INTRODUCTION
A NEW DISTRICT OF AN EXISTING CITY
S
iewierz Jeziorna is a new district of an existing city being built in Silesia, 30 minutes north of Katowice along the S1 highway, according to the principles of new urbanism. Planned for mixed use, Siewierz Jeziorna is live, work, play - residential, commercial and recreational. The Cleantech Business Park (CTBP) is the commercial component of Siewierz Jeziorna. Cleantech refers to enterprises whose products and services are aimed at deriving an environmental benefit. These include products or services that • • •
reduce carbon intensity increase energy efficiency enhance environmental protection
The business park is designed as a cleantech business park
insofar as it aims on attracting high-tech, research intensive enterprises whose commercial aims are cleantech inspired or cleantech related. Principally, these enterprises fall into two categories: • •
startups and SMEs aimed a science and technology research and development (R&D) centers for multi- national corporations
Located in Silesia in southern Poland, the CTBP aims at being a premiere destination for investment from enterprises throughout Europe. As such, the CTBP could be a science and technology park whose enterprise tenants are focused on research and development (R&D); it could also incubate technology driven startups.

WHAT IS CLEANTECH?
GROWTH WITHOUT INCREASING EMISSIONS
Cleantech refers to technologies that promote growth without increasing emissions. Cleantech technologies can be aimed strictly at reducing carbon emissions or rather replace carbon-intense production with low carbon alternatives. Those technologies aimed strictly at reducing carbon emissions, for instance, include sulfur-dioxide scrubbers installed in the exhaust chimneys of coal based power plants. Those aimed at replacing carbon-intense activities are usually connected to R&D innovation in frontier technologies, such as biofuels from algae. As an investment market, cleantech is highly capital intensive, because energy and
industrial technologies usually need to grow to scale before they can be commercially viable. Cleantech can be understood in contrast to information technology (IT) which can easily grow to scale from a simple prototype. For this reason, angel investors, early and late stage private equity, and the participation of corporate partners, are all essential to cleantech, as are research institutions, government support and a host of other factors. Examples of cleantech technologies include large-scale desalination, concentrating solar power, tidal-wave-to-power, or the next generation of biofuels. These are research oriented, long term, capital intensive investments. For this reason,

CLEANTECH IS AN ECOSYSTEM
cleantech business parks tend to specialization in order to grow an ecosystem that can support a narrow portfolio specific to local and country level strengths. Each country is different. Danish cleantech is wind and biofuels. Israeli cleantech is electric cars and smart grid. Silicon valley is focused on the convergence between power generation and information technology. Germany is big on renewables: biogas, solar and wind. Sieiwerz Jeziorna is situated in Silesia, so it’s helpful to think of what is driving cleantech growth in Silesia, and more generally in Central Eastern European (CEE). For better or worse, Poland is an emerging economy with three
general cleantech-related drivers at work: •
the need to grow knowledge-based innovative economies
•
the need for emissions reductions across all sectors
•
the need to increase energy diversification and therefore improve energy security
Although these drivers are not particular to Poland, nor particular to emerging economies, they are unique in that Poland is not focusing on next generation, frontier technologies but rather on leveraging its competetive advantage as a low-cost center.

Emerging markets are in transition from an industrial economy to a post-industrial economy, dependent on knowledge and innovation for growth. Moreover, only knowledge and innovation return multiples to investors: an investment of 1 unit of innovation has the potential to create 10 units of growth. For example, the lithium-ion battery was developed as an alternative to the traditional alkaline battery, which prolonged the battery life of devices, which in turn opened up whole new industries such as light-emitting diode (LED) technology. Warsaw based Ammono, a crystal manufacturer, is a good example.

Cleantech industries are largely frontier industries aimed at creating low-carbon solutions that do not exist today, therefore highly dependent on knowledge and innovation. One good example of cleantech transformation is the waste processing industry. In Poland, as much as 80 percent of residential waste is landfilled. Technological alternatives exist, such as recycling and syngas. Those countries who develop the technology will earn more than those countries that adopt the technology. The practical consequence is that the CTBP must be linked to education and R&D.

LOW CARBON ALTNATIVES
The second driver toward a cleantech economy in Poland is the need to reduce emissions. Stemming from commitments rich-world countries have made under the Kyoto Protocol, in a block with other members of the European Union, Poland is obliged to limit the growth in its emissions of carbon dioxide, CO2. CO2, an otherwise harmless byproduct of human breathing and other carbon-combustion cycles, traps the sun’s energy and warms the planet, threatening the health of entire ecosystems. The drive to reduce emissions is largely a drive to halt the upward average global temperature increase.
Cleantech has a role to play in developing alternatives to fossil fuel power sources, such as nextgeneration biofuels, offshore wind and smart grid technologies. Cleantech technologies can reduce the emissions intensity of the fossil fuel industry; technologies such as Questor’s flare-cap reduces emissions from natural gas flaring. As Silesia undergoes an industrial transformation, cleantech investment can reduce emissions and promote growth. The practical consequence is that the CTPB will be tied to renewable energy and lowcarbon alternatives to coal.

LOCALLY APPROPRIATE TECH
Countries, like companies, hedge against unexpected outcomes. For instance, Japan was highly dependent on nuclear power until the tsunami showed how highly vulnerable its nuclear facilities were to nearby seismicaly active regions. Poland, being 90 percent dependent on coal for its primary energy production, is highly vulnerable to commodity price swings. As the price of coal has fallen in the last three years, Poland’s coal producers have struggled to stay competitive with relatively cheaper coal imports. Poland, like any other country, could hedge against uncertainty in price and availability fuel. Cleantech investment has the promise to increase Poland’s en-

ergy security, vis-a-vis the development of locally appropriate technologies such as wind. Cleantech investment in natural gas fired power generation facilities could bring balance to the coal-natural gas mix. Even the application of best-available technologies in coal-fired power plants could reduce emissions up to 50 percent compared to communist era power blocks. Cleantech in Denmark may be tidal power and in Qatar may desalination. But the practical consequence is that in Poland cleantech may be old power blocks running on natural gas derived from from coal bed methane sources.

CLEANTECH BUSINESS PARK INTRODUCTION ONE OF TWO SHAPES
T
he CTBP would generally have one of two domimant characteristics:
• •
a science and technology park for start-ups or R&D offshoring center for multinationals
Offshoring, understood as establishing operations outside a home country, has for many years concerned the IT sector, business process outsourcing (BPO) and shared services centers (SCC). Outsourcing has come under criticism for its tendence to use well qualified human labor for menial tasks. However, for about ten years, there has been a growing trend to offshore core innovation and R&D activities (Booz Allen Hamilton, 2006).
Large companies are able to establish their R&D facilities wherever they like, provided these facilities fill certain needs. At present, Poland is an attractive destination for shared services (SSC) and business process outsourcing (BPO), however, the research shows that a CTBP will be a good location for R&D offshoring as well, provided basic criteria are met, which will be described in subsequent sections. The CTBP will therefore aim to attract high-profile, high-tech activities to become an R&D offshoring destination for companies such as Samsung, Google, Motorola and Siemens.

POLAND & CEE CONTEXT LOCAL & COUNTRY LEVEL
Among factors determining the location for R&D offshoring are issues pertaining to the location and it surroundings (local level), as well as issues relevant to the entire country, or even the economic region (country level). Thus, the CTBP must be considered in the context of Silesia, as a location in Poland, and also in Central and Eastern Europe. Factors determining R&D location be determined on the local level, pertaining to the site and its surroundings, or on the country level, relevant to the entire country or even regional economy. For this reason, each R&D facility has both a local and country level context.

Siewierz must be considered in the context of Silesia, as well as Poland and Central and Eastern Europe. Local level factors (e.g. university cooperation), are more flexible; country level factors (e.g. intellectual property protection) are more stable. If country level factors are favorable, local level factors might be improved to produce an attractive R&D location. It’s important to underline the following. Companies have different reason for offshoring and nearshoring their R&D facilities in emerging and developed countries. To this extent, Poland should be considered an emerging economy.

COMMERCIAL RESEARCH
How do you attract a corporation to invest in your business park? Over the last decade, studies have been carried out that were designed to find out which factors determine the location of corporate R&D facilities. These studies cover the years from 2005 to 2013 and take several in several different forms: •
Surveys - 700 industry responses regarding decisions on R&D offshoring
•
Case studies - for instance, a Seattle-based company locating its R&D in Canada
•
Data analysis - one study analyzed over 1,500 R&D projects, another used a U.S. public data set
Almost all of the above lead to similar findings. In summary, the most important factors are: high quality R&D personnel, the market growth potential, university collaboration, and intellectual property protection. Therefore, to attract Microsoft, Google, General Electric, Siemens and other corporate investors, the CTBP will have to be an attractive alternative to other places they are considering. Fortunately, most of the requirements are met by virtue of Silesia’s demmographics and the merits of Poland’s intellectual property protections provided by the court system. The key factors identified for an R&D investment to be placed in an emerging economy are described in the section that follows.

High-quality R&D personnel can be obtained in the long term by establishing proper ties with local universities, technical schools, and research centers. Naturally, technical faculties are of particular interest. (local level)
STRONG MARKET GROWTH POTENTIAL On study found that this factor is crucial for emerging economies, as companies look to longterm effects of their presence. Also, sales support and a local market for products are important in this aspect. (country level)

WHAT ELSE IS IMPORTANT? COSTS ARE IMPORTANT
COSTS OF DOING BUSINESS In emerging economies, costs are important in two respects. Employees want a competetive wage and multinational companies look for cost-competitive high-quality staff. Tax incentives are usually considered separately. On the employee side, a competitive wage is important. (country and local level) RESTRICTIONS Restrictive regulatory regimes discourage any foreign direct investment, especially risky and cost-intensive. This may include an inability to perform a certain kind of activity in a certain site. It may also include a weak court system that does not adequately

protect patent and intellectual property. Both factors impose restrictions. (country and local level) ENVIRONMENT It is important to emphasize that the research suggests that companies do not chose to locate their R&D facilities in emerging countries because of a hiqh quality environment. The reverse is often the case: they choose to locate there despite the quality of the environment. However, the particular case of the CTBP being integrated into Sewierz Jeziorna would necessarily involve selling the facility as being set in an attractive environment.

SURVEY RESULTS: WHAT DO EMPLOYEES REALLY WANT AT WORK? SUSTAINBLE IS NOT SO IMPORTANT
WE CONDUCTED A SURVEY OF TECHNICAL PROFESSIONALS To assess these factors, we conducted a survey of young professionals working in R&D intensive industries. The questions we asked concerned the importance of workplace surroundings, sustainability, and workplace aesthetics. Respondents were asked why or why not they would move to an attractive R&D location, and whether big cities were the best location. HERE ARE THE KEY RESULTS OF THE SURVEY We found out that workplace surroundings are important insofar as there is an adequate fa-
cility for eating at lunchtime and for recreational opportunities after work: pubs, cafes, cultural amenities. The sustainable character of the workplace is not so important: water conservation, energy efficiency, sustainable materials, etc. However, hints of sustainability can improve workplace aesthetics, which is important for young professionals, meaning designing with natural materials such as bamboo, wood, etc. Respondents cited a preference for issues of practical concern: such as the availability of a bike rack and showers for commuters as impacting the choice of one’s workplace. It’s important to keep in mind that workers make very practical decisions.

he following section takes a look at the qualities of a CTBP as the commercial part of Siewierz Jeziorna QUALITY OF R&D PERSONNEL Country level: Poland is of average attractiveness; good output of IT education managed to attract significant IT investment, but other sectors, and cleantech in particular, has seen only a few major players compared to the overall number of investments. Local level: Silesia has a slightly lower percentage of higher education than Poland on average (16% compared to 17% in 2013). At the same time, there is a high share of science (9%) and industry & engineering (22%) students in Silesia; there are plenty
of universities with an industrial character; however, these are not considered to be the best institutions in Poland. MARKET GROWTH POTENTIAL Country level: Poland is generally considered to be a thriving economy with high potential. Local level: Silesia is an important economic region of Poland, accounting for almost 13% of Polish GDP (as of 2012). UNIVERSITY COLLABORATION Local level: the number of educational institutions in Silesia offers high potential; new cooperation schemes could be tested, as Poland is not generally con-

sidered a paragon of effective industry-university collaboration; successful projects involve cooperation with non-academic science institutes. INTELLECTUAL PROPERTY PROTECTION Country level: Poland ranks 43 out of 130 globally, and 5 out of 24 regionally in the 2013 International Property Rights Index. Poland can generally be considered a safe location with respect to intellectual property protection. WORKPLACE SURROUNDING Local level: As a part of Siewierz Jeziorna, provided it is devel-

oped in its entirety, the CTBP has a chance to be uniquely attractive as a workplace with amenities, as well as with pleasant aesthetics and a commitment to sustainability. EMPLOYMENT OPPORTUNITIES Local level: Siewierz Jeziorna is adjacent to a highway with a high traffic count and situated in a population center of approximately 6 million people within a one hour drive. It must be considered that employment opportunities in the region are industrial and light commercial in character, but the region is undergoing a transition, which in time could increase the availability of jobs in technology.

GOOD WAGES NEEDED
RESIDENTIAL HOUSING Local level: A uniquely attractive feature of CTBP may be the proximity of housing, along with a diversified amenities, which would make it attractive for employees to settle permanently. COSTS Local level: The average salary in the Siewierz Jeziorna vicinity is significantly lower than the Polish average (3100 PLN compared to ca 3520 PLN as of 2012), which would indicate low labor costs; competitive wages will be needed to attract talent.

Traffic intense activities will be limited and deliveries and logistics related services will be discouraged due to the nearby residnces. ENVIRONMENTAL QUALITY Local level: Air and water in Siewierz are cleaner than in heavy industrialized parts of Silesia, but nevertheless they do not seem to be of significantly higher quality.

UNIVERSITY COLLABORATION Science and technology parks need to be tight-knitted with an academic community, including frequent interactions with scientists. CTBP could strengthen ties to universities, for instance, by being a satellite campus for an educational institution.

SERVICES Technology start-ups need machinery for lease or occasional use: industrial grade 3D printers, milling machines, machines for computer numerical control (CNC), circuitry manufacturing, server rooms, microscopes and other optical instruments, clean rooms, sites dedicated to precise laboratory work requiring sterile conditions.

SOLVE REGIONAL CHALLENGES
W
e introduced the Cleantech Business Park (CTBP) as the commercial component of Siewierz Jeziorna. The CTBP could host technology and science SMEs and startups, or it could host R&D centers for multinational companies. The research suggests companies choose to locate R&D centers in emerging economies when certain conditions are met, namely, there’s high market growth potential, educated workers, and secondarily, advantages regarding the cost of doing business. Employees, however, are often practically minded: looking for places that cater to their practical needs.
Global trends see companies outsourcing higher value added services, as they do for business processes. Silesia, with a large population and proximity of technical universities, seems a good place for a cleantech business park, provided the CTBP can solve regional challenges, such as the industrial transformation and the development of alternatives to coal. The region has a great deal of computer science graduates (see Annex 1); the environmental and electric engineers complement a talent mix that could aid in Silesia’s industrial transformation away from an economy based on coal-fired power.
