A MESSAGE FROM THE CITY MANAGER
Hello Vallejo,
I hope that you are enjoying this week, which includes holiday celebrations for many religions and cultures, including Christmas, Kwanzaa, and Hanukkah. The City has contributed to the celebration of these holidays by supporting many events, including the holiday tree lighting, the upcoming Vallejo Community Kwanzaa celebration on December 28th, and the Hanukkah menorah lighting on December 31st behind City Hall at 3 pm.
I continue to be so impressed by the generosity and compassion of individual community members and community organizations that are lending a hand to others during this holiday season. I think this community spirit distinguishes Vallejo and will continue to be a key asset in moving the City forward.
You’ll find in this edition of the Vallejo Weekly our Year in Review article that highlights many accomplishments by City staff in 2024.
I am looking forward to working with the new City Council, community members, and City staff to continue to improve Vallejo in 2025! Best wishes for a happy and healthy new year.

Vallejo Recognized for 10 Years of Partnership with Selectron Technologies
The City of Vallejo was recently awarded for being a decade long trusted business partner from Selectron Technologies. Selectron Technologies is one of the City of Vallejo's longstanding vendors which provides our Finance Department's Commercial Services division an Interactive Voice Response (IVR) system that allows callers to interact with utility billing system without speaking to a live agent. IVR systems use a combination of prerecorded messages, text-to-speech, and menu options to help callers get information, make requests, or complete actions. Our IVR systems can improve customer service efficiency by reducing wait times and freeing up agents to handle more
urgent matters and can allow customers to complete actions efficiently without requiring our Commercial Service agents. The City of Vallejo uses Selectron's IVR solution to provide 24/7 support for water utility customers for over 10 years, expanding the capabilities of the utility billing divisions of the Water and Finance Departments. Over the last decade, the Information Technolgy department has been supporting this technology along with the addition of the permitting IVR for the Planning and Development Services department's Building Division. Selectron Technologies have been a great partner in improving the customer experience and providing 24/7 support for our City of Vallejo citizens and contractors.
2023-2024 Year In Review!
As we wrap up 2024, The City of Vallejo would like to highlight momentous changes and accomplishments from 2023 until now. This is a list of many highlights but certainly not inclusive of all the daily maintenance and ongoing projects that City staff perform to improve life in Vallejo. The City of Vallejo has seen three different City Managers since 2023 and launched the recruitment for a permanent Police Chief along with the hiring of key Department heads. This is a highlight list of many of the exciting projects and achievements from the last 18 months. Through all this transition, here are some achievements to celebrate:
Water Department Accomplishments over past two years:
1. Treated 5.1 billion gallons of drinking water for customers
2. Exceeded or met all water quality regulations to ensure safe, affordable, and good-tasting drinking water through 24/7/365 operations, distribution, facilities maintenance, engineering, water quality, and system support
3. The Water Quality Laboratory successfully passed their Laboratory Audit and renewal from the California State Environmental Laboratory Accreditation Program (ELAP) and are accredited until 2025 for drinking water analysis.
4. Completed major repairs to treatment plant disinfection system, resulting in increased plant process effectiveness, decreased power consumption, decreased oxygen consumption, and decreasing operating costs overall
5. Completed integration of SCADA controls system, resulting in remove monitoring of all pumping stations to expedite response to malfunctions and prevent interruptions in water service
6. Completed firebreaks to increase protection of
infrastructure
7. Processed and disposed of 1922 tons of sludge created through water treatment
8. Completed high voltage transformer restoration and replacement, increasing energy efficiency, equipment reliability, and safety
9. Continued construction on bond-funded infrastructure projects to address deferred maintenance, antiquated equipment, and capital asset replacement to ensure reliability of the community’s water system
a. Planning for the replacement of 38,000 outdated water meters to refine water usage data and prevent water loss
b. Replace large sections of the aged Green and Gordon Valley Water Lines
c. Replace 5 miles (26,000 linear feet) of water main to continue to move toward a pipe replacement cycle of less than 100 years
d. Begin the design for the demolition and replacement of Skyview Reservoir
e. Tackle deferred maintenance of treatment plants: improvements to structural, electrical, chemical, and treatment process infrastructure and equipment
f. Back up mobile generators at Cordelia sourcewater pumping complex to ensure continued water service during planned PSPS events and unplanned emergencies
Economic Development/Planning Department Highlights:
• Completed Economic Development 5 year Strategic Plan to define the vision and implementation strategy for Vallejo’s economy based on community input
• Attracted Kindred Motors to Mare Island
• Facilitated construction of the new Costco location and surrounding commercial development within the Fairview Project
• Negotiated and facilitated adoption of the
redevelopment Participation and Performance Agreement for Blue Rock Springs with the developer, Blue Rock Springs LLC
• Won a $750,000 Saving American Treasures grant from the National Parks Service for improvements to Admiral Quarters A on Mare Island and a $600,000 grant from the Environmental Protection Agency for brownfields cleanups
• Obtained BCDC permits for City parking lot paving, boat launch, and bathroom improvements and facilitated unhoused cleanup of the former PG&E site on the Southern Waterfront
• Deployed community grants including:
• $440,000 in small business micro grants to 81 awardees
• $100,000 in restaurant resiliency grants to 22 participants
• $90,000 in grants to 11 arts and culture non-profits
• $60,000 in grants to over 25 small businesses for hardening and security improvements

Bay Trail-Vine Trail Groundbreaking
This project will help close the gap on the 500-mile Bay Trail.
The Bay Trail/Vine Trail project, which has been in development for 10 years, will provide approximately 5 miles of bike and pedestrian trail facilities in the north end of Vallejo to ultimately connect the Vallejo Ferry Terminal to the jurisdictional boundary with American Canyon. The project will build sections of multi-use trail and bike lanes, and include enhancements such as interpretive panels and mileposts.

Kudo translation services for City Council meetings
City receives $3.85 Million CPUC Grant to benefit underserved communities
Cleaning up our Community! In our effort to give residents an alternative to illegal dumping, the City of Vallejo worked in conjunction with Recology Vallejo and two other non-profit businesses to host a Fall FREE Dump Day on Saturday, September 28, 2024, at 100 Solano St. Vallejo, CA. 94590.
This FREE Dump Day was open to ALL Vallejo Residents. Approximately 650 residents attended the event and we collected 77.95 tons of Garbage, 24.52 tons of Metal, 1.48 tons of Organic Waste, 6.7 tons of Electronic Waste, 2,107 tires, and 170 Mattresses.
Started with the City-Wide Slurry Seal Project as the initial capital improvement project in a 10-year pavement management program being developed and funded with Measure P revenues to improve condition of Vallejo’s streets.

Members of the Vallejo Fire Department participated in an advanced cardiac life support class hosted by Medic Ambulance in October 2023. This training helps our cooperating agencies to stay efficient on critical medical call types such as cardiac arrests, strokes, and many other lifethreatening emergencies.
Project HOME
The Vallejo Police Department and City of Vallejo launch Prop 47 rant project - Project HOME. VPD received a $1M grant from California Board of
State and Community Corrections to provide case management, diversion and wrap around services for Vallejo transitional age youth (TAY).Project HOME supports TAY individuals who have encountered the justice system and may be struggling with mental health or substance use challenges. The diversion program began August 2023 where eligible youth were diverted to case management through partnering agencies. Additionally, VPD officers attended crisis intervention teams (CIT) training.

The City of Vallejo has been holding a booth on the 4th Saturday of the month at the Farmers Market. Staff from the various City departments work the booth to engage with the community, discuss their departments and projects. Staff have enjoyed this opportunity to get more connected with the residents of Vallejo while sharing what they do.

Voucher Waitlist
In February 2024 the Vallejo Housing Authority opened their Housing Choice Voucher (HCV) Waitlist, also commonly referred to as Section 8 for the first time in 15 years. The HCV Program provides assistance to very low-income individuals and families to enable them to afford decent, safe, and sanitary housing in the private rental housing market.

Community Events roared back to life in 2024 after a COVID related lull in public gatherings.
In 2024 the Vallejo Community produced or hosted over 60 Special Events, with the return of beloved festivities as well as a number of new events. Event season typically runs from April – October, closing out the year with the Mare Island Tree Lighting, Mad Hatter Holiday Festival and Victorian Home Tour in December.

The waterfront, on both sides of the Napa River, were bustling with activities to start the summer off right! Long time favorites are always a treat. June kicked off with the Juneteenth Parade and
Celebration and Pista sa Nayon and Chelu Car Club Battle on the Bay Car Shows. July featured the 169th 4th of July Celebration, August –October featured the August Summer Nights, Waterfront Weekend, Dia de Los Muertos, and MORE!
Finance Department and City Attorney's Office help keep the City on track
City staff from numerous departments have continued to support career pathways for youth through participating in events, mentorship opportunities and activities highlighting the important roles that City staff play and career exploration.
Staff members representing the Vallejo Police Department, Vallejo Fire Department, City Manager’s Office, Water Department, Information & Technology Department, Human Resources Department, Public Works Department, and the Mayor’s Office attended the College and Career Fair at Vallejo High School to showcase the work they do and the affects they have on the community. City departments have regularly attended these events at various schools to support pathways to city jobs and increase future recruitment efforts.
Staff members from the City Attorney’s Office mentored students from MIT Academy’s first-ever Mock Trial team to prepare them for competition against other schools and at State Finals. As a part of MIT’s Justice and Law Program, the Mock Trial students were coached on the many different roles involved in a trial including the prosecution and defense. Students were recognized for their hard work through a City Council proclamation.

projects at Vallejo High School. Engineering staff provided guidance and feedback as students designed products that would help to solve a community challenge. Staff acted as subject matter experts and helped students navigate through a design phase, prototype creation, and presentations of their work.
City of Vallejo staff inspire the next generation of workers through their annual Take Your Child To Work Day event. This event allowed children of city staff to shadow their parents and learn more about what they do to help keep Vallejo safe, vibrant, and prosperous. Youth became honorary employees for the day, learning about different city functions and roles through interactive tours, demonstrations, and activities.

Consolidated Engineering, Inc. will be performing construction on Redwood Street shown below in Vallejo from December 9th, 2024 through January 10th, 2025. Grinding and Paving is scheduled for December 16th through December 20th. Redwood Street, from Tuolumne Street to Fairgrounds Drive and the surrounding area will be impacted. Weather delays may extend the grinding and paving dates above. If a weather event occurs such as rain or freezing temperatures, work will suspend then continue the next working day weather permitting.
Please look for street closure signage, lane shifts, follow detours, obey all traffic flagging, operate your vehicle slowly and safely in the construction zones. Please “Slow for the Cone Zone.”

As a condition of receiving certain federal housing and community development funding, the City of Vallejo is required to adopt a “Consolidated Plan”. The City’s next Consolidated Plan will include the period beginning July 1, 2025 and ending June 30, 2030. The Consolidated Plan includes an analysis and identification of: (1) priority affordable housing needs, (2) priority needs of the homeless, (3) priority needs of populations with special needs, and (4) community development (non-housing) needs, which may include the need for neighborhood and public improvements, public facilities, social services, and economic development.
The Consolidated Plan also includes a one-year “Action Plan” for the first year of the Consolidated Plan, and which contains the City’s proposed allocation of federal Community Development Block Grant (CDBG) Program funds for the period beginning July 1, 2025, and ending June 30, 2026 (Fiscal Year (FY) 2025-26).
According to the City’s Citizen Participation Plan, before a draft of the Consolidated Plan is prepared, the City will hold at least one public hearing to gather information and receive comments on housing and community development needs in Vallejo. On Tuesday, January 7, 2025, after 6:00 p.m., the Housing and Community Development (HCD) Commission of the City of Vallejo will hold a public hearing, during its special meeting, on housing and community development needs in the community. It is important to note that the HCD Commission will not be recommending the allocation of funding to projects and activities at this hearing/meeting.
This hearing will also provide an opportunity for residents and other interested parties to comment on how the City’s CDBG Program and HOME Program funds may be used in FY 2025-26. Yoshinobu Takeda, known as Takezo, was born in Kagawa, Japan, and raised in Kyoto. Environmental Project Update

Project Overview
In December 2023, Pacific Gas and Electric Company (PG&E) completed its multi-year remediation (cleanup) project to address environmental impacts at the former Vallejo Manufactured Gas Plant (MGP), a 26-acre City of Vallejo-owned property at the corner of Curtola Parkway and Sonoma Boulevard where a gas plant operated from 1872 to 1930. Cleanup work included safely excavating and hauling approximately 170,000 cubic yards of contaminated soil, treating deeper contaminated soil in-place by mixing it with a cement-like mixture that prevents impacts from migrating, and backfilling excavated and treated areas with clean imported soil to restore the site to its original grade. This work was conducted under the oversight of the California Department of Toxic Substances Control (DTSC).
This fall, PG&E will return to the site to restore the boat launch parking lot and conduct post-remediation sampling. Boat launch Parking Lot restoration work will be conducted in accordance with permits from the San Francisco Bay Conservation and Development Commission (BCDC) and the City of Vallejo. Postremediation sampling will be conducted under DTSC oversight. This work supports preparing the site for future redevelopment by the City of Vallejo.
Restoration of the boat launch area will begin the week of September 16, or as soon as all permits are issued, and last roughly ten to twelve months. Work will occur Monday through Friday from 7:00 a.m. to 5:00 p.m. When necessary, work may extend to 7:00 p.m. or occur on Saturdays. Work includes:
• Backfilling, grading, and paving a new parking lot
• Installing new lighting and a new restroom
• Installing electrical vehicle charging stations
• Installing new fencing and landscaping
All work will occur in the boat launch parking lot area (see Figure 1) with some staging of equipment and supplies inside the larger enclosed City-owned property at the end of Mono Street. Community members

VALLEJO, CA – The City of Vallejo is requesting applications to serve on a number of the City’s boards, commissions and committees. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration.

For City Boards and Commissions, except for the Commission on Culture + Arts, Marina Advisory Committee, Participatory Budgeting Steering Committee, and the Surveillance Advisory Board, all appointed members must complete and file a Statement of Economic Interests, Form 700, within 30 days of appointment. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.
In most instances, to be eligible for appointment, applicants must be residents of the City of Vallejo. Information regarding the duties of each board and commission and specific criteria for appointment may be found within each application. With some exceptions, appointments are typically for a term of 4 years.
The application period will remain open until a sufficient number have been received in the City Clerk’s Office
Specific dates for applicant interviews with the City Council will be announced at a later date. Applicants must attend the interview to be considered for appointment on a board or commission.

We are conducting a research study to gain insights into the emotional responses and challenges faced by individuals navigating life living with type 2 diabetes. Your participation will contribute to understanding the unique journey of managing this condition.
Who we’re looking for:
Individuals with diagnosed T2D within the past 6-9 months
Must be fluent in English
Individuals who are willing to share personal experiences and perspectives
If selected, willing to share journal entries at least 2 times a week for 3 months regarding experience in living with T2D.
How to Participate:
