Hello, Vallejo!

I originally planned on dedicating this Weekly message to the exciting events going on in the City and how you can plan your own event with the City’s help. However, after the City Council meeting last Tuesday, I felt it more important to highlight key decisions made by the Council. First, I’d like to say I listened intently to every speaker at the meeting, and while you may not hear an immediate response, I take away your concerns and will continue working with the stakeholders involved with reform efforts within the Vallejo Police Department.

The City Council, late into the night and early morning, voted on two key issues to help move the City forward, which included extending the Emergency Proclamation on Public Safety for another 60 days and approving the design study for the new Police building on Amador Street. Extending the Emergency Proclamation will allow interim Police Chief Ta and I to pursue assistance from other law enforcement agencies and, if needed, implement changes designed to keep the City safe. We continue to look for ways to help protect residents, visitors, businesses, and our police officers. Council approval of the design contract for a new police building will allow that effort to move forward.

9/11, Never Forget.

Vallejo Remembers

On Monday 9/11, the Vallejo Fire Department and Vallejo Police Department paid tribute to the heroes and first responders on the 22nd anniversary of September 11, 2001. The ceremony took place on the steps of City Hall. The ceremony began with a presentation of colors from Vallejo Fire Department’s Honor Guard. Fire Captain Kevin Brown emceed the evet that was attended by Councilmember Mina Loera-Diaz, members of the Vallejo Police Department, Vallejo Fire Department, City Staff, and members of the Vallejo community.

Fire Chief Kyle Long spoke at the ceremony about the nearly 3,000 individuals that lost their lives during the terrorist attacks, including the 343 firefighters and 72 police officers. Chief Long professed, “The number 343 is a sacred number in the fire service. 343 is the number of New York City firefighters that died on 9/11. We remember these 343 firefighters, along with law enforcement, and over 3,000 civilians that died that day. The Vallejo Fire Department will continue to remember the ultimate sacrifice made by the 343 firefighters killed on 9/11.”

Everyone who is old enough to remember 9/11 remembers where they were on that fateful day. Interim Police Chief Jason Ta recounted hearing the news develop over the radio on his way to work and how that day forever changed the country. He spoke of the way that policing changed in the days, months and years after.

Also speaking at the ceremony was Deputy Police Chief Joseph Gomez who recited the Police Officer’s Prayer followed by Fire Captain Brown reciting the Firefighter’s Prayer. VFD’s Honor Guard concluded the ceremony by ringing the fire bell three times with three rings each signaling the final call to the 343 firefighters who lost their lives on 9/11. After the ceremony concluded, those in attendance mingled while they honored the memory of those lost on that day and recounted stories of where they were on September 11, 2001.

While the Vallejo Fire Department was preparing for their ceremony in Vallejo in memorial of the victims of September 11th, Firefighter Stephen Kay was in Sacramento, CA to participate in the Firefighters Stair Climb. Firefighter Kay joined 342 other firefighters from around the Sacramento area to honor and remember the 343 firefighters who perished after courageously heading into the catastrophic event of 9/11 to help save the lives of victims that they had never met, simply because that is what they were trained to do.

The 343 firefighters climbed 110 stories representing the 110 stories of the World Trade Centers. Each firefighter, dressed in their turnouts, wore the last name of a firefighter that lost their life during the terrorist attack (over their own name) to remind the world that they will never be forgotten. Firefighter Kay wore the last name Germain on his jacket to represent Dennis Germain, 33, a firefighter with FDNY Ladder Company 2.

Firefighter Stephen Kay has been with the Vallejo Fire Department for 6½ years. Kay became a firefighter “to be part of a team with the common goal of dedicating ourselves to save lives and property. To be the best person that someone can count on and turn to when they are in an adverse situation that they can no longer control.”

When the firefighters of the FDNY were alerted to what was occurring in Lower Manhattan, there was no time for first responders to prep, no time to stretch and no time to rest – just time to respond. In the 22 years after 9/11, an additional 341 firefighters have passed away due to illnesses related to being at Ground Zero. Firefighter Kay shares that he hopes “putting himself through the blood, sweat, and tears it will inspire others to remember the ‘why’ – why we do what we do, for people we may never meet.”

CALL FOR ARTISTS: LAKE DALWIGK PARK IMPROVEMENTS PROJECT ART INSTALLATION

SEPTEMBER 2023

Introduction:

The City of Vallejo in partnership with The Great Vallejo Recreation District (GVRD) and the Vallejo Flood & Wastewater District (VFWD) are thrilled to announce a unique opportunity for artists to contribute to the vibrant environmental and cultural landscape of our community. Lake Dalwigk Park Improvements project is seeking proposals for an engaging and captivating art installation that will enhance the park’s beauty and inspire visitors. This call for artists invites creative individuals and teams to submit their proposals for a significant art component that will become a cherished part of our public park for years to come.

Project Overview:

The park improvements project aims to create a welcoming and inclusive space for residents and visitors alike. The art installation will serve as a focal point within the park, capturing the essence of our community’s spirit, culture, and natural surroundings. It should encourage contemplation and delight while complementing the park’s proposed architectural design. The art component will be compromised of three (3) art elements:

• Art Item 01 is limited to only the barrier and handrails of an existing small pedestrian bridge located within the park. The intent for this art piece is that a handrail and boundary will be designed to meet all ADA requirements. The art component will be adhered to the bridge railing via welded joints or via mechanical fasteners.

• Art Item 02 is limited to the design of two (2) monument sign components to serve as an identification for the park.

• Art Item 03 is limited to a ground mural art for a linear path area of approximately 2,000square feet of approximately 15-feet in width.

The Project Team may elect one (1) artist to perform all three art items, or two (2) artists to perform a combination of art items.

Eligibility:

This call for artists is open to both emerging and established artists from all backgrounds and disciplines. We encourage artists with experience in large-scale installations, public art projects, and community engagement to apply. Collaborative proposals are also welcomed.

Scope of the Art Installation:

The selected art installation should meet the following criteria:

• Durability: The artwork should be able to withstand various weather conditions and require minimal maintenance over time.

• Safety: The installation should be safe for park visitors of all ages, adhering to relevant safety regulations and guidelines.

• Engaging: The artwork should invite park visitors to interact, explore, and connect with the piece and its surroundings.

• Integration: The installation should harmonize with the park’s landscape, architecture, and the overall vision of the project.

• Accessibility: The artwork should be inclusive and accessible to individuals with disabilities.

• Sustainability: The proposal should demonstrate environmentally friendly practices and materials where possible.

Submission Guidelines:

To be considered for this project, interested artists must submit the following:

• Artist Statement: A brief overview of your artistic practice, your creative approach, and any relevant experience with public art projects (maximum 300 words).

• Proposal: A detailed description of your proposed art installation approach, including preliminary conceptual approaches, materials, dimensions, and any interactive or experiential aspects (maximum 500 words) that you would envision be a part of the art component.

• Visual Representation: High-quality images, sketches, or digital renderings of the past work and any preliminary proposals, demonstrating its visual impact and integration within the park.

• Budget: A comprehensive budget outline, including all anticipated costs for the creation, installation, and ongoing maintenance of the artwork.

• Timeline: An estimated timeline for the completion of the project, including key milestones and anticipated installation date.

• Artist Biography: A concise biography highlighting your artistic achievements, relevant exhibitions, commissions, or awards (maximum 200 words).

• References: Contact information for two professional references who can speak to your experience and ability to execute large-scale projects.

Submission Process:

Please submit your proposal electronically to Neah Johnson at njohnson@interwestgrp.com no later than September 15, 2023. All files should be in PDF format, and the total file size should not exceed 10MB. In the subject line of your email, please include “Lake Dalwigk Park Art Installation Proposal - [Your Name/Team Name].”

Selection Process:

A panel of professionals and City representatives will review the submitted proposals. The selection will be based on artistic merit, creativity, concept viability, and alignment with the project’s goals and criteria. Shortlisted artists may be invited for an interview or presentation of their proposal before the final selection is made.

Budget and Compensation:

The total budget for the art installation, including artist fees, materials, installation costs, and ongoing maintenance, is $120,000. The selected artist(s) will be awarded a compensation fee that reflects the scale and complexity of the art.

Important Dates:

• Call for Artists Release: September 7, 2023

• Submission Deadline: September 21, 2023

• Shortlist Notification: September 28, 2023

• Artist Interviews/Presentations (if applicable): October 5, 2023

• Final Selection Announcement: October 12, 2023

• Project Completion and Installation: June 30, 2024, or sooner

Join Developing Organizing Visions for Everyone (D.O.V.E Bay Area) for a special screening event of “The 50”– a film on transformation and rehabilitation.

While serving life sentences in a dangerously overcrowded and drug-saturated prison system, 50 men embark on a radical journey to become some of the first incarcerated Substance Abuse Counselors in the country.

“The 50” is an unprecedented look into a pioneering rehabilitation program situated within a California State prison. This film tracks the journey of 50 lifers, including organizer Cameron Clark of D.O.V.E Bay Area, who seized an unparalleled opportunity to become some of the nation’s first incarcerated Substance Abuse Counselors. This was groundbreaking and took place right here in Solano County.

There will be a post-screening Q&A session, featuring Film Director Brenton Gieser, D.O.V.E. Bay Area Executive Director Cameron Clark and a special guest!

BRIEF DESCRIPTION / IDEAL CANDIDATE:

The ideal Senior Instrument Technician will have an extensive background in Industrial Electrical and Control Systems. Incumbents will need to have experience performing maintenance / repair in large pumping plants and raw water distribution systems / water treatment plants. Additionally, incumbents will need to have experience testing low / high voltage electrical equipment, interpreting diagrams / schematics, perform work according to drawings, knowledge of operational methods associated with the water treatment process and be familiar with use of a variety of specialized electrical test equipment. The incumbent selected for the position of Senior Instrument Technician is expected to be placed on the Department’s on-call rotation and to respond to after-hours service needs all hours of the day and night, including weekends and holidays.

Humane Society of the North Bay

The Humane Society of the North Bay is hosting a gala at The Empress Theatre and Lounge in Vallejo, California on Saturday, September 16. This is our first gala since 2019 and we look forward to seeing many of our friends and supporters at this event!

“Coastal Cleanup Day is back and better than ever,” says Jennifer Kaiser Nelson, Public Information Officer at Vallejo Flood & Wastewater District. “We’ll have approximately 20 different cleanup sites throughout Vallejo, and volunteers can choose their location. It’s a fun event for all ages.” Sites include Dan Foley Park, Hanns Park, River Park, Cullinan Ranch, Blue Rock Springs Park, Glen Cove Marina and Glen Cove Waterfront Park, Vallejo Municipal Marina, Lake Dalwigk, Meadows at Catalina and Delta Meadows Park, Rindler Creek (Coach Ln at Fairgrounds Drive, and White Slough (behind EcoThrift)).

Solano County Cleanup organizers are committed to eliminating the waste created by the cleanup itself. They ask volunteers to bring reusable cleanup supplies, such as work gloves, a water bottle, or a bucket to help ensure their work sites generate no trash of their own. Each site will be well-stocked with the necessary supplies if needed.

The City of Vallejo is excited to announce the beginning of the Bay Trail/Vine Trail Construction Project which will help close the 5-mile trail gap that now exists through Vallejo up to American Canyon. The project will build sections of Class I multi-use trail and sections of Class II and IV bike lanes along sections of Wilson Ave., Sacramento Street, Enterprise Drive, Lewis Brown Drive, Broadway Street, Sonoma Blvd., Meadows Drive, and Catalina Way. The project includes trail enhancements such as wayfinding signage, counters, a rest shelter, interpretive panel, and mileposts. The project addresses accessibility along all of the segments and will produce a safe and inviting facility for bike and pedestrian travel in northern Vallejo. Vallejo will serve as the trailhead and gateway to reach the larger Bay Area!

THE CITY OF VALLEJO COMMUNITY TOOL TRAILER PROGRAM

The City of Vallejo maintains a Community Tool Trailer stocked with landscaping tools and cleanup supplies to assist groups with community cleanups or beautification projects. This resource is offered to residents and groups free of charge to assist resident volunteers who gather together to give litter the boot!

Community projects must be in the City of Vallejo and must be on public, nonprofit, public school or church property. There is a minimum of ten volunteers committed to the project to make the group eligible for use of the trailer.

The trailer is booked on a first-come, first-served basis year-round – weather permitting. A Public Works staff driver brings the trailer to your event site, stays with the trailer for the duration of the event, and will remove collected bags of litter and/or bulky items.

PARTICIPATION REQUIREMENTS

• Must be used in Vallejo, CA.

• Must be 18 years old or older to reserve the trailer.

• Must have a minimum of 10 volunteers.

• Project must be on public property (park, greenspace, school), church or nonprofit. NO PERSONAL PROPERTIES.

• Event must have project coordinator or lead volunteer.

• Completion and submittal of trailer application and participant list must be submitted at least 2 weeks prior to the event to prepare staff schedule.

• All volunteers are required to complete and sign a City of Vallejo volunteer waiver.

GROW WITH GOOGLE SMALL BUSINESS WORKSHOPS

Main Street America and Grow with Google have teamed up to help business owners gain new skills through local digital coaches. Through the Grow with Google Digital Coaches program, 10 coaches in small towns across America are offering live trainings and hands-on coaching on topics like how to connect with customers, sell more products online, and improve business productivity – all for free.

Starting in September and continuing through November, Grow with Google Digital Coaches will host a series of both live and on-demand virtual workshops for small business owners. 2023-24 SPECIAL EVENT SPONSORSHIP GRANT PROGRAM ANNOUNCEMENT

The City of Vallejo is excited to announce the Special Event Sponsorship Grant Program (SESGP). To be considered for sponsorship, event organizers must meet all eligibility criteria and apply to the program.

SESGP PROGRAM OVERVIEW AND GOALS

The Special Events Sponsorship Grant Program (SESGP) offers financial assistance to support special events in the City of Vallejo. These events include festivals, parades, and community celebrations that may require the support services of the Police Department, Fire Department, and/or the Public Works Division on the day(s) of the event. SESGP awards are made once a year through a competitive application and review process. The program aims to foster successful high-impact community events and programs that:

• Enhance economic development;

• Encourage community participation;

• Promote arts and cultural growth; and

• Provide a rich variety of festivities for residents and visitors. The program is not intended to support events where the primary purpose is fundraising for a cause. The SESGP awards are meant to partially offset the cost of city services by providing financial support for events. Award amounts may vary per event per year. Organizers could request up to 50% of the anticipated total event cost or 100% of the anticipated cost of city services, whichever is higher. Award amounts may be less than the amount requested.

Fiscal Year 2023-24: The grant application window opened on Thursday, August 17, 2023. The grant submission deadline is the Thursday, September 28, 2023, at 12:00 p.m. Late and/ or incomplete submissions will not be accepted.

ADMINISTRATION

The Vallejo City Manager’s office manages the administrative process of the SESGP, as the department also manages the permitting process for high-impact special events in the City. To be considered for funding in this current cycle, FY 2023-24, grant applications must be submitted for review by Thursday, September 28, 2023, 12:00 p.m. All applicants will be notified of the status of their application no later than Wednesday, 10/25/23.

NOTE: For Fiscal Year 2024-25, the Grant Application period will open October 26, 2023, and all requests will be due on December 20, 2023, 12:00 p.m.

Moving forward, the amount of funds available for the program and for each applicable event will be presented for City Council consideration in June. While funding will not be approved until Council adoption, the City will calculate anticipated award amounts by early May, based on eligible applications received and the City’s budget proposal at the time. All anticipated award amounts are not guaranteed and are subject to adjustments based on Council adoption. The final allocation of sponsorship funds will be determined and announced following the City’s current Fiscal Year budget adoption in June.
