This past week, the City of Vallejo has taken many steps in responding to the community by entering into an agreement with the California Department of Justice (CalDOJ) to continue the work started three years ago. We will, of course, need more Police staffing and resources to help implement these recommendations and CalDOJ has committed to being a partner with our City to make positive changes. Our Human Resources Department presented to the City Council our staffing needs in critical areas such as Police, Planning and Development, and Water Department this past week. Our staff is working hard to recruit and retain top talent to help us further the City’s goals of providing a safe and thriving community. Despite our current staffing shortage, I want to echo Mayor Robert McConnell’s gratitude he expressed Tuesday night for all of City staff. I can assure you the City employees are consummate professionals who take pride in their work and are dedicated to their craft, providing the best service possible to the community. A CELEBRATION OF EARL “E-40” STEVENS STREET NAMING AND KEY TO THE CITY CEREMONY A Celebration of Earl “E-40” Stevens The City of Vallejo is organizing a ceremony to honor Earl “E-40” Stevens on Saturday, October 21 to celebrate his life and legacy as a hip-hop icon, entrepreneur, philanthropist and Vallejo ambassador.

At the ceremony, the City will unveil E-40’s honorary street sign designation, provide him with a key to the city and deliver a proclamation reading, which will take place at the intersection of Magazine Street and Del Sur from 10:00 a.m. to 12:00 p.m. Magazine Street will be closed from Laurel to Hollywood during the event.

Over the course of his illustrious career, E-40 has cemented his legacy as one of the alltime great musicians, having amassed several multiplatinum and gold studio albums, collaborations and hit singles. As a solo artist, E-40 holds the record for most solo album entries on the Billboard 200 charts by a hip-hop artist (32).

2023 marks the 30-year anniversary of E-40’s debut studio album (Federal) that launched his career into stardom and also coincides with the 50th anniversary of hip-hop music. Beyond his accolades as an entertainer, the Vallejo native has become equally as successful as an entrepreneur, having built a massive wine, spirits and food empire. Vallejo Poet Laureate Emerita D.L. Lang is an internationally published poet. A winner of the 2023 Curbside Haiku contest, her haiku was displayed across downtown Tulsa, Oklahoma and archived at the Woody Guthrie Center. In 2023 Lang performed at the Woody Guthrie Folk Festival, Vallejo Poetry Festival, Flyway Festival and Laborfest. Lang is anthologized in The Workingman’s Hand (Fine Dog), Remembering Woody Guthrie (Moonstone), American Graveyard (Read or Green), and the upcoming Healing A Fractured World (Revolutionary Poets Brigade). Celebrating 30 years of citizen diplomacy with baguio city

On September 21, 2023, a visiting delegation from Vallejo’s sister city of Baguio City, Philippines paid a courtesy call to Vallejo City Hall. The visit was a part of the commemoration of the 30th anniversary of the two cities’ sister city relationship. The delegation was made up of Baguio City Vice Mayor Faustino A. Olowan; City Councilor and Co-chairperson of the Sister Cities Executive Committee Lilia A. Farinas; City Councilor Fred L. Bagbagen; Spouse of Councilor Bagbagen, Mrs. Natividad T. Bagbagen; and Member of Baguio City Sister Cities Executive Committee Ms. Sonia A. Daoas.

The delegation was accompanied by members of the Vallejo Sister City Association and Vallejo Sister City Commission, including William Kim, Yolanda Kim, Dinah Villanueva-Ryan, Norma Placido, Pelton Stewart, Paul Ligda, Christy Gardner, Victoria Grace, Elissa ShanksStewart, Paul Lamb, and Ravi Shankar. They were received by Vice-Mayor Rozzana VerderAliga, Councilmembers Arriola and Loera-Diaz, City Manager Mike Malone, City Attorney Veronica Nebb, and many of the department heads. At the reception, the delegation received the first Key to the City ever presented by the City of Vallejo. Following the reception, lunch and a roundtable discussion were held in the Vallejo Room. The delegation had an opportunity to ask questions and exchange ideas with community leaders from Touro University, Cal Maritime Academy, Greater Vallejo Recreation District, Visit Vallejo, and the Vallejo City Unified School District. The delegation was in the City of Vallejo from September 19-24, 2023. During this time, they enjoyed visits to Mare Island Technology Academy, the Vallejo Naval and Historical Museum, Six Flags Discovery Kingdom, and a tour of Mare Island. The trip culminated on Saturday, September 23, 2023, with the annual Vallejo Sister Cities International Dinner and Auction.


Vallejo Water-Facilities New Equipment Showcase

As we continue to see a decrease in available fuel crews provided by Cal-Fire, we (City of Vallejo Water – Facilities) had to explore additional options to safely maintain and reduce vegetative fuel for wildfires in our Vallejo, Green Valley, Fairfield, and Napa locations.

This is RC Mowers’ new R-Series 60 remote-controlled mower (R60); though called a ‘mower’ this isn’t used to cut manicured turf like you may think, but rather dense brush and vegetation that pose a fire hazard in the summer months and are commonly found in our rural areas and watershed locations. The R60 is capable of mowing at a 50-degree slope (equivalent to 120% grade) at 5.7 mph, can be remotely operated up to 1000 ft. away, has an on-board camera so the operator can see obstacles, cuts up to 1.5” diameter brush, and much more! RC Mowers is a USAmade product that demonstrates reliability, toughness, and quality craftsmanship put into this product’s development. This valuable piece of equipment will keep our staff safe when working on steep inclines and uneven terrain while cutting needed fire breaks and performing fuel reduction measures within our watershed.

We have officially kicked off our annual campaign to collect Toys for Tots in the Vallejo/American Canyon area! This 2023 Christmas season marks 26 years that Security Public Storage has been collecting unwrapped toys for tots in need, and we are especially excited and hopeful to make an impact that demonstrates how much our community cares about making a difference this holiday season.

Help the dedicated U.S. Marine Corp Reserve and local volunteers make this holiday special for disadvantaged kids in our community. Drop off your new, unwrapped kids’ toys and gifts at the Security Public Storage office in Vallejo between October 3 and December 1.

PB Cycle 9 Idea Collection is Open! How would you make Vallejo an even better place? Could we improve a park? Is there a local non-profit that could use some funding to support an extraordinary program? Do you have a beautification project in mind? What about an after-school project? As a resident of Vallejo, you are a local expert, and the Participatory Budgeting (PB) process wants to hear your ideas for potential projects. The ideas you submit today could be considered and developed into proposals for the May/June 2024 PB ballot.

Cycle 9 of the Participatory Budgeting process will fund up to $500,000 worth of projects. Capital infrastructure projects must be implemented on City of Vallejo property and have a max budget request of $150,000. Program and service projects are usually implemented by local non-profits and partner agencies like the Vallejo City Unified School District or Greater Vallejo Recreation District. Program and service projects can request up to $37,500. Community members and non-profit organizations can submit ideas and their complete proposals online at myvallejo.com/pb9. Non-profit 501(c)3 organizations interested in being an implementing partner must complete a prequalification application online by Sunday, October 22 at 11:59 p.m. You can submit your application in-person at City Hall. In Cycle 9, community members also have the opportunity to assist with the PB process as an outreach volunteer or a budget delegate, by filling out a volunteer form online. CALLING ALL FERRY RIDERS – WE NEED YOUR INPUT! The operators of the San Francisco Bay Ferry are working on a project to reconfigure the existing Vallejo Ferry Terminal. The project will reduce annual maintenance costs and impacts on the environment, increase operational safety, and improve the overall rider experience.

An environmental study is underway, and we’re asking for feedback on three alternatives, each with different access points around the perimeter of the basin (see figure on the back): • Alternative 1 and 2 propose access from outside of the basin (southwest and northwest corners respectively) with a “dog-leg” design providing pedestrian access to the ferry. • Alternative 3 proposes extended pedestrian access from the existing ferry terminal access point. • Each option will provide more passenger queuing area, improve operational safety, and reduce commute times.

Ceremony August 24, 2023 Vallejo, CA The Bay Trail/Vine Trail project will construct approximately 5 miles of bike and pedestrian trail facilities in the north end of Vallejo to ultimately connect the Vallejo Ferry Terminal to the jurisdictional boundary with American Canyon. The project will build sections of multi-use trail and bike lanes. The project will also include enhancements such as wayfinding, shelters, interpretive panels, and mileposts.

The City of Vallejo is excited to announce the beginning of the Bay Trail/Vine Trail Construction which will help close the 5-mile trail gap that now exists through Vallejo up to American CityProject of Vallejo Mayor Robert McConnell Canyon. The project will build sections of Class I multi-use trail and sections of Class II and IV Caltrans District 4 Office Chief Ave., Sergio Ruiz Street, Enterprise Drive, Lewis Brown bike lanes along sections of Wilson Sacramento Napa Valley VineStreet, TrailSonoma Founder and BoardDrive, President Chuck McMinn Drive, Broadway Blvd., Meadows and Catalina Way. THE CITY OF VALLEJO COMMUNITY TOOL TRAILER PROGRAM The City of Vallejo maintains a Community Tool Trailer stocked with landscaping tools and cleanup supplies to assist groups with community cleanups or beautification projects. This resource is offered to residents and groups free of charge to assist resident volunteers who gather together to give litter the boot! Community projects must be in the City of Vallejo and must be on public, nonprofit, public school or church property. There is a minimum of ten volunteers committed to the project to make the group eligible for use of the trailer.

The trailer is booked on a first-come, first-served basis year-round – weather permitting. A Public Works staff driver brings the trailer to your event site, stays with the trailer for the duration of the event, and will remove collected bags of litter and/or bulky items. PARTICIPATION REQUIREMENTS • Must be used in Vallejo, CA. • Must be 18 years old or older to reserve the trailer. • Must have a minimum of 10 volunteers. • Project must be on public property (park, greenspace, school), church or nonprofit. NO PERSONAL PROPERTIES.

Event must have project coordinator or lead volunteer. Completion and submittal of trailer application and participant list must be submitted at least 2 weeks prior to the event to prepare staff schedule. All volunteers are required to complete and sign a City of Vallejo volunteer waiver.

GROW WITH GOOGLE SMALL BUSINESS WORKSHOPS Main Street America and Grow with Google have teamed up to help business owners gain new skills through local digital coaches. Through the Grow with Google Digital Coaches program, 10 coaches in small towns across America are offering live trainings and hands-on coaching on topics like how to connect with customers, sell more products online, and improve business productivity – all for free. Starting in September and continuing through November, Grow with Google Digital Coaches will host a series of both live and on-demand virtual workshops for small business owners. These workshops are free and open to all small business owners and entrepreneurs across the network, beyond the 10 states hosting in-person trainings.
