Hello, Vallejo!

For those who attended or listened virtually to the City Council meeting this past week, you probably noticed a different energy or “vibe” with comments from the Community, Staff and Council.  It was refreshing to hear from our co-poet laureates about this promising Vallejo “vibe” and interim Police Chief Ta speaking about how he was “jazzed” to deliver updates with the Police Department which included staffing progress with Human Resources. The Council expressed appreciation for the progress being made in that regard.  Interim Police Chief Ta also mentioned IHART (Integrated Health and Resource Team) is expected to be launched in a few weeks which should help responses to emergency calls that may involve mental/behavioral health issues.  We also appreciate the Community’s input saying they are working as a group to call on regional and state public officials to help provide law enforcement aid to Vallejo while the City tries to attract, stabilize and retain staffing in the Vallejo Police Department and other City Departments.

I am looking forward to our Team Building meeting this Monday where Staff will work with the City Council on reaffirming Goals for 2024-2025.  This meeting will take place at the Filipino Community Center, 611 Amador Street, 9 am- 3 pm and is open to the public. An edible, vibrant garden that will welcome in the university community and provide habitat for pollinators is going in at Touro University California, and the wider community is invited to be part of its creation.

Sustainable Solano and Touro University California (TUC) are partnering to create the “Healing Harvest” food forest garden on campus through a series of public Sunday installation workshops this month. The food forest garden will create a space that grows food and attracts pollinators while also offering a spot for rest and reflection on campus, with tables and benches installed by the school. The garden will also add beauty to the campus, dovetailing with the university’s Beautiful U initiative.

only the cultivation of sustenance but also the nurturing of community and environmental stewardship. This collaborative endeavor reflects our commitment to holistic wellness and sustainable practices, enriching the tapestry of our campus and inviting all to partake in its bounty," said Tami Hendriksz, TUC Interim Chief Academic Officer.

The process of planning for the food forest included surveying students, faculty and staff on everything from the types of food that will be grown in the 2000-square-foot space to the name for the garden.

Sustainable Solano is excited to install the garden through a series of educational workshops that will bring together the campus community and members of the public over the course of three Sundays (March 10, 17 and 24) to prepare the landscape, mulch, weed, install drip irrigation and plant the garden. These workshops provide an opportunity to connect with the space through the establishment of the garden and work alongside each other, building and strengthening community. TUC will provide lunch each day.

The workshops and garden installation are through Sustainable Solano’s Solano Gardens program, which is funded by Solano Public Health and has a focus on increasing food yield and access in the county, while also creating green spaces within our communities.

Irrigation, conservation, and considerations for rain events are handled by creating bioswales, trenches that are filled with wood chip material. They absorb rainwater and runoff and provide water for plants when the weather is drier.

Once the garden is established, it is up to TUC to keep everything growing and thriving. This will create opportunities for using the Healing

Harvest food forest as a therapeutic space, offering opportunities for gardening sessions, working to help the space and plants thrive, and potential student club engagement. It's not just about farming crops; it's about cultivating wellbeing, sustainability, and a sense of belonging within the TUC community.

“We’ll plant what we need, what we can hope to then share with our community,” said Sarah Passage, Chief of Staff for the Dean’s Office. “The produce will go out either to our own food pantry, other efforts like the Student Run Free Clinic, or other places where we go out in the public.”

Participatory Budgeting Project Update

At the January 23, City council meeting a resolution authorizing the reallocation of $53,000 in Cycle 7 unspent funds from the “Reentry Program for Offenders” project to the “Rescue Equipment & Trailer” project was adopted. Read the Staff Report here.

"The Reentry Program for Offenders" project was allocated $53,000 of Cycle 7 Participatory Budgeting (PB) funds. The project's implementing partner, Solano County Probation Department’s Center for Positive Change, communicated with City staff that it was unable to execute this project and refunded the entire PB allocation for the project.

The Reentry project would provide services to Vallejo Community members who are reentering or reengaging with the community after a period of incarceration or other formal involvement in the criminal justice system. These services will help reduce the likelihood for individuals further involvement in the criminal justice system and enhance prosocial community connections in the

Page 9 of the Participatory Budgeting Rulebook provides that funding can be reallocated to the next top-voted project. From the Cycle 7 vote results, the next top-voted project is the “Rescue Equipment &Trailer” project.

The Rescue Equipment & Trailer project will provide sufficient storage space for Vallejo’s USRA to carry equipment that it is currently unable to by the purchase and modifications to a 22-foot enclosed trailer needed to transform it into a Search and Rescue trailer. The trailer’s size will not only allow transportation of the USAR unit’s current equipment but also provide the ability to add additional equipment without impeding quick access during emergency deployment.

The updated quote for the Rescue Equipment & Trailer project was $55,622.80. This project will be implemented by the Vallejo Fire Department, which has confirmed that it can implement the project with partial funding of $53,000.

FOILED THEFT

On March 7, 2024, officers responded to a theft in progress call for service at a business located on the 1100 block of Admiral Callaghan Lane.

Vallejo Police Department (VPD) dispatch advised officers that an adult male suspect and two female suspects were in a black Dodge Charger known to steal merchandise from the store frequently.

Our officers arrived at the business, and the loss prevention officers provided a detailed description of the suspects carrying large bags and pointed out their "getaway" vehicle. They advised the officers that the females had approximately $1000 worth of merchandise and were in the dressing rooms.

The male exited the store without the females and started his Charger. The officers decided to conduct an investigatory stop on the male. They positioned their patrol vehicle behind the Dodge and activated their emergency lights and siren. The officers demanded that the male turn off the Dodge. Due to the male hesitating to shut off the engine, the officers placed a spike strip in front of

the Dodge's tires. The suspect then disregarded the officers' commands, drove over the spike strips and the parking stall block, and collided with an occupied patrol vehicle.

The suspect exited his heavily damaged Dodge and tried to flee the scene. He was quickly apprehended and detained.

The driver was arrested and transported to a local hospital for the injuries he sustained during this incident. Unfortunately, the officer in the vehicle that the suspect crashed into had to be transported to a local hospital for the injuries he sustained as well.

When the two females exited the business, only one of them was in possession of stolen merchandise. The female with the stolen goods was arrested and subsequently transported to jail with the male after he was medically cleared for incarceration.

Thankfully, nobody in this case sustained any life-threatening injuries, and all the stolen merchandise was returned to the business. The Dodge and the police unit were towed from the scene.

Position Summary

Reporting to the Chief Executive Officer (CEO), the position is responsible for overseeing and administering the SCFA’s day-to-day financial and administrative activities and cultivating a welcoming environment for co-workers, visitors, and business partners. The Business Assistant is responsible for overseeing and coordination of the activities and tasks within the administrative office team.

Desired Qualifications:

• A cooperative, professional, positive attitude.

• Ability to work collaboratively with diverse groups.

• Effective written & verbal communication; Spanish speaking a plus.

• Proficient computer skills.

• Proficiency with Microsoft Office Suite products – MS Word, Excel, etc.

• Proficiency with standard accounting practices.

• Familiarity with “Sage” &/or “Activity” software is beneficial.

• Associate of Arts degree, bookkeeping or accounting experience required. Experience may be substituted for an AA depending on the experience.

• A valid California driver’s license.

• Ability to lift 30 lbs.

• Must be able to work occasional unusual hours, evenings, & weekends.

Join in the fun with a variety of events for youth and families brought to you by the Greater Vallejo Recreation District (GVRD). GVRD is a separate government agency from the City of Vallejo that provides parks and recreation programs for children, families, and seniors in Vallejo. GVRD operates primarily by means of locally controlled funding and receives revenue from fees for services, park entrances, programs, and facility rentals. Grants and park dedication permit fees assist in the provision for new park development projects and ongoing maintenance.

The GVRD Main Office (registrations & reservations) is temporarily relocated to Cunningham Aquatic Complex (801 Heartwood Ave). Open M-F 8:00 a.m.–5:00 p.m. All GVRD Board & Committee Meetings are held at 401 Amador St (administration, finance, & human resources). The playground at Terrace Park will be closed through April for renovations.
