I’d like to first thank staff for putting on some wonderful events for the City of Vallejo this past week. The street-naming and key to the city celebration for Earl “E-40” Stevens brought out a big crowd and showed the City’s appreciation for E-40 (please see article in this Weekly). We also held our first of three community meetings planned to happen before the end of the year. Districts 3 and 6 was held this past Monday, where staff engaged with the community on topics such as crime/public safety, blight/economic development and Measure P/street maintenance. I appreciate everyone who came out to the community meeting. This type of exchange is an important opportunity for the community to interact with Department heads to get updates and questions answered by staff. I already reached out to the Water Department after Monday’s community meeting to make sure the residents’ concerns we heard that night are addressed with water main break emergencies. Our next community meeting will focus on Districts 4 and 5 and will take place at the Filipino Community Center, on November 13, from 6–8 p.m. Some of the hot topics will include crime/ public Safety, economic development, youth programs, code enforcement-abandoned vehicles and Measure P/street maintenance. We look forward to seeing you there! Also, you may have heard by now, I announced my retirement late last week. I sent out my announcement to the entire City staff and Council and would like to say I’m proud of what we’ve accomplished here. I will be here for six more months and will continue working hard to bring improvements to the City of Vallejo. Respectfully, Mike Malone Vallejo City Manager 2

Local Legend E-40 Honored This past Saturday, October 21, Earl “E-40” Stevens returned to Magazine Street, where he was raised, to receive an honorary street sign designation, a Key to the City of Vallejo, and a proclamation declaring Saturday, October 21, 2023, as E-40 Day in Vallejo.

Fans, friends, family, and the Vallejo community came out to see the City’s unveiling of an honorary street sign along a roughly 1-mile-long stretch of Magazine Street running from Laurel Street to Old Glen Cove Road.

E-40 is a multiplatinum recording artist, actor, and entrepreneur that hails from Vallejo. Over the course of his 30+ year career in the music industry, E-40 has firmly solidified his status as a living hip-hop legend, having released several multiplatinum and gold studio albums, mixtapes, collaborations and hit singles. Not only does 2023 mark the 30-year anniversary of his debut studio album, Federal, that catapulted him into national stardom, it also marks the 50year celebration of hip-hop. E-40 has continued to be an ambassador for the City of Vallejo and continues to return to support this community through multiple charitable acts.
Fellow rapper Mistah F.A.B. hosted the event and gave his accolades to E-40 noting that “not often do we get a chance to give our heroes their credit because unfortunately the time we realize how heroic they were they have passed.” Mayor Robert H. McConnell presented E-40 with a Key to the City on behalf of the Vallejo City Council (who were in attendance) and remarked, that “he [E-40] had the tenacity to fight and that is what is inspirational, so when you take this key and you look at this key, please remember that it is the youth whose future you are unlocking.” E-40 acknowledged his fans, friends, and family for supporting him to where he is now and thanked the City Council and City staff that helped make this event and celebration possible. E-40 was also presented with a proclamation from Senator Bill Dodd and Assemblymember Lori D. Wilson. After the ceremony, E-40 entered the crowd gathered around the street sign on the corner of Magazine and Del Sur, revealed the “E-40 Way” street sign and remarked, “this is a dream come true.”

In order to protect and safeguard mission critical data, the Information Technology Department deploys several state-of-the art technologies. The Information Technology staff constantly holds training sessions with staff to ensure the City of Vallejo remains safe at all times.
Caltrans Traffic Advisory – Nighttime Full Closure of Westbound SR-37 Caltrans has scheduled a one-night full closure of westbound State Route 37 between SR-29 in Vallejo and SR-121 in Sonoma County for Saturday night, October 28, 2023, between 11 p.m. and 6 a.m. Caltrans crew will work on bridge rehabilitation and joint seal replacements work on the Sonoma Creek Bridge on State Route 37. To ensure the safety of workers and motorists, Caltrans will need to close Westbound lanes to safely complete the work. Detours will be set in place. Westbound SR-37 DETOUR:

Honoring Reverand Dr. Carroll Broadfoot Jr.

Reverend Dr. Caroll Broadfoot Jr. has had a significant impact as the Senior Pastor at Friendship Missionary Baptist Church (FMBC) in Vallejo. Dr. Broadfoot became the Senior Pastor in 1975 and still stands as the church’s longest serving pastor at 21 years. During a celebration at the church on Sunday, October 22, Dr. Broadfoot was acknowledged for his accomplishments and received an honorary street sign designation. The street designation runs along Calaveras Street from Solano Avenue to Florida Street, where the church is located. This street sign unveiling comes after a unanimous Council vote in July 2023 to designate a portion of the street to honor and recognize Dr. Broadfoot. Vice Mayor Rozzana Verder-Aliga and Councilmember JR Matulac attended the celebration with Assistant to the City Manager Natalie Peterson to present Dr. Broadfoot with an official Rev. Caroll Broadfoot Honorary Street Sign and unveil the sign at the intersection of Florida St. and Calaveras with Friendship Missionary Baptist Church as the backdrop. Dr. Broadfoot was surrounded by
family, friends and the FMBC congregation to celebrate this honorary designation. During his leadership, the church experienced remarkable growth, with membership increasing from 350 to 1500 members. Dr. Broadfoot’s leadership, community engagement, and commitment to service have left a lasting impact on FMBC and the Vallejo community at large.

Ceremony August 24, 2023 Vallejo, CA The Bay Trail/Vine Trail project will construct approximately 5 miles of bike and pedestrian trail facilities in the north end of Vallejo to ultimately connect the Vallejo Ferry Terminal to the jurisdictional boundary with American Canyon. The project will build sections of multi-use trail and bike lanes. The project will also include enhancements such as wayfinding, shelters, interpretive panels, and mileposts.

THE CITY OF VALLEJO COMMUNITY TOOL TRAILER PROGRAM The City of Vallejo maintains a Community Tool Trailer stocked with landscaping tools and cleanup supplies to assist groups with community cleanups or beautification projects. This resource is offered to residents and groups free of charge to assist resident volunteers who gather together to give litter the boot! Community projects must be in the City of Vallejo and must be on public, nonprofit, public school or church property. There is a minimum of ten volunteers committed to the project to make the group eligible for use of the trailer.

The trailer is booked on a first-come, first-served basis year-round – weather permitting. A Public Works staff driver brings the trailer to your event site, stays with the trailer for the duration of the event, and will remove collected bags of litter and/or bulky items. PARTICIPATION REQUIREMENTS • Must be used in Vallejo, CA. • Must be 18 years old or older to reserve the trailer. • Must have a minimum of 10 volunteers. • Project must be on public property (park, greenspace, school), church or nonprofit. GROW WITH GOOGLE SMALL BUSINESS WORKSHOPS Main Street America and Grow with Google have teamed up to help business owners gain new skills through local digital coaches. Through the Grow with Google Digital Coaches program, 10 coaches in small towns across America are offering live trainings and hands-on coaching on topics like how to connect with customers, sell more products online, and improve business productivity – all for free. Starting in September and continuing through November, Grow with Google Digital Coaches will host a series of both live and on-demand virtual workshops for small business owners. These workshops are free and open to all small business owners and entrepreneurs across the network, beyond the 10 states hosting in-person trainings.
