THE POSITION:

To plan, direct, manage, and oversee the activities and operations of the Human Resources Department; to coordinate assigned activities with other City departments and outside agencies; and to provide highly responsible and complex administrative support to the City Manager.

SUPERVISION RECEIVED AND EXERCISED:

• Receives general administrative direction from the City Manager.

• Exercises direct supervision over professional, technical, and clerical staff.

MINIMUM QUALIFICATIONS/KNOWLEDGE, SKILLS & ABILITIES

Experience:Seven years of increasingly responsible human resources or industrial relations experience, including four years of administrative and supervisory responsibilities.

Training:Possession of a Bachelor's degree from an accredited college or university with major coursework in human resources management, industrial relations, business administration, or related field.

Knowledgeof:

• Operational characteristics, services, and activities of a comprehensive human resources program.

• Organization and management practices as applied to the analysis and evaluation of programs, policies, and operational needs.

• Modern and complex principles and practices of human resources program development and administration.

• Advanced principles and practices of municipal budget preparation and administration.

• Principles of supervision, training, and performance evaluation.

• Current and pending legislation and court decisions relating to the rights and obligations of City leaders and staff.
