A Vibrant Place to Live Whether you’re a newcomer to the City of Westerville or a lifetime resident, there are plenty of reasons to love our community. The following information will help you contact the right places for the right resources, particularly for starting a business.

Start Your New Business Before a new building in the City of Westerville can be occupied or used, or before a new business can occupy or use an existing building, a Zoning Certificate verifying compliance with the development standards and use requirements of the Planning & Zoning Code must be issued. In most cases, the zoning review can be done in conjunction with a Building Permit or Change of Occupancy Permit. Tax Information Westerville levies an income tax of 2 percent on income earned within the city. For residents with income earned outside the city, credit is actual income taxes paid to other municipalities, limited to 2 percent. Call the City’s taxation office at 614-901-6420 for more information.

Vote on Important Issues Westerville spans two counties: Franklin and Delaware. Depending on where you’re located, you’ll need to register in the correct county in order to vote on important business issues. Leading Through Action Westerville City Council The seven members of Westerville City Council represent the residents of the City and are the only elected officials, according to the City Charter. As Westerville’s legislative body, City Council sets policy, establishes goals and approves and oversees the City’s annual budget. The City Manager manages day-to-day Westerville operations and reports to City Council. Westerville was one of the first municipalities in Ohio to adopt the CouncilManager form of government, over 100 years ago, and this set-up has helped ensure continuity in the way the City is run. Westerville’s phenomenal residential and corporate growth has been comfortably balanced within this form of government. Boards and commissions, made up of resident volunteers, ensure that all Westerville activities are grounded in our historic legacies and the quality of life business and residential partners seek when moving here. Westerville Parks and Recreation Westerville calls itself “A City Within a Park,” and that name indicates the city’s commitment to parks and recreation. Otterbein stands for bold ideals. That is the hallmark of Otterbein University and those connected to this private, picturesque university perfectly situated in Westerville. Otterbein is committed to standing as a college of opportunity. This commitment started with its founding in 1847 as one of the nation’s first universities to welcome women and persons of color to its model community of teachers and learners. Early in its history, Otterbein aligned itself with causes. University officials joined city founders in support of emancipation and were active participants in assisting runaway slaves as Westerville became a station along the Underground Railroad.
