Crowd Investing Empowers Community-Led Economic Development in African American Communities

A revolution in early-stage finance is changing the way inner-city African American communities relate to capital formation, real estate development, entrepreneurship, and job creation. Thanks to the passage of the JOBS Act of 2012, a new market is being created that will revolutionize how early-stage investing and community economic development works — It’s called Crowdfunding! “If African Americans shifted just 1% of the $1.3 trillion, they have in purchasing power to small Black-owned businesses, it would amount to $10 billion invested in Black Communities. That’s not a game-changer. That’s a revolution! Shifting Dollars from Consumerism to Local Crowd Investing May 16th, 2016 the SEC Rulings on crowdfunding intermediaries went into effect and today ordinary Americans are able to collaborate to give small individual amounts of funding to startups, small businesses, and real estate developments online through crowd investing, and become shareholders in the process. When people understand the power of local investing and crowdfunding and begin to pull from their bank savings, mutual fund accounts and begin investing a small amount of their income in order to put their money to work in their own communities. Crowdfunding will have the power to change how African Americans from all income levels make decisions about where to put their money and how to spend that money. From Consumer to Investor Crowdfunding will usher in a radical transformation forever redefining what it means to African Americans to be a crowd investor in America by bringing local crowdfunding into the homes of inner-city community members in the Internet Age. If African Americans embrace the power of crowd investing, then the most socially transformative part of crowdfunding will come from the power of local or community-based investing. There are overwhelming amounts of recent research from prominent economists, sociologists, and other researchers find that small, local businesses are critical to overcoming many of our biggest challenges, from reducing economic inequality to building resilient communities. According to the Kauffman Foundation, local small businesses account for nearly all net new job creation and almost 20 percent of gross job creation. According to Local Investing fostering an economy of small-scale businesses may be one of the most effective ways to close the gap between rich and poor. Civic leaders are increasingly grappling with income inequality and creating policies to foster an economy that’s based on local ownership and community-scaled businesses may be one of the most effective ways to do it. That’s the implication of new research that identifies links between corporate consolidation and the widening gap between the rich and poor. RESILIENT AND SUSTAINABLE NEIGHBORHOODS Why would community developers build housing in communities cut off from good schools, jobs, transportation, parks, and the resources that people need to thrive and succeed? If we are trying to build safe, healthy and prosperous neighborhoods simply building affordable housing is not the answer. To be resilient and sustainable, housing must be more than affordable. It must connect people to opportunities that enable them to participate, prosper, and achieve their full potential through a commitment to transform those communities into places that offer residents prospects for upward mobility. Community-led policies in housing, health, education, and economic development are required to create strong, resilient, sustainable, inclusive, and

prosperous communities. This shift in focus from building affordable housing to building equitable and sustainable communities of opportunity with affordable housing as the centerpiece is the goal. Through community-led development, impact investment, new collaborations, and important policy changes are advancing affordable housing and economic development as a platform for connecting residents to opportunity. THE POWER OF COMMUNITY-LED DEVELOPMENT

Community-led economic development has the ability to create resilient and sustainable inner-city communities that include strengthening and, in some cases, creating local economies at the neighborhood level. This will require the stabilization and regeneration of neighborhood business districts that will contribute to resident wealth-building through inclusive investing by fostering local retail entrepreneurship as one part of a multi-front strategy for creating a neighborhood-based economy. This will be done in collaboration with our community partners that will provide technical assistance and impact investments. REAL ESTATE DEVELOPMENT AND ENTREPRENEURSHIP Using a combination of commercial and residential real estate development with a focus on entrepreneurship to increase the support and capacity needed to maximize the potential for effective revitalization, transformation, and the long-term success of neighborhood commercial corridors (NCCs). A multi-front approach is required to

achieve the expected outcomes. We understand and acknowledge that all issues may not be immediately solvable, but we are always working toward better neighborhood living and working conditions MATTERS and improvements can be made. These neighborhood Commercial Corridors (NCCs) are focused on satisfying the day-to-day convenience shopping needs of a neighborhood and typically contain several small stores and an anchor grocery or variety store with an increasing number of national chains and franchises along a major two-way transportation artery. Micro-enterprises generally 5 or fewer employees and less than $50,000 in capital financing needs that are normally family-owned and managed, sole-proprietors such as: retail, food, craft, consulting, and service-oriented enterprises these are the enterprises that will transform inner-city communities. CROWDFUNDING IS A PARADIGM SHIFT IN CAPITAL FORMATION Crowdfunding in its many forms will be the catalyst for significant changes in both community organizing and economic development. I remember my days as a community organizer when the only funds that we could look forward to were from the government or philanthropy, so there were no community-led economic development projects. We would organize and then agonize over when and if some entity was going to fund our project. Today, through crowdfunding we are able to organize and raise capital for our projects. We will be able to demonstrate that as a community organization, we have the ability to gain community traction, validate the project and run our capital side-by-side with the funding organization. Crowdfunding has completely transformed the community organizing space by providing a capital raising component through inclusive investing that empowers the community to lead economic development projects as a led investor. Crowdfunding coupled with place-based impact investing from philanthropy and government transforms the relationship from asking for funds to investing in projects by running community capital parallel to philanthropy and government. Crowd Investing Is a Community-Led Economic Development Many of the problems and issues that plague urban communities are poverty based and many of them stem from government policies such as redlining and urban renewal. If foundations change their relationships in these communities from charity and began the process of providing location based impact investment into these communities to fund local businesses, real estate development, and wealth building initiatives based on market principles many of the poverty based issues would be eliminated. Crowd investing is the truly revolutionary centerpiece of the JOBS Act of 2012. It became legal on May 16th, 2016. Crowd investing provides a platform for small real estate developers and small companies to raise money from the general public— wealthy, not wealthy, friend or stranger—as long as the investment takes place on a web site operated by a traditional broker-dealer or an S.E.C.-sanctioned crowdfunding portal, and certain other requirements are met. Specifically, the law allows companies to raise up to $1 million in a 12-month period from the public. Investors are capped at the

greater of $2,000 or 5% of their income, if their annual income or net worth is less than $100,000. The final rules also impose a limit on how much those with an income or net worth greater than $100,000 can make: they are limited to $10,000 per year or 10% of their income or net worth. Community Capital Empowers Black Communities

There are many new and emerging forms of alternative finance that provide the democratization of capital in underserved communities. Many of the communities find themselves to be isolated in urban centers and are areas of concentrated poverty. These areas of concentrated poverty tend to be places that lack hope and many residents become trapped in the despair and hopelessness of the environment. But just like policy created these community’s policy and the commitment of investors that want to see their communities changed are able to use their dollars to vote! Securing capital for businesses and real estate development for local communities has always been a very daunting task. Since the “Great Recession” it has been increasingly difficult for businesses and real estate developers to secure finance through traditional channels. As a result, more and more businesses are turning to crowd investing to raise the necessary funds. Online investors have been quick to respond to the growing number of investment opportunities and offers and, as a result, crowd investing is growing by leaps and bounds. 4 Benefit of Community-Led Economic Development Better Terms – Using community capital strategies allows the community to set the terms for financing local business. This means that the terms can be based on the total value of a business or real estate development bring to a community. The main focus of

the investment may not be to maximize the financial return on the investment. Community-led investments are able to look at an investment from a more holistic perspective. Community Buy-In – Community capital by its very nature is based on building community support to move on economic projects. Community-led economic projects will look at the benefits from more than a financial analysis, but from a community benefits analysis. How many local jobs will be produced? How many local dollars will be recycled? How many local tax dollars will be generated? These are questions that are included in the cost-benefit analysis of community-led economic development. Community Wealth Building – Community Capital strategies such as crowdfunding and Direct Public Offerings are based on the concept of community-led economic development and inclusive investing that builds wealth for local residents that want to invest in their community. There is a cycle of local investment, growth, and reinvestment that can lead to sustainable community business and real estate development. This cycle can change the relationship of people to their local economy from extractive to inclusive. Crowdfunding can change consumers into investors and brand advocates. Democratizes the Economy – The economy is fundamentally flawed and doesn’t work for all people and especially doesn’t work for underserved and disinvested communities that have been completely left out of the decision-making process and as investors. The relationship that people that live in these communities is simply extractive. Community capital provides paths to community-led decision making and inclusive investing that provides pathways for community residents to invest, make decisions, and build wealth as investors, consumers, and brand advocates.
