Hello, Vallejo!
In my last days as City Manager for the City of Vallejo, I say farewell to many colleagues who have become close friends who I will miss very much or possibly go for a round of golf with in the near future. As you may know, I have been with the City since 2017, first hired as the Water Utilities Director to lead the newly established Water Department. As Water Utilities Director, I implemented a transparent and data-driven water rates update process and the issuance of a critical water revenue bond in the amount of $52 million to address infrastructure and system upgrades. The father of three children and six grandchildren who I will happily be spending more time with soon, I strongly believe in nurturing the Youth so I am proud to say I created a Water internship program for Vallejo youth and partnered with the Housing Department to establish the annual Adopt-A-Family Program which I’m hopeful will continue for years to come in Vallejo.
There are many other accomplishments Council, Staff and I achieved together during my time as interim City Manager since October 2021 and City Manager since April 2022. I would like to commend Staff for their hard work in these achievements so far under my tenure and hope they will carry the torch for the ongoing projects:
In the coming years, Vallejo will see a new Police Headquarters and see further use of funds from the American Rescue Plan Act revenue; Council, Staff and the new Measure P Committee will oversee and develop Measure P projects; Staff will help protect Vallejo’s most vulnerable in our new Navigation Center and Extreme Weather Centers and help solve digital inequity in Vallejo by supporting local and regional broadband. The City will continue supporting its first Cyber Security Information Systems Officer to combat and mitigate cyber threats against the City's digital infrastructure. The recently approved Project Labor Agreement will support regional employment goals and the City’s infrastructure projects. Staff will continue elevating Community Engagement through the new Citizen’s Academy, Community Meetings, City Staff and Boards and Commission Members’ presence at Farmer’s Markets and Community Events. Other achievements that supported Council’s Goals of which I’m proud to have been part of implementing and have high hopes will continue for

• Bay Trail / Vine Trail groundbreaking, ribbon cutting in near future

IHART kicked off with a ribbon cutting event
The Vallejo Police Department (VPD) is excited to announce the official launch of its Integrated Health and Resource Team (IHART), an extension of VPD that will provide residents with traumainformed care as well as navigation to mental health and other social services. This model is intended to reduce the role of uniformed police officers and improve outcomes for individuals experiencing mental health and social servicesrelated challenges.
IHART kicked off with a ribbon cutting event on April 10, 2024, attended by representatives from Congressman John Garamendi, California Senator Bill Dodd, and Assembly member Lori Wilson. Additionally, in attendance was Solano County Supervisor Erin Hannigan, Vallejo City Mayor Robert McConnell, Council Members Rozzana Verder-Aliga, JR Matulac, Mina Loera-
Diaz, as well as Interim Vallejo City Manager Beverli Marshall and Vallejo City Attorney Veronica Nebb. The event took place at the Florida Street location where the IHART team will operate. The IHART team will consist of expert staff from the Felton Institute who have extensive experience in the mental health and crisis response space.
VPD is grateful for the local, state, and federal support this project has received and we acknowledge that this project would not be possible without our partners. IHART stands as a testament to the power of collaboration and is the result of extensive cooperation among mental health providers, crisis response experts, community-based organizations, first responders and the incredible residents of Vallejo. IHART will become operational on April 11, 2024.

RESCHEDULED: State Route-37 Solano Pavement Repair Project: 55 hr. Full Highway Closures on State Route-37 between State Route-29 (Vallejo) and State Route-121 (Sonoma)
Weekends of April 19, April 26, May 3, & May 10, 2024
Starts Friday, April 19 at 9:00 PM
SOLANO and SONOMA COUNTIES – Caltrans is scheduled to alternately close eastbound and westbound State Route 37 (SR-37) on four consecutive weekends. Due to weather, the new starting date will be of Friday, April 19, 2024. During the 55-hour weekend full highway closures, Caltrans will perform major pavement repair work on eastbound and westbound SR37 between Solano and Sonoma counties. One traffic direction on SR-37 will be worked on at a time. Detours will be in effect. All work is weather dependent.
WESTBOUND (WB) SR-37 FULL HIGHWAY CLOSURES AT SR-29 (VALLEJO) TO SR-121 (SONOMA) WEEKENDS OF APRIL 19 AND APRIL 26:
Weekend closure on WB SR-37 is scheduled on the weekend of April 19 & April 26. WB SR-37 will be closed and traffic detoured beginning at the WB SR-37 Connector Off-ramp to SR-29 in Vallejo.
Closures will start Friday April 19 at 9:00 PM. and conclude on the following Monday, April 22 at 4:00 AM.
The following weekend, closures will start Friday, April 26 at 9:00 PM and conclude the following Monday, April 29 at 4:00 AM.

Motorists traveling westbound on SR-37 will need to exit right onto northbound SR-29 (Sonoma Blvd) in Vallejo and continue on NB SR29 (Broadway) in American Canyon to SR-29/SR12; then turn left and continue on SR-12/SR-121 (Carneros Hwy/Fremont Dr); turn left on SR-121 (Arnold Drive) and make a right back onto WB SR-37.

WEEKENDS OF APRIL 26 AND MAY 3:
Weekend closures on eastbound (EB) SR-37 is scheduled on the weekend of May 3 & May 10. EB SR-37 will be closed and traffic detoured beginning at the NB SR-121 (Sears Point) in Sonoma.
Closures will start Friday May 3 at 9:00 PM. and conclude on the following Monday May 6 at 5:00 AM.
The following weekend, closures will start Friday, May 10 at 9:00 PM and conclude on the following Monday, May 13 at 5:00 AM.
EB SR-37 DETOUR:
Motorists traveling eastbound on SR-37 will need to exit left onto northbound SR-121 in Sonoma; Make a right on SR-12/SR-121(Carneros Hwy) and continue; Right on SR-12/SR-29; Enter left for the connector loop Off-ramp back to EB SR-37.
Please note that all work is weather dependent. The weekend of May 17, 2024 may be scheduled as contingency if any scheduled work is delayed or postponed.

Vallejo Embraces Japanese Tea Tradition in Annual Gathering
On Sunday, April 7th, the Vallejo Sister City Association and Vallejo Sister City Commission welcomed the community to their Annual Japanese Tea Gathering, a cherished event celebrating the deep cultural ties between Vallejo, California, and its sister city, Akashi, Japan.
Since 1968, Vallejo and Akashi have nurtured a special bond aimed at fostering connections between progressive communities. What began as a chance encounter between the Mayor of Akashi, Masao Yoshikawa, has flourished into a robust relationship, enriching the lives of residents in both locales through cultural exchanges and
shared values.
At the heart of this year's gathering was the Japanese Tea Ceremony, also known as "chanoyu" or "chado." This ancient ritual holds profound cultural significance, embodying principles of harmony, respect, purity, and tranquility deeply ingrained in Japanese culture.
Rooted in Zen Buddhism and refined over centuries, the Japanese tea ceremony traces its origins to China during the Tang dynasty before evolving into a highly ritualized practice in Japan. Today, it serves as a poignant cultural expression, fostering social connections, spiritual contemplation, and an appreciation for the beauty of simplicity.

Set within the Joseph Room at the JFK Library in Vallejo, guests were transported to the serene ambiance of a traditional Japanese tea gathering. Hosts, adorned in elegant kimono attire, presided over the ceremony amidst a backdrop of traditional Japanese tea ceremony tools and a striking red umbrella.
The intricacies of the tea ceremony etiquette and customs were unveiled, highlighting the significance of each gesture and movement. Participants were guided through the meticulous preparation of tea and the artful exchange of cups, symbolizing harmony, mindfulness, and reverence.
Experiencing the tea ceremony firsthand, guests learned the proper way to be served and enjoy a cup of tea. From receiving the tea bowl with the right hand to drinking the tea in three and a half sips, each step was imbued with meaning and respect for tradition. The ceremony culminated in a gesture of gratitude towards the host, underscoring the importance of etiquette in this ancient practice.
Reflecting on the event, attendees recognized the broader significance of Sister City relationships and cultural diplomacy. By bridging communities through shared experiences in education, arts, business, and tourism, these partnerships promote global citizenship, empathy, and understanding. In an ever-connected world, initiatives like the Japanese Tea Gathering serve as catalysts for building a more peaceful and interconnected society.

Sustainable Solano's 8th annual garden tour on April 27 th
Tour waterwise, edible food forest gardens in Benicia and Vallejo at Sustainable Solano's 8th annual garden tour on April 27! The selfguided tour starts with Benicia gardens in the morning and Vallejo gardens in the afternoon, and participants can choose how many gardens they wish to visit during the day. There will be itinerary pickup at Avant Garden in downtown Benicia from 9-11 am and at Pollinator Pathway garden on Mare Island from 12-1 pm. Participants are encouraged to register in advance for this free tour so they can
learn about all of the speakers and activities planned for the day! Come gather ideas to bring home to your own yard and neighborhood on how to capture rainwater and laundry water, the importance of mulch, and plants that work together to create a vibrant garden habitat.

Waterfront Weekend Gives Back to the Community… and Seeks
2024 Beneficiaries
The Vallejo Waterfront Weekend (VWW) is proud to announce that on Tuesday, February 27th, the Executive Board of Directors along with numerous Committee members and City representatives distributed $30,000 to our 2023 Beneficiaries, which included The Coach Sarna League, Friends of Loma Vista Farm, Leadership Vallejo, Mare Island Historic Park Foundation, Mira Theatre Guild, Solutions For At Risk Youth, Straits of Mare Island Rowing Association, Team Hope, Vallejo Shakespeare in the Park, and Vallejo Educational Business Alliance. These organizations are all non-profit organizations that provide services and resources to our Vallejo Community!
In addition, our 2023 event partners hosted their individual events, which raised over $14,000 collectively for their individual nonprofits. As a true community effort, our partners last year included the Boyz Under the Hood, Chelu Car Club, Griffin Academies, GVRD, Florence Douglas Center, Friends of Loma Vista Farm, Rotary Club of Vallejo, Spinal Cord Injury Network, Solano Napa Firefighters Foundation, Soroptomist International of Vallejo, Straits of Mare Island Rowing Club, Vallejo City Unified
School District, Vallejo Filipino Martial Arts Goodwill Association, Verismo Opera, and WETA.
We are proud of this event and the money raised for the numerous organizations in our City, in turn helping to continue providing more services for Vallejo.
Planning is officially underway for the 10th Annual Vallejo Waterfront Weekend, held the weekend of October 5th and 6th, 2024. We will begin accepting proposals immediately from Vallejo non-profits to be included as one of the 2024 beneficiaries. Our Board will only be selecting a minimal number of beneficiaries this year, as we want to make an impact and truly help a select few non-profits.
The Vallejo Waterfront Weekend supports all non-profits but is looking specifically for 501 (C) 3 organizations located in Vallejo to be our 2024 beneficiaries. Requirements include active involvement in planning for the event and providing volunteer assistance.

TEN SOLANO COUNTY 2024 EARTH DAY CLEANUP EVENTS SET FOR APRIL 20 - WHICH WILL YOU ATTEND?
Saturday April 20 is Earth Day, and volunteers all across the County will work together to participate in Solano County’s 10th Annual Earth Day Cleanup. 10 Cleanup sites throughout the County will provide a local event for everyone to take part in. Benicia will hold the 11th event the following week on 4/27.
Clean ups work when residents, students, clubs, organizations, and businesses join together to help improve the communities and make Solano County “clean and green” by preventing trash from flowing downstream into the Pacific Ocean. Most cleanup events represent only a morning’s commitment, usually beginning at 9 a.m. and ending by noon. In that time, volunteers make a big difference by removing 5,000 - 10,000 pounds of trash and recyclables from community parks, trails, roadsides, and waterways. More information about the time and location of the closest community cleanup is available to volunteers at cleanupsolano.org.
About 80 percent of the trash that ends up in the ocean comes from on-land sources, most often entering storm drains that flow directly into creeks and rivers before draining into the sea. Solano County residents who volunteer at community cleanups, who reduce the amount of waste they create and dispose of their waste properly make a real difference in solving the problem. All
residents should know to recycle CRV (California Redemption Value) beverage containers to ensure they end up in our recycling stream and not in the trash. A free digital Recycling Guide is available at recycle.solanocounty.com for tips on recycling CRV beverage containers and other household items like oil, appliances, furniture, and electronic waste the right way.
Earth Day Cleanup volunteers can bring their own buckets and gloves to help us ensure the event is as zero waste as possible. Site organizers will have supplies available for those who need them. All participants can use the Ocean Conservancy’s CleanSwell mobile app to record the number of items they remove their cleanup site to help researchers keep tabs on the amount of trash being diverted from our oceans by Solano County’s residents.
The 2024 Solano County Earth Day Cleanup is sponsored by Solano County Department of Resource Management with additional support provided by the Sierra Club Solano Group, Sprouts Farmers Market in Vacaville, the Solano Center for Volunteer and Non-Profit Leadership, 95.3 KUIC, Grizzly Waters Kayaking, and the California Coastal Commission. Cleanup partners include Solano County Parks, Fairfield-Suisun Sewer District, Vallejo Watershed Alliance, Vallejo Flood and Wastewater District, City of Benicia, City of Dixon, City of Vacaville, Solano Land Trust, and volunteer site leaders. The Solano RCD coordinates three annual community cleanups on behalf of Solano County: Earth Day, World Environment Day on June 1, and Coastal Cleanup Day on September 23. The Vallejo CROP Hunger Walk is back! Mark your calendar for May 4th, 2024 at 10am! The Vallejo Crop Hunger Walk is a 3k walk along the Vallejo Waterfront to raise funds and awareness of hunger and poverty issues in our world and community.
What is the Mission? It is simple... NO ONE IN THIS WORLD SHOULD GO HUNGRY. That's why the Vallejo CROP Hunger Walk is more than just a gathering of people. We're part of a movement, taking steps and raising funds together to provide meals for those in our own community who need them - and supporting programs that create sustainable food security in communities all around the world.
75% of the funds got to support the global mission of Church World Service https://cwsglobal.org a faith-based organization transforming communities around the globe through just and sustainable responses to hunger, poverty, displacement, and disaster. 25% of the funds raised will stay local and be split between Vallejo Together and the Amador Street Hope Center.

National Poetry Month in Downtown Vallejo - “Building Community One Poem at a Time”
Vallejo is truly lucky to have not one but two talented and very active Poet Laureates, Jacalyn Eyvonne and Kathleen Herman. April is National Poetry Month which is keeping them busy around town!
On Thursday, 4/4 Alibi Bookshop, hosted “A Celebration of Poetic Diversity — Six Poets, Two Unforgettable Evenings”. Karen Finley shared “It truly was unforgettable! Our poets
@jacalyneyvonne , @sthsharpe and @serial_ muse were absolutely fantastic. There really was some magic in that room. A woman in the audience even said, “I’ve been to some bad and boring poetry readings — this was not one of those. I’m so glad I came!”
If you missed it last night, there will be another unforgettable night on April 18th!
On Friday, 4/13, during 2nd Friday Art Walk, Jacalyn and Kathleen will host readings at the Temple Arts Loft located at 707 Marin St. from 6:00 pm to 7:30 pm.

ABOUT EMMANUEL TEMPLE APOSTOLIC CHURCH:
Located at 900 6th St. in Vallejo, California, Emmanuel Temple Apostolic Church has been a cornerstone of the community since its inception in 1968. Founded by District Elder Jerry Hubbard, the church's humble beginnings trace back to Elder Hubbard's home, where he, alongside his wife and daughter, opened their doors to the faithful.
Over the years, Emmanuel Temple Apostolic Church has witnessed remarkable growth, moving from a small building on Santa Clara
Street to a more spacious location on Broadway Street. In 1978, the divine hand guided District Elder Hubbard to purchase the building on 121 Lemon Street, where countless souls found solace and salvation.
In 1988 District Elder Hubbard and the congregation acquired nine lots on 6th Street. With unwavering faith and determination, the groundwork for a new building began to take shape, aided by the labor of faithful members like Minister James Gray, whose efforts, through his work at Conco, helped lay the foundation for the church's future home. By 1991, the vision became a reality as Emmanuel Temple Apostolic Church stood proudly on 6th Street, a testament to the power of faith and community.
In 2007, Emmanuel Temple Apostolic Church took another monumental step forward as Pastor Bryan Harris and Pastor Johnnie Hubbard merged Emmanuel Apostolic with Christ Temple, forming Emmanuel Temple.
With a legacy rooted in service and devotion, Emmanuel Temple Apostolic Church extends its arms once again to the South Vallejo community, inviting all residents to join hands in the spirit of unity and stewardship at the upcoming Community Clean-Up event. SOLANO COUNTY STUDENTS ASSESS THE HEALTH OF LOCAL CREEKS AND CONTRIBUTE DATA TO A LONG-TERM COMMUNITY SCIENCE STUDY

Students from Solano County high schools will participate in the Solano County Biomonitoring Program this spring, performing tests on eight local creeks to assess the health of our local waterways. The assessments are part of a sixteenyear citizen and community science effort led by Solano Resource Conservation District, in partnership with Dr. Patrick Edwards of Portland State University.
Students visit creeks in Vacaville, Fairfield, and Vallejo, where they collect data on several features of the waterways. Students collect and count macroinvertebrates (small organisms that you can see without the use of a microscope) using a non-lethal method developed by Dr. Edwards.
They sometimes see dragonfly and damselfly nymphs, as well as other kinds of organisms that start their life cycle in the water. Students also use test tube kits to measure levels of nitrates and other substances in the creek water. To determine the condition of the creek’s habitat, students assess the riparian zones, creek banks, and the creek’s substrate (the bottom of the creek bed). By looking at these various components of stream ecology, students can gauge how healthy the creeks are in our county, and discover long-term trends in the data.
Over 550 students from nine different high schools will participate in the Biomonitoring Program from March through May. The program meets Next Generation Science Standards and increases students’ awareness of waterways in their own communities. Sarah Ijames, a science teacher at Will C. Wood High School in Vacaville, noted that the program allows students “to apply classroom knowledge in a real-world setting, which is so valuable.” Ijames said that the “activities they engage in directly align with our curriculum and the Advanced Placement test that many of our students opt to take in May.”

field experience they can put on their resumes; they use scientific instruments like a water quality probe and a turbidity tube to take measurements, and they work as a team to collect and record data. While at the creek, the program also aims to help students connect further with their local environment. Solano RCD Education Program Manager Shea Kinser explained: “One of our goals is to spark an interest in preserving our local water resources, as well as a desire to explore hands-on science as a career or a course of study in college.”
In addition to the field trip, students participate in two classroom lessons that include hands-on activities to introduce them to the terminology and techniques involved in the assessments they will perform on the field trip. A third classroom lesson after the field study teaches students how to analyze the data they’ve collected and engages them in important conversations about how to improve the health of creeks in their area. Students also hear about opportunities working in careers in water.

Empowering Student Voices: California State Board of Education Seeks Student Member
In a bid to amplify student voices and foster active participation in educational policymaking, the California State Board of Education (SBE) has embarked on a statewide recruitment campaign for its next Student Member. This initiative presents a unique opportunity for students across the state to play a pivotal role in shaping the future of education in California.
The appointed Student Member will serve a one-year term, spanning from August 1, 2025, to July 31, 2026. During this tenure, they will attend all SBE meetings, dedicating a minimum of two days every other month to engage in critical discussions on educational policies. Their responsibilities include advocating for student perspectives and contributing to decision-making processes that directly impact California's students and schools.
In addition to influencing policy, the Student Member will receive compensation for their service. They will be granted a $100 stipend for each day spent on approved, official business, with the SBE covering expenses for lodging and meals in accordance with state regulations.
Interested students are encouraged to submit their complete application packages by 5:00 p.m. on Friday, September 20, 2024, via email to sbe@sbe.ca.gov. Detailed information regarding the application process can be found on the SBE's website.
The SBE is calling upon educators, administrators, and community leaders to join efforts in spreading awareness about this opportunity. Whether through social media platforms or newsletters, every effort counts in reaching potential candidates and encouraging their participation.

GVRD is a separate government agency from the City of Vallejo that provides parks and recreation programs for children, families, and seniors in Vallejo. GVRD operates primarily by means of locally controlled funding and receives revenue from fees for services, park entrances, programs, and facility rentals. Grants and park dedication permit fees assist in the provision for new park development projects and ongoing maintenance.
The GVRD Main Office (registrations & reservations) is temporarily relocated to Cunningham Aquatic Complex (801 Heartwood Ave). Open M-F 8:00 a.m.–5:00 p.m. All GVRD Board & Committee Meetings are held at 401 Amador St (administration, finance, & human resources). The playground at Terrace Park will be closed through April for renovations.
