Thank you to all of the volunteers that came out to participate in Coastal Cleanup Day last weekend. Please find pictures and information in this edition of the Weekly on the impressive amount of trash that volunteers picked up to help keep our shores clean.
This coming Saturday, please stop by our City table at the Farmers’ Market where City staff will be answering your questions and handing out voter registration forms with fun voter swag for children.

At the City Council meeting last Tuesday, many residents expressed their concerns about the lack of African American representation on the community panel that interviewed the six top candidates for the permanent Police Chief position, which resulted from an unexpected and unfortunate turn of events. You can read more about this situation in this City press release. I appreciated receiving many communications from the public and hearing all
of the comments at the meeting, and understand the community’s desire for more involvement in the process. Earlier this week, I decided that we would convene a second diverse and inclusive community panel to interview the three finalists for the position. The panel will be composed of 8 members recommended by the City Council and 2 members selected by the NAACP. I will then consider the recommendation of the panel and the qualifications of the finalists and make a decision on the permanent Police Chief. Thank you for your patience as we have worked on this important process and please accept my apologies that the original community panel was not representative. I take responsibility for that and I have learned many valuable lessons as a result of the feedback that I have received on this issue, for which I am grateful.

Vallejo fire department partners with national disaster search dog foundation to welcome new search and rescue dog
The Vallejo Fire Department is excited to announce a new and vital addition to its emergency response team. This summer, the department has partnered with the National Disaster Search Dog Foundation (SDF), welcoming a six-month-old English Black Labrador, Tex, as our newest professional rescuer. Paired with Vallejo Fire Captain Steve Thompson, Tex is now ready to assist in search and rescue operations, both locally and beyond.
Captain Thompson and Tex spent the past several months training with the SDF, a non-profit organization dedicated to strengthening disaster response in the U.S. by rescuing and training dogs, then partnering them with first responders. Since its founding in 1996, the SDF has produced highly-skilled canine disaster search teams that have responded to major disasters like 9/11, Hurricane Rita, and the Haiti earthquake.
Tex and Captain Thompson's teamwork is expected to provide crucial benefits to the City of Vallejo and surrounding communities. In a recent interview, Captain Thompson shared insights into Tex’s training, daily routine, and the impact of their work:
Q: Captain Thompson, what extra benefits does a search and rescue canine provide to the Vallejo Fire Department, the City of Vallejo, and our surrounding communities?
Captain Thompson: Tex will be invaluable in locating trapped victims in cases like building or trench collapses and locating patients ejected from vehicle accidents. Beyond Vallejo, we can deploy across California to assist with larger disaster areas like earthquakes and mudslides, and even out-of-state for major disasters like hurricanes and tornadoes.
Q: What is your daily routine with Tex like at the fire station? What adjustments have you and your coworkers made?
Captain Thompson: Tex is very active! On workdays, we wake up early for exercise before heading to the fire station. He’s one of the crew but stays at the station during routine calls like medical emergencies and structure fires. We’ve got puzzle toys to keep him engaged when the crew is busy. He’s energetic and always happy, and the team has really enjoyed having him around.
Q: As team members of California Task Force 4, what would an activation to a disaster area look like for you and Tex?
Captain Thompson: California Task Force 4 is one of nine search and rescue teams across the state. When disaster strikes, the team at the top of the rotation list deploys. Our task force manages all transportation logistics, ensuring the safety of our search dogs. Sometimes, we’re pre-deployed to areas likely to face disasters, like hurricanes or tornadoes. Once activated, we arrive on
site within 24 hours of the event.
Q: What does your training regimen with Tex look like?
Captain Thompson: We train together four to eight times a month on specific search and rescue techniques. I test Tex on “direction and control,” meaning I give him verbal commands even when I’m not by his side to ensure he stays on task and focuses his search pattern on areas we believe victims could be located. He also undergoes agility training to ensure he can navigate challenging terrains, like collapsed buildings. We use mock scenarios with hidden “victims,” and Tex finds the strongest human scent—it’s like a giant game of hide and seek for him!
Q: How many other search dogs are assigned to California Task Force 4?
Captain Thompson: There are 11 search dog teams, each consisting of a dog and handler, assigned to Task Force 4. Tex is expected to serve for about 10 years before he retires to a quiet life at home with our family.
With Tex now on board, the Vallejo Fire Department is better prepared than ever to respond to local and state-wide or national scale emergencies. Tex is also a member of Solano USAR (Urban Search and Rescue) and will play a vital role in the safety and recovery efforts in the event of disasters in our local area.

The COC shall annually review and report on (a) the City’s proposed and actual expenditure of proceeds generated by the transaction and use tax and (b) the independent annual audit required by Chapter 3.09. The Committee’s report shall be submitted to the City Council for review and discussion at a public meeting of the City Council and shall be available to the public.
The U.S. Department of Housing and Urban Development (HUD) provides guidance on the way the federally funded Housing Choice Voucher (HCV) Program must be administered in the form of federal regulations. Some of these regulations allow Housing Authorities to establish their own policies to better work within local market conditions. Where Housing Authorities have this flexibility, HUD requires them to maintain an Administrative Plan that details how these policies will be addressed.

VALLEJO, CA - On July 12, 2022, the Vallejo City Council created a Citizens’ Oversight Committee (COC). The COC shall consist of 7 regular members appointed by the Mayor and City Council as set forth in the ordinance (Ordinance No. 1866 N.C. (2d)). Six of the regular members are appointed based upon Council voting district. Members appointed by the Mayor may reside anywhere in the City.
The City shall provide such staff resources as are reasonably necessary to assist the Committee with the discharge of its duties under this chapter. The Committee shall not have authority to hire or retain its own staff, consultants, or contractors.

The Housing Authority of the City of Vallejo (HACV) is releasing proposed updates to the 2024 HCV Program Administrative Plan for public comment. PG&E Former Vallejo Manufactured Gas Plant Site
Soil Gas Sampling Starts Week of September 9, 2024
What is the work?
From 2021 to 2023, the California Department of Toxic Substances Control (DTSC) provided oversight for the environmental remediation (cleanup) of the former manufactured gas plant in Vallejo, CA 94590. Remedial actions occurred at the 26-acre property located south of Curtola Parkway and Sonoma Boulevard (Site) and the adjacent property located at 1225 Sonoma Boulevard The remedy included: 1. excavation and off-site disposal of roughly 280,000 tons of soil; 2. stabilizing deeper soil in place with a cement mixture; and 3. placing three to five feet of clean soil over treated areas to restore the original grade. This work addressed soil contaminated with total petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), cyanide, and metals (including arsenic and lead).
The following post-remediation sampling activities are planned at the Site and the adjacent 1225 Sonoma Boulevard to evaluate soil gas conditions (air in between soil particles):
• Installing 24 soil gas probes for the Site and five probes for the 1225 Sonoma Boulevard property to a depth of up to five feet below ground using a truck mounted drill rig (see Figure 1)
• Collecting soil gas samples for laboratory analysis
When will the work take place?
• Work will begin the week of September 9, 2024 and is expected to take up to eight weeks.
• All activities will take place between 7:00 a.m. and 6:00 p.m., Monday through Friday
What safety measures will be in place?
• Work will be performed according to a Health and Safety Plan that includes measures to control dust, noise, and other construction-related impacts.
• Barriers will be set up around the work area to protect the public.
How will the work impact you?
• You will notice a field crew of up to eight individuals conducting the work with a truck-mounted drill rig.
• There will be temporary noise impacts from the drill rig.

¿En qué consisten los trabajos?
De 2021 a 2023, el Departamento de Control de Sustancias Tóxicas de California (California Department of Toxic Substances Control, DTSC) supervisó la remediación ambiental de la antigua planta de gas manufacturado de Vallejo, CA 94590. Las acciones de remediación se llevaron a cabo en la propiedad de 26 acres ubicada al sur de Curtola Parkway y Sonoma Boulevard (Sitio) y la propiedad adyacente ubicada en 1225 Sonoma Boulevard. La remediación incluyó: 1. excavación y eliminación fuera del Sitio de aproximadamente 280,000 toneladas de suelos; 2. estabilización de suelos más profundos en el Sitio con una mezcla de cemento; y, 3. colocación de tres a cinco pies de suelos limpios sobre las áreas tratadas para restaurar el nivel original. Estos trabajos trataron los suelos contaminados con hidrocarburos totales de petróleo (TPH, por sus siglas en inglés), compuestos orgánicos volátiles (VOC, por sus siglas en inglés), hidrocarburos aromáticos policíclicos (PAH, por sus siglas en inglés), cianuro y metales (incluyendo arsénico y plomo).
Se planificaron las siguientes actividades de muestreo posteriores a la rehabilitación en el Sitio y en la propiedad adyacente, 1225 Sonoma Boulevard, para evaluar las condiciones del gas del suelo (aire entre las partículas del suelo):
• Instalación de 24 sondas de gas del suelo para el Sitio y cinco sondas para la propiedad en 1225 Sonoma Boulevard a una profundidad de hasta cinco pies bajo tierra utilizando un equipo de perforación montado en un camión (vea la Figura 1)
• Recolección de muestras de gas del suelo para su análisis en el laboratorio
¿Cuándo se llevarán a cabo los trabajos?
• Los trabajos comenzarán la semana del 9 de septiembre de 2024 y se espera que duren hasta ocho semanas.
• Todas las actividades tendrán lugar entre las 7:00 a.m. y las 6:00 p.m., de Lunes a Viernes.

Back to School: Youth Ride Free

Solano County, CA As students head back to school for the 2024-2025 academic year, SolTrans would like to remind all youth aged 18 and under that they can ride all SolTrans routes for FREE . This initiative is part of our ongoing commitment to support education and promote sustainable transportation options in the community.
SolTrans encourages parents and guardians to consider utilizing Local or Express bus services to ensure a smooth and stress-free start to the school year. Riding the bus not only offers a convenient alternative to driving but also helps alleviate traffic congestion around schools, promoting a safer environment for students.
Key Details of the Free Ride Program:
• Eligibility: All youth aged 18 and under can ride any SolTrans route at no cost.
• Service Areas: SolTrans provides extensive local coverage throughout Vallejo. Routes 15 and 17 align with Benicia Middle and High School bell schedules. E xpress Lines connect students to Solano Community College in Fairfield and BART.
• How to Ride: Students simply need to board any SolTrans bus and inform the driver that they are a student or youth. No fare or special pass is required.
“ The Youth Ride Free Pilot Program aims to eliminate the financial barriers associated with school commutes for our young riders and their families. By providing free bus rides, we ’ re not only easing their journey to school but also nurturing a future generation of dedicated transit users, ” said Beth Kranda, Executive Director of SolTrans. “ We’ ve seen encouraging participation from youth over the summer, and we ’ re excited to see how this program will support students as the school year begins. ”
Youth are eligible to ride all SolTrans Local and Express services anytime; the program is not limited to travel to and from school. To make the most of this opportunity, students and their families are encouraged to familiarize themselves with SolTrans routes and schedules. Solano County Transit (SolTrans) has been the public transportation provider for south Solano County since July 2011. SolTrans provides local and Express fixed routes and complementary paratransit. We are conducting a research study to gain insights into the emotional responses and challenges faced by individuals navigating life living with type 2 diabetes. Your participation will contribute to understanding the unique journey of managing this condition.
Who we’re looking for:
Individuals with diagnosed T2D within the past 6-9 months
Must be fluent in English
Individuals who are willing to share personal experiences and perspectives
If selected, willing to share journal entries at least 2 times a week for 3 months regarding experience in living with T2D.
How to Participate:
