In its second year at the Westerville Sports Complex (325 N. Cleveland Ave.), the Rotary Club of Westerville, in partnership with the City of Westerville, will hold its 4th of July fireworks display on July 4. Complete with entertainment and food trucks, this event will culminate with an impressive fireworks display. Community Center Annual Maintenance Scheduled
Monday, Aug. 28 - Sunday, Sept. 3
The last week of August and the first week of September is the annual cleaning and maintenance time for the Westerville Community Center. During these days, the Center undergoes a maintenance period for deep cleaning and repairs in an effort to continue providing the highest quality and safest experience for pass holders and guests.

This year, in addition to the normal week-long scheduled period, the indoor pool complex will close for an extended time for ceiling and roof repairs. Starting Tuesday, Aug. 15, through Monday, Sept. 4 (reopening Tuesday, Sept. 5), painting will take place on the ceiling while roof repairs are underway.
Highlands Park Aquatic Center (HPAC) will again be open to accommodate Community Center pass holders and daily attendees.

National Night Out
40 Years of “Safe and
Vibrant”
In 1981, the National Association of Town Watch (NATW) was founded to provide resources and support to community watch groups, helping them stay informed and protect their neighborhoods. Three years later, in 1984, National Night Out (NNO) was introduced through established networks of law enforcement agencies, neighborhood watch groups, civic groups and regional crime prevention associations. NNO is an annual community-building campaign promoting police/community partnerships and fosters neighborhood camaraderie to create safer and more caring neighborhoods.
The Westerville Division of Police (WPD), along with 107 other municipalities in Ohio, participates in this community-building program every year. NNO, now entering its 40th year, is held annually on the first Tuesday of August. According to NATW, more than 38 million neighbors across 16,000 communities participated in NNO last year. Westerville has been actively participating for most of its history.
The WPD is committed to maintaining safe and vibrant neighborhoods in the City and encourages more neighborhoods to participate in NNO. Building a sense of community within neighborhoods is one of the division’s main objectives.
“Building connections between neighborhoods and neighbors is a central goal of National Night Out. When neighborhoods have good relationships with each other and with law

enforcement, our community becomes a safer place to live. Connected neighborhoods are safe neighborhoods,” said Lieutenant Greg Franey of the Community Services Bureau.
WPD, with the support of many neighborhoods, will participate in NNO with an event on Tuesday, Aug. 1, 6 - 9 p.m. at Huber Village Park (362 Huber Village Blvd.). If you are interested in hosting an event in your neighborhood, follow these steps:

Lake Shore Cryotronics
Expanding in Westerville
Lake Shore Cryotronics announced a significant expansion of its Westerville facility on McCorkle Boulevard, investing nearly $14 million into the location. They will break ground for an addition later this year, with Lake Shore adding approximately 42,000 square feet of manufacturing space and 10,000 square feet of office space to its existing 59,000-square-foot building.
As part of the capital project, Lake Shore will construct a new 2,500-square-foot clean room within its existing manufacturing facility. This state-of-the-art room will be used for microelectronic development, and sensor wafer fabrication and packaging.
“What’s driving this growth is our investment in the business,” said Michael Swartz, President and CEO of Lake Shore. “We have invested in operations, new product development, and our worldwide sales and distribution channels. These investments are paying off in significant current and projected sales growth, requiring us to hire additional manufacturing, engineering and support roles, and expand our manufacturing and office space.”
Founded in 1968, Lake Shore has been in Westerville since 1978. The company moved to its current location on McCorkle Boulevard in 1997 and currently employs 174 people.
“Nearly doubling their space, Lake Shore Cryotronics is taking a significant step that sends a strong message to our community – they believe in Westerville,” said Rachel Ray, Westerville’s Economic Development Director. “As central Ohio continues to grow, businesses will continue to look our way for a business-friendly environment and a great place to raise a family.”
Lake Shore Cryotronics offers sensors and instruments for measuring at cryogenic temperatures and in the presence of magnetic fields, as well as systems, instruments, and cryostats used in early-stage research into new electronic, optical and magnetic technologies. Researchers use Lake Shore products to characterize new types of semiconductors and materials that might be used in smartphones in 10 years. Its products are also used for research into materials for green energy initiatives.
Additionally, physics and material researchers worldwide trust Lake Shore for solutions that drive the development of scientific discoveries, from particle physics experiments at the CERN Large Hadron Collider accelerator in Europe to space exploration at NASA to quantum computing research occurring in labs and industry today.

Muralist Pays Tribute to Westerville’s History with a Modern Twist
Nick Stull grew up interested in art but admittedly found it difficult and intimidating. It wasn’t until he took a painting class in his sophomore of high school year that he fell in love with painting and art history and knew that art would be a big part of his life. After college, Stull held various positions in the art field, including art gallery director, gallery co-owner and museum exhibit designer. Through all of that work, he never stopped making his own art, eventually gaining recognition as a muralist.
Of the many murals he has created over his career, both locally and nationally, Stull is excited to have his next project in Westerville, set to be unveiled later this year in Uptown. The mural will be painted on the rear of the building that houses Java Central and DiCarlo’s Pizza. Stull says his favorite projects involve working on community murals that allow him to take a deep dive into the present and future of a particular community or neighborhood.
“It has been such a pleasure learning about Westerville’s rich and unique history and then developing that information into a mural design that also reflects Westerville’s contemporary culture and values,” said Stull.
Stull’s mural will celebrate Westerville’s rich, unique history while looking toward the Westerville of tomorrow. The eye-catching design is structured around three prominent historical figures: Benjamin Hanby, William Henry Fouse, and Agnes Meyer Driscoll. The three hometown historical figures will be surrounded by depictions of nature, emphasizing Westerville’s commitment to its parkland and natural landscape. Other notable pieces of Westerville’s history will also be included.
“The mural sews together vibrant colors, dynamic shapes, and a blend of artistic styles. Weaving together all of these elements represents the complexity of Westerville’s thriving and ever-evolving community,” said Stull. “The design celebrates the rich history in an exciting and contemporary display.”

Westerville Entrepreneurs Introduce High Bank Co. to Uptown Restaurant
and Speakeasy to Open in Spring 2024
Adam Hines lives in Westerville. John Brooks grew up in Westerville. They also happen to be entrepreneurs leading successful businesses. Brooks, an investor and developer, whose projects have revitalized buildings and attracted new amenities to Uptown. Hines is the co-founder and master distiller of one of central Ohio’s hottest brands: High Bank.
In May, High Bank Co. announced the brand’s first restaurant in Uptown, set to feature Westerville’s only speakeasy concept. The project is expected to be complete by next spring.
Brooks and Hines crafted a concept that nods to Westerville’s historic role in Prohibition. Of special interest to Hines is the legend of Henry Corbin, who opened a saloon on Main Street in 1875 that was blown up by those opposed to alcohol. Not once, but twice. Corbin’s defiance and persistence is believed to have ignited the “Whiskey War” of Prohibition, launching the Anti-Saloon League.
“We want to honor and preserve the history of Westerville by bringing our third location to a city with such a rich story,” said Hines. “It’s exciting to tell stories and create experiences for the community through both our restaurant and distillery. We are renovating the old post office building into two entirely new spaces. Actual Prohibition and AntiSaloon League propaganda was mailed out from this building, which is amazing to me.”
The Hines’ family moved to Westerville in 2014, drawn to the culture and community of the Uptown District.
“I have seen how much the community has grown over the last decade and am excited to continue to raise my family here,” said Hines. “It has always been my dream to have a High Bank location here to contribute to the culture and community of Uptown Westerville.”
The site was previously a post office, decommissioned in 1985, and last owned by the City for Westerville Division of Police operations. Brooks purchased the property in 2023, focusing on partnering with High Bank to introduce another amenity in Uptown.
“I grew up just down the street from this new High Bank location,” said Brooks. “As a local resident and business owner, playing a part in bringing a nationally award-winning operator to our nationally recognized community is special. We are two locally owned and operated companies with shared values coming together to bring unique experiences to this great neighborhood.”
Brooks’ company BTTS Holdings is located in Uptown. He is co-developing the $2.7 million project with Steve Wathen of Equity, representing continued significant private investment in Uptown. The complex building conversion will be led by another local company, WSA Studio.
Monica Irelan Earns Credentialed Manager Designation
Westerville City Manager Monica Irelan has earned the Credentialed Manager designation from the International City/County Management Association (ICMA). Irelan is one of more than 1,300 local government management professionals currently credentialed through the ICMA Voluntary Credentialing Program.
Eligible members must have significant experience as a senior management executive in local government and demonstrate a commitment to high standards of integrity and to lifelong learning and professional development.
In addition to her professional membership, Irelan serves as Vice Chair at Franklin County Emergency Management and Homeland Security and on the executive committee for the Mid-Ohio Regional Planning Commission (MORPC). She is also a certified futurist and works with Columbus Futurists.
“Monica is an intentional planner focused on the future of cities and communities,” said Westerville Mayor Diane Conley. “She understands the role of government on every level and has been an expert advisor to Westerville City Council and staff when it comes to local leadership that lifts the entire mid-Ohio region. We are proud of her work in Westerville and congratulate this exciting achievement.”
ICMA advances professional local government through leadership, management, innovation and ethics, and by increasing the proficiency of employees who serve local governments and regional entities around the world. The organization’s 13,000 members work in 27 countries.

We use these professional achievements to reflect the value and commitment we want to bring to the community, so I’m honored to meet this goal now and continue to grow with Westerville.”

The State Street High Bank will be the third in the Columbus region and the first in Westerville, featuring a 3,600+/- square foot full-service restaurant and bar, including two patios, a retail store, and an exterior DORA window (Designated Outdoor Refreshment Area).
The speakeasy portion will be a smaller 2,000+/square foot space located in the renovated basement. A separate menu will feature High
Bank’s elevated and creative cocktail menu with light eats. Residents and visitors can expect an exterior design that keeps the historic building intact with crown molding and original brickwork, paired with an interior featuring modern furnishings in High Bank’s classic industrial aesthetic.

Karl Craven Reflects on Westerville Through the Decades Long-Serving Director Sets Retirement Date
Next January, Craven will start a new pursuit for the first time in four full decades: retirement.
After announcing his retirement date, Craven agreed to take on a special project manager role, managing key projects with the City Manager’s Office and Planning & Development. He will also work with David Efland, who joined the team as Planning & Development Director in June.
Most of Westerville’s significant modern-day projects happened during Craven’s tenure, so he can uniquely reflect on the state of the community throughout the decades. In his own words, Craven shared his memories and impressions of the Westerville we know today.
Unintentionally, Karl Craven’s career in Westerville has revolved around sewers.
It was 1973 when Craven started designing the sewer system in Westerville. He was a recent engineering graduate of The Ohio State University when recruiters at Columbus-based Burgess and Niple hired him to work on the Westerville project.
Craven was paid by federal dollars (via a grant obtained by the agency) to help modernize urban sanitary sewer networks. Two years later, Craven would apply for one of the two inspector positions in the City’s “Building, Engineering and Zoning” Department (now Planning & Development) to be part of the Alum Creek and Big Walnut Creek Trunk sewer projects and then work as a staff engineer after the sewer construction was complete.
That was 50 years ago.
To say Craven is a fixture in Westerville would be an understatement. His staff colleagues often quip that he knows what is under every street and curb in Westerville. It’s because he thrives on seeing projects through from start to finish.
“I really love to see the results,” said Craven. “It’s why I got into engineering. Most of my early career was in sewer design, but I actually have pictures of bridges in my office. It’s something built that endures and has a use for an entire community. I couldn’t put pictures of sewers in my office, of course. All you see on the outside are manhole lids, and that’s boring.”

“In the 70s, Westerville was...”
“Stuck. Westerville was not getting good advice at that time. We were not prepared to connect to the new interstate system and missed an opportunity to have access where the Main Street bridge over 71 is now. All that development blew past us, so it took time for us to catch up. We needed to become unstuck, and one of the ways we started that process was through housing development. That’s when everything east of Otterbein and Spring Roads started to come to life.”
“In the 80s, Westerville was...”
“Emerging. We built about 300 single-family homes each year because of the completion of the sewer system. I was leading the Public Service Department then, which housed engineering. Brooksedge took off, really in part to having a proeconomic development City Manager.And staff worked hard to attract a hospital to town, with St. Ann’s opening in 1984. We also started developing streetscape guidelines for Uptown that protected the facades of the historic buildings and protected the District we have today.”
“In the 90s, Westerville was...”
“Creating strong foundations.The game-changer was the annexation of 941 acres where Westar is located today. There was nothing there at the time before Polaris Parkway. When the road opened in 1999, there was only the Liebert (now Vertiv) building under construction. Honestly, it’s one of the projects I’m most proud of. The Parks PROS
plan was approved to help us imagine the parks and facilities we have now. Our planning efforts had us building about one major road each year in the 90s. I remember our annual budget for street rehabilitation in the mid-to-late 80s was $64,000. It’s close to $6 million today.”
“In the early 00s, Westerville was...”
“Successfully growing. The Westerville Community Center opens and construction on paths and trails explodes. The South State Street redevelopment plan was approved, and phase one of two started at the 270 interchange. I think that’s when the rhythm really started in Uptown. The first beer is poured in a pizza shop and the door opened to consider how Uptown could evolve as an entertainment district. We also passed an income tax restructuring initiative that helped us get to that street rehabilitation budget we needed.”
“In the 10s, Westerville was...”
“The envy of Central Ohio. Major employment center and thriving Uptown. The road network is the best it’s ever been. We have a strong Council/Manager form of government, and departments were collecting recognitions and awards. Uptown and the Parks system are the two stars when I think of that time. But I also remember it as the time of one of my most challenging projects: phase two of the South State Street revitalization project. That project had a lot of issues, but the outcome is beautiful with buried utility lines, lighting and intersection improvements.”
“And your part in the 20s...”
“I really wanted to see Westar finished. And we’re close. I’m so grateful to be involved in the next steps on the City’s purchase of the East of Africa land. I want to take a stab at that road network and leave knowing there is a plan for almost every acre in the 941.”
When he does walk away as a staff member, Craven will frequently return as a visitor. He knows he has deferred home maintenance to tackle and travel plans to make with his wife, Carol. He hopes to play golf, catch up on reading, and watch Westerville continue to build from the foundation he helped lay.
David Efland Named Planning & Development Director
David Efland, FAICP, was named Planning & Development Director in April. He joins the Westerville team after 18 years of leading the Planning & Community Development Department at the City of Delaware. Efland is a Fellow of the American Institute of Certified Planners, the association’s highest honor recognizing the outstanding contributions of professional planners.
Efland holds a master’s degree in City and Regional Planning from The Ohio State University and a bachelor’s in Urban and Regional Planning from Miami University. Prior to his time in Delaware, he held professional planning positions in Oxford, Ohio and Cincinnati.
In Delaware, Efland directed all planning and development activity in and around the fastest-growing county in Ohio. He guided the community’s comprehensive plan, Delaware Together, administered nearly $2 billion in construction investment, and oversaw a 42% growth in population. Under Efland’s leadership, he earned state and national recognition through business expansion and attraction projects in Delaware, including downtown development.
“Dave’s expertise and experience blend urban, town/gown and suburban planning, which is exactly what Westerville was seeking as we continue our growth trajectory with both economic and residential opportunities,” said Westerville Assistant City Manager Jason Bechtold. “With change happening all around us in central Ohio, Dave is the right leader in helping us capitalize on development opportunities that align with Westerville’s vision.”
Efland will oversee a staff of 30 responsible for the City’s engineering, building and code enforcement functions. He will manage the ongoing implementation of the Westerville Community Plan, the upcoming publication of an updated zoning code, and other planning efforts related to housing, mobility, and special districts, such as Uptown Westerville.
“Westerville is known across the state for its excellence in planning and development, and I want to be a part of that team,” said Efland. “While honoring the history and character of the community, we have unprecedented opportunities to build upon the existing strong quality of life enjoyed by residents, businesses and the workforce.”
Any summer evening walk through Uptown reveals the fondness Westerville has for this scoopable frozen treat. Adults and kids alike enjoy cones, sundaes and other treats on the City Hall lawn, in front of Graeter’s and at Rotary Park. But there is more to this community ice cream story.
The cream started to rise to the surface in Westerville over 120 years ago when W.B. Johnston and “Mr. Carey” started the Westerville Creamery. They began by selling cream to butter producers in Columbus. A few years later, in 1907, the creamery opened a milk condensing plant in Westerville. This marked the creamery’s instrumental role in supplying cream to ice cream manufacturers and grocery stores like Kroger.
In 2003, nearly 100 years after the opening of the Westerville Creamery, Darifill, Inc. opened its doors in Brooksedge. Darifill is responsible for the production of many of your favorite ice cream containers, including ice cream cartons, cones and sandwich wafers. Their state-of-the-art equipment produces some of the most popular frozen confections in the ice cream industry.
Throughout its history, Westerville has embraced ice cream as a successful business model and an unofficial pastime.
“Historically, Westerville's ice cream shops have been more than just a place to buy ice cream. For over a century, they've served as spaces for friends, families, students, clubs, and working professionals to gather, build a sense of community, and forge deep memories.” said Kathryn Kaslow, Museum Specialist at the Westerville Public Library.
Westerville is on the map for many reasons, but one is just a little sweeter than the rest: ice cream.
Westerville Creamery is incorporated in Westerville. Sold the majority of their cream to Columbus for ice cream and
Williams Grill (located at the current Asterisk Supper Club) takes ownership of a confectionary shop in Uptown Westerville. Williams Grill was famous for their cold fudge sundaes.
Dairy Queen is built at the corner of State and East Park Streets. A staple in Uptown for almost 60 years.

South State Street Parking Addresses Safety Concerns
To extend the Uptown experience to the redeveloping areas south of Walnut Street, the City recently installed 21 new on-street parking spaces between Oakland Avenue and Glenwood Drive. These parking spaces, part of the 2023 Street Rehabilitation program, provide additional parking for the new apartment development and COhatch Westerville and contribute to improved pedestrian safety and a reduction in vehicular accidents.
“We have seen multiple and severe accidents at the State Street and Bishop Drive intersection, and by removing the right through lane of traffic, you reduce that type of accident from happening,” said Nathan Lang, Westerville City Engineer.
The addition of parking spaces in the northbound lane also decreases the likelihood of angular vehicle crashes for southbound traffic at Bishop Drive.
“Southbound drivers turning left into the businesses and residences are at the greatest risk of being involved in serious accidents with vehicles speeding along the curb lane,” said Lang.

Westerville High School Graduates Plan Their Future
Congratulations to the Class of 2023! We spoke with two recent Westerville High School graduates to ask about their post-graduation plans.
Laney Walden’s high school journey didn’t start out on the right foot— quite literally. Walden began her first day of high school on a scooter with a broken leg. However, this setback didn’t hinder Laney from making the most of her high school experience. She actively participated in Westerville South’s theater program, with her favorite production, “Rumors,” debuting during her senior year.
Walden has always had a passion for the creative arts. One of her significant accomplishments during high school was starting her own photography business, Emma-Rose Photography.
“I have always loved photography and videography and am always looking to learn more about it,” said Walden. “My major has so many different career options I can pursue after I graduate. I would love to join a production company and work on music videos or television or movies.”
Walden will be attending the University of Cincinnati to pursue a major in Media Production.

Kwame boateng | Westerville North High School Graduate
Kwame Boateng takes pride in his educational achievements, maintaining straight As since the sixth grade, and he plans to continue this record throughout his academic career. Boateng’s dream is to become a doctor, with his favorite subject, unsurprisingly, being science. He has developed a particular interest in the cognitive sciences and their connection to the human body.
“I chose my major because of my love for science and my desire to help people,” said Boateng.
Boateng has mastered the art of balancing his studies with leisure time. His preferred pastimes include playing video games and embarking on long runs. Amidst his busy schedule, he always managed to make ample time for cherishing his high school memories, particularly reminiscing about his senior homecoming as the “best night of his life.”
“I’m really excited about taking a wide variety of intriguing classes and building my knowledge as well as being involved in the community and forming new relationships,” said Boateng.
Boateng will be attending Northwestern University, where he plans to major in premed. His exceptional achievements have earned him the QuestBridge National College Match Scholarship, which will cover his tuition expenses for all four years.

Library Story Trail
With the arrival of the warmer season and the buzz of summer, Westerville’s parks are alive with activity. Among the City’s many unique offerings is the Library Story Trail, a collaborative initiative between the Westerville Public Library and the City of Westerville.
One of the three Library Story Trails can be found at Johnston-McVay Park, 480 S. Hampstead Rd. This captivating experience allows children to explore designated parks while immersing themselves in a thoughtfully selected book curated by the Westerville Public Library team.
“I love how each story and reading experience is unique. It may be cold and rainy one day, with the sun shining and birds chirping the next. Each page and prompt engages all five senses and encourages you to be mindful of the world around you,” said Tamara Murray, Westerville Public Library Marketing Manager. “You might be asked to describe what you smell or what you hear. You may spend time looking for a specific pattern or texture, or you may go on a hunt for hidden creatures. Each visit is a grand adventure waiting to unfold.”
Every suggested activity along the trail serves as an opportunity to cultivate early literacy skills, which encompass children’s knowledge about reading and writing before they formally learn to read or write.
This adventure includes an informal structure, with the following steps:
1. Stop at each station.
2. Look at the picture.
3. Read the story together.
4. Complete the activity.
5. Move on to the next page!

eSports Brings New Games to Westerville Parks
& Recreation
Since its opening in 2020, the Westerville Community Center eSports room has transformed into a cutting-edge space suitable for all ages. Originally designed as a gathering spot for computer-based gaming, it has expanded into a fully equipped lounge catering to diverse interests.
“Adding a PS5 and Xbox Series S to the eSports room has been one of the biggest highlights for the eSports area,” said Mike Phillips, Westerville Parks & Recreation Operations and Recreation Superintendent.
This upgrade follows the national trend of gaming rooms, providing individuals seeking competition or personal space the opportunity to enjoy their preferred games.
Starting in July, the Parks and Recreation team will host Mario Kart Time Trials, open to the public. This summer-long competition will take place in the eSports lounge, with live broadcasting in the multipurpose rooms for friends, family and the community to watch. Refreshments will be provided throughout each league or competition event.
“We would love to turn the Center into a competition space; we have the space and equipment for schools to come and utilize our facility.” said Phillips. “The vibe of the room is changing to become more of a lounge, and we think this will be a positive redirection.”

Learn the fundamentals of hockey in this sneaker-only course which will progress each week in skill development.
