Former Prather’s IGA will become new Adult Training Facility, classes to begin early next year BY AUSTIN RUST PEOPLE'S DEFENDER

The Adams County Economic & Community Development Office and Adams County Board of Commissioners received word this week that a $2.3 million grant has been approved by the Ohio Development Services Agency (ODSA) for the creation of a workforce development and training center in Adams County. This grant will fund the renovation of a 15,100 square foot building, formerly Prather’s IGA, and pay for the purchase of machinery and equipment needed to train adults in four in-demand skilled trades, to start; these are Welding, Licensed Practical Nursing (LPNs), Certified Assistant Nursing, and Computer Numeric Control (milling, tooling, lathing, blueprint reading, and drafting). Building renovations will begin soon, and classes are expected to start early next year. “The need for a workforce training center couldn’t be more dire or clear,� the grant application read. “There are many in Adams County who want to work,

particularly those who are displaced from DP&L, but do not have the skill sets local employers need. Hundreds of workers in Adams County have been displaced, (but) the proposed Workforce Training Center will allow displaced workers to acquire the skills they need to provide for their families and stay in Adams County.� Partners involved in creating the Adams County Workforce Development & Training Center include the Adams County Commissioners, the Adams Economic & Community Development Office, and the Scioto County Career Technical Center. These partners will be joined by multiple community agencies and organizations that plan to partner with the training center once it has opened, including the Recovery Program for Adams County Courts, Adams County Jobs and Family Services, the Scioto County Career Technical Center’s Workforce Development Center, and the Adams & Brown County Ohio Means Jobs offices. have expressed their excitement about the opportunities that the training center will provide their clients, particularly those in recovery from drug addictions. Adams County and Scioto County have drafted a Memorandum of Understanding, which lays out which classes will be offered as well as the rental agreement. The Scioto County Technical Center has agreed to provide training, office-related funding, and personnel to the training center, and Adams County will supply the building at a low cost, rent will be sufficient to cover building maintenance costs, and existing county maintenance staff will absorb any additional duties. The Adams County Workforce Development & Training Center will serve Adams, Brown, Pike, and Scioto Counties, with equipment allowing a capacity for up to 40 full-time certification students (in CNC, Welding, and LPN courses) and 100 short-term students (in Assistant Nursing courses). Holly Johnson, the Director of the Adams County Economic & Community Development Office, said that a major goal of this adult training center was to build on to the opportunities that Adams County already offers to its residents, with hopes to attract jobs to and keep jobs in the county by providing a skilled workforce to prospective employers. Johnson explained that the Ohio Valley Regional Development Commission (OVRDC) was instrumental in receiving this grant

(Photo by Austin Rust) through GRIT (Growing Rural Independence Together Through Jobs), a program which aims to provide virtual job training, virtual job centers, and related training and services for high school students and adults in Adams, Brown, Highland, Pike, and Scioto Counties. GRIT’s mission is to address barriers to economic health in this region and attract its economic development by improving the workforce. Barriers include low wages, drug addiction/substance abuse, poverty, post-secondary educational attainment, access to high-speed internet, access to reliable childcare, and access to reliable transportation. OVRDC Executive Development Coordinator Jessica Keeton explained, “The Adams County Workforce Training Center was one of three grant applications OVRDC recommended to the state for funding. The proposal would mean more than $1.87 million for the adult training facility. We are continuing to work with the Adams County Office of Economic Development and the Commissioners to

secure an additional $500,000 from available ARC (Appalachian Regional Commission) funding designated for building construction.� The Adams County Workforce Development & Training Center proposal was made stronger by the lack of adult training programs in the county, Keeton said, noting, “There are career technical centers, but no adult programming, upskilling or retraining opportunities for adult workers. The new Adams County Workforce Training Center will offer people the opportunity to learn new skills for better jobs, but it will also attract new industries and new job creators when they see Adams County has a ready workforce.� “We’re just very happy that we’re going to be able to start soon, so that we can get the project going and get students in there,� said Adams County Commissioner Diane Ward. “We want to take the county into the future, and this is what we think is best right now, because in the era we live in, we need more trade school employment.� “Our vision of this project is to turn $10 to $15 an hour jobs into $25 an hour jobs,� Adams County Commissioner Ty Pell added. “That’s our vision of this whole project- to bring higher- paying, better jobs for our constituents. Plans are close to being done, so we’re ready to move.� “I think it is important for us to go into the future, and provide or at least help provide more opportunities to Adams County citizens,� said Adams County Commissioner Barbara Moore. “I think with this job training center, we can do that, and hopefully bring more jobs to the county."
