I hope that you have been enjoying the beginning of summer.

As you know, school is now out. There are many great summer programs and activities available in Vallejo. Please check this edition of the Weekly and future editions for detailed information on those.

I want to congratulate all of our recent high school graduates and wish them the best for their next career or educational steps. Please find an article in this edition of the Weekly that describes a special preapprenticeship program in Vallejo preparing young adults for construction careers.

I want to let everyone know that the City is kicking off the recruitment process for the selection of our new permanent Police Chief. There will be many opportunities for community members to share their thoughts on the ideal characteristics and qualifications of the next Chief. Please see the flyer in this Weekly and our social media for information on three upcoming Community Meetings to gather input.

On Tuesday night, the City Council took the important step of approving the Fiscal Year (FY) 2024-2025 Budget, which covers the period of July 1, 2024 – June 30, 2025. The budget continues the City’s current programs and services and funds a number of new capital projects.

Our summer and cultural recognition events continue. This Saturday, join us on the Waterfront for the annual Juneteenth celebration. There will be numerous performers and vendors. Note that City offices will be closed on Wednesday June 19th in recognition of Juneteenth, which is now a federal holiday.

Mayors sign agreement confirming sister city relationship between vallejo and ensenada

May 21, 2024, Ensenada, Mexico – In a significant move to strengthen ties of friendship and binational cooperation, Mayor Carlos Ibarra Aguiar of Ensenada and Mayor Robert H. McConnell of Vallejo, California, officially signed a sister city agreement between our respective cities. The signing ceremony took place in the Benito Juarez Garcia Hall of the Municipal House, with officials and community members in attendance.

The agreement, supported by Sister Cities International, aims to foster cultural, economic, technological, educational, tourist, gastronomic, and health exchanges between Ensenada and Vallejo. Mayor Ibarra highlighted

the collaborative spirit of both cities’ councils, acknowledging their crucial role in the agreement’s approval, which was initiated by Vallejo and culminated after seven years of anticipation.

“We are eager to develop a close relationship through cooperative activities that will benefit the development and prosperity of both our cities,” said Mayor Ibarra. “This includes systems for exchanging entrepreneurs and companies to promote the export and import of goods and services.”

Mayor McConnell expressed his gratitude for the warm welcome from Ensenada’s authorities, business chambers, and residents. He emphasized the agreement’s role in addressing mutual interests and fostering peace and inclusion.

“These partnerships promote a culture of peace by strengthening bonds of friendship and respectful dialogue,” Mayor McConnell stated.

“Having experienced the devastation of war, I am convinced that more global sister city could reduce conflicts. When people connect and live together harmoniously, they are less inclined to fight and more inclined to seek peace.”

Following the formal signing, the mayors, accompanied by their wives Gabriela Gay Ibarra and Paula McConnell, exchanged gifts showcasing activities in both cities. The event also saw participation from key officials, including Secretary General of the City Hall Jose Antonio Vazquez Castañeda, Director of Public Relations Erika Marisol Acuña Buelna, Director of International Affairs Efraín Kantel Sanchez, and Pelton Stewart, a member of the Sister Cities Commission of Vallejo.

This sister city agreement marks the beginning of a new chapter of cooperation and shared growth for Ensenada and Vallejo, reflecting a commitment to building stronger, more connected communities.

Landlord Symposium

The City of Vallejo would like to thank the Community for attending our Landlord Symposium last week. Fortynine landlords attended the Symposium and 3 were new landlords in Vallejo. The Symposium provided an overview of the housing choice voucher program, including data on the benefits of the program. Attendees received information related to fair housing rules and details about the HUD VASH program, which is designed to assist Veterans with housing opportunities. In addition, the new landlord incentive program was introduced.

Interested in partnering with the VHA as a landlord? Here's what you can expect. Competitive rental rates, direct access to the Vallejo Housing Authority, timely monthly payments, incentives to new and existing landlords, and improved customer service experience.

1. The landlord will list their available property on www.

affordablehousing.com or any other rental search engine available.

2. HCV recipient will select the unit of their choice and have the appropriate paperwork completed by the landlord.

3. Once VHA determines the family can afford the selected unit and the unit passes the housing inspection the rent reasonableness study is conducted. The VHA will work with the owner to obtain all relevant information pertaining to ownership of the unit and verify that the owner is NOT on HUD list of disbarred owners.

4. HAP contract is produced, signed and approved. 5. HAP contract is executed, and payments begin.

Pre-apprenticeship program prepares young adults for construction careers

After spending most of her childhood in foster care, Erreanna France admits she did not have a lot of options after finishing high school two years ago.

She enrolled in some community college courses but knew the classroom was not the right fit for her.

“I was struggling,” she said. “I knew at a young age I didn’t want to work in an office, I wanted to work with my hands. I thought about the trades but I didn’t have the money to pay for tools, equipment, and training.”

Through First Place for Youth, an organization in Fairfield providing services to transitioning-age foster youth, she learned about a free six-week Construction Pre-Apprenticeship training for young adults provided by the Workforce Development Board of Solano County and the Northern California Laborers Union.

The five day a week program, which began April 15 at Vallejo Adult School, was taught by the laborers, and featured hands-on demonstrations, leadership training, and mentorship. The seven students who completed the program, all between the ages of 18 and 24, now have four industry certifications and all the introductory training needed for a job in the construction trades.

France, 21, celebrated her graduation with the group in late May in the Vallejo Adult School multipurpose room. The event featured several speakers, including Cheryl Franklin from Trades Women Inc, who reminded the graduates that “if you build your reputation, your reputation will follow you wherever you go.”

In the weeks to come, they will complete their required agility training and apply for union cards. As part of the pre-apprenticeship program, the Workforce Development Board will cover the costs of their union fees for the first month.

“Through this program, you now have one foot in the door for working in the trades,” Nel Sweet-Davis, employability specialist for the Workforce Development Board, told the group at their graduation. “Remember, laborers are the foundation of all the trades. They are the front line.”

Laura Dutch, the principal of Vallejo Adult School, said she enjoyed seeing the students every day and watching the hands-on training like concrete pouring and driving a forklift. She commended their teamwork while pouring concrete.

Patrick Cahill, 18, said the concrete training was one of his favorite parts of the program.

“Everyone had their own role, and we were all working and communicating and got it done quick,” he remembered. “It felt good getting something like that accomplished as a group. It felt really good.”

Edward Barrett, 21, also enjoyed the collaborating and camaraderie of the team.

“This has been a lot better than office work,” he added. “I learned a lot more here than I would have in a classroom.”

France, meanwhile, said that although she too enjoyed the concrete and forklift training, her favorite part was learning to operate the jackhammer.

“I’m keeping my options open at this point,” she said of her future plans. “I don’t care what I do, as long as I can work with my hands.”

Organizers are preparing for Vallejo’s 34th Annual Juneteenth Festival on Saturday, June 15 from 11 am to 5 pm. The event sponsored by the African American Family Reunion Committee takes place at Barbara Kondylis Waterfront Green on Mare Island Way at Capitol Street. The celebration will feature a parade through downtown Vallejo.

Last year, we attracted over 1,500 visitors to the festival in just a few hours! Enjoy vendors selling merchandise and food, exhibitors, live entertainment, and activities for children.

What Mrs. Fisher Knows about Old Southern Cooking

Sunday June 23, 2-4pm

Bay area culinary historian, Robert Brower, Esq will give a presentation detailing the life and work of Mrs. Abby Fisher who in the late 19th century became the first black female self-published author in San Francisco. The McCune Collection has an original first-edition copy of Abby Fisher’s 1881 cookbook. McCune visitors will also be treated to a culinary delight prepared using one of Abby Fisher’s recipes.

soroptimist int'l of vallejo 2024-25 board of directors installation

On Monday, June 24, 2024 the Soroptimist Intl of Vallejo will install President Elect Cathy Rojas and the 2024-25 Board of Directors. The 2023-24 has been a big year for the club as it celebrated 85 years serving the community. Every member of the club is dedicated to the mission of making a difference in the lives of women and girls, here and around the world.

Each year Soroptimist Intl of Vallejo club members donate their time to raise funds for scholarships to women and girls in the Vallejo community to further their education and participate in the Waterfront Weekend. In 2024, thanks to the generosity of their members and donors in Vallejo, the club awarded a total of $55,000 to 5 women and 13 high school seniors pursuing their dreams!
