BAY TRAIL/VINE TRAIL GROUNDBREAKING
The City of Vallejo hosted a groundbreaking ceremony for the Bay Trail/Vine Trail on August 24. The event included refreshments, giveaways and remarks from several speakers: Robert McConnell, City of Vallejo Mayor; Sergio Ruiz, Caltrans District 4 Office Chief; Chuck McMinn, Napa Valley Vine Trail Founder and Board President; Erin Hannigan, Solano County Supervisor; Steve Young, Solano Transportation Authority/City of Benicia Mayor; Terrance Davis, City of Vallejo Assistant City Manager. Approximately 75 people attended the ceremony to close the gap on the 500-mile Bay Trail.
The Bay Trail/Vine Trail project, which has been in development for 10 years, will construct approximately 5 miles of bike and pedestrian trail facilities in the north end of Vallejo to ultimately connect the Vallejo Ferry Terminal to the jurisdictional boundary with American Canyon.
The project will build sections of multi-use trail and bike lanes, and include enhancements such as wayfinding shelters, interpretive panels and mileposts.

POLICE TOWN HALL MEETING
On September 7, 2023, from 6 p.m. to 8 p.m., the Vallejo Police Department will hold its second town hall meeting regarding the response to alarm calls.
Due to limited sworn police staffing, the Vallejo Police Department has been forced to make many difficult decisions, including those related to a reduction in police services. We have carefully examined a variety of calls for service and have determined that alarm calls have approximately a 98% rate of being unfounded. In an effort to provide efficient services to our community, we are proposing to no longer respond to selected unverified alarm calls.
Unfortunately, our proposal will eliminate calls for service to unverified alarm calls classified as audible alarm, or silent alarm. We will continue to respond to manually activated panic alarms and silent robbery alarms. We will also respond to alarm calls that demand a dual response which requires both the Police and Fire Departments for medical reasons. Additionally, we will respond to video alarms that depict an in-progress crime occurring or having just occurred.
Dispatch personnel are directed to perform the following:
1. Take the phone call from the alarm company or other applicable caller.
2. Input the call for service in its entirety, including the area of activation(s).
3. If the alarm is determined to be an audible alarm or a silent alarm, the dispatcher will explain to the caller that we will not be responding to unverified alarm activations and offer the reporting party the incident number.
4. The call will then be cleared out with a disposition of “PC, canceled due to lack of staffing protocol.”
5. If we can determine a burglary is in progress, the dispatcher will dispatch the event based on call priority and staffing availability as soon as practical.
This special order directive does not exclude police response if the Watch Commander determines that response is necessary. The watch commander can direct field units dispatched to the event in accordance with standards.

Hello there, I’m Lady! I am a tall, elegant girl weighing in at about 53 pounds. I am a shy young lady and it takes me a little while to trust, but once the trust is there, I’m a very sweet and playful dog! I walk well on a leash and only pull a little, but it would be great to have someone help me continue to work on my doggy manners. I would thrive with an active person/family that is loving, helps me to feel safe, and is patient with me. I am currently being fostered by an HSNB volunteer and getting along well with the resident doggo. If you have a dog at home, you can bring them to meet me to see if we could be pals! Request For Proposals for IHART Extended
The Vallejo Police Department (VPD) is seeking proposals from organizations and entities specializing in mobile crisis response, mental and behavioral health, and co-responder programming. VPD has extended the deadline for a Request for Proposals (RFP) to support the staffing and deployment of the Integrated Health and Resource Team (IHART), a new mobile crisis intervention team (CIT) established to address the specific and urgent mental and behavioral health needs in Vallejo. The RFP is live as of August 3, 2023 and available on the Planet Bids website.
IHART will provide City of Vallejo residents with trauma-informed response and linkages to mental and behavioral health resources by diverting mental, behavioral, and social services-related calls to the unit that will operate 12 hours a day, seven days a week, 365 days per year. IHART will significantly reduce VPD’s role and presence in these calls and ensure appropriate response for our community, resulting in improved outcomes for individuals experiencing crises. By significantly reducing the VPD’s role in mental and behavioral health-related response, this program provides the department with the capacity to respond to Vallejo’s most urgent and violent crimes, further reducing harm for our community.

2023-24 SPECIAL EVENT SPONSORSHIP GRANT PROGRAM ANNOUNCEMENT
The City of Vallejo is excited to announce the Special Event Sponsorship Grant Program (SESGP). To be considered for sponsorship, event organizers must meet all eligibility criteria and apply to the program.
SESGP PROGRAM OVERVIEW AND GOALS
The Special Events Sponsorship Grant Program (SESGP) offers financial assistance to support special events in the City of Vallejo. These events include festivals, parades, and community celebrations that may require the support services of the Police Department, Fire Department, and/or the Public Works Division on the day(s) of the event. SESGP awards are made once a year through a competitive application and review process. The program aims to foster successful high-impact community events and programs that:
• Enhance economic development;
• Encourage community participation;
• Promote arts and cultural growth; and
• Provide a rich variety of festivities for residents and visitors. The program is not intended to support events where the primary purpose is fundraising for a cause. The SESGP awards are meant to partially offset the cost of city services by providing financial support for events. Award amounts may vary per event per year. Organizers could request up to 50% of the anticipated total event cost or 100% of the anticipated cost of city services, whichever is higher. Award amounts may be less than the amount requested.
Fiscal Year 2023-24: The grant application window opened on Thursday, August 17, 2023. The grant submission deadline is the Thursday, September 28, 2023, at 12:00 p.m. Late and/or incomplete submissions will not be accepted.
ADMINISTRATION
The Vallejo City Manager’s office manages the administrative process of the SESGP, as the department also manages the permitting process for high-impact special events in the City. To be considered for funding in this current cycle, FY 2023-24, grant applications must be submitted for review by Thursday, September 28, 2023, 12:00 p.m. All applicants will be notified of the status of their application no later than Wednesday, 10/25/23.
NOTE: For Fiscal Year 2024-25, the Grant Application period will open October 26, 2023, and all requests will be due on December 20, 2023, 12:00 p.m.
Moving forward, the amount of funds available for the program and for each applicable event will be presented for City Council consideration in June. While funding will not be approved until Council adoption, the City will calculate anticipated award amounts by early May, based on eligible applications received and the City’s budget proposal at the time. All anticipated award amounts are not guaranteed and are subject to adjustments based on Council adoption. The final allocation of sponsorship funds will be determined and announced following the City’s current Fiscal Year budget adoption in June.
