On Tuesday, May 17, The City of Vallejo, the Vallejo Police Department, and members of the community gathered to witness the renaming of Mare Island's 13th Street to James Capoot Street in honor of fallen Vallejo Police Officer James Lowell Capoot, badge #497. James Lowell Capoot (November 2, 1966 - November 17, 2011) "Officer James Lowell Capoot, 45, of the Vallejo Police Department was killed in the line of duty on November 17, 2011, in Vallejo, Calif. Jim lived a full and extraordinary life as a loving and devoted father, husband, son, brother, uncle, Officer, coach, neighbor, and friend.

Born November 2, 1966, in Little Rock, Ark., Jim attended local schools in Little Rock and graduated from John L. McClellan High School in 1985, where he was a distance runner on the cross country and track teams. Jim enlisted in the United States Marine Corps at age 18 and was stationed at Mare Island Naval Shipyard in Vallejo, where he met the love of his life, Jennifer Eileen DeCarlo. The two were married at St. Basil's Catholic Church in Vallejo on August 29, 1987.

Jim left the Marines in 1989 but remained on Active Reserve through 1993. In 1990, he joined the California Highway Patrol and began his career as a peace officer. In 1993, he joined the Vallejo Police Department,
and for 19 years, Jim distinguished himself as a Vallejo police officer while endearing himself to the Vallejo community. He served as a motorcycle officer, motorcycle instructor, driving instructor, and SWAT officer. He received two Vallejo PD Medals of Courage, one Life-Saving Medal, and many other department commendations. In 2000, Jim received the Officer of the Year Award. Jim coached the Vallejo High School varsity girls' basketball team and, in his second year, led the Apaches to a 25-7 record and a Sac-Joaquin Section Division II Championship. Jim left the Apache bench in March 2011 to bring into his home the two children of close friends who were killed in a motorcycle accident in January. The City of Vallejo and the Vallejo Police Department cherish and honor the memory of James (jim) Capoot, who may be gone, but will never be forgotten.

May is Older Americans Month

On May 10, 2022, Mayor McConnell and the Vallejo City Council approved a proclamation declaring May 2022 as Older Americans Month. This proclamation is to bring attention to the number of older residents we have in our community and to encourage efforts and programs which allow older residents to age in place. Accepting the proclamation from Mayor McConnell is Helen Hughes, the President of Carquinez Village. She is joined by Carquinez Village members Jane Keene and Marty
Stockard and Executive Director of the Florence Douglas Center, Peter Wilson. Carquinez Village is a vibrant and growing nonprofit that connects members with one another, delivers supportive services that enable many members to remain in their homes and host a range of programs and activities that provide stimulation, speakers, new experiences, and fun. There are 120 members and 68 volunteers. Carquinez Village is a member of Village Movement California, a network of Villages seeking to transform the attitude toward, and experience of, aging in California.
Pacific Gas and Electric is continuing to enhance the safety and reliability of the natural gas system. Those in the area of Seahorse Drive in Vallejo may have smelled or heard the sound of gas venting on the morning of Thursday, May 19 for about an hour. They will repeat the venting

Local Students Pursuing STEM Education Invited to Apply for College Scholarships of Up to $10,000

The PG&E Corporation Foundation is inviting applications to the annual Better Together STEM Scholarship Program. This year, responding to a trend in applications from students admitted to Historically Black Colleges and Universities (HBCU), eligibility is expanding to students planning to attend HBCUs anywhere in the United States, as well as California colleges and universities. The Foundation will provide funding for a total
of $250,000 to students pursuing a degree in Science, Technology, Engineering or Math (STEM) disciplines. The program will award 20 scholarships of $10,000 each and 20 awards of $2,500 each. Better Together STEM Scholarships are designed to give the next generation of Californians an opportunity to learn and succeed in higher education and support students who have made an impact in their community or who have overcome personal challenges. Interested applicants can learn more and apply here. Deadline to apply is June 3, 2022.

Solano Water Institute for Teachers

August 3-5, 2022, Solano Water Institute for Teachers will be holding a multiday fieldtripbased workshop! The training will highlight the preservation of Solano County’s open spaces, provide insight into the region’s complex water
resources, and offer first-hand experiential learning that can be passed on from teachers to students for continued exploration. Teachers can earn up to 21 hours of continuing education credit and receive a $250 stipend upon completion. For more information, click here.

Solano County is offering FREE water education programs. There are in-person or virtual lessons for K-12 that build water awareness and conservation. Students will be able to discover how drinking water travels to their home and learn about the movement of pollution while having the opportunity to participate in activities at Fairfield’s Dunnell Nature Center.
