The Vallejo Police Department recently held their annual award ceremony where they honored both sworn and civilian members of their team. VPD celebrated promotions over the year and honored recipients with awards for Certificates of Merit, 25400 Awards, 10851 Awards, Medals of Merit, Life-Saving Medals, Distinguished Unit Citations, Chiefs Award, Volunteer of the Year, Top Mic, Communications Operator of the Year, Supervisor of the Year, and Officer of the Year. We would like to congratulate all of the award recipients (see VPD’s Instagram and FB posts)!
On Monday afternoon, Vallejo City Council, Staff, our funding partners, nonprofits and community members gathered at 1937 Broadway Street to celebrate the groundbreaking for the Vallejo Navigation Center. Please read more about the groundbreaking ceremony in this Weekly publication. The City would like to thank our funding partners: Solano County, CAP Solano JPA, the U.S. Department of Housing and Urban Development, the California Department of Housing and Community Development, Sutter Health, Kaiser Permanente, and NorthBay Health for their contributions towards bringing this much needed project to fruition.
This week, City Staff were also invited out to a community meeting in District 4 to discuss areas of concern and interest for the neighborhood. City staff from the City Manager’s Office, City Attorney’s Office, and Police Department attended with staff from Caltrans and Assemblymember Wilson’s Office and discussed topics including encampments, public safety, City roads, among other topics. Staff and the community had an open dialog on projects and how the community, City and outside agencies can work together to help better their neighborhood and the City of Vallejo. Thank you for your commitment and collaboration on these issues.

Groundbreaking
On Monday, April 29th, Vallejo witnessed a momentous occasion as the groundbreaking ceremony for the Vallejo Navigation Center unfolded. Spearheaded by Natalie Peterson, Assistant to the City Manager, the event brought together a host of dedicated individuals and organizations who have been instrumental in bringing the project to fruition.
Among the esteemed speakers were Mayor Robert McConnell, Josette Lacey representing Solano County Supervisor Erin Hannigan, Trevor Macenski Chair for the CAP Solano Joint Powers Authority, Kelley Jaeger-Jackson CEO of Sutter Solano, Carrie Maloney Robertshaw Chief Operating Officer for Kaiser Permanente, and Heather Theaux, Northbay Health Director of Trauma and Emergency Services. Also lending their support were Gillian Haen, Assistant City Manager, Vice Mayor Loera-Diaz, and Council Members VerderAliga, Matulac, and Arriola.
Notably present were representatives from important organizations like Vallejo Together, whose advocacy and efforts have been crucial in advancing solutions for homelessness in our community.
Former Mayor Bob Sampayan, whose advocacy and efforts were pivotal in laying the groundwork for the Navigation Center, was also present to witness this momentous occasion. Sampayan's vision and support, including securing crucial funding, were key to advancing the project.
The Vallejo Navigation Center, slated for completion by the end of 2024, represents a lifeline for the city's most vulnerable population. Offering a holistic approach, the center will serve as a sanctuary, providing essential services and support to individuals experiencing homelessness.
Upon its completion, the center will offer 125 shelter beds for six months, with the possibility of extensions for residents actively working toward securing permanent housing. Additionally, it will provide individualized case management, connecting residents to vital social and medical services. Additionally, participants will have access
to job training programs, empowering them with the tools needed to rebuild their lives.
The Vallejo Navigation Center embodies the city's commitment to compassion and community. By providing a safe haven and comprehensive resources, it offers hope and dignity to those in need. As Vallejo embarks on this transformative journey, it is with a shared dedication to serving and uplifting all members of the community.

State Route-37 Solano Pavement Repair Project: May 2, Nighttime Full Closure of Westbound SR-37 between Mare Island (SR-37, Vallejo) and Sears Point (SR-121, Sonoma)

SOLANO COUNTY- Caltrans has scheduled a nighttime full closure of Westbound State Route 37 between SR-29 in Vallejo and SR-121 in Sonoma County for Thursday night, May 2, between 9:00 P.M. and Friday morning, 4:00 A.M. to finish remaining Striping on Westbound SR-37. Due to unfavorable weather and high winds during the weekend closure some of the work had to be rescheduled to tonight, Thursday May 2. Caltrans will be completing the striping of the newly paved State Route 37 between Mare Island and Sears Point. To ensure the safety of workers and motorists, Caltrans will need to fully close Westbound lanes to safely complete the work. Detours will be set in place beginning at 9:00 P.M. NEBRASKA STREET CLOSURE PILOT PROGRAM
To enhance the safety and security at Vallejo High School, the Finney Complex, and the surrounding neighborhood, the City of Vallejo is coordinating with Vallejo High School (VHS) to close Nebraska St. between Amador and Pierce Streets. Closures will occur from May 6 through June 7, from 9:00 a.m. to 4:00 p.m. on School Days (Monday through Friday ONLY), as a test pilot program. The closures will only be during school days and hours and do not include Weekends or Holidays.
Vallejo City Unified School District (VCUSD) will have staff members manning the barricades at each side of the closure in case of an emergency or when access is necessary. VCUSD is responsible for setting up and removing all signs each school day. As a partner in this pilot program, the City of Vallejo has supplied the permits for the street closure.

Three New All-Way Stop Intersections Enhance Safety
Near City Park
There will be an installation of three new all-way stop intersections near City Park, effective as of Friday, April 26.
Historically, the intersections at Sacramento St. & Alabama St., Marin St. & Alabama St., and Marin St. & Louisiana St. have been equipped with single one-directional stop signs. However, in an effort to increase safety measures for both drivers and pedestrians, these intersections will
now feature all-way stop signs.
This strategic decision aims to remove potential traffic hazards and create a safer environment for all road users.
The installation of the new signs and accompanying road markings is scheduled for completion by the end of today, April 26. Additionally, warning signs will be strategically placed to provide motorists with advance notice of these changes.
Residents and commuters are encouraged to exercise caution and remain vigilant as they navigate these updated intersections.

BRIEF DESCRIPTION / IDEAL CANDIDATE
The Public Works Customer Service Representative will support the Public Works Engineering Division by answering calls, providing customer service to the public and City staff. The Customer Service Representative will be responsible for greeting traffic from the general public and triage public requests while City Hall is open to the public. When City Hall is closed to the public, the Customer Service Representative will be completing administrative and/or clerical tasks in the engineering division of the Public Works department.

Citizens Academy Update
Time to get an update on our inaugural Citizens Academy class. Wednesday evening was the halfway point in our 10-session academy, where they meet with our Public Works Department (PW). The class learned about the 24/7/365 operations that is the Public Works Department. The PW team shared about the Department Structure which includes the Maintenance Division (Building & Facilities, Streets, Traffic, Grounds & Fleet), Engineering Division (Capital Improvement Projects, Current Development Services, Landscape Maintenance Districts, Construction Inspection), Transportation Division (Traffic & Transportation Engineering, Parking Enterprise), Environmental Services Division (Clean Water & Hazardous Materials, Solid Water & Recycling), Administration Division (Contracts, Procurement, & Budget, Recruitment & Support), Leasing and Real Property Division (Managing & leasing of City owned properties, Tenant Services) and Vallejo Municipal Marina (Management of 11 docks with 621 slips, Slip rentals & live-aboards, Fuel dock for boat users).
PREVIOUS SESSIONS INCLUDED:
The opening session with the City Manager’s Office and City Clerk’s Office where participants learned about Vallejo’s government, behind the scenes of what our esteemed Clerks Office does to make our City run, and the various roles and responsibilities that the City Manager’s Office oversees. Next, the class met with the City Attorney’s Office that discussed the legal advice that they provide to Council, Staff, and Boards/Commissions. This was followed in April meeting with our first responders, first meeting with Fire to learn about their operations, training and got an up close look at one of their engines and all of the equipment that it carries. Then, our Police Department spoke with the class about the current operations at VPD, what they are working on, and how they work with the community.
The class has 5 more classes where they will get to meet with the Water Department, Planning & Development Services, Economic Development, Housing, Human Resources, Risk Management, Information Technology, and Finance Department. The class will round out their session with a graduation to celebrate the 10-session academy and come together with all the departments.
Embracing Tradition: Dia Del Niño Celebrated with Joy and Community Spirit in Vallejo City Park
This past Saturday, April 27, Vallejo City Park came alive with laughter, music, and the vibrant energy of children as the community gathered to celebrate Dia Del Niño. Hosted by Diaz & Loera Centro Latino, Project Blessing Bags, the City of Vallejo, GVRD, and the Eric Reyes Foundation, this annual event brought families together for a day filled with fun and festivities under the sunny skies.
"El Día del Niño," or "Day of the Child," is a celebration that originated in Mexico and dates back to 1925. It's a cherished tradition in many Hispanic cultures, dedicated to honoring and celebrating the importance of children in our lives. Vallejo embraced this tradition wholeheartedly, transforming the city park into a playground of joy and excitement.
The event featured a resource fair, providing valuable information and support to families, ensuring that children and parents alike had access to resources vital for their well-being. From health services to educational opportunities, the fair aimed to empower families and strengthen community bonds.
For the little ones, there were endless delights to explore. A colorful jumper beckoned children to bounce and play, their laughter echoing across the park. Exciting games with prizes added an extra element of thrill, as kids tested their skills and enjoyed friendly competition.
Music filled the air, setting the perfect backdrop for a day of celebration, inspiring spontaneous dancing and smiles all around.
Dia Del Niño in Vallejo was not just an event; it was a testament to the city's commitment to its families and youth. Year after year, the City of
Vallejo proudly participates in this celebration, recognizing the importance of nurturing and supporting its youngest community members.
As families gathered, sharing laughter and creating memories, the spirit of community was palpable. Through partnerships and collaboration, organizations came together to create a day of joy and connection, strengthening the bonds that unite Vallejo residents.

VALLEJO, CA – The City of Vallejo is requesting applications to serve on a number of the City’s boards and commissions. Vallejo residents who are interested in serving on an advisory body are invited to submit an application and supplemental questionnaire for consideration.
For City Boards and Commissions, except for the Civil Service, McCune Collection, and Sister City Commissions, the Surveillance Advisory Board, and the Participatory Budgeting Steering Committee, all appointed members must complete and file a Statement of Economic Interests, Form 700, within 30 days of appointment. All City Board and Commission members must complete AB 1234 Ethics training and file a Certificate of Completion within 30 days of appointment.
The U.S. Department of Housing and Urban Development (HUD) provides guidance on the way the federally funded Housing Choice Voucher (HCV) Program must be administered in the form of federal regulations. Some of these regulations allow Housing Authorities to establish their own policies to better work within local market conditions. Where Housing Authorities have this flexibility, HUD requires them to maintain an Administrative Plan that details how these policies will be addressed.

Caltrans has postponed to alternately close eastbound State Route 37 (SR-37) on two consecutive weekends. Due to weather, the SR-37 Paving project scheduled to start Friday May 3 until Monday, May 6 will need to be rescheduled. During the 55-hour weekend full highway closures, Caltrans performs major pavement repair and maintenance work on eastbound SR-37 between Solano and Sonoma counties. One traffic direction on SR-37 is worked on at a time. Detours are in effect. All work is weather

The Vallejo Seaweeds joined the Pecos League Pacific Division in 2023.
The Pecos League is an independent baseball league which operates in cities in desert
mountain regions throughout Arizona, California, Colorado, Kansas, Nebraska, New Mexico, Oklahoma and Texas. Pecos Teams play in cities that do not have Major or Minor League Baseball teams and is not affiliated with either.
In the original 2011 season, the Pecos League was based along the Pecos River from Alpine, Texas to Roswell, New Mexico. The Pecos League has two divisions which stretch from the plains of Kansas to the Oceans of California to the Mexican Border of Texas. In 2017 the Pecos League moved to California and broke into two divisions.
May is Drinking Water Month
Vallejoans have a lot to be proud of: pristine Bay views, a wonderfully diverse community, and a fascinating history as an early capitol of California, just to name a few! Here’s one more thing to be proud of: our drinking water.
About two billion people on the planet don’t have access to safe or clean drinking water.
Consideration of this fact is daunting and humbling; millions of women and children walk more than three miles daily to collect water for their families, and often this water is not safe to drink and can result in illness and even death.
Clean drinking water is something easily taken for granted here in the Bay Area.
The City of Vallejo has not one but two drinking water sources for residents and businesses: the Bay-Delta (via the North Bay Aqueduct) and Lake Berryessa. Lake Berryessa’s water is especially clear with relatively little sediment and vegetation decay, fewer organic particles, and lower levels of microorganisms, making this lake a prime source for Vallejo’s drinking water.
Water sources like lakes and rivers, however, can contain contaminants like viruses and bacteria from wildlife, metals from industrial processes, and pesticides and herbicides from agriculture.
Contaminants like these are removed as the lake and river water is treated at Vallejo’s Fleming Hill Water Treatment Plant.
Both the California and Federal EPA require drinking water suppliers, like the City of Vallejo Water Department, to meet specific criteria for the safety and quality of drinking water. The Vallejo Water Department regularly meets and often exceeds these requirements.
The quality of drinking water in Vallejo is of the utmost importance, especially to among the water treatment plant operators and laboratory staff who are responsible for to treating and testing the water to and ensure its quality and safety. Quality control and quality assurance are always maintained through strict adherence to standard operating procedures, and a meticulous schedule of laboratory analyses.
When water comes to Vallejo’s Fleming Hill Water Treatment Plant from Lake Berryessa and the Delta, ozone gas is bubbled through the water to remove dissolved organic matter, which also eliminates offensive taste or odor in the water, particularly those caused by algal blooms. Ozone gas also inactivates microorganisms that could jeopardize public health. Then, the water goes through a further purification process. This step transforms the water closer to a state that is safe enough to come out of your faucet. But it’s not done yet! After that, the water flows through huge, powerful filters consisting of granular activated carbon and sand to improve clarity by physically removing turbidity and microbes. Finally, Water Department staff:
Controls pH and alkalinity by adding caustic soda (which helps minimize pipe corrosion)
Maintains a disinfectant residual by adding a small trace amount of chlorine, which prevents microbial growth as the water travels through the Vallejo distribution system to your faucet.
Fun fact: Chlorine is a standard water treatment
chemical used nationwide that sometimes makes drinking water taste or smell faintly of bleach. Vallejo’s drinking water tastes and smells especially good because ozone is used for disinfection throughout the treatment process, which means less chlorine is required for microbial control.
In a world where drinking water is scarce, Vallejoans can be proud to have clean, safe, and great-tasting water coming fresh from the tap! Vallejo Water publishes an annual report on water quality, which can be found here.
VPD ARREST
On March 16, 2024, at approximately 12:21 P.M., Vallejo Police Department (VPD) officers responded to a call for service to assist the Solano County Major Crimes Task Force in conducting a follow-up investigation at a residence located on the 2000 block of Garnet Circle.
Upon arrival, officers discovered an adult male deceased at the scene. The Vallejo Police Department Detective Division took over the investigation and identified David Ochoa Magana, a 39-year-old resident of Vallejo, as the suspect responsible for this homicide. The Solano County
District Attorney's Office charged David Magana, who was already in custody at the Solano County Jail, for the murder based on the evidence presented by the detectives.

As Municipal City Clerks Week is upon us from May 5-11, it's an opportune moment to shine a light on the often unsung heroes of local governance. In cities across the nation, City Clerks diligently work behind the scenes, ensuring the smooth operation of administrative processes that are the bedrock of our communities. Among these dedicated professionals are Vallejo's very own City Clerk Dawn Abrahamson and Deputy City Clerk Angelina Joya, whose exemplary service has been recently acknowledged by the Vallejo City Council.
Many people do not know that City Clerks are the linchpins of local democracy, overseeing critical functions such as elections, record-keeping, and facilitating citizen engagement. They serve as custodians of transparency, meticulously maintaining records and providing access to vital public information. In essence, they are the guardians of democratic principles, ensuring that the mechanisms of governance remain open and accessible to all.

Mermaid Marathon Returns to Mare Island
Saturday, May 11, 2024
All levels of walkers, joggers and runners welcome!! The new venue highlights running along the Mare Island waterfront and the historic shipyard. The 5K and 10K are entirely on the road. The Half Marathon includes several miles of groomed dirt trails. The 10K and the Half both have one climb that takes you up to the top of the Mare Island Preserve. Mermaids receive a stylish race shirt, finisher medal, necklace and post race food.

• 5K - 9:00 a.m.
• mermaid dash (ages 6-12) - 10:00 a.m.
MERMAID DASH
The Mermaid Dash is a 1.5 mile dash for girls & boys ages 6 to 12.
Dashers receive a medal, necklace and post race food. Parents are welcome to run with the dashers. $15.00 online and $20.00 race day.

She is comfortable around other cats but sometimes finds their antics a tad annoying so she will let them know with a quick hiss and a swat with the pad of her paw. At most times, she's chill and welcoming to other feline friends. She's simply one confident kitty! Luci enjoys roaming throughout our indoor cat area and to our protected outdoor "catio." Luci is a curious, bright kitty who enjoys being petted and held, and she deserves a loving forever family. Join in the fun with a variety of events for youth and families brought to you by the Greater Vallejo Recreation District (GVRD). GVRD is a separate government agency from the City of Vallejo that provides parks and recreation programs for children, families, and seniors in Vallejo. GVRD operates primarily by means of locally controlled funding and receives revenue from fees for services, park entrances, programs, and facility rentals. Grants and park dedication permit fees assist in the provision for new park development projects and ongoing maintenance.
The GVRD Main Office (registrations & reservations) is temporarily relocated to Cunningham Aquatic Complex (801 Heartwood Ave). Open M-F 8:00 a.m.–5:00 p.m. All GVRD Board & Committee Meetings are held at 401 Amador St (administration, finance, & human resources). The playground at Terrace Park will be closed through April for renovations.

The Vallejo CROP Hunger Walk is back! Mark your calendar for May 4th, 2024 at 10am! The Vallejo Crop Hunger Walk is a 3k walk along the Vallejo Waterfront to raise funds and awareness of hunger and poverty issues in our world and community.
What is the Mission? It is simple... NO ONE IN THIS WORLD SHOULD GO HUNGRY. That's why the Vallejo CROP Hunger Walk is more than just a gathering of people. We're part of a movement, taking steps and raising funds together to provide meals for those in our own community who need them - and supporting programs that create sustainable food security in communities all around the world.
75% of the funds got to support the global mission of Church World Service https://cwsglobal.org a faith-based organization transforming communities around the globe through just and sustainable responses to hunger, poverty, displacement, and disaster. 25% of the funds raised will stay local and be split between Vallejo Together and the Amador Street Hope Center.
