Thomas Ratliff, vice chair of the State Board of Education, is scheduled to address IMCAT’s Annual Conference Dec. 9. Ratliff, a governmental relations consultant and lobbyist from Mount Pleasant, will address the Tuesday luncheon. He was elected to the board in 2010 and re-elected in 2012. He currently serves on the board’s Committee on School Finance/Permanent School Fund. The father of a son and a daughter, Ratliff has been an active volunteer at their public schools. He has served as a room parent, booster club officer, Thomas Ratliff fall carnival chairman, and lunch room volunteer. He has also been a member of a campus leadership team, district leadership team and served on a district committee involved in preparing a bond package. In 1998, he opened the Ratliff Company, which provides governmental relations consulting services, as well as lobbying the Texas Legislature. In 2007, he moved back to Mount Pleasant where both he and his wife grew up so their children could be surrounded by their extended family.

Schools still face funding issues By Susan Lenox, Plano ISD
I
t’s been a busy fall for everyone involved in Texas instructional materials. Proclamation 2014 required a lot of effort, especially for many districts that had to navigate inadequate funding. The amount of materials that poured into each district placed a challenge on many district coordinators. I commend you on your dedication to order, receive, and distribute materials to your campuses in a timely manner, with or without tears! Funding issues will continue to be at the forefront of business. If the current schedule is maintained, Proclamation 2015 – K-12 Social Studies, 9-12 Math, and K-12 Fine Arts – are set to go into classrooms fall of 2015. To that point, the Legislature hasn’t appropriated funds for those materials, because the Legislature doesn’t meet again until early January 2015. One of the first orders of business, after inaugurating a new governor and lieutenant governor, will be to address public school funding. It has been ruled that the current process violates the state constitution. As in the past, we could see a special session and so we will not know when the funds will be appropriated. No matter when the budget gets passed, the money for Proclamation 2015 won’t become available until Sept.1, 2015. Currently districts and charter schools are allowed to request up to 80 percent of their funds before the Sept. 1 allotment is available. This allotment of money will not be paid to publishers or districts until October or November of 2015. As a reminder, publishers must sign an agreement letter with T.E.A. to approve a later payment date. Publishers do not have to approve the deferred payment option and so when discussing your funding options, remember to ask the publisher you are working with if they have signed a letter with T.E.A. At this time districts are still awaiting payment from the Sept. 1, 2014, 80 percent deferred IMA funds. I have met with State Rep. Donna Howard, who is a member of the appropriation subcommittee overseeing education funding, and her staff. I was able to meet with the chief of staff for Rep. Jim Otto, the chair of the committee. I explained the issues districts are facing and reminded them as they tackle public school finance, they must not forget the funding of instructional materials. The IMCAT board has put together a list of talking points that need addressing in the next Legislature. CONTINUED PAGE 6 PRESIDENT
IMCAT’S CAPITOL IDEAS IMCAT encourages the Legislature to: • remove the distinction between interstate and intrastate shipping handled by the State. Many publishers have closed their Texas depositories as Common Core in other states shifted distribution. • increase the amount of the Available School fund designated for instructional materials to 75 percent to absorb higher shipping costs and to pay for the huge Proclamation 2015. • re-establish a Technology Allotment of $100 per student over and above the IMA Fund. • in the Appropriations Bill, “frontload” the Instructional Materials funds so that school districts can use 100 percent of their biennial IMA in Fiscal Year 2015-2016 to pay for Social Studies and High School Math.
IMCAT Board plans for 84th Legislature After a July work session in conjunction with the State Board of Education, the IMCAT Board of Directors considered the 84th Legislature, which begins in January. Most of the focus was on funding. An IMCAT survey earlier in the year, found that 84.8 percent of school districts did not have enough Instructional Material Allotment funding for Proclamation 2014, which went into school this August. The average allotment for 2014 was $77 per student. Because of increases in prices and the removal of the state ceiling on instructional materials costs, some districts reported price increases of materials from 65 to 70 percent. During the SBOE meeting, Vice Chair Thomas Ratliff noted that 2011’s Senate Bill 6 folded the technology allotment of $30 per student per year into the IMA allotment. As a result, he said, districts and charters were “$300 million in the hole” in a biennium (5 million schoolchildren times $30/year times 2 years in a biennium). The IMCAT Board recommended increasing the proportion of the Available School Funds dedicated to the Instructional Materials Fund to 75 percent, up from 50 percent. The Board also recommended re-establishing an increased technology allotment separate from IMA calculations. IMCAT recommends that instructional materials professionals contact lawmakers and apprise them of the talking points above. To find who represents you, go to www. capitol.state.tx.us.

Nominations open for IMCAT leadership IMCAT will elect a president-elect, secretary, members of the IMCAT Board of Directors and an alternate during its Annual Meeting at noon Tuesday Dec. 9 at the 23nd Annual Conference at the Omni Fort Worth Hotel. Candidates must have the support of their districts to attend, at district or personal expense, at least three quarterly meetings each year at various locations in the state and the Annual Conference during their term of office. Officers serve one-year terms, except for the secretary and treasurer, who serve two-years. Board members serve three-year terms. “We hope to attract experienced coordinators with the drive to continue building on IMCAT’s success as the premier source for knowledge on Texas instructional materials,” said Pres. Susan Lenox. Candidates for officer –president-elect and secretary– must be serving on the Board and have served on the Board for one year. Candidates must be the coordinator or designee for a district or open-enrollment charter school. Two employees of the same district or charter school may not serve on the Board at the same time. I encourage everyone to write to your representative and bring to their attention the importance of funding instructional materials. As we wind down 2014, the IMCAT board is busy preparing for IMCAT’s Annual Conference in December. President-Elect Kellie Skarda and the Conference Committee are working hard to develop an informative and fun program. Who should come to conference? IMCAT remains the only group in Texas – public or private – committed to ongoing, comprehensive educational programs for instructional material professionals. Think of those in your district that work closely with instructional materials. We will have sessions available for warehousing, purchasing, technology, curriculum, finance, and the business office. It’s become an IMCAT tradition: As Christmas nears, bring an unwrapped toy that you can share with a child who might not get one, except for Toys For Tots. Drop off your donation for the Toys For Tots Drive, a project of the U.S. Marine Corps Reserve, at 6 p.m. Tuesday, Dec. 9, before Casino Night in the Texas Ballroom. Plus you’ll have a chance to win a beautiful hand-made quilt (courtesy of IMCAT Pres. Susan Lenox) in a raffle during the conference. IMCAT will present the toys and the proceeds from the raffle to the Marines at the Wednesday morning General Session, and the Marines will get them to the kids.
