message from mike Hello, Vallejo! I am happy to present to you updates on recent staffing improvements and recruitment efforts for the City of Vallejo. Also, this past week, Staff presented to the City Council the Fiscal Year 2023-2024 Budget, Mid-Year which includes funding $1.3 Million worth of programs that will provide additional needs in the Community such as a new Cybersecurity Information Systems Officer and a Traffic Analysis and Design. The Council will take action on this Mid-Year 2023-2024 Budget on 2/27/24. It is our sincere hope that the Community has seen positive changes within the past year and we look forward to improving service to you with new Staff and projects. Respectfully,

COV Finance Team awarded Operating Budget Excellence Award

The City of Vallejo is proud to have received the California Society of Municipal Finance Officers (CSMFO) “Operating Budget Excellence Award” for the City’s Fiscal Year (FY) 2023-24 Adopted Budget. This is the eighth consecutive year the City of Vallejo has earned this honor.

The CSMFO Budget Awards Program is designed to recognize those agencies that have prepared a budget that not only meets standard requirements but also goes ‘above and beyond’ to include additional information, graphics, and ease-of-use features to create a more engaging and informative financial document.

CSMFO is California’s premier statewide association for government finance professionals, with Chapters located throughout the State. CSMFO seeks to improve the knowledge, skills, and performance of individuals responsible for local government fiscal policy and management. Through an impartial review, the City’s FY 2023-24 Budget was judged to meet the high standards of the CSMFO program. The City is very proud of this achievement, which is an acknowledgment of the City’s continued improvements in transparency, financial reporting, and progress toward creating more accessible, engaging, and readable financial reports.

Solano Resource Conservation District (RCD) was originally formed in 1956 to provide flood protection in the Ulatis watershed. Today they work closely with the Natural Resources Conservation Service (NRCS) and wide variety of other partners throughout the County on a watershed scale. With youth development being a Vallejo City Council priority, it is essential for City departments to continue to get involved in events like Career Days to engage with youth. Students can get to know the different career options available, and the City can start to create pipelines for youth to work in positions that help contribute to the overall health and vitality of the Vallejo community. When asked about how he felt about the event and if he connected with any professionals, Rey Martin

representatives from their recruitment team, uniformed officers, and CSI department. They were able to discuss their journeys as well as the Cadet program and potentially revamping the Explorers Program. Many students who were interested in Sports or Medicine/Science were surprised at the option of using their athleticism and science pursuits in law enforcement. Public Works Engineering Department was present as well as several engineers from the Water Department, all of which are Vallejo natives. Also from the Water Department was our Water Conservation Coordinator and the Water Communications Manager. The team displayed our Vallejo water system as well as tools they used on the job. They also handed out information about different courses and certifications available at local schools and agencies that would qualify them for jobs in the water industry, highlighting attainable steps for youth to take towards a career in water. Valerie Walston, the new Communications Manager for the Water Department, stated,” No one knows Vallejo like the people who grow up here. We

Talbot, an 11th grader at VHS, stated “ I thought the event was amazing and well planned out. I really connected with one of the Media Specialist, Manny, and the advisor from Saint Mary’s College. Also, the VPD people were really


nice and cool. I think it’s really important for these types of events to happen so we can see more options for the future.” The City of Vallejo will continue to invest in opportunities to engage with youth and create pathways to careers within the City of Vallejo.

Their curriculum is carefully crafted to include mindfulness meditation, technical skill presentations, experiential learning, and group discussions, all supported by personal mentorship from local artist.

The Vallejonomics: HUSTLE ARTS Program is a commitment to the well-being and development of Vallejo students, encouraging them to express themselves, explore concepts like financial literacy and social justice, plus build resilience towards daily life stressors. The program aims to equip youth with confidence and skills beneficial

for their future educational, employment, and entrepreneurial endeavors. Classes are scheduled based on student availability and are held both via Zoom and in-person in Downtown Vallejo, ensuring accessibility for all interested participants. Meet Drako! This handsome boy is quickly becoming the talk of the shelter with his winsome face, tall lanky limbs, and super duper sweetness! At 66 lbs. and an estimated age of 2 years old, Drako is like an overgrown puppy. After a proper intro, he interacted nicely with our resident dog-testing canine. He’s a bit leash

reactive (it’s more excitement than anything), which includes getting distracted easily by passing cars, sunbathing kitties, and other dogs passing by on leash. With daily exercise and positive leash-manners training, he will be walking like a champ in no time! Drako is relatively new to our shelter and we are still getting to know about him.
