Meet the newest Clubs WA State Councillor Sandra Bolton

Welcome to the new position Sandra. What unique perspective do you think you will bring to the role? I am excited by the challenge of the new role and hope to bring to it skills and knowledge that will be of benefit to member clubs. I particularly enjoy working with people and building ideas and innovations into practice. I have lived and worked in both the country and city areas and have belonged to many clubs and organisations over the years, so hopefully, this experience will now be of benefit to others. I truly believe that clubs form an integral part of community life and no matter the size or the core activity, form a network within our communities, the value of which should never be under-estimated. Is there anything specific you hope to achieve as a Clubs WA Councillor? I was encouraged to apply for the position and thought that given the experience I had gained from being President of a small club for some time that I may be able to assist in the development of good governance in similar clubs. Our club has gone through a period of change over the past six years and this experience has presented many highs and lows all of which can be used in discussions and planning with clubs facing the same issues. We have not only undertaken an extensive building program but we have also reviewed all of the policies and procedures and written a new constitution. Our goal has been to establish a secure platform from which the club can continue to grow. This stability is mostly enjoyed by larger clubs with greater income and larger membership bases but not always by the smaller clubs that see a greater turnover of committee members and a strain placed on the key volunteers. You have an extensive background in education, what have you learnt from this discipline that could help our clubs? I think one of the key areas would be the process of change and how to plan for and manage change. Working collaboratively within the club and with outside stakeholders is now critical to the survival of many clubs and the concepts need to be explored by committees in their planning for the future.

What have you learnt from being a registered migration agent and business owner, that could help Clubs WA and our members? Being a small business owner will not be a new skill on the Clubs WA Council, but the vast experience that this presents to you certainly gives you a different perspective and builds resilience. I hope that the skills that I have gained in establishing and building my business may be of help to club members. Clubs now, no matter what the size of the membership base, are small businesses and should be run with sound business practices in mind. This not only relates to planning but obviously includes major areas such as finance, marketing, technology and human resources. Migration is another issue. I cannot see it impacting on the majority of clubs but there would be some areas that I could identify, such as target markets where migrants tend to live in the same area or the transient nature of some populations given the many working holiday visa holders in the area. These are specific areas that would generate particular needs that could be identified and addressed for the benefit of clubs in those locations. Another area that is related is the FIFO (fly-in fly-out) work force that impacts on communities. It can be at the employment end of the spectrum or it can be at the home end where families require support. Clubs need to identify these particular niche markets and develop activities that may attract new members with different skill sets. I am looking forward to this new role, meeting new people, assisting people within the clubs to use the wonderful tools and resources available to them through Clubs WA and developing those new ideas that will certainly be put forward.

NEWS IN BRIEF Leveraging Facebook for your club Join Clubs WA and MarketingTalk for an interactive workshop on how to leverage Facebook for your club. Registrations are now open for this hands-on Facebook workshop for Clubs WA members to learn how to simplify, strategise and leverage marketing from your Club’s Facebook business page. Attendees are required to bring their laptop and their Club’s Facebook login details. Because Clubs WA is significantly subsidising this workshop for members, we do need a minimum of 30 registrants for this workshop to go ahead. Please read page 15 for details on the presenter, topics and pricing.

Associations Online The Department of Commerce has now unveilled the ‘Associations Online’ system. This is an integrated online solution to all your associations requirements, which will enable your club to lodge documents, change association details, purchase a copy of your constitution or certificate of association and more. Laily Yassin from the Department of Commerce will speak about the new system at the Clubs WA’s Secrets for Secretaries workshop on 22 August.

The focus of this workshop is on the new Associations Incorporation Act, and Laily Yassin from the Department of Commerce will detail how the new Act will affect your club, as well as how to use the new ‘Associations Online’ system. REGISTRATIONS OPEN 2016 Club Industry Forum & Expo Registrations for the annual Clubs WA Industry Forum & Expo are now open. The theme for this year’s forum is ‘Managing Change within Clubs’ and presenters will address issues such as: the new Associations Incorporation Act, recruiting and retaining volunteers, managing cultural shifts in the consumption of alcohol, and how to implement a change management process for your club. Minimum Wage Increase The Fair Work Commission (FWC) has handed down a minimum wage increase of 2.4%. This increase will apply to all Award rates of pay operative from the first pay period on or after 1st July 2016. Workplace Relations members would have now received an email notification of the new wage rates schedule for 2016/2017. Please note a revision has been applied to a Saturday rate for ‘Level 2 – 19 years of age’ employees which is now payable at $24.11 per hour. The full updated wages schedule for 2016/2017 is available on the Clubs WA website. Please note that the full schedule is only available to clubs subscribed to Clubs WA Workplace Relations Service. Landmark WA Road Safety Campaign Launched The Liberal National Government has launched the first of five new major road safety campaigns in an effort to change the behaviour of those motorists who are putting Western Australia’s lives at risk. Road Safety Minister Liza Harvey said the first two campaigns targeted the very best drivers and the very worst and they were grounded in the most extensive road safety research ever conducted in Australia.


“The Zero Hero campaign recognises the 800,000 WA motorists who haven’t lost a demerit point in the last three years and seeks to normalise good driving that the vast majority of Western Australians do,” Mrs Harvey said.

Young athletes receive help to travel More than 660 talented athletes from across Western Australia will be given a helping hand to train, travel and compete, thanks to the latest round of subsidies from the Liberal National Government’s Athlete Travel Subsidy Scheme.

This event and the KCC is proudly supported by Roger Cook MLA.

New round of funding for regional grants The Liberal National Government’s Royalties for Regions Regional Grants Scheme (RGS) and Community Chest Fund (CCF) will open for another round of funding next month, supporting local projects that help to provide improved facilities and services in regional communities. Regional Development Minister Terry Redman said the Royalties for Regions investment was about strengthening and growing regional communities. “These grant programs provide voluntary organisations, educational institutions and community organisations with grants of up to $50,000 for CCF and between $50,001 to $300,000 for RGS,” Mr Redman said.

New Clubs WA State Councillor By Steph Hale, Clubs WA Journalism Intern

Welcome Sandra Bolton, our newest Clubs WA Regional State Councillor. Sandra has filled the position left vacant following the passing of club stalwart Max MacDonald. Sandra took over the Presidency of the South Yunderup Sport & Recreation Club in 2011, and has remained committed to supporting the local community by ensuring the club is an inclusive space for people of all ages to enjoy. With a strong focus on diversity and expansion, as President of the South Yunderup Sport and Recreation Club, Sandra led the club to victory, taking home the 2016 Club of the Year (Small) award at the annual Clubs WA Industry Awards for Excellence. The Club recently underwent a $1.5 million upgrade, with the volunteers, members and staff determined to keep the club running throughout the renovations - even running the bar out of the gardener’s shed for a while. Under strong management the club developed a long term strategy to ensure a steady growth in membership, high levels of member satisfaction and a stable economic foundation. The dedication and hard work of the Club’s management, staff and volunteers highlights the great value placed on the club by the community. Sandra has been a registered migration agent since 2000 and trades as Sandra Bolton Migration.

Sandra has many years of experience in the migration industry, education and small business. She is an active member of the Western Australian Branch of the Migration Institute of Australia (MIA) and has held executive committee positions for more than seven years including Branch Secretary and Vice President. With a background in education, Sandra presents seminars for the MIA through their professional development program. Sandra has an interest in mentoring new agents and has been involved in preparing training for this purpose as well as delivering lectures to newly registered agents. She is also actively involved with the Western Australian Branch of the MIA having held a position on the Executive Committee since 2002 and being the immediate past Vice President. Sandra has an extensive network through various memberships and committees with which she has served. She holds a Master of Education as well as a Post Graduate degree in Educational Administration and a Bachelor of Education. She is a Fellow of the Council of Education Administration (WA) and has served on several Boards including the Peel Chamber of Commerce and Industry and Wheelchair Sports (WA). She was a Participant at the Australian 2020 Summit held in Canberra in 2008. We again welcome Sandra to the Clubs WA team and we look forward to utilising her expertise to continue to ensure our members receive the best possible services.

360 degree feedback drives music strategy By Clubs WA Partner APRA AMCOS

Satisfying a wide variety of audience tastes across numerous entertainment areas is the Club Marketing Manager’s daily challenge. Nicole Burchett, Membership and Marketing Manager of University of Western Australia (UWA)’s University Club, is committed to sourcing experienced, proven Western Australian live performers and casting her eye over background music playlists to curate the soundscape across the Club’s entire space. Imagine navigating through the musical tastes of members who hold doctorate degrees, alongside senior bureaucrats, researchers, CEOs of large corporations… and a group of 21 year old Bachelor of Arts graduates. This is the challenge relished by Nicole Burchett for almost ten years.

The University Club boasts 4,700 members, exclusively staff and alumni of UWA and their spouse/life partners. With UWA recently celebrating a centenary, the Club has become as an essential component of its operations, providing a life-long culture of social and professional affiliation to the institution. From Tunes on the Terrace to atmospheric soul-based live music every Friday and Saturday night in The Club Restaurant and Lounge Bar though to literary breakfast events, Saturday High Tea, monthly themed dinners (Bastille Day, Cuban Salsa and Cantina, Brazilian BBQ, Wine Dinners), even date night specials, this Club is about diversity as much as brand-fit. “Many of our current members have travelled widely, so the music needs to not only be of a high standard, but culturally authentic. We road-test the performers long before we book them, going to live shows ourselves, watching the audience engagement, as well as listening to recordings they supply. The Cathrine Summers Trio, a regular for three years, have been really well received by our members. Cathrine is part Ella Fitzgerald, part Diana Krall with a husky tone and a huge jazz repertoire. The Trio are the perfect backdrop for weekend fine dining or cocktails and the shows sell out. We always know if the music selection has worked, as the members are very generous and prompt with their feedback,” said Nicole Burchett.

The University Club overlooks Matilda Bay and was redeveloped more than a decade ago to provide UWA with an iconic design housing a function centre, a banquet hall, a lecture auditorium and 16 conference, meeting and dining facilities. Ric Fairey, Nedlands Yacht Club

Lifetime Contribution to Volunteering This award recognised an individual who has demonstrated a life long contribution to volunteering within their club.

Ric Fairey - Nedlands Yacht Club The 2016 Lifetime Contribution to Volunteering Award was awarded to Ric Fairey, for his incredible contribution to the Nedlands Yacht Club (NYC). Ric has volunteered at the club for more than 50 years and is always happy to help – rain, hail or shine. Ric was made a life member of NYC in 1996 and remains a humble, modest and generous man who will always lend his talents to the task at hand. Ric has served as a Race Officer, Training Officer and even volunteer Bar Manager, in addition to being a part of many Management Committees. He is currently volunteering as a Safety Boat Officer and sailing at NYC could not go on without him. Although he would never ask for recognition, he most definitely deserves it. Volunteer Contribution Award This award recognised and honoured a volunteer whose volunteering endeavors brought about positive change to their club during 2015.

Gregory Banfield - Dunsborough and Districts Country Club For outstanding contributions to the Dunsborough and Districts Country Club (DDCC), Gregory Banfield was awarded the Volunteer Contribution Award. His positive attitude and willingness to listen, makes Greg an approachable and helpful attribute to the club. Greg has been a member of the club for the past 11 years, serving as President of the club for four years and Vice President for two years. In this time he oversaw the growth of the DDCC’s members from some 400 to 800+. Greg was vital in finalising the club’s 5-year plan, which is extremely significant for the club moving forward. In addition to this, Greg has worked in many capacities in tennis and cycling, including being a member of the Mountain Bike Club since its establishment as well as the development of an additional two tennis courts for the club. 10


Clubs in the Community - Special Projects This award category focused on clubs that held one off events in 2015 and promotes the vital role that clubs play in their local and internal communities.

Albany Italian Club The Albany Italian Club was designed to be a social outlet for the Italian Community in and around the Albany area. Last year the club organised a series of events to give back to the community and raise the profile of the club. The Sauce & Pasta making days held at the club created an exciting and educational opportunity for intergenerational experiences that allowed grand-children and great grandchildren to better understand the cultural contribution of their family. Regional delicacies were enjoyed on Sausage Making Day which showcased sausages from Northern Italy, Central Italy, Calabria, Puglia and Sicily. With these events scheduled again for 2016, The Albany Italian Club was the worthy recipient of this award.

Clubs in the Community - Partnerships This award category focused on clubs that have long term relationships with community organisations either by way of a regular event or ongoing promotion.

Gosnells Bowling Club The Gosnells Bowling Club have continually supported the Cancer Council of Western Australia through hosting fundraising events such as Bowl Over Cancer Day, Big Morning Tea Day and Purple Bra Day. As a result the club has been able to donate over $14,500 to the Cancer Council of WA. Their partnership has been in place since 1993, resulting in a strong relationship between the two organisations. The club also aims to raise awareness of causes, early detection, coping with and understanding of the disease. Congratulations to the Gosnells Bowling Club and thank you for your outstanding contribution to your community.

The annual Clubs WA Industry Forum & Supplier Expo is one of the most important events for Western Australia’s club industry. The Club Industry Forum will feature a number of prominent industry speakers and innovators who will share insight on how to manage external and internal change within your club, both for the present and for the future.

Scarboro Surf Life Saving Club Demolition and Refurbishment By Steph Hale, Clubs WA Journalism Intern

After 53 years, the Scarboro Surf Life Saving Club building has been demolished to make way for a $75 million beachfront transformation in the area.

A transit hub will be introduced to connect Scarborough to the city and make the area more accessible.

Plans for the redevelopment were unveiled in January last year with the initial earthworks and demolitions scheduled for the winter months of 2016 to minimise disruptions.

Although it is sad to say goodbye to the old clubrooms, rich in history and memories, this development is an exciting step towards the future of the precinct.

The redeveloped beach hub will include the new Scarboro Surf Life Saving Club, which is to be relocated, along with a mix of recreational and retail spaces. The new development includes new clubrooms, a swimming pool, recreational and community facilities, cafes, restaurants and shops. Other exciting aspects of the development include a plaza which will feature multi-use spaces for sports activities such as a skate park, climbing wall and a halfbasketball court.

The three-year project intends to make the beachfront an exciting, world-class destination which is great news for the club.

Updated Club Constitution Template The new Act has officially come into play for Incorporated Western Australian clubs. A reminder that although you have 3 years to transition to the new Act, where your constitution differs from the Act or the Regulations, the Act/Regulations will override your constitution. The Act provides a framework of regulation for not-forprofit organisations such as sport and recreation clubs, societies and community groups in Western Australia leaving the internal management of associations largely to the members. Associations are still able to incorporate as a separate legal body and thereby limit the liability of its members for lawful activities.

Gosnells City Football Club By Ann Devereaux, Gosnells City Football Club

Our Club has been encouraging Association Football (soccer) in our local community since 1969 when we operated without clubrooms, with only one amateur team and with the players’ wives stitching the homemade uniforms! We are still a small (approximately 400 members) community-based club, however we have grown continuously since our humble beginnings. We now boast three State League teams, two Amateur teams, two Masters teams, two Social teams, one ladies team and sixteen junior teams. Although we do not have any paid employees, we do have a fantastic group of volunteers who do all the necessary organisational work. Our clubrooms on Walter Padbury Reserve, Thornlie, are leased from the City of Gosnells and we run our own bar and canteen.

This year has been a particularly good year in that we have some exceptional people on our committee. Our Junior Co-ordinators are constantly monitoring the progress of their teams, our Sponsorship Coordinator has done a fantastic job in raising hard-toobtain sponsorship money, our Deputy President has maintained a steady flow of grant money coming into the club and the enthusiasm and hard work of our current President would be hard to beat. The importance of choosing the right people for the committee is a tough job in the current climate where generally both parents are working and consequently time-poor and volunteering seems to be a disappearing commodity. But when a club is lucky enough to find the right person to lead the club, all else seems to fall into place in a most serendipitous way - and Gosnells City Football Club has been so fortunate in this respect this year.

What Makes A Casual Employee By Lee Pike, ClubsNSW Workplace Relations Advocate Originally published in the May 2016 Club Life magazine

This is a question that always delivers varied responses and interpretations. Surprisingly, casual employment is an issue that is still widely misunderstood and entangled with age-old myths. More than two million Australians are employed casually. Women account for just over half of all casuals and 40 per cent of casuals are aged 15–24 years. Unfortunately, even with the vast amount of legislation surrounding the employment relationship, there is no standard definition of a casual employee. Legislatively, it is understood that a genuine casual employee is an employee that works on an irregular and unsystematic basis and has little or no expectation of the continuation of work or guaranteed income and has the ability to accept and reject work as they see fit. This seems simple enough, however the industry definition of a casual employee has morphed the common casual into something significantly different. There is no formal definition of casual employment set down in the Registered and Licensed Clubs Award and casual employment is generally associated with an absence of entitlement to paid annual leave or sick leave. Today we have casuals that work to fixed rosters, work full-time equivalent hours and have an expectation of the continuation of work and income, although there are some examples where clubs engage genuine casual employees from time to time. This is a true case where the legislative and industry definitions don’t meet in the middle, which in turn opens the doors for misinterpretation and confusion as to who is a genuine casual employee. So, what are some common myths in our industry? MYTH: Casuals get a higher rate of pay so don’t get any penalty rates, allowances or overtime. Reality: The Modern Award prescribes a default casual loading of 25 per cent, however penalty rates for weekends and public holidays, and applicable allowances are payable to all casuals.

Currently casual employees in the club industry are not entitled to any payment for overtime. As part of the four yearly Modern Award Review, the Union is seeking the addition of a clause that would see casual employees entitled to overtime after working 10 hours in a shift.

If you have any questions or comments about this issue, or you would like to become involved in this case, please contact ClubsNSW. MYTH: Casuals don’t get leave. Reality: While casual employees are not entitled to paid annual leave or paid personal leave, they are able to access time for these purposes without pay, as long as they have complied with any policies of the business. Clubs must not penalise or treat casual employees any differently for taking leave from the workplace for these purposes. Casual employees are entitled to paid long service leave and can also access unpaid parental leave and community service leave. MYTH: Casuals can be dismissed at any time for any reason. Reality: Under Fair Work legislation employees cannot claim unfair dismissal for a dismissal that occurs within the minimum employment period. Outside of this, casual employees have just as many rights as a fulltime or part-time employee. Clubs should discipline or performance manage all employees in the same manner. ClubsNSW recently ran a successful argument to an unfair dismissal claim on the basis that the casual employee was not a regular and systematic casual in accordance with the Fair Work Act 2009, and therefore was not entitled to access the unfair dismissal remedy. While there were a number of circumstances that led to this employee’s claim, ultimately the Fair Work Commission (FWC) looked at the fact that the Club hired this casual employee in a relief capacity (as a relief courtesy bus driver) and never guaranteed him any hours, pay or ongoing employment. Based on this, the FWC ruled in favour of the Club and deemed the casual employee to be a genuine casual employee who could not make an unfair dismissal claim. While this is a great win for this Club, this area of law can be complicated and clubs should exercise caution. In our industry there are very limited circumstances in which a casual employee is deemed to be a genuine casual.

My Club, My Community Supported by the Office of Multicultural Interests

‘My Club, My Community’ is a Clubs WA campaign that aims to provide a link between Western Australia’s community club sector and the state’s Culturally and Linguistically Diverse (CaLD) communities, to help diversify community club membership so it becomes a true representation of multicultural Australia. The central activity of clubs is to provide safe and enjoyable recreation facilities for their local communities. The My Club, My Community campaign aims to raise awareness of community sport, social and cultural clubs and encourage CaLD community members to join their local club as a member or a volunteer – ultimately bringing together Western Australia’s vibrant multicultural communities. The project will be a predominately online campaign run through a brand new My Club, My Community website to be launched towards the end of the year. The website will feature stories from club members and volunteers about the great aspects of being part of local clubs, as well as a search function that will enable the public to find their local club and any other information they may need. The project would facilitate a much-needed link between our multicultural communities and local community clubs that are looking to diversify their membership.

By working with WA multicultural advocacy and community groups we can raise awareness of local clubs and bring people from diverse backgrounds together, providing opportunities for social interaction. My Club, My Community is a celebration of multicultural Australia focusing on inclusion, empowerment and community building. We hope this project will provide a vehicle for inclusion, drawing together people of all races, religions and cultures while also improving the physical and mental health of all community members. While the website will belaunched at the end of 2016, the main components of the campaign will run from January to June 2017. Communities that participate in clubs develop strong social bonds, are safer places and the people who live in them are generally healthier and happier than places where clubs aren’t a priority. Clubs are the heart of their community, and our vision is for clubs to continue to be places that offer safe and social support networks. We would like to collect positive stories, testimonials and photos from people who are a part of their local club for our new website. U.G.L.Y. stands for ‘Understanding, Generous, Likeable You’ which is exactly what you could be if you jump on board with this inspiring fundraising and awareness campaign. Running from October 1 to November 14 2016, the campaign encourages bartenders to host innovative and exciting fundraisers in their bars to help regional families impacted by leukaemia, lymphoma, myeloma and related blood disorders. It is the Leukaemia Foundation’s largest annual hospitality fundraiser and it is focused on reinforcing the message that local venues and clubs are the heart of their community. Clubs WA are very excited to be working with the Leukaemia Foundation this year to help promote the U.G.L.Y. campaign. We know that Western Australian Clubs are often at the forefront of fundraising challenges and whether it’s in a time of need, or a local charity or group needs some help, community clubs are always there to offer their venues, volunteers and staff.
