Dear Member, As we enter what is for most of our licensed clubs the AGM season, it is timely to remind member clubs that if you are looking to make any changes to your constitution to please ensure you follow the Clubs WA guidelines. In particular, the Department of Racing, Gaming and Liquor (RGL) are examining in close detail club drafts for specific clauses as per the Liquor Control Act. Clubs WA are happy to assist clubs with this process so please call us for more information. Next month Clubs WA will be holding our own AGM and as a result of the success of last year’s workshops we are excited to be introducing two new courses, tailored specifically to the club industry: Social Media and Customer Service. More details on the AGM and the workshops, to be held at Ascot Racecourse, are available inside this edition of the Service Bulletin. With 1 in 4 people a member of their club throughout Australia, I am pleased to announce a new initiative to provide your club with promotion for being part of Clubs WA. Upon renewing your membership subscription to Clubs WA, your club will receive a membership decal and a copy of our inaugural newsletter for your own members - Member News. The decal can be used for promoting your club as a member of your industry association to members and visitors and is good corporate governance as well as good PR. The newsletter Member News is for you to copy and distribute to your members and/or post on your notice board. It contains information on our industry as well as special discounts your members can access.

As we go to print we would be in the process of holding our first discussion forum, this one focused on how to keep your club viable. Clubs WA greatly appreciates the attendance of our clubs at these forums, as we are able to gain a greater insight into the issues faced by our clubs and to discuss ways forward. Thank you to our industry partners and guest speakers for their assistance in making this forum happen: Beyond Bank; Fortix; Trans Tasman Energy Group; Total IT Solutions; and 21st Century Business Equipment. A special thanks to Mr Anthony Ball, CEO of Clubs Australia, for his time and contribution as our guest speaker at this event. Clubs WA represents the WA licensed club industry on the board of Clubs Australia, and we greatly appreciate the support and contribution from our industry peak body which represents over 6,500 clubs across our nation. Clubs Australia is also managing the national club census which will be commencing shortly. I strongly encourage your club to participate as the information received from this census is vital to the future of our industry and your club. Our last census was conducted in 2011 and new statistical information is required for both assisting with strategies for our industry and providing statistical evidence for our industry campaigns from the local to national level. Liquor Control Amendment Regulations 2015 3206 GOVERNMENT GAZETTE, WA 7 August 2015 Liquor Control Act 1988 Made by the Governor in Executive Council.

1. Citation These regulations are the Liquor Control Amendment Regulations 2015. 2. Commencement These regulations come into operation as follows — (a) regulations 1 and 2 — on the day on which these regulations are published in the Gazette; (b) the rest of the regulations — on the day after that day. 3. Regulations amended These regulations amend the Liquor Control Regulations 1989. 4. Regulation 3AD inserted After regulation 3AC insert: 3AD. Kind of liquor prescribed (powdered alcohol) (Act s. 3(1) kind) For the purposes of paragraph (e) of the definition of a kind in section 3 (1), powdered alcohol that regulation 4AD (2) prescribes as being liquor is prescribed as being a kind of liquor.

5. Regulation 4AD inserted After regulation 4AC insert: 4AD. Substance prescribed (powdered alcohol (Act s. 3(1) liquor) (1) In this regulation — powdered alcohol means a substance that — (a) appears to be of a powdered or crystalline nature; and (b) contains ethanol; and (c) is intended for human consumption. (2) For the purposes of paragraph (b) of the definition of liquor in section 3(1), powdered alcohol is prescribed as being liquor.

Clubs WA’S SOLD OUT Club Manager’s Course a success!

Clubs WA held another very successful training session for Club Manager’s on Wednesday 29th July at our training rooms in Cockburn Central with people coming from as far away as Augusta, Margaret River and Dunsborough as well as Perth metropolitan clubs.

Everyone was then taken through the basics of reading financial reports; club membership; club volunteers; club employees; risk management and occupational safety and health. By covering the legal aspects along with rights and responsibilities in these areas, our attendees were able to gain a basic understanding of governance in their clubs. Questions were asked and discussions generated on various topics. Everyone who attended the workshop was able to complete the full Good Governance course online at their own convenience, at no extra cost.

This entails Managing Legislative Responsibilities for the Sale, Supply and Service of Liquor with participants receiving a Statement of Attainment in 52473WA/MLP1. The MLP1 certificate is satisfactory evidence of training for persons applying for an Unrestricted Approved Manager ID card.

Focusing on the areas that most affect Club Managers, Michelle started with an overview of how Clubs need to operate as an Incorporated Association and their Management Committee.

2015 AGM Industry Workshops The dedicated Clubs WA team have spent the past few months labouring over our latest training workshops and they’re finally perfect and ready for public viewing! Social Media and Customer Service are the newest training courses added to the stellar lineup offered through Clubs WA. The two new workshops will be officially launched on the morning of our Annual General Meeting and Networking Event, on Wednesday October 28, 2015.

1. Customer Service Clubs WA are very excited to announce the launch of our new Customer Service Course at this year’s AGM. This workshop will benefit everyone in the customer service industry and covers telephone skills; managing of complaints; welcoming and hosting of your customers; keeping your customer satisfied; providing excellent customer service and effective communication.

This workshop will focus on the essentials of social media marketing: how to strategise, how to implement a social media strategy, and how to evaluate/ measure its success - and ultimately boost participation through engaging audiences.

Awards of Excellence Club of the Year Winners! Every year we like to acknowledge the efforts of our clubs all over WA. While there were many great contenders for 2015, three clubs stood out, Dunsborough and Districts Country Club, Kellerberrin Districts Club and Marmion Angling and Aquatic Club, all taking out the Club of the Year Award in their respective categories. Dunsborough and Districts Country Club were awarded with the Best Club Function Facility for small clubs around WA.

Located in arguably one of the most popular south west destinations in WA, the club offers a range of activities and facilities. Whether it is tennis, bowling or darts, there is something for people of all ages and abilities, and the club is often described as having an “all round package.”

When asked what this award will do for them, the club said the recognition of their function facilities would help to increase the credibility and awareness when advertising.

A new club brochure is in development at the moment highlighting the award on their email signature, hoping to showcase the amount of respect and notoriety from this achievement to current and future members. This award gives both staff and members a great sense of pride to be part of something and gives renewed enthusiasm to continue to grow and improve. It doesn’t stop there; the Dunsborough and Districts Country Club already have plans for the next five years. An additional croquet court and two tennis courts are currently under construction, while the mountain bike section has new training and skills tracks. The club offers a relaxing environment for its members and the public is always welcome.


With different sized clubs all over WA, the winner for medium sized function facilities was Kellerberrin Districts Club. Kellerberrin is located in the Wheatbelt, 200km’s east of Perth. With a vibrant Indigenous and European history behind it, the success of this club can be attributed to the passionate community spirit. As one of the more successful clubs in the area we asked Kellerberrin why they stand out. The club said that there is an extremely high membership to the population ratio and the newer facilities are an added benefit. As the main meeting place in town, the team at Kellerberrin says the “strong community spirit and the club is pivotal. “The award gives them a sense of satisfaction knowing their hard work is paying off. The enthusiastic team and members are continually looking for ways to improve the services and facilities. The best function facility award for large clubs went to Marmion Angling & Aquatic Club, affectionately known as MAAC. Located on the scenic West Coast Drive in Marmion, MAAC is the leading Angling and Aquatic club in WA. Opening in 1953 and still going strong, MAAC believes this is because of the fantastic location, membership costs, services offered and a loyal, dedicated team. They are no strangers to this award, previously winning in 2008, 2011 and 2013. With a closed membership, there are over 600 people on the waiting list. This is positive as there is so much interest in joining, however new members face a long waiting time.

When asked about future plans MAAC said that as a well-established club they have reached the maximum extent on their premises and they can only look forward to enhancing what they offer to each member. “The coming years are for all members to enjoy their club and relax in the most beautiful location and ambiance on the West Coast.”

The award is great for lifting spirits among the team and recognising a job well done, “Without cooperation from the top down and belief in all of our team, this award would not have been possible,” said Club Manager, Robert Weir. Over the last seven years the club has been under major renovation for extensions, re-roofing and upgrading the car park plus much more.

Club News 2015 Queen’s Birthday Medal Club Recipients

Clubs WA would like to congratulate Medal of the Order of Australia (OAM) recipient Ms Leonie Walker (member of Dunsborough and Districts Country Club) and Member of the Order of Australia (AM) recipient Professor Dennis Haskell (one of the founding members of the University Club at UWA). The recipients were announced on the 2015 Queens Birthday Honour List in July.

Miss Walker previously recieved the Centenary Medal in 2011 along with this year’s OAM for her service to people with a disability and to the community, while Professor Dennis Haskell was awarded for his significant service to literature, particularly poetry, as an academic, author, editor and critic, to tertiary education, and to intercultural understanding.

The Mortlock Sports Council is focused on creating the new Goomalling Sports and Community Centre on the corner of Quinlan and Lockyer Streets at the Goomalling Recreation Ground.

Upper Great Southern Hockey is located in the town of Narrogin and home to ex Kookaburras Captain Bevan George. Wandering Bowling Club is located in a cosy farming town and opened its doors on the 12th of December 2014.


Rod Tregenza Official Retirement Announcement Full-Forward South Mandurah Football player Rod Tregenza has announced his retirement from the Peel Football League after being injury plagued for the last two years. Tregenza was also a a member of the Peel Thunder’s squad for their first season in the West Australian Football League (WAFL), and later also played for East Fremantle, winning the Bernie Naylor Medal as the leading goal kicker in the competition in 1999 and 2000. The Kangaroos recruited him in the Australian Football League in the 2001 Rookie Draft however he did not play a game for the club and instead signed with South Adelaide Football Club in the South Australian National Football League. Rod retires with 1815 career goals and 328 career games.

South Mandurah Football Club invited friends and peers to celebrate Rod’s retirement at the club on the 23rd of August. We would like to wish the best for Rod and his future endeavors!

LESCHENAULT SPORTING PAVILION OPENING Congratulations to Leschenault Sporting Association! The Leschenault Recreation Park Pavilion was officially opened by the Hon. Colin Holt MLC, Member for the South West Region on Tuesday, 21st July. Harvey Shire President, Cr Tania Jackson was delighted to welcome the distinguished guests including the former Minister for Sport and Recreation, Hon. Terry Waldron, Local Politicians Murray Cowper Member for Murray Wellington and Hon. John Castrilli - Member for Bunbury along with Mr Gary Quinn the President of the Leschenault Sporting Association who will manage the facility. Cr Jackson said the Pavilion was a significant achievement for all involved and recognised the project as a milestone in the development of the Leschenault Recreation Park which had been progressively expanded over many years. “Bringing a project of this scale to fruition is a huge achievement and we are grateful for the assistance provided by the State Government and the other Local Governments in the Bunbury-Wellington Group who agreed to allocate funding from the Regional component of Royalties for Regions funding that was available.”
