PRESIDENT’S MESSAGE Dear Member, It has been a busy year for Clubs WA, as I’m sure it has been for each of our clubbies and Partners, and I’d like to take this opportunity to reflect on and celebrate all that we as an industry have achieved over the past year. On a bittersweet note, I would like to inform you that after 16 years of valued service, Keith Bransby has resigned from the Clubs WA State Council, and I welcome Committee member Ray Mansfield into the role of Metro Vice President. Keith was elected Clubs WA Treasurer in 2000 and stayed in this role for two years before being elected Metro Vice President in 2002, and remaining in this role for the next 14 years. Keith has been a great advocate for clubs in Western Australia. Over the years, in his role as Vice President he visited many clubs and when required assisted them with any of the numerous problems that constantly arise in clubs. Personally, I have benefited from Keith’s sage advice and wisdom and greatly value his friendship. His contribution to the welfare of clubs generally will be sadly missed. Ray Mansfield joined the Clubs WA Council in 2013, and has been an advocate for the club industry for many years. In 1970 Ray joined the Narrogin Golf Club, and was elected into the committee in 1974, and served on the Social Committee until 1976 when he became Vice President. Ray was transferred to

Perth in 1978 and immediately joined the Willetton Sports Club as a social member but became soon became involved in the Junior Cricket and Football Teams until 1984. In 1985 the Bowling Club was formed under the umbrella of the Willetton Sports Club and Ray was a foundation member responsible for the development of bowling greens, which involved hundreds of hours of voluntary contribution. He remained on the greens committee for 17 years, and in 2003 was elected to the Club Management Committee, and then elected President in 2004. Ray was awarded life membership to both the Willetton Bowling Club and the Willeton Sports Club. Clubs WA has been supported by Ray for a number of years, and we welcome him to his new role of Metro Vice President. To the outgoing VP Keith Bransby, on behalf of all Clubs WA State Council, Staff and members thank you for your support over the past years your continued contributions and advocacy of our industry is hugely appreciated. NEWS IN BRIEF WINNER-Clubs WA Sponsor Prize Draw The winner of Clubs WA’s inaugural sponsor prize draw is the Pickering Brook Sports Club! The Club wins a signed 2016 Eagles guernsey donated by Clubs WA Partner, Carlton & United Breweries. The Club will be able to use this guernsey as an auction item, a gift, a prize or even just to hang on the wall. The University Club of Western Australia wins catering award In November, the University Club of Western Australia received the Catering Institute of Australia’s (Gold Plate) Prix D’Honneur award, for having been voted the ‘Best Venue Caterer’ for three years in a row! The Club also won ‘Best Function/ Convention Centre Caterer’ at the 2016 WA Savour Awards for Excellence in August this year. Congrats to the whole team on these fantastic achievements!

Save the Date - 2017 Club Industry Gala Ball Please save the date for the 2017 Clubs WA Industry Gala Ball to be held on Saturday 17 June at Crown Perth. This is the Club industry’s premier event and is an opportunity for this vibrant community to come together and celebrate all that the sector has achieved over the past year. Nominations for the Clubs WA Industry Awards for Excellence open January 2017, and winners will be announced at the June Gala Ball.

My Club, My Community Diversity Training As part of Clubs WA’s funding from the Office of Multicultural Interests, we are now seeking expressions of interest from clubs who would like to participate in cultural diversity training. The cultural diversity training session would be held in Perth in early 2017, and would provide your club with tailored information to help your club become a more inclusive and welcoming place for WA’s culturally and linguistically diverse communities. Updated Club Constitution Template Clubs WA has developed constitution templates for both licensed and non-licensed clubs, which are available for download on the Members section of the Clubs WA website. The constitution template is regularly revised to comply with the relevant Acts, and was last updated December 2016. We will continue to advise members through our weekly e-updates of any new revisions.

Celebrating 60 years! Clubs WA celebrates our 60th anniversary in 2017 and as part of this we would love to see photos from your club over the past 60 years. These photos will be featured in our future newsletters as well as a special 60th anniversary montage to be played at the Club Industry Gala Ball in June 2017. Photos can be of your club building, past staff, or club events – anything from 1957 onwards! Holiday training specials! Clubs WA, through our online training portal Hospitality Alliance Training (RTO6226), is providing an opportunity to Club members, volunteers, and staff to complete (or update) their Responsible Service of Alcohol (SITHFAB002) training at a great price of only $15! Breathalysers in Clubs The Road Safety Commission is looking to trial free breathalyser machines in selected clubs, for members and guests to access, as part of the Commission’s strategies to minimise drink driving. Currently Clubs WA is compiling a list of interested clubs for the Commission. We are awaiting more guidelines as a result of the Commission’s more recent trials, in particular the number of free breathalysers that will be made available and the localities determined for the trial to take place. If you would like your club to be added to the list for consideration in this trial, please email Holly at marketing@clubswa.com.au. Sport and physical recreation organisations attract the most volunteers in Australia with about 14 per cent of the adult population (2.3million people) donating their time each year*. For clubs that cannot afford to employ a roster of fulltime paid staff, volunteers are the heart and soul of their operations.

Creative tips to attract more volunteers to your club • Be flexible and casual with your available volunteer positions. While you might be looking for a regular volunteer coach or official to watch over club games, for many casual volunteers the prospect of committing to a role which requires prior experience, further training or reference checks might seem just too difficult. To engage this type of volunteer who wants lots of flexibility, try offering a more generalist volunteer role where the level of responsibilities are not as high. • Approach hobbyists - Try looking for Graphic Design or Journalism volunteers to help your club with social media and newsletters. Many university or school graduates would love the opportunity to help you with your marketing and public relations activities. You might be able to find some willing individuals who love taking photographs for a hobby – ask them if they would like to take photos of your games or your member nights. The volunteer would get such enjoyment out of this, and your club will get some great photos. • Promotion - Word-of-mouth is a powerful recruitment tool! Even if members attend regular games or events, they might not realise there are volunteer opportunities available.

• Make volunteering quick, easy and flexible Develop a simple form which allows individuals to fill in their details and submit their expressions of interest to volunteer at your club. This provides your club with access to a database of potential volunteers which you can group and sort into categories for when future opportunities arise. • Recognition - Include recognition as part of your volunteer recruitment and retainment plan. While volunteers understand that there is no real expectation of reward or formal compensation when they commit to helping out, it’s always nice to show your appreciation and recognise their valuable contributions. According to the National Survey of Volunteering Issues, the two most frequently mentioned factors volunteers value most about their volunteering experience were “the difference I make to the community,” and “the sense of purpose it gives me” (Volunteering Australia, 2011, p 9). So whilst financial reimbursement for travel and out-of-pocket expenses are certainly ways to show appreciation for your volunteers, a sincerely written thank you note expressing appreciation for a volunteer’s effort and time, or a round of free food and drink down at the club bar may be all you need to keep your volunteers feeling happy and content. Don’t forget that your club is invited to nominate your volunteers for the 2016 Clubs WA Industry Awards for Excellence. Our two volunteering awards are: Lifetime Volunteer and Volunteer Contribution. Nominations open January 2017.


Where to find volunteers? There are so many great resources available to help you find your next volunteer. Gumtree Gumtree is Australia’s biggest local classifieds website, and allows users to purchase and sell second-hand goods, and advertise and find jobs (among many other things). Your club could post job and volunteer positions on the site for free. However, if you’re posting multiple adverts in the same category, Gumtree might ask you to pay a small fee.

Seek.com and Indeed.com Seek and Indeed are paid job sites. Your club would be able to pay a fee to promote your job and volunteers positions.

Volunteering WA The Volunteering WA website is a fantastic tool for volunteers and allows not-for-profit organisations to advertise volunteering positions.

GoVolunteer GoVolunteer is an initiative of Volunteering Australia and helps connect organisations with potential volunteers.

Universities Universities such as Curtin University often help their students link up with organisations who are offering volunteer, intern or junior paid positions. Volunteering for not-for-profit organisations is a great learning experience for students or recent graduates who want to gain more real-life experience before they start searching for fulltime work.

Your membership Your Club already has a huge support base with your members, so why not encourage them to volunteer more within your club. Post upcoming volunteering positions on your club noticeboard, in newsletters and on your social media pages.

Halls Head Bowling Club

City of Mandurah Club of the Year 2016

Congratulations to the Halls Head Bowling and Recreation Club who were awarded the 2016 City of Mandurah Sports Awards ‘Club of the Year’ last month. The City’s sports awards honour local clubs, teams and individuals who have made significant contributions to sport and recreation in Mandurah. The club holds regular social events which include Bingo every Thursday night, Friday night social nights with live entertainment, happy hour, raffles, Chase the Ace and fantastic meals from their resident chef. Features of this modern venue include beautiful gardens, four State level bowling greens, match organising room, alfresco with BBQ area, full commercial kitchen, meeting room for 20 people, the hall which can accommodate 200 people, audio and video presentation equipment and a 6x9m dance floor. Full memberships are available to those who want to take part in bowls competitions or restricted memberships for people who prefer to stick to the social games.

A regular club members event is a great way to boost member participation, get more people through the restaurant and bar, and raise the profile of your club amongst the local community. From themed dinners, to band nights, to party games, there are many forms of entertainment which can be used to get club members engaged with each other whilst having a great time. Holding a members event on a weekly basis is a great way for members to meet each other and increase feelings of social inclusion within the club environment, as seen at the Ord River Sports Club’s (aka Sporties), weekly ‘FriYays @ Sporties’ members’ event. This regular members event is held every Friday and attracts between 100 - 150 different types of people each night, including players, spectators, social members, families, young adults, guests of members, seniors and visiting professionals. Regulars are treated to pool competitions, ‘Fried-day Food’, Football on the oval, member’s draw, live entertainment, and the Chase-the-Ace. Wednesday night’s Chase-the-Ace at the Marmion Angling & Aquatic Club (MAAC) is one of the most popular nights at the club, and is open to all members with the exception of juniors. MAAC believe word-ofmouth is the biggest promoter for the regular members events and one of the biggest incentives for members to come along on the night is the cash prize, and as the dollar value grows so does member interest.

A theme is another great selling point for a members event, and is a great promotional tool to members and the local community. Decorations, food, drinks and prizes that integrate a theme can be an enjoyable way to deliver something different to club members. The Royal Perth Golf Club holds their ‘Yalumba Rarest and Finest Wine and Dine Night’ annually and it is one of their most elaborate and popular events on the calendar. The event is open to all members and attracts those with a great appreciation for wine, those interested in the technical aspects of the evening, as well as wine novices who enjoy the opportunity to learn more. The 2016 Yalumba Estate Wine Dinner was hosted by Jane Ferrari, and featured a five-course degustation with 10 paired fine wines. Members draws and giveaways were also held on the night. This perfect balance of food, wine, themeing, prizes and entertainment ensures a winning formula for the Royal Perth Golf Club’s Members Event. These fun and exciting events bring members closer and can help instil your club’s philosophy. The positive vibes and word-of-mouth from those who attend the night can also attract even more members to join your club. You don’t need a large budget to make your members event great, just a winning idea and a fantastic group of people. How does your club put a special twist on your members events? Want to be recognised at an industry level? Here’s what you need to know about participating in the State’s Club industry awards program... The Clubs WA Industry Awards for Excellence program is the most prestigious event for the State’s club sector, and aims to recognise outstanding performance and management of clubs across Western Australia. WA’s Club Industry Awards for Excellence 2015’s best community clubs were announced at the 10th annual Clubs WA Industry Gala Ball, held in June this year at Crown Perth. More than 480 Government representatives, finalists and guests celebrated the collective achievements of the industry, as well as the 40 individual and club winners who were named WA’s Best. The upcoming awards will recognise the achievements of clubs throughout 2016, and clubs can nominate for just one category or multiple. Clubbies will have from January 2017 to April 7 2017*, to put together their nominations for staff, club and volunteer achievements that occurred during 2016. Finalists will be announced in May 2017, with winners announced at the Gala Ball in June. With 17 different awards categories there are many that your club would qualify for.

Some nominations, such as, the ‘Members Choice Club of the Year Award’, are simple and only require your members to email in a 1-page form with their contact details, and a small, unique description of what your club means to them. Other nominations, such as ‘Club of the Year’, are a more detailed process and ask you to fill in information about the club from the past year, and provide examples and images. In the 10 years since the first gala event, we have seen the industry grow and evolve and it is wonderful to see everyone come together to celebrate the collective achievements of this vibrant industry. Club Industry Gala Ball Now in its 11th year, the gala ball, to be held on Saturday 17 June 2017 at Crown Perth, is anticipated to be the biggest yet, and is expected to sell out again.

Submit - Send the completed forms (email, fax, or post) to Clubs WA with the required attachments by the cut off date. Note: In extenuating circumstances Clubs WA may grant extensions, but only if sufficient prior notice is given and approved by the Awards Committee. 5. Liaise with Judges - Some categories may require judges to perform phone interviews or site visits. Please make sure that those familiar with your nomination are available during the judging period. 6. Reserve your seats at the Gala Ball - The past three Award nights have sold out, so please make sure to reserve a table for your club as soon as possible. 7. Celebrate with your team - Despite winning or not, you deserve to celebrate with your team on all that you have achieved over the past year.

The great sausage heist Employees should think twice before taking a few leftover snags home By Alexandra Bonello, ClubsNSW Member Enquiries Advisor Originally published in the September 2016 ClubLife magazine

It’s a Friday afternoon and there’s a bag of gourmet sausages in the fridge leftover from a function. I’m pretty sure they’re going to be thrown out at the end of the day. Should I take them home? The footy is on tonight, they’d be great for the barbeque when my friends come over. They’re just going to go to waste, anyway. I’m sure it’d be fine if I took them home; I’m probably doing the company a favour, right? Wrong. An employee from Mosman Council [NSW] recently found this out the hard way when she took leftover sausages and a salad home from work after a function. The sausage heist cost Ms Merrin her job. Ms Merrin, an employee of 16 years, was terminated for serious misconduct and theft of council property and later filed an unfair dismissal complaint. In Merrin v Mosman Municipal Council [2016], Ms Merrin argued that the organisers of the function advised her that she could have the leftovers and take them home. She also argued that the food was wastage and was going to be disposed of anyway, so there was no harm in her removing them. She argued such behaviour definitely did not constitute theft or misconduct. At no stage did the Council advise Ms Merrin that she could have the sausages. Ms Merrin never asked her employer, but assumed the sausages would be thrown out and took them home. Little did Ms Merrin know that the sausages were to be used by the Council the following day for a staff lunch. Is it harsh to terminate an employee with 16 years’ service and an unblemished employment record over a few leftover snags?

In this case, Commissioner Murphy concluded that it was not harsh as Ms Merrin’s behaviour was so serious it amounted to theft. The element of dishonesty was also taken into consideration, with the Council arguing that Ms Merrin had breached her duties of good faith and fidelity and this was irreparable. These themes were deemed serious enough for Commissioner Murphy to dismiss Ms Merrin’s unfair dismissal application. While it may appear trivial, the theft of something as small as a couple of sausages can cost you your job. Whether it is a large sum of money or a couple of snags, theft is theft and still carries the same repercussions. There is dishonesty and a breakdown of trust in both situations; the only variable is the item stolen. Clubs may of course permit staff to take leftover food from functions, but to prevent any issue they should have a clear policy that is communicated to all staff. Employee food consumption policies should cover issues such as: • What food is considered waste or leftovers. • The process for recording food waste. • Instances where food waste may be consumed. • Instances where leftover food cannot be consumed. Alternatively, some clubs avoid food waste entirely by donating leftover food products to Oz Harvest, which gives food to the homeless, or by implementing compost programs. IN FOCUS: The Liquor Control Act 1988 Did you know: You have a duty to inform the Diretor of convictions: A licensee, a person who occupies a position of authority in a club which is a licensee, an approved unrestricted manager, or an approved restricted manager who is is convicted of an offence in any jursidiction is to inform the Director within 14 days of being convicted. Penalty: a fine of $10,000 (Section 37A) Liquor may only be sold and supplied to: • a member of the club and to the guests of that member in the company of that member, for consumption on the licensed premises - a member cannot introduce more than 5 guests onto the premise at any one time. • a member, for consumption by the guests of that member (without limitation as to number) at a function held by or on behalf of that member at the club. The function held by the member must be at the expense of the member. This means that the member purchases the liquor from the club, as a member, and provides it free of charge to their guests. If the member organises a bar tab for guests and sets a dollar limit on the bar tab, guests of the function cannot purchase their own alcohol if the tab runs out.

• a member and to the guests of that member (without limitation as to number) in the company of that member, ancillary to a meal supplied at the club by or on behalf of the club. This means that if the club is providing a meal at the club premises, a member may invite as many guests as they like, and the guests may purchase liquor, provided that it is ancillary to that meal and those guests have been specifically invited by a member to the club (i.e. not open to the general public). Prior notice of the attendance of the guests must be given to the club in accordance with the constitution and rules of the club. Both Club and Club Restricted Licences are subject to the following conditions: • that an up to date register of members, for each class of membership, is maintained and always available for inspection at the club premises; and • proposed changes to the club’s constitution and rules cannot be implemented without the prior approval of the Director of Liquor Control. This means that you must send a draft of any updates to your club constitution to Racing, Gaming & Liquor before member approval.


Common terms defined under the Act (see Part 1 - Preliminary [v 08-d0-00])

Dining area means (a) a seperate room or defined area; or (b) a clearly distinct part of a separate room or defined area, used solely or primarily for the supply of meals; Function means a gathering, occasion or event (including a sporting contest, show, exhibition, trade or other fair or reception) at which it is proposed that liquor be sold or supplied to those present; Guest, in relation to licensed premises under a club licence, means a person who not being a member of the club is introduced to the club by a member in accordance with the rules of the club; Meal means food (a) that is eaten by a person sitting at a table, or a fixed structure used as a table, with cutlery provided for the purpose of eating the food; and (b) that is of sufficient substance as to be ordinarily accepted as a meal; and (c) that may consist of one or more courses, but does not include any food prescribed not to be a meal; Guest, in relation to a club, includes a person who is a member of the club by reason of reciprocal arrangements with another club made in accordance with regulations referred to in section 49(3)(c)(iv) and rules approved, or deemed to have been approved, by the Director;

Packaged liquor means liquor delivered to or on behalf of the purchaser in sealed containers for consumption off the licensed premises; Permit means an extended trading permit issued under section 60; Permitted hours, in relation to licensed premises, means the hours during which the licensee is, under Part 4 Division 1 or the terms and conditions of the licence, authorised to sell liquor; Person authorised to sell liquor means — (a) a licensee; or (b) a person authorised under — (i) any other law of the State; or (ii) the law of another State, or of a Territory or of the Commonwealth, Secretary, in relation to a club, means the principal executive officer of the club, for the time being, by whatever name called and whether or not that person is a member of the club; Spirit means potable spirit which at 20° Celsius contains more than 20.06% ethanol by volume.
