ARTIST HIGHLIGHT: Commission on Culture and the Arts
ATSIE PIRTLE
The art world for Atsie, was an outlet from the rest of the world she lived in. She was a withdrawn child and art helped her express herself. At age 9, she started drawing comics from the Sunday paper, sampling and modifying images and from the city neighborhoods. That
became a significant part of her weekend fun.
Atsie’s inspirations started coming from within. Her dreams became her art. When she was 14 years old, she visited her aunt in Detroit, MI for the summer, and during that time Artsie enrolled in a performing art program. Newly motivated she began her exploration into the arts and cultures of other regions. Atsie’s outlet became her passion. She embraced art and it embraced her.
Atsie’s approach was usually re-imaging
and reinventing illustrations emphasizing core aspects of various cultures. She had to express what was exploding inside of her. Atsie’s creation is authentic, personal, memories from life experiences. They are fun, deep, even sometimes old fashioned, often just a part of who she is.
Through her art, Atsie goes from being physically alive to being alive with the rapture of life.

• Learn about City budgeting and prioritizing

Capitol Street Pump Station Repairs
Our Water Facilities Utility Mechanics recently made repairs at our Capitol Street Pump Station.
The sight glass, which is used to monitor the
tank level, was leaking at the upper and lower valves, as well as at the union fittings.
All components were replaced and are now new!
IHART COMMUNITY MEETINGS
The Vallejo Police Department (VPD) was recently awarded just over $300,000 from the US Department of Justice Office of Community Oriented Policing Services (COPS) to seed-fund the development and deployment of a new Integrated Health and Resource Team (IHART) program. The program will establish a new mobile community crisis intervention team (CIT) that will address Vallejo's specific and urgent mental and behavioral health needs.
IHART mobile crisis response unit will operate 24 hours a day, 365-days a year and will provide Vallejo residents with a specialized response team trained in trauma-informed response and mental and behavioral health support. This team of highly-trained individuals skilled in addressing social services-related calls, especially for those experiencing mental healthand social services-related crises will also be equipped with information regarding medical and housing referrals, outpatient mental health services, substance abuse support, and
much more to ensure that individuals can get connected with longer-term services to support their well-being.
The Vallejo Police Department will hold two public workshops to ensure IHART's policies, protocols, and priorities are community-led and informed.

Extra Mile Day Winners
November 1, 2022 was Extra Mile Day in Vallejo and 506 other cities in the United States. The City of Vallejo asked residents to nominate and then vote for two individuals and two organizations who go the extra mile in volunteerism and service:
One organization serving youth and one organization serving the community at large.
One adult 18+ who goes the extra mile and one youth 15-17 who goes the extra mile.
The winners were announced at the November 1, 2022, Vallejo City Council meeting.

WATCH ME GROW - A nonprofit whose mission is to strengthen the child, families & communities by partnering up with different organizations all over the Bay Area, to build a bridge between the resources and families in need. Jameelah Hanif accepted the award on behalf of the organization.

SORORITY, INC. - The sorority is a community service organization the supports the community of Vallejo in education, social action, and scholarships. Dr. Dela Morris accepted the award on behalf of the organization.
LISA GUTIERREZ WILSON - Lisa is a longtime Vallejo volunteer; she encourages other volunteers to participate in community events. As flash mob dance instructor, to embodying the Grinch at the Holidays to feeding the unhoused, Lisa doesn't seek the limelight. She is the light that brings people together in service to others.
JACK WILLINGHAM – Our youth winner is a bright, compassionate youth leader, who engages in community service, and feeding friends on the street.

Jetpatcher Pothole Repair
Jetpatcher has been working with the City of Vallejo repairing pot holes throughout the City. To date they have repaired 874 potholes! Jetpatcher is always accompanied by a City of Vallejo Public Works employee while doing work in Vallejo. In October, residents may have seen pothole work being done near Georgia St, Byron St., Tennessee St., Broadway St., Mini Dr., Fairgrounds Dr., along with several other locations.
Paving Webb at Sheldon
Starting November with a job well done. Public Works Crew works diligently to complete paving on Webb Street at Sheldon Avenue.
VPD Announces Promotions Of Four Vallejo Officers
The Vallejo Police Department is pleased to announce the promotions of Drew Ramsay, Bob Knight, Jeremy Huff, and Jeremy Callinan.
"These promotions are well-deserved for a group of hardworking and dedicated individuals," said Interim Police Chief Jason Ta, "and it's my honor to provide them with this advancement in their careers with Vallejo."
Drew Ramsay, who recently celebrated his 25th year with the department, was promoted to Captain, and Bob "Bobby" Knight, who has been with the department for 23 years, was promoted to Provisional Captain. Jeremy Huff, a 20-year veteran with the department, was promoted to Lieutenant, and Jeremy Callinan, who has been with the department for nearly seven years, was promoted to Sergeant.
These promotions took effect on Monday, November 7, 2022

VALLEJO
SIDESHOW ARRESTS
On 11/08/22 at approximately 6:45 PM, VPD officers were dispatched to an active sideshow in the area of Mini Drive and Lewis Brown Road
Officers arrived at the scene and observed approximately 30 vehicles actively participating in a sideshow. A white Ford Mustang was parked in the streets and the vehicle occupants were watching the sideshow. When the driver of the Mustang saw the police approaching the vehicle, the driver made an illegal U-turn in front of the officers and attempted to flee the scene.
VPD officers caught up to the Mustang and were able to pull it over. The driver and two passengers were compliant, identified themselves and were subsequently arrested for spectating a sideshow. When the driver was being escorted out of the vehicle, officers saw a “Ghost Gun” tucked in-between the driver seat and the center console. The driver was found to be on probation for a felony.
One of the passengers, who was also in violation his felony probation terms was arrested too. When officers escorted him out of the vehicle, they located a “Ghost Gun” tucked inside the waistband of his pants.
The third passenger was arrested for spectating a sideshow and lying to the police about her real name.
When the officers searched the Mustang, they ironically located three Oxycodone tablets which weren’t prescribed to anyone at the scene.
The Mustang was towed from the scene and all three spectators went to jail with costly and lengthy charges.
THE 2022 CALIFORNIA BUILDING STANDARDS CODE (CBSC) BECOMES EFFECTIVE JANUARY 01, 2023
All projects submitted for plan check to the Building Division after January 1, 2023, must comply with the new 2022 California Building Standards Code.
If a project is submitted for plan check to the Building Division prior to January 01, 2023, the 2019 California Building Standards Codes are still applicable to the project.
The new 2022 CBSC is currently available for purchase from technical bookstores or directly from the International Code Council, at iccsafe. org.
The new 2022 Building Code is available for public inspection at the Permit Counter at 555 Santa Clara Street, Second Floor during regular business hours Monday through Thursday 9-3, excluding Holidays and City closures.

RTSC Veterans Day Disaster Safe at Home Kit and Food Box

In sponsorship with Wells Fargo and Home Depot, Rebuilding Together Solano County (RTSC) will provide Disaster Safe At Home Kits and Food Boxes dedicated for veterans, active military, and other military families in Solano County in honor of Veterans Day 2022. In addition, RTSC will have a raffle for grocery gift cards and raised garden boxes.
RTSC’s Disaster Safe At Home Kit includes: a First Aid Kit, Hand Crank Radio / LED Flashlight / Cell Phone Charger, a fire extinguisher, plugin night lights, emergency blanket, glow sticks, emergency whistle, hand sanitizer, hand soap, face masks, a set of trash bags and disaster backpack with emergency information.
All veteran / military households receiving either a Disaster Safe At Home Kit or Food Box are required to provide the following:
• Driver’s License - showing Solano County address
• Military ID / VA Card or DD-214 Discharge Documentation

Spoiled robbery
On October 31, 2022, at approximately 2 AM, a subject approached a group of men and pointed a gun at them. The men did not speak English and did not know what the man pointing the gun at them was saying. One of the men discretely dialed 9-1-1, and one of VPD's bilingual dispatchers was able to assist and dispatch nearby officers.
Luckily, VPD officers were near the scene and were able to quickly arrest the subject without incident.
Officers discovered the subject had a fully loaded Glock 19 gun, a large amount of marijuana, and multiple unknown pill tablets, which have been sent to a lab for further identification.
