message from mike Hello, Vallejo! As we approach the end of 2023, I hope this message finds you well and surrounded by family and friends. I recently announced the Staff incentive payment which they have received since then to help recognize their hard work and to hopefully retain our valuable employees. The following details are being provided to clarify public discussion and media coverage surrounding the disbursement of funds related to the City of Vallejo employee incentive payments: On March 11, 2021, President Biden signed into law the American Rescue Plan Act (ARPA), delivering $1.9 trillion of aid towards addressing the COVID pandemic and corresponding economic crisis. Under a provision of the American Rescue Plan is referred to as the Coronavirus State and Local Fiscal Recovery Funds (SLFRF), the City of Vallejo was a recipient of these funds in the amount of $25,727,736. The Treasury Department released an Interim Final Rule on May 17, 2021, and a follow up ruling on January 27, 2022, which defined allowable ARPA expenditures and provided guidance. One of the identified eligible expenditures was for incentive premium pay for essential workers.

The National League of Cities, of which the City of Vallejo is a member, provided guidance on eligible activities and spending priorities for municipalities, including premium pay for public employees, all of whom were deemed essential workers during the pandemic, emphasizing the following guidance from the Treasury Department:

The Treasury Department encourages local governments to prioritize providing retrospective premium pay where possible, recognizing that many essential workers have not yet received additional compensation for work conducted over the course of many months. payments, while the remaining $24 million was allocated to a variety of community priorities, including small business grants, traffic safety, arts, early childhood programs, and support services for the unhoused. The City of Vallejo has a 27% vacancy rate and competes for employees with other agencies in a highly competitive Bay Area job market. Like many other municipalities that implemented premium pay actions for their staff during and after the pandemic, the City of Vallejo took similar action. The City Manager determined and introduced how the funds were disbursed as a one-time employee retention incentive to ensure that vital city services are maintained. This policy outlined provisions for a one-time retention incentive of $3,000 to active regular, full-time employees to encourage employee retention and acknowledge the hard work of our employees. Other options were considered such as targeting hard to recruit and retain classifications. Those options would fail to recognize the hard work and contributions at every level of the organization. The City Manager and City Attorney, the sole employees of the Council, did not receive this payment. The City of Vallejo’s management team is well aware of the tremendous need in the community and continues to work hard every day to improve the quality of life for Vallejo residents. Vallejo’s low staffing levels and high employee workloads make it increasingly difficult to retain qualified and skilled employees. This incentive is a first step towards improving employee retention in Vallejo so that the staff can deliver the high-quality services and programs that the community deserves. On that note, this will be the last Vallejo Weekly issue for the year so Staff can enjoy the holidays with their families and refresh content for the New Year. Adopt-A-Family 2023

City of Vallejo staff happily celebrated the holidays with the Vallejo Housing Authority (VHA) and community members this week. Six years ago, the Director of the Water Department, now the Vallejo City Manager, Michael Malone, started a program called "Adopt-a-Family" with the Vallejo Housing Authority. Since then, the program has grown year after year, and several families were able to enjoy this very special program this year! This unique and heartwarming event helped provide extra fun

and a few memorable gifts and memories for the VHA community members selected by the Housing Authority Staff this holiday season. The festivities included a dancing Santa and chocolate fondue fountain! The Housing Department, Water Department, and City Manager's Office staff collected donations to assemble a few thoughtful gifts for the children and parents. The City of Vallejo and the Vallejo Housing Authority staff wish you and your family a very Happy Holiday!

On a crisp Saturday morning, December 16, 2023, the serene grounds of Mare Island Cemetery came alive with an outpouring of honor, respect, and a sense of community during the Wreaths Across America event. This annual tradition, held Nationwide, took on special significance as

scarves, gathered at Mare Island Cemetery, their arms filled with festive green wreaths adorned with red bows. The atmosphere was one of appreciation and unity, as participants from various walks of life joined together to commemorate the sacrifices made by servicemen and women.


The ceremony opened with a moving speech, reminding everyone of the significance of the event—honoring the fallen, recognizing their valor, and ensuring that their memories endure. The beautiful opening speech was followed by a flyover from the United States Coast Guard, the volunteers then fanned out across the cemetery, carefully placing the wreaths on the graves of veterans, creating a breathtaking tapestry of remembrance. One of the most memorable moments of the day was the simultaneous wreathlaying ceremony. The resonating sound of the ceremony's coordinator announcing, "We Remember, We Honor, We Teach," echoed through the hallowed grounds, as volunteers paid their respects in unison. It was a moment that encapsulated the unity and shared commitment to ensuring that the sacrifices made by the fallen are never forgotten.

This program is all about Paris! The city was a magnet for artists, authors, and composers from around the world. In particular, American composers sought out advice from French composers, and Gershwin, always a little insecure about his classical writing went to Ravel for help. His tone poem of 1928, An American

in Paris evokes the sights and sounds that he heard while staying there - it is again one of the monuments of American Modernism, and it is one of the only classical pieces that has inspired a movie. Aaron Copland also studied in Paris and his Clarinet Concerto of 1947 was commissioned by Benny Goodman, and appropriately enough also features the characteristic sounds of Jazz. We conclude the program by the work of 17year old French composer Georges Bizet - his effervescent Symphony in C, written in 1855. Clarinetist Todd Palmer is a three-time Grammy nominee and has appeared as soloist, recitalist, and chamber music collaborator around the world. He has championed and recorded Osvaldo Golijov’s klezmer clarinet quintet, The Dreams and Prayers of Isaac the Blind; commissioned Ricky Gordon’s theatre work, Orpheus and Euridice, presented by Great Performers at Lincoln Center; and also premiered David Bruce’s Gumboots at Carnegie Hall. A Night of Film Noir and Classic Cars at the Historic Empress Theater What an absolutely fantastic night out in Vallejo (last) Saturday with a sold-out theater full of Film Noir fans! Karen and Jon Finley, owners of Alibi Bookshop, realized their dream of buying a home and opening an independent bookstore in Vallejo, and has become one of our biggest Community Boosters. Alibi Bookshop, located 624 Marin St., is a true community hub. Karen’s "Bookstory" Facebook posts about her friends and neighbors who visit the store are heartwarming and soul-filling. Karen collaborated with the gorgeous Empress Theater, for "Vallejo Noir", hosted by Nick Rossi and a book signing by author Eddie Muller. Pitfall, the film chosen for the evening, featured Raymond Burr, a former resident of Vallejo.

Visitors from all over the North Bay and San Francisco joined with local residents for the sold out show. Visitor Lara Morris Starr wrote, “The evening began with a delicious dinner at Provisions and what a delight to find it bustling with diners dressed in vintage noir finery. After dinner it was a short walk next door to the glorious Empress Theater, a gem of an art deco neighborhood movie house, with a bonus swanky adjacent bar and event space. The huge auditorium was completely full. How can you not love a town that turns out en-masse for a 75-yearold B-grade film noir?”

The best part of the evening occurred when Karen was climbing the stairs to her seat and the crowd started cheering and chanting, "Karen! Karen! Karen!" Manufactured Gas Plant Update – December 2023 PG&E has been working on the now City-owned 26-acre property located south of Curtola Parkway that is associated with the former Vallejo manufactured gas plant (MGP). PG&E has a voluntary program to clean up sites impacted by historic operations. AIR MONITORING • Air monitoring results to date have confirmed that air quality remained at levels protective of the health of the surrounding community. WORK HOURS • 7:00 a.m. to 5:00 p.m., Monday through Friday. ANTICIPATED IMPACTS • To allow for restoration work to occur safely, Mono Street will be closed to public traffic through the end of 2023. Safety signage and flaggers, when appropriate, will be in place to direct construction-related traffic. • Parking will be limited in most of the boat launch parking lot due to construction. Parking for boat launch users and one boat launch will continue to remain open. • There will be noise and truck traffic associated with construction activities. SITE SECURITY • Access gates are closed to the public, and the site is under surveillance by security guards.
