Clubs WA CEO Karen Giles Dear Member, June is always a time of transition for our clubs. This year for Clubs WA it marks our 60th anniversary celebrations, to be held as part of our Industry Gala Dinner and Awards Night. Congratulations to all our hard working finalists in this year’s Awards. Time does go quickly and this time last year I was writing to all clubs to remind you that we only had one month to go before the introduction of the new Associations Incorporation Act. For many of our clubs, you have either just gone through your end of financial year or are heading towards one. A reminder that your club must now lodge an annual information statement with the Department of Commerce within six months of your EOFY – please refer to this site for more information: https:// associations.commerce.wa.gov.au/associations/ public/publicHomePage.jspx.

Clubs WA is also proud to deliver a specifically designed course just for committee/board members of registered clubs. Our new course, 'Club Committee Compliance' is available in workshop format (either at Clubs WA or in-house at your club) and will soon be published online. We highly recommend this course to all committee members to help you get up to speed on your obligations under the new Associations Incorporation Act as well as the Liquor Control Act and other legislation. Our first workshop was held on May 31st with Committees from the Swan Yacht Club, Navy Club, Pinjarra Football & Netball Club, and Yunderup Sport & Recreation Club in attendance. Due to high demand, another workshop has been added to the calendar for Wednesday 19 July, however this is also selling out very quickly, so please book early to avoid disappointment. All clubs agreed this month's workshop to be of upmost importance to ensuring compliance as we navigate managing our clubs in challenging times. Clubs WA receives Waste Authority Grant for 2018 Think Tank Event

For the past year, Clubs WA has been trialling alternating our monthly Service Bulletin (the newsletter you're reading now) between hardcopies and electronic copies each month. Based on feedback from clubs and the amount of valuable content we wish to include in each issue, from August our Service Bulletin will become a bimonthly hardcopy. This way we can ensure you receive hardcopy bi-monthly combined issues with even more informative articles and industry news. Clubs WA has been awarded funding from the Waste Authority of Western Australia as part of their latest round of Community Grants Scheme waste grants to hold a 'think tank' event in early 2018 for Western Australian clubs. This industry think tank will help bring the State’s metro and regional clubs together to examine current waste management strategies, and workshop ways to develop and improve them for the future. Clubs WA will also launch a 'Waste Reduction Award' at the 2018 Western Australian Club Industry Awards. As the peak body for Western Australia's community club sector, we look forward to working with our industry to identify and implement ways clubs can help reduce waste, and act as role models for other organisations and businesses in their communities. If your club has any waste management project ideas, there will be a new round of community waste grants coming soon. Independent oversight to improve local government standards Media Statement , Tuesday 16 May 2017 Hon David Templeman Dip Tchg BEd MLA, Minister for Local Government; Heritage; Culture and the Arts

• McGowan Labor Government introduces priority legislation to improve accountability, performance and standards in local government sector • Legislation will allow the Auditor General to audit council finances and performance • Independent oversight of the local government sector will give ratepayers the information to hold their councils to greater account The McGowan Labor Government has introduced new legislation into State Parliament that will extend the Auditor General's powers to audit local government councils and provide independent oversight of the sector. The Local Government Amendment (Auditing) Bill 2017 will raise the standard of accountability for local governments to a level more consistent with public sector departments and agencies and other jurisdictions. The legislation follows recent Corruption and Crime Commission investigations into a number of local governments for allegations of serious misconduct and corruption. It also responds to recommendations made by the Legislative Assembly Public Accounts Committee. Ratepayers will have improved access to an independent assessment of their council's financial position as local governments will be required to publish their annual reports including audit report on their website.

The legislation also introduces a new category of audits known as performance audits that will examine the economy, efficiency and effectiveness of programs and organisations, including compliance with legislative provisions and internal policies. Comments attributed to Local Government Minister David Templeman: "This legislation is long overdue and will address issues concerning the lack of accountability and transparency in some local governments. "There is absolutely no reason why local governments should not have the same accountability standards as State Government departments and agencies. This legislation brings them in line with the rest of the public service and other jurisdictions. "It will enable ratepayers to hold their councils to greater account and better protect community interests and funds. "This Bill is an example of the McGowan Government leading the way and taking action to restore public confidence in the local government sector and ensuring the Western Australian community benefits from local governments which are accountable, transparent and responsible." INTO THE HEART OF BEENLEIGH When Club Beenleigh first opened its doors in 1979, the world was still enthralled with cabanossi and mini-gherkins on toothpicks. From then until now, the Sports Club has been at the very heart of the Beenleigh community. But when General Manager, Perran Sonnex, took the reins in 2011, the club’s future looked rocky, and he knew it was time for an overhaul. “The club was in financial difficulty when I came on board,” says Perran. “They’d overextended and went into receivership in 2010.” Luckily, Perran came armed with 22 years in Hospitality, a Commerce degree, a coterie of venues he had already helped through receivership, and an absolute determination to save the club. “We weren’t in any position to get finance from a bank, but Silver Chef came to the rescue,” he says. “We started with a pre-approved $50,000 account and as our figures grew we were able to do more and more.” Ultimately, Silver Chef would work with Club Beenleigh to provide funding solutions to the tune of more than $250,000.

CLUB BEENLEIGH First cab off the rank was a full fit-out and refurbishment of the kitchen and dining areas, including the club’s popular Bull n Barra restaurant. In place of the tired décor and equipment, the club is now very much a 21st century venue with modern facilities, a gentle nod to rustic charm, and beautiful dining and function areas with capacity for around 200 guests.

Last year, we gave just under $450,000 in money or in-kind support to around 26 community groups. That’s a fantastic step forward for the club.”

While Perran is justifiably proud of Club Beenleigh’s enormous growth, he also has an eye firmly on the future. As he says, “The club looks great now but I don’t think about today, I think about tomorrow. You’ve always got to think about the next big thing.”
