A Message from Clubs WA CEO

Dear member, Once again I have been fortunate enough to visit more clubs around the state, the last visit being clubs in the Geraldton area. I really appreciate being able to sit down with clubs and discuss local issues as well as being able to clear up any queries regarding compliance. From my visits this year and our in-house workshops, there has been a common concern across clubs regarding both in getting existing members to utilise your premises more often, as well as increasing membership in general. As a result, this year’s Industry Forum will focus on helping your club manage both the present and prepare for the future. Topics that will be covered include: Growing membership; Working with the new culture of drinking from road safety initiatives; Hidden compliance requirements; the future of Associations; and Working with (and as) volunteers. A registration form has been enclosed in this issue of the Bulletin for your easy reference.

This is particularly pertinent given that the new Associations Incorporations Act now in place has hefty fines for committee members breaching compliance. Please note that our Annual General Meeting (AGM) will now be held on a different date to allow more time for our Forum speakers and Expo. For more information on the AGM please refer to page 21. In this month’s Bulletin we have also compiled a handy guide on selling alcohol to guests of members. For instance, did you know that if a member holds a function at your club they can invite an unlimited number of guests - as long as the member pays for ALL the alcohol consumed? You may have some queries on the management of guests after checking our guide, so please feel free to contact our office on 1300 640 616 for further details. Best wishes,

2014 Clubs WA’s Amatueur Sportsperson of the Year makes inaugural Women’s AFL team

Chelsea took home the Clubs WA Industry Award for ‘Amateur Sportsperson of the Year’ in 2014 for her efforts as a player at the Swan Districts Football Club.

Join Clubs WA and MarketingTalk for an interactive workshop on how to leverage Facebook for your club. Registrations close soon for this hands-on Facebook workshop for Clubs WA members to learn how to simplify, strategise and leverage marketing from your Club’s Facebook business page. Australian Chelsea Randall has been drafted to the Women’s AFL Adelaide Crows team with “marquee” status.

She and her former team mates Kara Donnellan, Kirby Bentley, Ebony-Rose Antonio and Kellie Gibson, have all been successfully drafted from their strong beginnings at the Swan Districts Football Club.

Coolbinia Bombers Junior Football Club to cater for children with disabilities after clubhouse upgrade The Coolbinia Bombers Junior Football Club’s All Abilities Starkick program was recently selected to receive the 2016 Sydney Swans Volkswagen Grassroots Grants program, which will help the club to update it’s clubhouse so footballers with disabilities are catered for. The changes are expected to be completed by the middle of next year.

Registrations for the annual Clubs WA Industry Forum & Expo are now open. The theme for this year’s forum is ‘Managing Change within Clubs’ and presenters will address issues such as: the new Associations Incorporation Act, recruiting and retaining volunteers, managing cultural shifts in the consumption of alcohol, and how to implement a change management process for your club.

Congratulations to the club for their recent win for “Commitment to Participation” for their Starkick program, which has been running since 2015 and caters for players of all abilities, including children with various disabilities.

More than $100,000 was distributed amongst local organisations by the City of Rockingham in July. The Cruising Yacht Club were big winners, being awarded $20,000 to host the final leg of the Hydrofoil Pro-Tour World Championships. Yachting Western Australia was granted $10,000 for it’s Westsail and WA State Youth Sailing Championships to be held at Rockingham beach later this year. Bowls

Clubs receive local community grant funding


Safety Bay was granted $30,000 for synthetic green replacements, and Rockingham City Football Club was granted $10,000 to host the Under-12s and Under-19s National Championships in 2016.

Wild Oats XI skipper named ambassador for competition at Fremantle Sailing Club Congratulations to the Fremantle Sailing Club, in having secured one of the most recognised names in Australian sailing as their club ambassador for the 2017 International 420 Class World Championships. Wild Oats XI skipper, Mark Richards, has a long association with the 420 Class, having skipped the Wild Oats XI maxi yacht to win the 2015 Sydney to Hobart Yacht Race for a record eight times. The last time Perth hosted the 420 Class World Championships was in 1995 in Fremantle and in that year Australia won both the Mens and Ladies Open Championships.

Balga Social and Soccer Club pitches for multiculturalism Balga Social and Soccer Club’s multicultural soccer academy has received much-needed funding to give young players a chance to play at the club. The Club launched their inaugural women’s academy earlier this year, which consists of 28 players aged from 12 to 21 from many different cultures, including Eastern Europe, Africa, Australia and the Middle East. The sponsorship will help to improve training and resources for the players.

Royalties for Regions Funding Regional Development Minister Terry Redman has announced a further round of successful grant recipients under the Regional Grants Scheme, with the latest funding going to improve and develop infrastructure and services in the Pilbara, Kimberley and Great

Southern regions. The Regional Grants Scheme is an initiative of the Liberal National Government’s Royalties for Regions program for community, public and not-for-profit organisations. Mr Redman said the State Government would invest $10 million in the scheme in 201617, offering grants between $50,001 and $300,000. “The scheme also helps smaller, communitydriven projects that make a real difference in the regions,” he said. Royalties for Regions focuses on delivering benefits to regional WA through six objectives: • • • • • •

Building capacity in regional communities Retaining benefits in regional communities Improving services to regional communities Attaining sustainability Expanding opportunity Growing prosperity

The annual Clubs WA Industry Forum and Supplier Expo is one of the most important events for Western Australia’s club industry. The event includes the annual Supplier Expo, giving you a chance to test products and speak to representatives from industry service providers. The Club Industry Forum will feature a number of prominent industry speakers and innovators who will share insight on how to manage external and internal change within your club, both for the present and for the future.

Meet some of our Forum presenters The theme for the 2016 forum is ‘Managing Change’ so it’s all about the changing culture in WA, around drinking/smoking; how to increase membership; changes in volunteering; and strategic planning.

Lavan Legal Jessica Patterson and Alec Weston will discuss compliance issues that clubs don’t often think about outside of liquor licensing and the new Associations Incorporation Act.

Road Safety Commission Kim Papalia was appointed as W.A’s inaugural Road Safety Commissioner on October 28th 2015. Mr Papalia has 35 years’ public sector management experience, having undertaken leadership roles in metropolitan and regional Western Australia where he managed diverse districts, divisions and business areas. He will discuss the changing attitudes around drinking and driving, specifically how this affects people who normally go to their local club for a beverage or two.

Jessica Patterson is a partner in the Liquor, Hospitality and Events team. She has worked at Lavan Legal for 23 years and provides advice on a wide variety of liquor licensing and related matters. In 2008, Jessica participated in the establishment of the Small Bar Association of WA Inc. and has become its treasurer. Alec Weston is an associate in the Liquor, Hospitality and Events team. He has worked at Lavan Legal for 7 years and has extensive experience in the area of liquor licensing. He provides advice to a wide range of clients on all aspects of liquor licensing matters in Western Australia.

Barzotto van Straalen Strategists Emiliano Barzotto and Diana van Straalen work with clients to review and develop business plans, organisational reviews, quality management, risk assessments and strategic asset planning. They will detail change management and all the considerations in managing change in the club environment.

Department of Health (Tobacco Control Branch) Paul Iriks is the A/Principal Compliance Officer (Education) for the Tobacco Control Branch. The Tobacco Control Branch (TCB) of the Department of Health (previously known as Quit WA) is located within the Environmental Health Directorate of the Health Protection Group. The TCB’s responsibilities include: State-wide tobacco control policy development; coordination and planning administration; monitoring of legislative tobacco control measures; and resource allocation advice in relation to the management of state-wide programs to reduce the prevalence and uptake of smoking. Paul will help clubs navigate smoking compliance within clubs and how to address the changing culture around smoking.

Clubs WA Industry Awards for Excellence Meet the 2016 winners 2016 Best Club Function Facilities Small Club Category The award for Best Club Function Facility (small) went to the Guilderton Country Club, which provides its own catering for all functions. This club has the ability to run two functions concurrently while maintaining normal dining operations, which is no mean feat for a club of their size.

The club hosts popular Friday evening meals and tapas available on Saturdays and Sundays, organised by their resident chef Hamish McLeay. The club itself provides DVD facilities, ideal for PowerPoint presentations, to large screens, an excellent sound system with iPod connectivity and a radio system that can cover the whole club or can be isolated. Congratulations and thank you for your efforts Dunsborough and Districts Country Club! Large Club Category The Best Club Function Facility (large) award was presented to the Marmion Angling and Aquatic Club. With the ability to host weddings, conferences, birthdays, seminars, graduation facilities, club functions and wakes in addition to bar and dining facilities this club offers incredible function services.

With an impressive list of recommended service providers, they help their clients tailor their functions to ensure they get exactly what they want. In 2015, the club renovated their alfresco area, increasing their capacity for events such as the AFL grand final in addition to providing a separate hospitality area. A revamp of the menu has seen the club take up a bistro feel which has been well received by their membership. Congratulations Guilderton Country Club! Medium Club Category The Dunsborough and Districts Country Club is the worthy recipient of the Best Club Function Facility (Medium) award. Home to monthly meetings of the Dunsborough Probus Club, Lions Club and Chamber of Commerce, this club can cater to a wide array of functions such as birthday parties, Christmas parties, team windups, anniversary celebrations and more.

Boasting seven different function spaces this club impressively manages a full in house catering service, never outsourcing catering needs. An annual questionnaire sent out by the club in addition to post event feedback helps to keep the staff and the club on top of things and capable of meeting their clients’ and members’ needs. The addition of a further 45 car park bays to the north of the club has assisted in taking pressure off members while attending the club. Keep up the incredible work and big congratulations to Marmion Angling and Aquatic Club!


2016 Clubs WA Awards for Excellence 2016 Club of the Year Small Club Category

The club meets the needs of the community to play sport, principally lawn bowls, and in doing so provides a friendly environment and facilities that club members and the community can enjoy.

The Yunderup Sports & Recreation Club was named the 2016 Club of the Year in the small category. This award also acknowledged the Club President, Sandra Bolton, for her exceptional leadership qualities and determination to better her club within the industry.

For 20 years the club has been running the prestigious Singles Champion of Champions competition, which attracts bowlers from across the state and continues to help lift the club’s profile in Western Australia. Large Club Category The Club of the Year (Large) award was bestowed to the Marmion Angling and Aquatic Club (MAAC). With a strong focus on promoting and encouraging the sport of angling in Western Australia, the club maintains its reputation as the “home of fishing in WA”.

Sandra and the club defied all odds, keeping the club operating during renovations by running a bar out of the gardener’s shed. With a strong focus on diversity and expansion, the club developed a long term strategy to ensure a steady growth in membership, high levels of member satisfaction and a stable economic foundation. The dedication and hard work of the Club’s management, staff and volunteers highlights the great value placed on the club by the community. Medium Club Category Sorrento Bowling Club took home this year’s Club of the Year (Medium) award. Attention to detail and strong organisational skills are qualities that have helped Sorrento Bowling Club become the largest bowling club, in terms of bowling members, in Western Australia.

Strategic planning has brought this club great success, achieved through strict financial controls and strong management. Club Manager, Robert Weir, not only looks after the day-to-day running of the Club but also helps coordinate community based events outside of the Club. Robert’s efforts and the general attitude of the MAAC members make for a great team, providing a friendly and encouraging atmosphere for all which has been proven by their large membership numbers. The club has reached full membership and has an extensive waiting list of potential future members. A community minded club, MAAC donated $1,000 to the Yarloop community in the aftermath of the fires earlier this year, which was matched and exceeded by personal membership donations to reach a total of $2,500.

2016 Clubs WA Awards for Excellence 2016 Best Members Night Small Club Category The Gosnells Bowling Club was awarded the Best Members Event (small) award for their Friday Night Members dinner and raffle. With an average attendance of 120 members, the night provides a great opportunity for exposure for the club. Some non-members, such as the family and friends of current members, attend the event showcasing the club to them and providing an opportunity for membership growth. It is also an excellent opportunity for the club’s partners (sponsors) to visit the club and socialise with members and guests. The event includes a dinner, weekly raffles, members draw, spin the wheel, chase the ace and occasional live music or karaoke. This year the club has started utilising a radio controlled Superdraw Controller and Superdraw numerical display which has proved to be a hit with their members. Congratulations Gosnells Bowling Club!

Medium Club Category

Thank you for providing your community with a great opportunity to socialise and congratulations again to the Ocean Reef Sea Sports Club! Large Club Category The Royal Perth Golf Club has been awarded the Best Members Event (large) award for their Yalumba Rarest and Finest Wine and Dine Night. The event is held annually, with five or six alternative wine dinners help throughout the year. The night features a five course degustation with 10 matched wines from Yalumba in addition to prize draws and giveaways of wines signed by the evenings host, one of Yalumba’s Wine Ambassadors, Jane Ferrari. Approximately 90 – 150 members attend the event, with members from 25 to 80 years of age regularly in attendance. The night is open to all members, specifically designed to cater for all levels of wine knowledge. As one of the most popular and elaborate events on the Royal Perth Golf Club calendar the evening is used to promote wineries and wines that are new to the clubs wine list. Congratulations Royal Perth Golf Club, your hard work hasn’t gone unnoticed!

Ocean Reef Sea Sports Club’s successful Sunday Sundowners live music event has won them the Best Members Event (medium) award this year. The Club hosts the event every Sunday in Summer from 3:30. With a strong focus on music, this event has something for everyone. The kids can enjoy the play area while adults relax and take in the stunning views. Younger families are attracted by the bands, which change weekly to ensure the event stays fresh and exciting. Emails, Facebook, the club website and posters in the club rooms are used to advertise the popular event which reels in 150-200 members each week. 13

HiscoNFE - New Appointments HiscoNFE are pleased to announce the recent appointment of Colin Moir to the position of Sales Manager and the promotion of Brett Thompson to the position of Managing Director in a strategic move to grow the business. In his role as Sales Manager Colin will be responsible for providing strong leadership to the sales force and driving sales growth across all product categories within the HiscoNFE business. Colin brings a wealth of sales and management experience from his previous roles in the industry which includes QCC (now Reward) and more recently RSS who act as agents to Tomkin Australia. Colin understands that success requires a very strong focus on long-term customer relationships and making sure that customers receive the best possible experience which includes excellent service, highly trained and experienced staff, extensive product range and distribution infrastructure to ensure on time delivery. Sports Dimensions Guide

Department of Sport and Recreation

With changes to the sporting lifestyle in Western Australia, a number of new initiatives in the provision of sport and recreation facilities have began to be developed alongside the traditional sports playing areas and facilities. These new types of sports and facilities provide an opportunity for clubs to generate more membership and increased community participation, particularly if you have suitable unused indoor or outdoor space. The Department of Sport and Recreation has released a guide to assist clubs in planning for potential new growth sports and facilities. The guide provides information on various sporting codes and their requirements. The Department of Sport and Recreation guide includes detailed information on: • Orientation of outdoor facilities • Court marking • Sports lighting

Club Functions and Events Are you compliant?

The Liquor Control Act 1988 clearly indicates restrictions for clubs in the management of liquor services. 1. Definition of Guests Generally liquor may be served to Members and guests of a member however, the Liquor Control Act definition of guest highlights that whilst there is no need for the member or the Club knowing the guest personally, they must be a bona fide guest of a member (ie they must know them well enough – not be assigned at the last minute): “Guest, in relation to licensed premises under a club licence, means a person who not being a member of the club is introduced to the club by a member in accordance with the rules of the club”. •

Please check that your constitution does not say anything adverse about guests and the need for members to sign in guests (if you send Clubs WA your constitution we can check this).

2. Definition of a Meal Director of Licensing definition of a meal | Meal means food (a) that is eaten by a person sitting at a table, or a fixed structure used as a table, with cutlery provided for the purpose of eating the food; and (b) that is of sufficient substance as to be ordinarily accepted as a meal; and (c) that may consist of one or more courses, but does not include any food prescribed not to be a meal;

3. General Club Liquor Service | s48(2)(a)(i) | member and up to 5* guests Generally, on a normal trading day, your Club will provide liquor under section 48(2)(a)(i) and provide liquor for consumption on the premises to a member and up to 5* guests. *Please check your constitution and also your club licence to see whether your club is allowed up to 5 guests – some clubs are still limited to 3 guests.

4. Club Dinner or Function | s48(2)(a)(ii) | unlimited guests – ancillary to a meal Section 48(2)(a)(ii) permits the sale of liquor ancillary to a meal supplied at the club by or on behalf of the club to a member and to each of the guests of that member (without limitation as to number), being guests of whose attendance prior notice was given to the club in accordance with rules approved by the Director • •

This may be in the form of a Club dinner with the proviso that it is ancillary to a meal! A member may invite an unlimited number of guests to a club event as long as ancillary to a meal and prior notice was given to the club.

Club Function - means a Club organised gathering, occasion or event (including a sporting contest, show, exhibition, trade or other fair, or reception) at which it is proposed that liquor be sold or supplied to those present.

5. Member Private Function (no meal) | s48(2)(b) | unlimited guests – member pays for liquor Section 48(2)(b) permits the sale of liquor to a member, for consumption by the guests of that member (without limitation as to number) at a function held by or on behalf of that member at the club if in accordance with rules approved by the Director. However, the member pays for all liquor served.

6. Club Sporting Event | s48(5)(a) | temporary members - using sporting facilities Section 48(5)(a) allows for members of another club, engaging in a pre-arranged event (whatever sport/recreation is in the objects of your Club’s Constitution) to be accorded temporary membership of your club on the day, in accordance with rules approved by the Director. 18

Autism study to help school leavers

Curtin University is conducting a study to assist those with autism move from school to adult life. In order to do this, researchers need to understand what happens when young people with or without autism leave school throughout Australia. The Western Australian perspective needs to be represented and Curtin University is requesting your support. Researchers want to hear from: • young people with or without autism between the ages of 15 to 25 years • young people with autism and intellectual impariment (15 - 25) • their parents and guardians To participate, all you need to do is complete a questionnaire.
