VALLEJO WEEKLY

ANDREW'S ANNOUNCEMENTS

A MESSAGE FROM THE CITY MANAGER

Hello Vallejo,

It finally feels like fall this week, especially with light rain earlier this week.

This weekend, please plan to attend the Coastal Cleanup that will take place in Vallejo and neighboring communities. Let’s keep our waterways clean! You’ll find details in the flyer in this edition of the Weekly. You’ll also see information about the exciting Waterfront Weekend that takes place soon, October 5 and 6. Along with many Council Members and other community leaders, I will be in the splash tank, which is a fundraiser, on Saturday October 5. That should be fun!

Some other news making a splash-we have implemented new software that provides live translation for public meetings. The software, called Kudo, will provide spoken or text live translation at our City meetings in the Council Chambers and Vallejo Room. Translation will be available in many languages, including Spanish, Tagalog, Punjabi and Japanese.

Please also find information in this Weekly on another new technology recently implemented by the City to improve customer service. Vallejo is now providing a process for instant permits for residential solar and battery storage systems. The Symbium technology will help lower the costs for permit applicants and homeowners and increase the speed of installing residential solar energy systems in Vallejo.

Are you warming up to the idea of solar power for your home?

Symbium and Vallejo are proud to announce the launch of instant permits for residential solar and battery storage systems. This groundbreaking platform by Symbium verifies code compliance in real time and automates the issuance of solar and energy storage permits, lowering the costs for permit applicants and homeowners and increasing the speed of installing residential solar energy systems in Vallejo.

Benefits of instant solar permits:

The automatic analysis of code compliance requirements and instant permit issuance not only ensures that every application meets the necessary safety and regulatory standards, decreases costs for homeowners and permit applicants, and increases the speed of solar installations. It also helps the City reduce its greenhouse gas emissions by furthering its goal of supporting the installation of small-scale renewable energy systems by identifying and eliminating procedural barriers and by training staff to facilitate the permitting process in as smooth a manner as possible.

Kristin Pollot, Vallejo's Planning & Development Services Director, expressed enthusiasm for the launch, stating, "With this new online platform, Vallejo will not only be able to continue to ensure compliance with California’s SB379 solar permitting mandate, but it will also reinforce the City's position as a committed long-term partner in fostering and promoting renewable energy adoption, while prioritizing efficiency, safety, and sustainability."

DTSC WORK NOTICE

Department of Toxic Substances Control – Our Mission is to protect California’s people, communities, and environment from toxic substances, to enhance economic vitality by restoring contaminated land, and to compel manufacturers to make safer consumer products.

PG&E Former Vallejo Manufactured Gas Plant Site

Soil Gas Sampling Starts Week of September 9, 2024

What is the work?

From 2021 to 2023, the California Department of Toxic Substances Control (DTSC) provided oversight for the environmental remediation (cleanup) of the former manufactured gas plant in Vallejo, CA 94590. Remedial actions occurred at the 26-acre property located south of Curtola Parkway and Sonoma Boulevard (Site) and the adjacent property located at 1225 Sonoma Boulevard The remedy included: 1. excavation and off-site disposal of roughly 280,000 tons of soil; 2. stabilizing deeper soil in place with a cement mixture; and 3. placing three to five feet of clean soil over treated areas to restore the original grade. This work addressed soil contaminated with total petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), cyanide, and metals (including arsenic and lead).

The following post-remediation sampling activities are planned at the Site and the adjacent 1225 Sonoma Boulevard to evaluate soil gas conditions (air in between soil particles):

• Installing 24 soil gas probes for the Site and five probes for the 1225 Sonoma Boulevard property to a depth of up to five feet below ground using a truck mounted drill rig (see Figure 1)

• Collecting soil gas samples for laboratory analysis

When will the work take place?

• Work will begin the week of September 9, 2024 and is expected to take up to eight weeks.

• All activities will take place between 7:00 a.m. and 6:00 p.m., Monday through Friday

What safety measures will be in place?

• Work will be performed according to a Health and Safety Plan that includes measures to control dust, noise, and other construction-related impacts.

• Barriers will be set up around the work area to protect the public.

How will the work impact you?

• You will notice a field crew of up to eight individuals conducting the work with a truck-mounted drill rig.

By providing free bus rides, we ’ re not only easing their journey to school but also nurturing a future generation of dedicated transit users, ” said Beth Kranda, Executive Director of SolTrans. “ We’ ve seen encouraging participation from youth over the summer, and we ’ re excited to see how this program will support students as the school year begins. ”

Youth are eligible to ride all SolTrans Local and Express services anytime; the program is not limited to travel to and from school. To make the most of this opportunity, students and their families are encouraged to familiarize themselves with SolTrans routes and schedules.
