Given these current turbulent times, it is no wonder that the team at Clubs WA have been busy on a number of fronts in our efforts to help our industry be sustainable both now and in the long run. One of our major efforts has been in recognising that our clubs, already the hearts of their local communities, have the ability to help improve our economy through welcoming genuine tourists. As you may be aware, after consultation with Clubs WA and other stakeholders, the government tabled the Liquor Control Amendment Bill 2018 to Parliament in March. As we go to print, the proposed amendment bill is being debated in the Legislative Council. Clubs WA has given support to the provisions in the Bill for our industry, including reducing red tape and allowing for our clubs to serve visitors. The Bill allows for club visitors, providing that clubs meet ALL of the following conditions: • The visitor must have their usual place of residence at least 40 km from the club; and • The visitor is to be visiting the club while travelling in the course of a holiday or travelling for leisure or business; and • The visitor is required, at the time of their visit, to pay a fee to the club for the use of its facilities; and • The club must have an up-to-date register of visitors continuously available for inspection. Clubs WA encourages you to now work with your local state MPs on supporting this legislation for our industry, which will ultimately benefit your local economy. In fact, promoting the importance of our industry to the community is vital to our long-term viability. However, it is something that as volunteer driven organisations, we are often so busy with the day to day runnings of our clubs, that we don’t have time to focus on the bigger picture.

Our Annual Club Industry Awards for Excellence night is our main showcase to government, media and the general public of the importance of our industry. I would personally like to thank all the clubs that have been involved in the Awards submissions this year. Whilst participating in the awards is a great way to audit your own operations as well as promote the wonderful work you do in the community, your involvement in the Awards process also enables Clubs WA to highlight to the rest of WA how integral our clubs really are. The promotion of the Awards in turns benefits all our community clubs through highlighting the benefits of being a club member. So whether your club has put in for an award or not, I encourage you to come along to our Night of Nights to help show unity in and strengthen our industry. Of course, the Awards Night is also a great way to celebrate with your club staff and volunteers, and to give back to those within your club who deserve a reward. As the year progresses, if your club hasn’t already done so, you will need to start looking at updating your constitution. For those clubs and associations that are already working on their constitutions, please remember to stay in contact with Clubs WA. This way we can make sure that you are following the right processes with government departments including all compliance requirements. With the transition period for incorporated associations to update their constitution coming to a close in just over a year, Clubs WA will be holding workshops and regional meetings in the coming months in order to assist you with this process. If you would like to register your interest or have any queries on the constitution updating process, please call our office.

LIQUOR AMENEDMENT BILL - SECOND READING The Liquor Control Amendment Bill 2018 had its second reading on April 12, 2018. The purpose of this Bill is to amend the Liquor Control Act 1988 to facilitate a more tourism-friendly hospitality culture, implement strategies to reduce harm and remove regulatory burden. CONGRATULATIONS TO LAVAN ON 120 YEARS Clubs WA congratulates longtime partner Lavan on reaching 120 years. Michael Gibson Lavan KC, their namesake, started practice in Perth in 1898, making 2018 their 120th year. In a rapidly changing legal environment, Lavan is one of the few firms to have retained its local identity by choosing not to merge with a national or global practice. Keep an eye out because in coming months Lavan plans to share some interesting stories from their past. FEATURED FUNDING Azure Foundation Grant Applications Accepted all year round

The Azure Capital Foundation was established in 2009 to help deserving community organisations fulfil their charters. The shareholders of Azure Capital and Azure Consulting donate 2% of the firm’s pre-tax profits to the Foundation each year. Staff also contribute through a Workplace Giving Program. Applications are accepted throughout the year, with a turnaround time of 3 to 6 months. Road Safety Commission Grants

The Waste Authority Community Grants Scheme (CGS) applications are now open for community groups working on projects that reduce waste and boost recycling. Event Grants To further encourage community groups to participate in road safety, the Road Safety Community Grant Program provides from $50 to $1,000 in event grants. Successful applicants will be supplied with a road safety message with relevant information and suggestions for supporting policies. Project Grants Project Grants were developed to provide funds to organisations and groups to develop and implement projects based on the Towards Zero 2008-2020, the State Government’s road safety strategy. Timing: Applications must be received at least three months prior to the commencement of the planned project start date. Grant applications are assessed bi-monthly. Applications close on the last Friday of February, April, June, August, October and December.

Waste Reduction in Clubs Workshop This project was funded by the Waste Authority through the Waste Avoidance and Resource Recovery Account. On Monday 26th March, Clubs WA hosted a Waste Management workshop for club managers and committee members looking for efficient and cost-effective ways to reduce their waste. Attendees were treated to a delicious spread of morning tea provided by the Perth Flying Squadron Yacht Club and then the workshop kicked off. Workshop guest speakers included Andy Simmons, program manager with the Waste Authority, and Lindsay Miles, Waste Consultant and Sustainability Educator. Lindsay Miles began her presentation with an overview of recycling and environmentally friendly alternatives to plastic single-use products. She then delved deeper into sustainable alternatives and how in many areas clubs can replace their throw-away plastics with reusables, such as washable plates and stainless steel cutlery for club events. Clubs WA was able to provide this workshop for members through the Waste Authority’s grant program. After clubs were able to hear great ideas from Lindsay, Andy Simmons form the Waste Authority then spoke with clubs about how they could fund their waste reduction project through community waste grants. The Waste Authority is a statutory body within the Government that works with various groups to promote an understanding of resource recovery. Andy explained there are three main grants available, and each share the main objectives of avoiding waste, helping to limit waste in landfill, and creating and advertising new and better waste management strategies. Each of the three grants are open to different groups for different projects and have different eligibility requirements. To end the presentations, Clubs WA CEO conducted a door prize draw with Marmion Angling & Aquatic Club and Byford & Districts Country Club each winning a set of recycling bins for their club. • •

The workshop ended with the Perth Flying Squadron Yacht putting out a delicious array of finger foods and sandwiches for the attendees to enjoy. Although change isn’t easy, remember you can start your waste journey off slow. Attendee Goody Bags Inside the goody bags were a range of products specifically for clubs who might not have the resources to jump straight into the deep-end of their waste reduction journey. For a lot of clubs, it will take a bit of a transition to lower their waste, so attendees were gifted some “Steppingstone” products that would encourage them to start making small changes, including: •

Napkins, coffee cups and cutlery made out of recycled products or biodegradeable materials that are intended to break down a little quicker than your cheap plastic alternatives.

Single-use serving bowls made out of sugarcane. Sugarcane ethanol has emerged as an important ingredient to substitute for petroleum in the production of plastic and can be recycled.

Onya Produce bags, which are made out of recycled PET drinking bottles. These produce bags will reduce the need to grab single-use plastic bags when produce/ grocery shopping.

Takeaway coffee cups from the Paper Cup Project, which are made out of 100% biodegradebale and compostable materials (i.e. no hidden plastic linings). So for clubs who host large carnivals and it’s not feasible at this time to use reusable products for such a large number of people, these Paper Cup Project cups are a good alternative. The cups produced by this project feature the design of a local artist and change every few months. A Box of 1,000 cups is $88 and a box of 1,000 lids is $39.

We understand that for our clubs (and for our own office as well), it can be difficult to make such big changes. The above products are some small steps to get you moving on your waste reduction journey.

Why is it so important to reduce our waste? To sustain the current rate of consumption in Australia, we would need 5 planets worth of resources. We only have one, and we are depleting it all the time. Reducing waste is looking at how we can use resources responsibly. Why focus on reducing plastic waste specifically? Every piece of plastic that has ever been made still exists. It is estimated that there will be more plastic in the ocean than fish by 2050. To date we have only recycled 10% of all plastic ever made, and of that 10%, only 10% of that has been recycled more than once. It creates litter, environmental damage, pollution, health concerns and in many cases is completely unnecessary. It’s also a problem with lots of solutions. For more information on this I’d recommend watching the documentary “Bag It”. In WA, what can be recycled? This depends on location. Councils contract waste collection and recycling to different contractors, and businesses may also use their own contractors. Once collected the materials are taken to a Materials Recovery Facility, where they are sorted and either baled for shipping overseas or landfilled. The contracts for recyclables are short term, and are renewed every 3 months, so this is always changing according to markets. The best way to find out what is currently recycled and where it is going is to contact your council or recycling contractor. How can we dispose of our our organic waste? If you can deal with them onsite, that is the cheapest and easiest solution. Worm farms are the easiest food waste system to manage: see www.pearthworms.com.au. A local community garden may be happy to collect scraps for their compost bins. Alternative businesses like Kooda and Suez can collect food waste from venues. What is Plastic-Free July? Plastic Free July is a challenge where participants try to avoid single use plastic during the month of July (www. plasticfreejuly.org). Over 1 million people in Western Australia took part last year so it is a great opportunity to try new things on your members when there is increased awareness and public support.

How can we encourage our members to be more receptive to waste-friendly practices? The best thing to do is to choose easy wins that don’t require much change on their part, and be quick to share successes. That helps build momentum. Do one thing at a time. Champion people who support the changes, and always try to use “we” language rather than “us versus you”. Try to avoid talking about change in terms of money saved when conversing with members: frame the conversation as litter reduced, or staff time spent doing better things. Are you aware of any companies in Perth who provide biodegradable/sustainable catering? Yes - many companies are willing to meet these requests. I would suggest contacting local companies and asking them specifically what their policies are. In my experience many are willing to adapt if this is requested. Eco Eats (www.ecoeatscatering.com.au) is one company that I know of that puts a particular focus on sustainability. What can we do with leftover food after an event? The best way to reduce food waste is forward planning and considering the options before the event begins. Ask, is there a way to repurpose leftovers for other meals later in the week, or is there a local community garden or organisation that can collect food waste for composting? Oz Harvest is a local charity that collects leftover food and redistributes to people in need: www.ozharvest.org/perth • •

New Normal Subiaco is a restaurant with zero waste practices. Millbrook Winery in Jarrahdale do Waste Free Mondays where they use leftovers from the weekend in their menu and reduce the price by a third.

IS YOUR CLUB INCOME TAX EXEMPT? WHY A YEARLY SELF ASSESSMENT IS IMPORTANT FOR EVERY CLUB To help you determine if your club qualifies for the income tax exemption status, it is recommended that you perform the ATO self assessment checklist every year. Here are my steps for your club: 1. Work through the below flow chart from the ATO. Is your organisation a charity? For more information refer to Is your organisation a charity? (QC 16641).

You can self-assess whether your organisation is income tax exempt. Work through the Types of income tax exempt organisations to see if your organisation fits within any of the categories listed and meets the requirements for exemption. The worksheet will help you do this.

2. If your club then needs to self assess whether you are exempt from tax because you are not a charity or registered under the ACNC, then you must look at the types of income tax exempt organisations.

In other words, your club must fit under one of these broad groups: • Community service organisations • Cultural organisations • Educational organisations • Employment organisations • Health organisations • Resource development organisations • Scientific organisations • Sporting organisations

3. If your clubs fits in one of the above groups, then you must meet other requirements to be exempt from paying tax. If your club doesn’t fit in one of the groups above, then you will be liable for tax on non member income.

If your club falls into one of the broad categories, then you must also satisfy the following other requirements to be exempt from income tax. This includes passing at least one of the following: • A physical presence in Australia test - ie your club has a physical presence in Australia. • The Deductible gift recipient (DGR) test - requires your club to be a deductible gift recipient (DGR). • Prescribed by law test – applications can be sent to the government, where they will determine if the club is tax exempt. More information on this can be found at www.ato.gov. au/Non-profit/your-organisation/do-you-have-to-payincome-tax-/requirements-for-self-assessing-entities/ From here the next requirement is that the governing rules must be in place (in the constitution). This means that you must operate only in a manner consistent with the rules of core importance to your operation, including those related to your objects and those relating to your not-for-profit status. Finally, the final requirement is passing the income and assets condition. The organisation will meet this condition if it applies its income and assets solely for the purpose for which it is established. 4. If your club is satisfied you are exempt from tax, then you should complete the checklist form provided by the ATO.

This form doesn’t need to be sent off to the ATO but it should be signed off by the committee every year. HEALTHY CLUB FOOD & DRINK OPTIONS WRITTEN BY ALEX RIDLEY, CLUBS WA MARKETING INTERN

“In this day and age, club members expect to have tasty, nutritious and affordable food choices available,” said Clubs WA CEO Karen Giles. “Although our industry has come a long way in terms of providing healthy food, there are still lots of things clubs can do to promote healthy eating throughout their club programs and kitchen offerings.” Clubs WA recommends clubs adopt the State Government’s ‘Traffic Light’ classification system, which makes it easy to see which foods are healthy and which are not. A healthy club canteen menu should comprise over 60% ‘green’ foods – such as fruit, vegetables and lean meat – and less than 40% ‘amber’ foods, while ‘red’ foods with little or no nutritional value should be sold sparingly or not at all. Michelle Riekie, a nutritionist and project manager with the WA School Canteen Association (WASCA), encourages clubs to utilise the Star Choice Buyer’s Guide when buying food products. The Buyer’s Guide is a registry of recommended ‘green’ and ‘amber’ products and is developed by WASCA in partnership with the Heart Foundation of Australia and the Department of Health. This resource is currently available online or in hard copy for a small fee. Rather than changing canteen menus overnight, which is likely to hurt profits, clubs are recommended to ease members into change by slowly phasing out their least popular junk foods and sugary drinks and replacing them with tasty, healthy alternatives. Healthy options should be affordable, clearly visible, appealing and even fun – think apple slinkies or fruit skewers. Using promotional bundles to encourage healthier choices can be highly effective. Most importantly, remember to ask members for their feedback on any changes.

There are plenty of simple changes which clubs can make to improve their canteens. Some of our favourite suggestions include: • Cooking in non-stick pans to reduce the need for oil • Loading sandwiches and burgers with plenty of salad ingredients • Choosing reduced-fat dairy products • Offering healthy fruit juices without added sweeteners Cockburn Little Athletics Centre, Forrestfield United Soccer Club and Rockingham City Football Club are just some of the clubs which have achieved fantastic results by implementing these changes. Forrestfield United organises a weekly donation of fruit and vegetables from a local wholesaler to help subsidise their healthy choices. The club made great subtle changes throughout their canteen which resulted in an increase from 18 per cent ‘green’ foods to 41 per cent ‘green’ food and drinks offered on their menu. Changes included introducing a variety of salads (using existing line of stock!); reduced sweets and lollies; added more salads to burgers; and replaced soft drink lines with carbonated 99% fruit juice. These are just a few of the small changes the club gradually made. Many of these clubs have also found that adopting a healthier menu has been more profitable in the long run, attracting new customers and members. However, if your club could use financial assistance with implementing a healthier menu, it can apply for one of Healthway’s Health Promotion Project Grants. Clubs are also encouraged to be wary about accepting sponsorship from fast food or sugary drinks companies. Research shows that sporting clubs in particular are bombarded with advertising for unhealthy junk food, with children the primary target. Willetton Basketball Association

In partnership with Racing and Wagering WA and Royalties for Regions, Pinjarra Harness Racing Club have started their $2.8 million building project.

The Willetton Basketball Association’s indoor courts will soon double from four to eight with capacity increasing to 5,500 as a result of funding grants. Funding included: a State Government grant of $1.5 million through CSRFF; a Federal Government grant of $5.5 million; and City of Canning grant of $2.2 million. The Willetton Basketball Association is also contributing $800,000 of their own funds.

The new 126-stall complex will also include specially designed walk-through harness stalls, a racing administration section, trainer’s lounge and stewards offices along with female and male driver change rooms. The project is set to be finished by the end of this year.

The upgrades will include new change rooms, storage rooms, toilets, administration and social areas.

Forrestfield & Districts Bowling Club

The upgraded facilities will also allow for the co-sharing of courts and facilities by local badminton and netball players.

Forrestfield & Districts Bowling Club has had a cracker start to the year with one of it’s best season in the past 30 years of competition. The club’s first Saturday Ladies Pennant team was one of seven of the club’s 10 teams who made the finals.

Gosnells Bowling Club In an attempt to become more environmentally conscious Gosnells Bowling Club have unveiled the club’s new LED lights.

The club has also increased its membership by almost 50%.

Not only do the new LED lights reduce their carbon footprint, they also allow them to run more night games for their 400 members.

Local clubs help tackle illegal drugs

The lights were built with the help of a $100,000 grant from the Local Projects Local Jobs program.

The Alcohol and Drug Foundation (ADF) says community sporting clubs have an essential role to play in tackiling illegal drug use in WA. Funded by the Australian government and coordinated by Good Sports, the Tackling Illegal Drugs program aims to help Australian sports clubs become better prepared to address drug-related issues. Sporting clubs are a snapshot of the larger community, no matter what age, or sport, chances are, somebody at your club has been touched by the issue. The program believes that even if it isn’t an issue now, it pays to always be prepared. The Tackling Illegal Drugs program is funded by the Australian Government and proudly delivered by the Alcohol and Drug Foundation. Mill Point Rotary Club saves more than 19,000 linen items from landfill by donating to charity Across five days, the Mill Point Rotary Club has rescued a staggering amount of bed sheets and towels and shipped them off to a number of charities. The club’s ‘Project Linen’ is now in its fourth phase and club volunteers remain committed to giving linen items a second life and reducing the amount ending up in landfill.


Is Approval Needed to Change Licensed Club Premises? The answer to that question is not always simple or straightforward. Really, it depends. Let’s start with the basics. A liquor licence is granted by the licensing authority to an approved entity, such as club, which is referred to as the “licensee”. The liquor licence permits the licensee to sell and supply liquor at the approved particular place being the “licensed premises”. The licensed premises is identified on the “approved plans” where the boundary of the area where liquor may be sold, supplied and consumed is outlined in red (and yellow in respect of some extended trading permits). A licensee is not permitted to make changes or redefine the licensed premises in a range of situations without the prior written approval of the licensing authority. Failure to comply can potentially lead to a range of serious consequences including suspension of the licence. Some of the common changes to licensed premises that may require licensees to seek the prior approval of the licensing authority include the following: 1. Structural changes to the building or the addition of new structures within the licensed area. 2. Interior refurbishments or alterations (other than cosmetic changes such as painting or replacing worn out furniture). 3. Changing the area where patrons are able to consume liquor by increasing the area (such as adding an outdoor area) or reducing the area. 4. Providing additional toilets to increase the capacity of the venue. 5. Changing the way part of the premises operates (such as changing a meeting room into a dining area). In all these types of cases, a licensee is required to submit an alteration/redefinition application prior to making any material change to the approved plans. Penalties apply for unauthorised changes. This statutory obligation is highly relevant to clubs, particularly those that share facilities with other clubs, where the local government is ultimately responsible for maintenance and structural integrity of the club house.

The local government may propose to undertake significant renovation works or upgrade the clubhouse facilities However, the local government is not the licensee. This means it is the responsibility of each individual licensed club that uses the facility to apply to the licensing authority for approval to alter/redefine the licensed area. This scenario may be relevant where clubs, such as football and cricket clubs, share facilities throughout the year. If one club were to upgrade the facility, for example renovate the service area to extend the bar, such a change would need to be approved by the licensing authority in respect of both licences, prior to taking effect. Some applications seeking approval may have to be advertised and consequently could be the subject of interventions and objections. In some cases council approval will also be required. Should changes have already been made to your club’s licensed area without prior approval, your club should consider urgently whether retrospective approval should be accompanied by an appropriate explanation. Some types of changes may not require prior approval of the licensing authority but do need to be notified within 14 days. If your club is proposing to renovate or upgrade its facilities and the changes are going to affect the licensed area, the club may need to apply to the licensing authority for approval to make those changes before going ahead. In certain circumstances, the licensing authority may instead only need to be notified after those changes are made, but notification must be given in the required time frame. Dealing with changes to licensed premises can potentially be complicated. We recommend seeking advice in advance. ASSOCIATIONS INCORPORATION ACT 2015

It has now been just over 2-years since the Associations Incorporation Act 2015 (referred to as the Act) came into effect replacing the previous law for incorporated clubs and associations.

You do not need to submit copies of your financial reports, meeting minutes, or committee/member registers with the information statement.

Just a reminder of a few key activities your club should have already submitted or started to work on.

SHARE YOUR RULES WITH MEMBERS

UPDATE YOUR ADDRESS DETAILS Your club should have already notified the Department of Mines, Industry Regulation and Safety (DMIRS) (previously the Department of Commerce) of its address details. This information was due by 29 September 2016, but if you have yet to notify the DMIRS of this information please do so immediately through AssociationsOnline. COMMITTEE ELIGIBILITY

You must give each new member of your club a copy of the constitution when they join. The rules can be in hardcopy or electronic format. Sharing links to where members can find the rules on your website or social media platforms is also acceptable. UPDATING YOUR CONSTITUTION It’s time to start considering what changes you will need to make to your Constitution, (if you haven’t done so already).

It is important to check that all currently serving committee members are eligible to do so under the Associations Act.

As most clubs should now be aware, all associations under the Act must update their rules to comply with new requirements, by June 30, 2019.

INFORMATION STATEMENTS DUE

Please view the “Club Constitutions” page on the Clubs WA Member’s website for easy to follow processess and guides. We have also developed and made available Constitution templates for both licensed and nonlicensed clubs.

A reminder that your club must submit an information statement to Consumer Protection within six months after the end of its financial year. This statement is to confirm that your club is still active, that it’s eligible to be incorporated and that you have held your Annual General Meeting. You can lodge this statement through AssociationsOnline. Information you will need when lodging: • Your club’s current address (either street address or a PO Box); • The date of your most recent AGM; and • Your club’s total revenue for the last financial year. You will also need to confirm: • Whether you have at least six (6) voting members; • Your club’s main purpose (ie educational, sporting, recreation, religious); and • Whether your club is registered with the Australian Charities and Not-for-Profit Commission.

CLUB COMPLIANCE CLUB COMPLIANCE

Remember that currently, ALL licensed clubs must first submit their draft updated constitution to Racing, Gaming and Liquor for PRIOR approval. AGMs & FINANCIAL REPORTING The requirements for financial reporting to members applicable to your club under the new law will depend on which reporting tier your club falls under. Each tier is calculated based on your club’s annual revenue. You can do a simple self-assessment to work out which tier your clubs belongs to and what information will need to be included in the financial report through the AssociationsOnline portal.


With the end of the financial year for many clubs having passed, or soon coming up, management committees are reminded that its time to prepare for your Annual General Meeting (AGM). Unless your constitution states differently, associations have six months after the end of their financial year to hold their AGM, so groups operating on a 1 July to 30 June financial year will need to hold their meetings by no later than 31 December 2018. Please refer to your Constitution for notice requirements. The new tiered reporting requirements are now in place, so please ensure your committee is aware of your club’s financial reporting responsibilities. Financial reporting is a major component of club governance and under the new Act there are increased penalties for committee members who fail to adhere to legislation. Auditors Please check which tier your club falls under for financial reporting requirements. However, it is important to remember that if your club falls into Tier 1 or Tier 2 you may still need an audit if either your constitution states there will be an auditor or if you have funding/shire/ other arrangements that require an audit be conducted. Clubs WA is aware of the costs involved in engaging professional financial services and as such we recommend that clubs with an audit requirement ensure they appoint an auditor that understands the club industry. It’s imperative to have your audit signed off to satisfy your constitution requirements prior to your scheduled AGM date. Clubs WA uses Francis A Jones as our auditor. Francis A Jones have also provided notes to assist your club with determining your income tax exemption status - please refer to page 11 for more information. AGM Preparation Reminders Below are a few of the processes and activities that Clubs WA advises you check your constitution for: • What does your Constitution specify in terms of when, and in what format your Notice of Motion needs to be sent to members? i.e. does it need to be posted, emailed, pinned to the club noticeboard, or all of the above? • What are your quorum requirements and do you have provisions if you don’t meet the quorum?

Working With Children Check WA The Working With Children (Criminial Record Checking) Act 2004 keeps Western Australian children safe by ensuring that those who work closely with them have their best interests at heart. Individuals seeking child-related work must undergo a Working With Children Check (WWCC). A person is required to obtain a WWCC if they are engaged in “child-related work”. Work is considered to be child related if the usual duties of the work involve, or are likely to involve, contact with a child unless an exemption applies. Contact includes any form of physical contact, oral communication or electronic communications. One of the exemptions that applies in relation to a club or association is for work carried out on a voluntary basis by a parent of a child who is involved, or is ordinarily involved in some, or all, of the activities of the club or association. A further exemption applies for coaching work carried out on a voluntary basis by a parent of a child to whom the service is being provided in connection with an activity in which the child is participating, or ordinarily participates.

The key issue to be assessed is whether the usual duties of the person’s work is likely to involve contact with children. Ultimately, a situation should be assessed on a case by case basis. However, generally speaking it should not be necessary for persons working at licensed club facilities to obtain a WWCC. Clubs WA encourages our clubs to view the following website for more information on exemptions: https:// workingwithchildren.wa.gov.au/about/categories-of-childrelated-work or telephone on 6217 8100. In addition, Clubs WA recommends that your club determine a policy for having juveniles on premise and any additional protections that you wish to make available to them as part of your member protection. For example, your club may have an exemption from requiring a WWCC, however you may wish to put in policies for national police clearances for all their Volunteers as well as having child safety policies included in their Members Code of Conduct. About the bulk-purchase scheme Clubs WA has organised the following bulk-purchase discount and profit-sharing scheme for Clubs WA members. Bulk-purchase scheme • Purchase the unit at the heavily discounted price of $1,650. • Split profits from the PayPass machine 50/50 with the breathalyser company, Andatech. • This scheme has been organised to all clubs to reduce the otherwise significant upfront costs. • Contract term can be individually negotiated for 3-5 years. • The scheme includes the year one calibration fee of $240. Each year after, calibration will be charged at $240 per annum. • Clubs WA requires a minimum of 10 clubs to participate in this bulkpurchase program. Installation and Equipment • Installation is to be carried out by the club. • Signage will be included with the purchase of the machine. • Drinking straws will need to be purchased for customers to blow into. Straws can be purchased from Andatech for approx. $54 for 3,000 straws. Alternatively, you can purchase drinking straws from your usual hospitality provider. Early termination of contract • Minimum 6-month notice of cancellation of contract is required by Andatech. Otherwise a $424 early-termination fee will apply.

Service and Maintenance • Annual calibration and servicing (calibration is $240 per year). • The new calibration parts will be posted to the club each year and the club can easily switch over the new parts for reading. Insurance • The Equipment is held at your risk during the term of this Agreement and it is your responsibility to maintain adequate insurance in respect of the Equipment in respect of theft, loss, damage for the term of this Agreement. • Please contact Clubs WA Partner, Arthur J. They will pay you at the end of each calendar month during which revenue has been collected and counted.
