Message from Mike Hello, Vallejo! You’ve probably been wondering what’s going on with Measure P sales tax funds that you, the Voter, approved last year. Well, I’m happy to update that so far April through July, we have raised $5,471,241.93 for the City! Some of the spending priorities expressed by the Council, the Community, and within the ordinance approved by Council include addressing local street needs such as pothole repairs and pavement maintenance, homelessness and public safety just to name a few.

The new Measure P Commission will provide recommendations on the spending of Measure P Funds. It’s projected Measure P will bring in $18 million per year to our City. Thank you for approving Measure P last November to bring much-needed resources to Vallejo. I’ll be sure to keep you posted on how your vote will make a difference in Vallejo and its most critical needs.

The City Manager’s Office staff also worked hard with the City Council this week to formalize Goals for the 2023-2024 Fiscal Year. This goals report, once adopted by Council, will be made available in early October on MyVallejo.com to help the public better engage in how the City staff and your elected leaders are working on these high-priority areas established by City Council: Public Safety; Efficient, Effective and Responsive Government; Implement Economic Development Strategy; Housing/ Unhoused; and Youth Development. September EVENTS CALIFORNIA COASTAL CLEAN UP DAY Saturday, September 23, 2023 9:00 a.m.–2:00 p.m. Join more than 40,000 volunteers across the state for the largest volunteer day on the planet! There are 20 different cleanup sites to choose from, including the Vallejo Watershed Alliance site along Rindler Creek (meet at the corner of Fairgrounds Drive and Coach Lane), Dan Foley Park, Hanns Park, River Park, Cullinan Ranch, Blue Rock Springs Park, Glen Cove Marina and Glen Cove Waterfront Park, Vallejo Municipal Marina, Lake Dalwigk, Meadows at Catalina and Delta Meadows Park, and White Slough (behind EcoThrift). Volunteers should wear sunscreen, sturdy shoes, a hat, a mask, and work gloves. Eden Housing Celebrates Grand Opening and Ribbon Cutting of Blue Oak Landing on September 18 Organization’s first modular project offers 75 units of 100% permanent supportive housing to individuals and families experiencing or at risk of experiencing homelessness in the City of Vallejo What: Eden Housing celebrated the grand opening of Blue Oak Landing, the organization’s first modular affordable housing project that provides 75 new, high-quality, energy-efficient rental homes to lower-income households and those experiencing homelessness, on September 18. The event included special guests and speakers, including City of Vallejo Mayor Robert H. McConnell and Eden Housing leadership team and residents. The project serves individuals, couples and families earning between 20% and 40% of the area median income, which is equivalent to an annual income of $17,000 to $35,000 for a two-person household. Blue Oak Landing, was built in partnership with James E. Roberts-Obayashi Corp and local modular manufacturer, Factory OS. Resident services and case management are provided by Caminar, with additional case management provided by the Solano County Behavioral Health. 6


About the project: Blue Oak Landing offers a broad range of amenities including a computer learning center, a community room with a fully equipped kitchen, laundry facilities, and an outdoor courtyard with community garden beds and a play area. The building, which is Green Point Gold certified, is designed with sustainability in mind, with rooftop solar panels, all electrical design and indoor bike parking.

CALLING ALL FERRY RIDERS – WE NEED YOUR INPUT! The operators of the San Francisco Bay Ferry are working on a project to reconfigure the existing Vallejo Ferry Terminal. The project will reduce annual maintenance costs and impacts on the environment, increase operational safety, and improve the overall rider experience.

An environmental study is underway, and we’re asking for feedback on three alternatives, each with different access points around the perimeter of the basin (see figure on the back): • Alternative 1 and 2 propose access from outside of the basin (southwest and northwest corners respectively) with a “dog-leg” design providing pedestrian access to the ferry. • Alternative 3 proposes extended pedestrian access from the existing ferry terminal access point. • Each option will provide more passenger queuing area, improve operational safety, and reduce commute times.

Chelu Classics and Family Club and the Boyz Under The Hood Car, two of Vallejo’s biggest and most respected Car Clubs will be coming together to host the Car Show. The car show will run from 9 a.m. to 3 p.m. and cars will begin parking at 8 a.m. across the street from the main event grounds. Ceremony August 24, 2023 Vallejo, CA The Bay Trail/Vine Trail project will construct approximately 5 miles of bike and pedestrian trail facilities in the north end of Vallejo to ultimately connect the Vallejo Ferry Terminal to the jurisdictional boundary with American Canyon. THE CITY OF VALLEJO COMMUNITY TOOL TRAILER PROGRAM The City of Vallejo maintains a Community Tool Trailer stocked with landscaping tools and cleanup supplies to assist groups with community cleanups or beautification projects. This resource is offered to residents and groups free of charge to assist resident volunteers who gather together to give litter the boot! Community projects must be in the City of Vallejo and must be on public, nonprofit, public school or church property. There is a minimum of ten volunteers committed to the project to make the group eligible for use of the trailer.

The trailer is booked on a first-come, first-served basis year-round – weather permitting. A Public Works staff driver brings the trailer to your event site, stays with the trailer for the duration of the event, and will remove collected bags of litter and/or bulky items. PARTICIPATION REQUIREMENTS • Must be used in Vallejo, CA. • Must be 18 years old or older to reserve the trailer. • Must have a minimum of 10 volunteers. • Project must be on public property (park, greenspace, school), church or nonprofit. NO PERSONAL PROPERTIES.

GROW WITH GOOGLE SMALL BUSINESS WORKSHOPS Main Street America and Grow with Google have teamed up to help business owners gain new skills through local digital coaches. Through the Grow with Google Digital Coaches program, 10 coaches in small towns across America are offering live trainings and hands-on coaching on topics like how to connect with customers, sell more products online, and improve business productivity – all for free. Starting in September and continuing through November, Grow with Google Digital Coaches will host a series of both live and on-demand virtual workshops for small business owners. 2023-24 SPECIAL EVENT SPONSORSHIP GRANT PROGRAM ANNOUNCEMENT The City of Vallejo is excited to announce the Special Event Sponsorship Grant Program (SESGP). To be considered for sponsorship, event organizers must meet all eligibility criteria and apply to the program.

The Special Events Sponsorship Grant Program (SESGP) offers financial assistance to support special events in the City of Vallejo. These events include festivals, parades, and community celebrations that may require the support services of the Police Department, Fire Department, and/or the Public Works Division on the day(s) of the event. SESGP awards are made once a year through a competitive application and review process. The program aims to foster successful high-impact community events and programs that: • Enhance economic development; • Encourage community participation; • Promote arts and cultural growth; and • Provide a rich variety of festivities for residents and visitors. The program is not intended to support events where the primary purpose is fundraising for a cause. The SESGP awards are meant to partially offset the cost of city services by providing financial support for events. Award amounts may vary per event per year. Organizers could request up to 50% of the anticipated total event cost or 100% of the anticipated cost of city services, whichever is higher. Award amounts may be less than the amount requested.


Fiscal Year 2023-24: The grant application window opened on Thursday, August 17, 2023. The grant submission deadline is the Thursday, September 28, 2023, at 12:00 p.m. Late and/ or incomplete submissions will not be accepted. ADMINISTRATION The Vallejo City Manager’s office manages the administrative process of the SESGP, as the department also manages the permitting process for high-impact special events in the City. To be considered for funding in this current cycle, FY 2023-24, grant applications must be submitted for review by Thursday, September 28, 2023, 12:00 p.m. All applicants will be notified of the status of their application no later than Wednesday, 10/25/23. NOTE: For Fiscal Year 2024-25, the Grant Application period will open October 26, 2023, and all requests will be due on December 20, 2023, 12:00 p.m. Moving forward, the amount of funds available for the program and for each applicable event will be presented for City Council consideration in June. While funding will not be approved until Council adoption, the City will calculate anticipated award amounts by early May, based on eligible applications received and the City’s budget proposal at the time. All anticipated award amounts are not guaranteed and are subject to adjustments based on Council adoption. The final allocation of sponsorship funds will be determined and announced following the City’s current Fiscal Year budget adoption in June.
