A Message From Clubs WA President Wally Maker
On Saturday 11th June, we celebrated the 10th anniversary of our industry’s night of nights. Since the inception of the Clubs WA Industry Awards for Excellence program, the awards have brought our licensed and community clubs together to celebrate our industry’s achievements and recognise our central role at the heart of WA society. In the 10 years since our first gala event, we have seen many individual sporting codes introduce their own programs to celebrate achievements within specific fields, but it was wonderful to see everyone come together to celebrate the collective achievements of this vibrant industry. Thank you to all the clubs who attended our annual WA Club Industry Gala Ball, for your involvement in this program and your support of our industry. Many of the clubs who participated in the 2016 program, also nominated for the inaugural event those many moons ago, and it has been a great pleasure watching those clubs grow and evolve. Ten years on, it was fulfilling to see the event so supported by our industry - with another sold out gala ball. A big thank you to the Clubs WA team, including CEO Karen Giles, and the wonderful Sandra Azavedo who worked tirelessly to organise this event. Now that the event is finished, we’ll be sad to see Sandra go - however we know she will continue to do amazing work for other lucky organisations. To our country delegates from Albany, Boddington, Bunbury, Ord River, Yunderup and Dunsborough - thank you for making the journey and congratulations on your nominations and wins. It has been tough times for our industry, with changing demographics and a cultural shift in sport and socialising. However, as an industry we will continue to work together to ensure our long term sustainability.
The annual WA Club Industry Gala Ball gave us an opportunity to come together to celebrate all that is the WA Club Movement. This annual gala event and awards night is Western Australia’s premier club industry awards, and being named a finalist or winner is a great achievement and one that you and your club should be proud of. As the industry association for WA clubs, the sole purpose of Clubs WA is to support and represent this fantastic industry. In 2017, Clubs WA will celebrate 60 years of supporting Western Australia’s vibrant club industry, and I would like to recognise my local clubs, the Fremantle Buffalo Club and the Royal Fremantle Golf Club who have been members of Clubs WA for over 50 years. Sandra represents the Yunderup Sport & Recreation Club and we welcome her to this role. More details on Sandra will follow in the August edition.

NEWS IN BRIEF Clubs WA Industry Awards for Excellence On Saturday 11th June the club industry came together for the annual Western Australian Club Industry Gala Ball and Awards night, held at Crown Perth. For the second year in a row, tickets sold out with almost 500 clubbies, Government representatives, and industry suppliers in attendence. Guests made the most of the 1920s Great Gatsby theme, with pearls, pin stripes, feathers and sequins taking over the room. Throughout the night guests were treated to fantastic performances by Perth group the Milford Street Shakers, and Young Talent Time’s Johnny Young blew the house away with his rockin’ renditions. This annual gala ball was the perfect opportunity for the industry to come together and celebrate collective and individual achievements. Western Australia’s best club venues, staff, employees, members and volunteers were recognised.

Social Media for Your Club Wednesday 14th September, 10am [Clubs WA office] This workshop will be the next level up from the beginners social media workshop held at the 2015 Club Industry Forum event.
Minimum Wage Increase Fair Work Commission (FWC) has handed down a minimum wage increase of 2.4%. This increase will apply to all Award rates of pay operative from the first pay period on or after 1st July 2016.
The 2016 event marked the 10th anniversary of the Clubs WA Awards program, and it was fantastic to see such a great turnout for the gala event.
The new rates of pay for employees under the Registered and Licensed Club Award 2010 will be published in the Workplace Relations Handbook and our web-site as soon as possible.

Treasurers - Are you being cheated on?
The Department of Commerce will unveil the ‘Associations Online’ system on the 1st July 2016. This is an integrated online solution to all your associations requirements, which will enable your club to lodge documents, change association details, purchase a copy of your constitution or certificate of association and more. In the coming months, Clubs WA will develop a workshop which will be dedicated to Associations Online so member clubs will have a full understanding of this online portal. We will also invite a keynote speaker from the Department of Commerce to the annual Club Industry Forum to highlight the system and to answer specific queries on the new Act.

Does your club need help preparing Harm Minimisation documents? The Liquor Control Act 1988 plays a significant role in contributing to the minimisation of the harm caused to people through the consumption of alcohol.
To support the objectives set out in the Act, the Director of Liquor Licensing constructed policy to assist licensees apply harm-minimisation principles in their venues. Such policies should detail how liquor will be sold and consumed in a responsible manner, and that harm or ill-health caused to people or any group of people, due to the use of liquor will be minimised. Applicants will be required to show that they have developed the following three documents for their venue: 1. House Management Policy 2. Code of Conduct 3. More than $500,000 in grants for local sporting clubs Community sport across Western Australia will benefit from the latest round of Liberal National Government grants for small sport and recreation projects. Sport and Recreation Minister Mia Davies announced 19 projects totalling $56,796 had been approved in the latest round of the Community Sporting and Recreation Facilities Fund (CSRFF) small grants. The full list of recipients can be view on the DSR website.
re Your Club Story Community chest funding for Peel region Regional Development Minister Terry Redman announced the latest grant recipients of the Peel region’s Community Chest Fund, made possible by the Liberal National Government’s Royalties for Regions program. A total of $500,000 in grants was awarded to 20 community groups, public and not-for-profit organisations for projects to improve and develop infrastructure and services in the regions. Recipients included the Waroona Bowling & Social Club for shade protection and fencing; Waroona Golf Club for roof sheeting replacement and kitchen upgrade; Serpentine Jarrahdale Lions Club for Jarrahdale Oval fencing; and the Port Bouvard Recreation and Sporting Club Inc for a sailability sail training program.
Busselton Golf Club welcomes grants The Busselton Golf Club received a $66,000 grant from the Department of Sport & Recreation. The grant is to help with the redevelopment of the clubhouse and to install a new toilet block, a new office and to convert the existing men’s room into a storage room.

Community chest funding for Mid-West region Twelve projects in the Mid-West will share in $194,420 through the Community Chest Fund. The fund provides one-off grants of up to $50,000 to community, public and not-for-profit organisations to support local, demand-driven projects. Recipients in this region included the Shire of Meekatharra; Shire of Mingenew; City of Greater Geraldton; Irwin Polocrosse Club; Spalding Park Golf Club; and the Kalbarri Development Association Inc.
Honouring a century of distinguished service Premier Colin Barnett and Veterans Minister Joe Francis paid tribute to outgoing Returned and Services League of Australia (RSL) State president Graham Edwards, whose tenure in the role finished at the end of June. Mr Barnett said Mr Edwards had made an outstanding contribution to veterans advocacy and the wider community in general. Formed by a group of returned servicemen from the Great War, the organisation was originally called the Returned Sailors and Soldiers Imperial League of Australia, before becoming the RSL in 1965. However, the league’s charter has not changed; to support serving and ex-service defence force members and their families.

Clubs WA 2016 Industry Awards for Excellence Roaring fun at the 10th annual WA Club Industry Gala Ball Western Australia’s best community clubs were announced at the 10th annual Clubs WA Industry Awards for Excellence gala ball on Saturday 11th June at Crown Perth.

More than 470 guests joined the 40 winners at Western Australia’s annual club industry gala ball to recognise community, sport, social and cultural clubs as well as employees, members and suppliers.
The evening began with a special 10th anniversary performance by Johnny Young, who blew the crowd away with his wonderful rendition of ‘Twist & Shout’, and then finished the performance with his classic goodbye song, ‘All My Lovin’.
Clubs WA CEO Karen Giles said the Clubs WA Awards for Excellence program brought licensed and community clubs together to celebrate the industry’s achievements and recognise the central role clubs played at the heart of WA society. “In the 10 years since the first gala event, we have seen the industry grow and evolve and it was wonderful to see everyone come together to celebrate the collective achievements of this vibrant industry,” Karen said. “In the past 10 years our club industry has fought hard to maintain services to members and the community. Shifting cultural attitudes and a changing economy has seen people struggle with both time and money, and as a result it is harder to maintain and grow club memberships. And yet – it is during these times that our industry is more vital than ever.” Attendees were dressed in Gatsby attire and 1920s style, with guests from the Armadale Bowling Club,
There were more than 40 winners, with WA’s best club venues, managers, employees, suppliers and volunteers recognised for their tireless contributions to the club industry. The last award presented on the night was the prestigious President’s Choice for Club Achievement, which was awarded to the Ord River Sports Club. Recent hardships for the club have seen them operate their bar out of a small shed, to finally reopen the clubhouse to members, and have the roof cave in. During the tough local economic situation, the Club has been managed by volunteer Board members and workers. It seems that when times get tough for clubs, they often grow stronger, and this rings true for the Ord River Sports Club. Volunteer Club Manager Greg Chamberlain accepted the award on behalf of the club and made a moving speech that received a standing ovation from guests.

This award celebrates clubs who have reached significant milestones in the past year, and aims to acknowledge how long clubs have been supporting the Western Australian community.
Stuart Walton Royal Perth Yacht Club
150 years - Royal Perth Yacht Club
A mere 12 years after Captain Fremantle arrived to establish the Swan River colony, a group of sailors staged a modest regatta to celebrate Foundation Day. From these humble beginnings, the club formalised in 1865 and became the third oldest yacht club in Australia, and the oldest yacht club in WA.
126 years - The Albany Club
Established in 1890 the Albany Club has the longest continual occupancy by a private club in regional WA and is the second oldest club in WA.

100 years - The Western Australian Club
This club was established as the Exchange Club in 1893 by some of Western Australia’s leading citizens. It was formed to create a meeting place for men working for the growth and betterment of the Swan River Colony. The Club made the final name change to The Western Australian Club Inc. in 1979. Today The Western Australian Club enjoys both male and female membership and resides in the Grosvenor building, which is located on the Penthouse level at 12 St George’s Terrace, Perth. While the club is now in it’s 125th year, the award celebrated the club’s centenary.

100 years - Manjimup Imperials Recreation Club
A century ago, a mid-haircut conversation at the Manjimup barber shop put into motion a sporting revolution that has continued to shape until today. This year marks 100 years since the club’s inception as Manjimup Football Club and 85 years since the 1931 name change to Imperials. Clubs WA Ambassador Bob Uittenbroek (pictured) accepted the certificate on behalf of Manjimup Imperials Recreation Club.

MAAC Manager Robert Weir said, “I have been associated with the Marmion Angling & Aquatic Club for in excess of 15 years and one name that has always been in front of us is Mal Atwell Leisure Group. Mal has for years worked very closely with Clubs WA and is well liked in the industry. Mal Atwell is 79 years of age, and even at his age he is out every day visiting clubs and is probably the most generous person and owner of a business that works with our industry. It would be wonderful to recognise a person that continues to support the industry, an industry that he is totally dedicated to.”

This award recognises a club that has the best example of a ClubTAB within the Clubs WA network, illustrating TAB growth over the past 12 months.
Thornlie Bowling Club
In April 1967 plans were drawn up by the Gosnells Council showing a proposed clubhouse and three greens on the Ravenhill Road site. Construction of the greens commenced around February 1968 with both B & C green being ready for play late 1969, with planning for A green well under way. The clubhouse followed soon after and the club’s first bar was built by Ron Kiernan. The clubhouse was officially opened on the 9th of October 1971.

Clubs are sitting on a goldmine that can drive growth and ensure sustainability. This article looks at the financial and strategic value of your members. By the time of its public listing Facebook had over 845 million monthly active users and was valued at US$104 billion; a staggering 85 times its annual earnings. The vast majority of Facebook’s revenues are derived from advertising to its massive database. Facebook sells nothing in the way of its own product or services direct to consumers. It does however take a clip of the ticket from companies that want to use its platform to distribute apps to its users. Today Facebook has a database of over 1.5 billion active users and a market capitalisation of $323 billion. What Facebook has shown is that in the digitally interconnected world we now live in, there is massive financial and strategic benefit in digital customer databases. Still not convinced that digital assets are equally if not more valuable than their physical counterparts? Then consider the decision by Air Canada in 2005 to spin-off its frequent flyer program Aeroplan. Following the demerger, Aeroplan, whose only major asset was a customer database of five million members, had a market value greater than the actual airline, whose assets included a fleet of aircraft. Closer to home, most will remember the days when our airwaves where chock full of advertisements featuring Tom Waterhouse’s face. What many might

not realise is that tomwaterhouse.com was never a profitable enterprise. Instead it was burning through money in an attempt to build a customer database in the hope of offloading to a large international corporate bookmaker for a profit. Tomwaterhouse.com reportedly went from having a database of 1,000 punters to over 200,000 in the space of two years on the back of a $25 million per annum marketing spend. Ultimately the business was sold to UK betting giant William Hill for $40 million. BUILDING A CUSTOMER DATABASE For most companies, building a digital customer database can be an expensive endeavour. William Hill recently reported it spends over $500 per individual customer acquisition in its Australian wagering business. Other more established players, like TAB, have lower costs to acquire new account customers but they still spend hundreds of dollars in marketing for each new sign-up. Last year alone the online wagering industry in Australia spent $148 million on advertising, most of it aimed at acquiring new customers. In this respect clubs have an advantage over many other businesses — by their very nature clubs are required to collect personal data on their members and have been doing so for decades. There is very little in resistance among the general public to providing their personal details to clubs. This is a unique position in the hospitality industry and the source of a major advantage over pubs and restaurants who typically struggle to collect information on their customers.
For clubs, the easiest way to grow their customer database is simply to grow their membership through a combination of advertising, quality offerings and good customer service.
decision making. Analysis can be as simple as comparing the age demographic of the club membership with that of the local area to find opportunities for membership growth.
FINDING STRATEGIC VALUE Clubs aren’t in the business of building a customer database to sell it off to the highest bidder. The real value for clubs comes not from simply collecting customer data but from using it to drive the business and ensure its sustainability.
Many clubs already have sophisticated digital platforms, such as loyalty schemes, that help capture data and provide business analytics. Those clubs will be familiar with the term Big Data, a catch-all term for the massive growth in data collection and the increasingly difficult task of analysing these huge data sets to generate meaningful insights, or in common parlance, separating the wheat from the chaff. It can be a real challenge but the results can be transformative.
The vast majority of clubs already use their database to facilitate digital engagement with their members. As well as using a website, Facebook and Twitter accounts, member databases enable clubs to engage their customers through electronic direct marketing on email and SMS. Some sophisticated clubs even have their own dedicated club app that facilitates a vast array of digital interactions with their members, including two-way communication such as online surveys and the provision of special offers. In its most recent annual report, Mounties Group highlights the strength of its digital engagement. The group has a membership of over 100,000 people and sent more than 1 million emails and 2.2 million text messages to members. It also has over 32,000 followers on social media. While few clubs have the scale of the Mounties Group, most will have a reasonable digital engagement strategy.
In contrast most pubs and restaurants have a very small digital footprint, limited to websites, Facebook and Twitter. The vast majority of pub and restaurant customers are largely anonymous. The local pub or restaurant is unlikely to have the email addresses or phone numbers of its customers. It has no way of communicating with them directly to encourage repeat visitation. The overriding lesson for clubs is that customer databases are of immense strategic value.
The other way to use the database is to analyse the data within to develop customer insights that drive strategic

The new $5 note What will it mean for you? Written by the Banktech Group
The new notes include new security features to prevent counterfeiting although key aspects of the existing design have been retained, such as the colour and the size. The new $5 note will not effect ATM’s as they currently do not provide $5 notes. All cash handling products will need to be upgraded. The Reserve Bank of Australia has been working closely with a range of companies to ensure that when the new banknotes are issued, key equipment that accepts or dispenses banknotes will work effectively with the new banknotes.
A range of other equipment that will require upgrades would be cashier-assisted products. Banktech has been working closely with the Reserve Bank and a range of suppliers like NCR to ensure that the software and/or hardware changes that will be required are completed prior to the roll out of the new notes. From our clients perspective - it will be business as usual as the transition to the new banknotes will be seamless.
This will include any self-service equipment such as cash redemption terminals, and importantly bank note acceptors that accept both money and tickets into a gaming machine.
Maylands Bowling Club

Written by Tom Helm, Clubs WA State Councillor, former member for the Mining and Pastoral region and Hon Secretary for the Maylands Sports & Recreation Club. Friday the 13th May was an unlucky day for the members of Parliament who decided to accept the challenge from Maylands Bowling Club to a game of bowls. The Parliamentary team consisted of serving and retired Members for Parliament - I was one of the retired ones - it wasn’t a huge loss and Maylands had the home-ground advantage. We all enjoyed a delightful afternoon tea which was provided by Simone Hodge from the Maylands Sports & Recreation Club, who was a
finalist in the Best Club Sandwich competition hosted by Clubs WA. Although we were unable to celebrate a victory that day, we did celebrate our victory in Coolangatta where we won the interstate cup which we didn’t expect to win either, but we prevailed with a good win over the favourites Tasmania. We look forward to playing the WA Police in September at the South Perth Bowling Club and hosting the interstate championship at Perth Tatts Club in January 2017.

Changes to the Associations Incorporation Act Originally published in the June 2016 Clubs WA magazine (available online)
The Department of Commerce will unveil the ‘Associations Online’ system on the 1st July 2016. This is an integrated online solution to all your associations requirements, which will enable your club to lodge documents, change association details, purchase a copy of your constitution or certificate of association and more. In the coming months, Clubs WA will develop a workshop which will be dedicated to Associations Online so member clubs will have a full understanding of this online portal. We will also invite a keynote speaker from the Department of Commerce to the ‘Good Governance - Secrets for Secretaries’ workshop on Monday 22nd August, to answer specific queries on the new Act. See page 21 for details on this event. A reminder you will still have 3 years to transition to the new Act. However, please be aware that where your constitution differs from the Act or the regulations, the Act/regulations will override your constitution. In particular, clubs will need to be aware that the Department of Commerce model rules contain a very detailed Dispute and Mediation clause. In this, clubs will need to allow for the following process to ensure natural justice is provided: 1. Member complaints against other members/ committee complaints against members that result in a disciplinary hearing, allows the accused member the support of a representative. 2. The accused member is provided the opportunity to sight the complaints made against them and has the opportunity to respond to these complaints. 18 18
3. After a decision to suspend or expel the accused member has been made, that they are provided the opportunity to appeal the decision and/or seek mediation. 4. If after appeal and/or mediation the charge against this member is not dropped – they are advised they can take their concerns to the State Administrative Tribunal (SAT). SAT will make a decision which could refer the dispute to mediation or [if the correct process was not followed] give orders to either direct the club constitution be followed or enforce the rights and obligations of the club and members. In the members section of the Clubs WA website you will find a Dispute and Mediation clause tailored for our clubs, which is in our draft Constitution template. Also, a reminder to update your address details/ register with Associations Online before 29 September https://associations.commerce.wa.gov.au/ associations/public/publicHomePage.jspx. The new template for clubs is now available on the members section of the Clubs WA website, under ‘Club Templates’. Process for changing your club constitution 1. Download the Clubs WA template constitution from the member’s section of the Clubs WA website: http://www.clubswa.com.au/Members/Tools-forYour-Club/Club-Templates 2. Ensure you have the most current constitution on file (if unsure you can check with the Department of Commerce as the only current copy is the one that they hold in their system). Phone: 1300 304 074. 3. Discuss what your club wants to change in your constitution and what needs to remain fixed in the constitution. 4. Draft the suggested changes at the subcommittee or management committee level. 5. Obtain approval at the management committee level. 6. Send your draft to Clubs WA for review. 7. Review Clubs WA feedback and amend as necessary. 8. Send the final draft to Department of Racing, Gaming and Liquor (RGL) for comment (you will need to follow this up). Please email this in the first instance to rgl@rgl.wa.gov.au and then follow up with a phone call 2 weeks later if you have not heard anything – at this time ask to speak to the person that has been assigned your draft. You need to allow at least one month for this process with RGL. Obtain a written response from RGL on your draft changes. 9. Ensure that the proposed changes are noted in a Special Notice of Motion to your members, with the timeframe as indicated in your current constitution
10. All members (including non-voting) must be advised as per your current constitution requirements. 11. Hold your General or Special General Meeting to have the Special Resolution accepted. This agenda item must be raised by the AGM convener (as per your constitution) as a Special Resolution. It should be moved and seconded by a committee member involved in the process and must be passed by a three-quarters majority of the Delegates present and voting. 12. Within one month of the passing of a special resolution to alter your constitution (the rules) you must lodge notice of the special resolution with the Commissioner for Consumer Protection at the Department of Commerce. The notice must set out the particulars of the alteration and include certification by a member of the committee that the resolution was duly passed as a special resolution and that the rules of the association as altered conform to the requirements of the Act. 13. Associations Form 5, ‘Notice of Special Resolution Altering the Rules of an Incorporated Association’ must be completed and the appropriate lodgement fee must accompany the notice. Current schedule of fees are: • • •
