I hope that you had a relaxing and safe Labor Day weekend.
The cover of this edition of Vallejo Weekly shows people enjoying the final August Summer Nights event, which occurred last Thursday. It is great to have so many people coming out and enjoying Vallejo’s music and vibrant culture.
A big thank you to visitors who stopped by the City table at the Farmers’ Market last weekend. Staff handed out many voter registration forms - be sure to check out Vallejo City Council candidates’ statements on MyVallejo.com at https://www.myvallejo.com/2024-election-candidates.
After a short break in August, City Council meetings start up again next Tuesday night. We look forward to hearing from community members about the various issues the City is tackling.

Vallejo families got to check out some fun products last Saturday at the Grand Opening for Good Neighbor Flea Market located at 200 Tennessee St. From jewelry to plants to collectibles, shoppers had a wide variety to explore while meeting vendors (many Vallejo families) and neighbors at the Good Neighbor Flea Market.

PG&E Former Vallejo Manufactured Gas Plant Site
Soil Gas Sampling Starts Week of September 9, 2024
What is the work?
From 2021 to 2023, the California Department of Toxic Substances Control (DTSC) provided oversight for the environmental remediation (cleanup) of the former manufactured gas plant in Vallejo, CA 94590. Remedial actions occurred at the 26-acre property located south of Curtola Parkway and Sonoma Boulevard (Site) and the adjacent property located at 1225 Sonoma Boulevard The remedy included: 1. excavation and off-site disposal of roughly 280,000 tons of soil; 2. stabilizing deeper soil in place with a cement mixture; and 3. placing three to five feet of clean soil over treated areas to restore the original grade. This work addressed soil contaminated with total petroleum hydrocarbons (TPH), volatile organic compounds (VOCs), polycyclic aromatic hydrocarbons (PAHs), cyanide, and metals (including arsenic and lead).
The following post-remediation sampling activities are planned at the Site and the adjacent 1225 Sonoma Boulevard to evaluate soil gas conditions (air in between soil particles):
• Installing 24 soil gas probes for the Site and five probes for the 1225 Sonoma Boulevard property to a depth of up to five feet below ground using a truck mounted drill rig (see Figure 1)
• Collecting soil gas samples for laboratory analysis
When will the work take place?
• Work will begin the week of September 9, 2024 and is expected to take up to eight weeks.
• All activities will take place between 7:00 a.m. and 6:00 p.m., Monday through Friday
What safety measures will be in place?
• Work will be performed according to a Health and Safety Plan that includes measures to control dust, noise, and other construction-related impacts.
• Barriers will be set up around the work area to protect the public.
How will the work impact you?
• You will notice a field crew of up to eight individuals conducting the work with a truck-mounted drill rig.
• There will be temporary noise impacts from the drill rig.

P CITIZENS' OVERSIGHT COMMITTEE APPLICANTS NEEDED
The COC shall annually review and report on (a) the City’s proposed and actual expenditure of proceeds generated by the transaction and use tax and (b) the independent annual audit required by Chapter 3.09. The Committee’s report shall be submitted to the City Council for review and discussion at a public meeting of the City Council and shall be available to the public.
The U.S. Department of Housing and Urban Development (HUD) provides guidance on the way the federally funded Housing Choice Voucher (HCV) Program must be administered in the form of federal regulations. Some of these regulations allow Housing Authorities to establish their own policies to better work within local market conditions. Where Housing Authorities have this flexibility, HUD requires them to maintain an Administrative Plan that details how these policies will be addressed.
DOCUMENT AVAILABILITY
VALLEJO, CA - On July 12, 2022, the Vallejo City Council created a Citizens’ Oversight Committee (COC). The COC shall consist of 7 regular members appointed by the Mayor and City Council as set forth in the ordinance (Ordinance No. 1866 N.C. (2d)). Six of the regular members are appointed based upon Council voting district. Members appointed by the Mayor may reside anywhere in the City.
The City shall provide such staff resources as are reasonably necessary to assist the Committee with the discharge of its duties under this chapter. The Committee shall not have authority to hire or retain its own staff, consultants, or contractors.
Qualifications to be a Committee Member
The Housing Authority of the City of Vallejo (HACV) is releasing proposed updates to the 2024 HCV Program Administrative Plan for public comment. A summary of proposed changes and the full proposed 2024 HCV Program Administrative Plan will be available for review beginning December 23, 2023, online at www.cityofvallejo.net under Our City, City Government, Vallejo Housing Authority, Vallejo Housing Authority Document Library, Administrative Plan, and at the HACV office located at 200 Georgia Street , Vallejo, CA 94590 during the hours of 9:00 a.m. through 12:00 p.m. and 1:00 p.m. through 4:00 p.m., Monday through Thursday The HACV encourages and welcomes all program participants and the community-at-large to review the proposed updates to the 2024 HCV Program Administrative Plan

Back to School: Youth Ride Free

Solano County, CA As students head back to school for the 2024-2025 academic year, SolTrans would like to remind all youth aged 18 and under that they can ride all SolTrans routes for FREE . This initiative is part of our ongoing commitment to support education and promote sustainable transportation options in the community.
SolTrans encourages parents and guardians to consider utilizing Local or Express bus services to ensure a smooth and stress-free start to the school year. Riding the bus not only offers a convenient alternative to driving but also helps alleviate traffic congestion around schools, promoting a safer environment for students.
Key Details of the Free Ride Program:
• Eligibility: All youth aged 18 and under can ride any SolTrans route at no cost.
• Service Areas: SolTrans provides extensive local coverage throughout Vallejo. Routes 15 and 17 align with Benicia Middle and High School bell schedules. E xpress Lines connect students to Solano Community College in Fairfield and BART.
• How to Ride: Students simply need to board any SolTrans bus and inform the driver that they are a student or youth. No fare or special pass is required.
“ The Youth Ride Free Pilot Program aims to eliminate the financial barriers associated with school commutes for our young riders and their families. By providing free bus rides, we ’ re not only easing their journey to school but also nurturing a future generation of dedicated transit users, ” said Beth Kranda, Executive Director of SolTrans. “ We’ ve seen encouraging participation from youth over the summer, and we ’ re excited to see how this program will support students as the school year begins. ”
Youth are eligible to ride all SolTrans Local and Express services anytime; the program is not limited to travel to and from school. To make the most of this opportunity, students and their families are encouraged to familiarize themselves with SolTrans routes and schedules. Solano County Transit (SolTrans) has been the public transportation provider for south Solano County since July 2011. SolTrans provides local and Express fixed routes and complementary paratransit. The agency is a Joint Powers Authority (JPA) governed by a six-member Board of Directors, composed of two representatives from the cities of Benicia and Vallejo, Solano County’ s representative on the Metropolitan Transportation Commission (MTC), and a representative from the Solano Transportation Authority. ###
CITY OF VALLEJO HARDENING GRANT
The City of Vallejo received funding from the American Rescue Plan Act (ARPA) that will be used to fund grants to our local small businesses who have suffered negative impacts resulting from the COVID - 19 pandemic.
Grants up to $3,000 for security improvements items, included but not limited to:

SUBVENCIÓN DE ENDURECIMIENTO DE LA CIUDAD DE VALLEJO
La Ciudad de Vallejo recibió fondos de la Ley del Plan de Rescate Estadounidense (ARPA, por sus siglas en inglés) que se utilizarán para financiar subvenci o nes a nuestras pequeñas empresas locales que han sufrido impactos negativos como resultado de la pandemia de COVID - 19.
Otorga hasta $3,000 para artículos de mejoras de seguridad, incluidos, entre otros:
• Cámaras
• Cerraduras
• Mejoras en las ventanas
¿Quién es elegible?
• Negocios de ladrillo y mortero con y sin fines de lucro ubicados en Vallejo
• Negocios con licencia comercial válida de Vallejo
• 20 empleados o menos

I want to address the concerns about the unpleasant odors that have affected our community due to the Biotower Rehabilitation Project at our wastewater treatment plant. On behalf of the District, I sincerely apologize for any inconvenience and discomfort this has caused.
It is important to understand that the project was essential to replace aging infrastructure that posed a potential risk of failure, which could have led to a much more serious situation. However, we fully acknowledge the impact it has had on the community, particularly on those living and working within a two-mile radius of the treatment plant. I want to assure you that we are working tirelessly to minimize any unpleasant odors affecting the area.
To keep the community informed and engaged, we have established a dedicated page where you can find the timeline of the project, details about the completed work, and information about the upcoming steps aimed at mitigating the unpleasant odors in the area. Your involvement is crucial to us, and we welcome anyone to engage with us, ask questions, and share their concerns regarding the project.
It is essential for us to convey that the conclusion of the project is approaching, and we are fully committed to resolving th e odor issues as swiftly as possible. We genuinely appreciate your understanding and patience as we strive to enhance the quality of life for everyone in our community.

REQUEST FOR RESEARCH PARTICIPANTS
Are you newly diagnosed with type 2 diabetes (T2D) within the last 6-9 months? Your experience matters!
We are conducting a research study to gain insights into the emotional responses and challenges faced by individuals navigating life living with type 2 diabetes. Your participation will contribute to understanding the unique journey of managing this condition.
Who we’re looking for:
Individuals with diagnosed T2D within the past 6-9 months
Must be fluent in English
Individuals who are willing to share personal experiences and perspectives
If selected, willing to share journal entries at least 2 times a week for 3 months regarding experience in living with T2D.
How to Participate:

• Individuals diagnosed with type 2 diabetes in the last 6 to 9 months
• Fluent in English
• All participants will recieve $100 after completing a 60-90 minute interview
• Some participants will be selected to complete journal entries at least 2 times a week for 3 months for an additional $300
