A Vibrant Place to Live Whether you’re a newcomer to the City of Westerville or a lifetime resident, there are plenty of reasons to love our community. The following information will help you contact the right places for the right resources, particularly for starting a business.

Start Your New Business Before a new building in the City of Westerville can be occupied or used, or before a new business can occupy or use an existing building, a Zoning Certificate verifying compliance with the development standards and use requirements of the Planning & Zoning Code must be issued. In most cases, the zoning review can be done in conjunction with a Building Permit or Change of Occupancy Permit.

Tax Information Westerville levies an income tax of 2 percent on income earned within the city. Leading Through Action Westerville City Council The seven members of Westerville City Council represent the residents of the City and are the only elected officials, according to the City Charter. As Westerville’s legislative body, City Council sets policy, establishes goals, and approves and oversees the City’s annual budget.

The City Manager manages day-to-day Westerville operations and reports to City Council. Westerville was one of the first municipalities in Ohio to adopt the CouncilManager form of government, more than 100 years ago, and this setup has helped ensure continuity in the way the city is run. Westerville’s phenomenal residential and corporate growth has been comfortably balanced within this form of government. Boards and commissions, made up of resident volunteers, ensure that all Westerville activities are grounded in our historic legacies and the quality of life business and residential partners seek when moving here.

Westerville Parks and Recreation Westerville calls itself “A City Within a Park,” and that name indicates the City’s commitment to parks and recreation. Driving through Westerville, it’s easy to see the City’s dedication to staying active.

Thanks to the decades of citizen commitments that have driven its growth, Westerville has become a model for thriving, involved cities. With almost 600 acres of parkland in 46 locations, around 14,000 street trees, 44 miles of paths and bike trails, a modern 96,600-square-foot Community Center, and some of the most active seniors anywhere, Westerville truly is a city within a park.

The Westerville Parks and Recreation Department works hard to maintain its legacy, receiving national accreditation by the Commission for Accreditation of Parks and Recreation Agencies (CAPRA), and being honored with the prestigious National Gold Medal four times for excellence in park and recreation administration.

Historic Uptown Westerville Business District Uptown screams “Shop Small, Shop Local” as 90% of the businesses are single-owner or family-owned businesses, with most being residents of Westerville.

During the summer months, special activities happen on Friday nights, with many stores staying open until 8 or later – especially on the fourth Friday of the month, when the Westerville Visitors and Convention Bureau hosts Mount Carmel St. Ann’s 4th Fridays, community block parties.

Uptown’s personalized services and unique shopping opportunities, as well as its charming atmosphere, keep local residents and those traveling through town coming back for more. Not many other communities in central Ohio have what Westerville does!

Uptown Westerville Inc. Uptown Westerville is an original town center dating back to mid-1800s. Its rich history and heritage is evident in the pride Westerville takes in the preservation of its buildings.

Housed within the area are the Westerville Public Library, the Anti-Saloon League Museum, Temperance Row Historic District, the Hanby House and Otterbein University.

Westerville’s City Hall and the police station center the area with a newly established courtyard featuring a park-like seating area for entertainment events.

Within a mile radius, you will find more than 15 food establishments, including restaurants, bakeries, ice cream parlors wineries and coffee shops. There are also more than 35 retail stores and many more service businesses with the area.

Bold Ideas, Bright Innovation Otterbein University

Otterbein stands for bold ideals. That is the hallmark of Otterbein University and those connected to this private, picturesque university perfectly situated in Westerville.

Otterbein is committed to standing as a college of opportunity. This commitment started with its founding in 1847 as one of the nation’s first universities to welcome women and persons of color to its model community of teachers and learners.

Early in its history, Otterbein aligned itself with causes. University officials joined city founders in support of emancipation and were active participants in assisting runaway slaves as Westerville became a station along the Underground Railroad. Otterbein faculty and staff were also members of the AntiSaloon League.

Otterbein is affiliated with the United Methodist Church, and advancing the common good remains a mission-driven priority. Otterbein is a recipient of the 2015 Carnegie Community Service Classification and a finalist for the 2014 President’s Award for Economic Opportunity Community Service, and has been honored With Distinction by the President’s Higher Education Community Service Honor Roll since the list’s inception in 2006.
