VPD Shares Changes to BiasFree Policing Policy with the Community
The Vallejo Police Department (VPD) is inviting Vallejo residents and stakeholders to review and provide input to its Bias-Free Policing Policy (formerly Bias-Based Policing) through January 20, 2023.
As part of the Police Departments' policy revision process and the three-year collaborative agreement with the California Department of Justice (CalDOJ), and to increase transparency between VPD and the community and stakeholders, VPD will track community input on the newly revised policy.
The main enhancements to the Bias-Free Policing Policy are as follows:
• Expanded definition section, clearly defining racial/identity profiling, implicit bias, bias by proxy, probable cause to arrest, reasonable suspicion to detain, and reasonable suspicion to conduct pat search/frisk
• Reiteration that Bias-Based policing is strictly prohibited, including the corresponding California Penal Code Section
• Introduces additional requirements for officers witnessing bias-based policing to report to their supervisor and process for the supervisor to investigate and report findings to the Professional Standards Division (PSD)
• Expands supervisor responsibilities when suspected bias-based policing activity is reported
• Administration will continue to review complaints of bias-based policing and submit a report of the annual Racial and Identity Profiling Act data to the CalDOJ
• Outlines additional training required to reduce instances of bias-based policing
• Clearly states the required data being collected and reported to CalDOJ
• Includes an “Actions Required When Conducting Stop”

Application Period for 3 New Members to the Surveillance Advisory Board (SAB) in Now Open
APPLICATIONS CLOSE JAN. 20, 2023
With the seating and installation of new Councilmembers in Districts 2, 4, and 5 of the City on January 3rd, 2023, three seats on the recently created Surveillance Advisory Board (SAB) are slated for new appointments by the newly seated Councilmembers.
• Toll readers
• Closed-circuit television cameras
• Gunshot detection hardware and services
• DNA capture technology
• Audio and video recording devices, such as body-worn, wide-angle, and surveillance cameras
• Biometric software that can capture and recognize faces, voices, and irises
• Radio-frequency I.D. (RFID) scanners
• And x-ray vans.
MORE ABOUT THE SAB:
The application period will close at 5 p.m., Friday, January 20, 2023. Applicants must be residents of the City of Vallejo and reside in Districts 2, 4 or 5. Residency will be verified by the City Clerk’s Office.
The purpose of the SAB is to advise the City and City Council on best practices to protect the safety, privacy, and civil rights of Vallejo Residents in connection with the purchase, borrowing, and/or use by City Departments of Surveillance Technology.
In addition, the Board will conduct meetings to gather public input concerning the use of surveillance technology by the City of Vallejo.
Surveillance technology is defined as technology used for observation for law enforcement purposes, of places, persons, or things by visual, aural, electronic, photographic, or other means.
These can include but are not limited to, devices such as:
• International Mobile Subscriber Identify (IMSI) Catchers and other cell-site simulators
• Drones
• Automatic license plate readers (ALPRs)
The SAB consists of seven members, one from each council district and one at large member appointed by the Mayor.
New members will be appointed by their districts seated Council member, District 2 Council member Matulac, District 4 Council member Palmares and District 5 Councilmember Bregenzer.
The term for each appointed SAB member will be tied to the term of the appointing Council member.
Members cannot serve for more than 8 consecutive years. Those who have served for 8 consecutive years will be eligible to serve again only after a 2-year break in service.
Members of the Chief’s Advisory Board (CAB) are not eligible to serve on the SAB. For more information about the Board, please refer to Ordinance No. 1859 N.C. (2d).
Interviews are tentatively planned for the evening of January 31, 2023.

10th Annual Solano County Science and Engineering Fair
REGISTRATION NOW OPEN!
Solano County Office of Education is hosting the 10th Annual Solano County Science and Engineering Fair in March at the Solano County Fairgrounds. SCOE is encouraging Solano County students, grades 3-12, to enter this year’s competition!
SCOE’s Science and Engineering Fair aspires to provide an opportunity for students to develop
inquiry and problem-solving skills, ignite a passion for science and engineering and explore STEM-related fields.
