City Hall.
At its meeting on Tuesday, the City Council introduced an ordinance to regulate vendors on sidewalks. This action will help ensure that sidewalks remain accessible to members of the public, that sidewalk vendors meet health and safety standards, and create a level playing field for other local businesses. The City Council also expressed to the California State University Board of Trustees that “Vallejo” should be included in the new name for Cal Maritime campus, after its merger with Cal Poly San Luis Obispo. The Council proposed the name Cal Poly Maritime Academy, Vallejo to the Trustees in hopes they will respect the City’s history and key partnership with Cal Maritime. Finally, Council voted to accept a generous donation of a large Menorah that will soon be placed next to the Holiday Tree near City Hall. This addition will celebrate our diverse community!
In this edition of the Vallejo Weekly, you will find information on ways to avoid falling victim to a recent scam, as well as information and advisories regarding Redwood Street repaving. I hope this information helps guide you as we close out 2024!
Finally, at next Tuesday’s Council meeting, staff will present a proposed new Economic Development Strategic Plan, which provides a roadmap for the City’s economic development activities through 2030. The completion and implementation of this plan will be a major milestone in the City effort to build prosperity and vibrancy.

Elite Scholars learn more about the City of Vallejo
Last week, scholars from Elite Public Schools visited City Hall to learn more about the City of Vallejo. As part of their walking tour of downtown Vallejo, about 120 middle schoolers sat in Council Chambers to hear a presentation by the City’s Youth Coordinator, Victoria Grace-Barksdale.
The presentation included information about the different City departments and City Council. Elite scholars will use this information to help them in a research project about Vallejo. Scholars asked meaningful questions regarding issues that impact the community and youth ranging from rent control, to safety, to the unhoused, and more. The scholars then wrote business letters to City Staff, Council and the Mayor.

NOTIFICATION OF CONSTRUCTION CITY OF REDWOOD STREET PAVING PROJECT
Dear Resident/Business,
Consolidated Engineering, Inc. will be performing construction on Redwood Street shown below in Vallejo from December 9th, 2024 through January 10th, 2025. Grinding and Paving is scheduled for December 16th through December 20th. Redwood Street, from Tuolumne Street to Fairgrounds Drive and the surrounding area will be impacted. Weather delays may extend the grinding and paving dates above. If a weather event occurs such as rain or freezing temperatures, work will suspend then continue the next working day weather permitting.
Please look for street closure signage, lane shifts, follow detours, obey all traffic flagging, operate your vehicle slowly and safely in the construction zones. Please “Slow for the Cone Zone.”

Traffic heading north will be detoured around the closures using Valle Vista, Broadway, Sereno, and Fairground Drive. From the north side of Redwood Street, traffic headed south can use the same detour or also use Sereno to Fairground Drive.

The center lanes will be closed at Redwood Street. No left turns will be allowed onto Redwood Street intersecting streets. There will also be no left turns off of Redwood Street from Tuolumne Street to Fairgrounds Drive.

Traffic loops removed and reinstalled at Redwood x Tuolumne. The left turn lane and middle lane will be closed in the morning. Detour will be Valle Vista Avenue. The middle and far-right lane will be closed in the afternoon and all lanes will reopen by 5 pm.

THE CITY OF VALLEJO CONTINUES TO ACCEPT APPLICATIONS FOR BOARDS, COMMITTEES, AND COMMISSIONS
VALLEJO, CA – The City of Vallejo is requesting applications to serve on a number of the City’s boards, commissions and committees. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration.
There are currently openings on the following boards, commissions, and committees: (click links to access applications)
• Code Enforcement Appeals Board (2) terms to expire 12/31/25
• Commission on Culture + Arts (2) terms to expire 12/31/28
• Economic Development Commission (1) term to expire 6/30/26
• Housing Authority Tenant Commissioners - Must be in the Housing Voucher Program and 1 of the tenant commissioners must be age 62 or older (2) terms to expire 12/31/26
• Housing & Community Development Commission – (2) 1 term to expire 6/30/27 and 1 to expire 6/30/28
• Marina Advisory Committee – (2 berther seats) – 1 term to expire 6/30/26 and 1 term to expire 6/30/25

For City Boards and Commissions, except for the Commission on Culture + Arts, Marina Advisory Committee, Participatory Budgeting Steering Committee, and the Surveillance Advisory Board, all appointed members must complete and file a Statement of Economic Interests, Form 700, within 30 days of appointment. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.
In most instances, to be eligible for appointment, applicants must be residents of the City of Vallejo. Information regarding the duties of each board and commission and specific criteria for appointment may be found within each application. With some exceptions, appointments are typically for a term of 4 years.
The application period will remain open until a sufficient number have been received in the City Clerk’s Office
Specific dates for applicant interviews with the City Council will be announced at a later date. Applicants must attend the interview to be considered for appointment on a board or commission.

Greater Vallejo Park, Recreation and Open Space Foundation received a grant from the Impact Library Program. The Amador Street location sees lots of daily foot traffic: teens walking to/from school, families stopping at the recreation office to register for classes, seniors and adults visiting the center. Having a little free library at this site will allow a wide range of community members to have easy access to books without having to travel to other locations.

PG&E Former Vallejo Manufactured Gas Plant Site
Soil Gas Sampling Starts Week of September 9, 2024
What is the work?
From 2021 to 2023, the California Department of Toxic Substances Control (DTSC) provided oversight for the environmental remediation (cleanup) of the former manufactured gas plant in Vallejo, CA 94590. Remedial actions occurred at the 26-acre property located south of Curtola Parkway and Sonoma Boulevard (Site) and the adjacent property located at 1225 Sonoma Boulevard The remedy included: 1. excavation and off-site disposal of roughly 280,000 tons of soil; 2. stabilizing deeper soil in place with a cement mixture; and 3. placing three to five feet of clean soil over treated areas to restore the original grade. This work addressed soil contaminated with total petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), cyanide, and metals (including arsenic and lead).
The following post-remediation sampling activities are planned at the Site and the adjacent 1225 Sonoma Boulevard to evaluate soil gas conditions (air in between soil particles):
• Installing 24 soil gas probes for the Site and five probes for the 1225 Sonoma Boulevard property to a depth of up to five feet below ground using a truck mounted drill rig (see Figure 1)
• Collecting soil gas samples for laboratory analysis
When will the work take place?
• Work will begin the week of September 9, 2024 and is expected to take up to eight weeks.
• All activities will take place between 7:00 a.m. and 6:00 p.m., Monday through Friday
What safety measures will be in place?
• Work will be performed according to a Health and Safety Plan that includes measures to control dust, noise, and other construction-related impacts.
• Barriers will be set up around the work area to protect the public.
How will the work impact you?
• You will notice a field crew of up to eight individuals conducting the work with a truck-mounted drill rig.
• There will be temporary noise impacts from the drill rig.

Las acciones de remediación se llevaron a cabo en la propiedad de 26 acres ubicada al sur de Curtola Parkway y Sonoma Boulevard (Sitio) y la propiedad adyacente ubicada en 1225 Sonoma Boulevard. La remediación incluyó: 1. excavación y eliminación fuera del Sitio de aproximadamente 280,000 toneladas de suelos; 2. estabilización de suelos más profundos en el Sitio con una mezcla de cemento; y, 3. colocación de tres a cinco pies de suelos limpios sobre las áreas tratadas para restaurar el nivel original. Se planificaron las siguientes actividades de muestreo posteriores a la rehabilitación en el Sitio y en la propiedad adyacente, 1225 Sonoma Boulevard, para evaluar las condiciones del gas del suelo (aire entre las partículas del suelo):
• Instalación de 24 sondas de gas del suelo para el Sitio y cinco sondas para la propiedad en 1225 Sonoma Boulevard a una profundidad de hasta cinco pies bajo tierra utilizando un equipo de perforación montado en un camión (vea la Figura 1)
• Recolección de muestras de gas del suelo para su análisis en el laboratorio
¿Cuándo se llevarán a cabo los trabajos?

REQUEST FOR RESEARCH PARTICIPANTS
Are you newly diagnosed with type 2 diabetes (T2D) within the last 6-9 months? Your experience matters!
We are conducting a research study to gain insights into the emotional responses and challenges faced by individuals navigating life living with type 2 diabetes. Your participation will contribute to understanding the unique journey of managing this condition.
Who we’re looking for:
Individuals with diagnosed T2D within the past 6-9 months
Must be fluent in English
Individuals who are willing to share personal experiences and perspectives
If selected, willing to share journal entries at least 2 times a week for 3 months regarding experience in living with T2D.
How to Participate:

• Individuals diagnosed with type 2 diabetes in the last 6 to 9 months
• Fluent in English
• All participants will recieve $100 after completing a 60-90 minute interview
• Some participants will be selected to complete journal entries at least 2 times a week for 3 months for an additional $300
