District Representative’s Message Greetings my Brothers of the Third District, I greet you in the name of our Lord and Savior, Jesus Christ. It brings me great pleasure and humility to serve as your District Representative of this great District! Being "the birthplace of Omega," I am truly inspired to lead the Third District. It is my desire to grow the district to 2500 brothers thru Reclamation and Retention, while continuing to improve the Website and Automation. Our District has a rich history that is unapproachable. History such as the founding of the fraternity at Howard University in Washington, D.C. on November 17, 1911, to the four Founders, to the twenty-nine Former District Representatives, and to all the brothers that have served and are serving in this district now. I would also ask that you support or donate to the established endowment accounts at a university of your choice. DR’s Black History Message 2021

Black History Month is an annual observance originating in the United States, where it is also known as AfricanAmerican History Month. It has received official recognition from governments in the United States and Canada, and more recently has been observed in Ireland, the Netherlands, and the United Kingdom. It began as a way of remembering important people and events in the history of the African diaspora. It is celebrated in February in the United States and Canada, while in Ireland, the Netherlands, and the United Kingdom it is observed in October. The precursor to Black History Month was created in 1926 in the United States, when historian Brother Carter G. Woodson and the Association for the Study of Negro Life and History announced the second week of February to be “Negro History Week”. This week was chosen because it coincided with the birthday of Abraham Lincoln on February 12 and of Frederick Douglass on February 14, both of which dates black communities had celebrated together since the late 19th century. Negro History Week was the center of the equation. The thought-process behind the week was never recorded, but scholars acknowledge two reasons for its birth: recognition and importance. Woodson felt deeply that at least one week would allow for the general movement to become something annually celebrated. Also, after the ten-year long haul to successfully complete his “Journal of Negro History”, he realized the subject deserved to resonate with a greater audience.

DR’s Black History Message 2021 cont.d Omega’s involvement with Black History In the Third District – “The Birthplace of Omega” – James Town 1916! On August 20, 1619, “20 and odd” Angolans, kidnapped by the Portuguese, arrive in the British colony of Virginia and are then bought by English colonists. The arrival of the enslaved Africans in the New World marks a beginning of two and a half centuries (400 plus years) of slavery in North America. Founded at Jamestown in 1607, the Virginia Colony was home to about 700 people by 1619. The first enslaved Africans to arrive there disembarked at Point Comfort, in what is today known as Hampton Roads (my hometown area). Most of their names, as well as the exact number who remained at Point Comfort, have been lost to history, but much is known about their journey. They were originally kidnapped by Portuguese colonial forces, who sent captured members of the native Kongo and Ndongo kingdoms on a forced march to the port of Luanda, the capital of modern-day Angola. From there, they were ordered on the ship San Juan Bautista, which set sail for Veracruz in the colony of New Spain. As was quite common, about 150 of the 350 captives aboard the ship died during the crossing. Then, as it approached its destination, the ship was attacked by two privateer ships, the White Lion and the Treasurer. Crews from the two ships stole up to 60 of the Bautista’s slaves. It was the White Lion which docked at Virginia Colony’s Point Comfort and traded some of the prisoners for food on August 20, 1619. My visits while in the military to the motherland included Somalia (I was a Company Commander in the United States Army during “Blackhawk Down”), Egypt and Kenya Africa. Last, the Historical Black Colleges and Universities (HBCUs) such as Norfolk State University (My Alma Mater), Virginia State University, Virginia Union University, Hampton University, University of the District of Columbia, Howard University are rich in African American history of yesterday and today. The Third District at a Glance – Fundraising and Scholarships The Third District has raised well over $50,000 since the administration under Brother Conrado B. Morgan, District Representative took over. The district raised $34,000 for St. Jude and Omega the Power of Giving Fundraiser 2020 out of $123,000. The Third District came in 1st Place for the third year in a row for Omega Psi Phi Fraternity, Inc. The Third District and the Third District Scholarship, Talent Hunt and Social Action Foundation, Inc. raised $4,000 for a Borehole in Tekyikrom, Ghana Africa in support of the Water is Life Initiative with Omega Charities Foundation, Inc. We would like to thank Brother Jeff Tarpley, Social Action Chairman for his leadership on both projects. Brother Pittman Rock is the new President for the Third District Scholarship, Talent Hunt and Social Action Foundation, Inc. We have ten (10) undergraduate chapters with endowments valued at $507,000. Omega Psi Phi Fraternity, Inc. made a $10,000 donation to Omicron Gamma Chapter’s endowment account at the University of the District of Columbia (UDC). A Historical Black College or University (HBCU). We had three undergraduate Brothers to win International Scholarships from Omega Psi Phi Fraternity, Inc. at the 82nd Virtual Grand Conclave. Brother Justice Walters won $5000 for the H. Carl Moultrie Legal Scholarship, Brother Ian Cruickshank, Jr. won $5000 for the Dr. W. Montague Cobb Medical Scholarship and Brother Merrick O. Simms, II won $5000 for being named the Third District Scholar of the Year. Thank you Brother Rod Tasco, Scholarship Chairman for your leadership in this very important mandated program. In addition, American Association of Retired Person (AARP) Virginia granted the Third District $2000 in support of chapters doing work in the community as it is related to the Coronavirus. Thank you, Brother O. Jay Allen for securing the grant. Last, Brother Cornelius Beidleman, Automation Chairman has done a wonderful job improving our website at www.3rddistrictques.org. The website has 635,000 views and we have made $5,500 in the purchase of 11 ads.

Richmond, Virginia, Monday, January 18, 2021, the Third District Legislative Day at the Capital was a success. Brother Luke Torian and Brother Cliff Hayes were the hosts. Brother Robert Fairchild, Chairman, Political Action, was the master of ceremony. Governor Ralph Northam, Lieutenant Governor Justin Fairfax, Attorney General Mark Herring and the States Delegates below all participated in the event. Proclamation for 555th Parachute Infantry Association, Inc. “Triple Nickles” Whereas, The Omega Psi Phi Fraternity, Incorporated recognize the 555th Parachute Infantry Association, Inc. “Triple Nickles” for 77 years of service on February 1, 2021; And whereas, The 555th Parachute Infantry Battalion was nicknamed the “Triple Nickles” because of its numerical designation and the selection of 17 of the original 20-member “colored test platoon” from the 92nd Infantry (Buffalo) Division. Hence, the origin of the term Buffalo Nickles; the spelling derives from Old English. Three buffalo nickels joined in a triangle or pyramid is the identifying symbol. And whereas, Many years before “Black Pride” became a popular slogan, a small group of Black American soldiers gave life and meaning to those words. Born within an army that had traditionally relegated Blacks to menial jobs and programmed them for failure, the 555th Parachute Infantry Battalion or “Triple Nickles,” succeeded in becoming the nation’s first All-Black parachute infantry test platoon, company, and battalion. And whereas, since 1944, the “Triple Nickles” has served with pride. In early 1945 the “Triple Nickels” received secret orders for a permanent change of station. They were sent to Pendleton Oregon & assigned to the 9th Services Command, trained by the U.S. Forest Service, and they became history’s first military smokejumpers. Be it therefore resolved that, on behalf of the Supreme Council and the Brothers of the Omega Psi Phi Fraternity, Incorporated, we hereby declare February 1st as 555th Parachute Infantry Association, Inc. “Triple Nickles” Day in Omega Psi Phi Fraternity, Incorporated. NU PSI establishes Memorial

Nu Psi Chapter of Omega Psi Phi Fraternity, Inc. was founded by Dr. Luther Porter Jackson on December 12, 1927 on the campus of Virginia State University (VSU) in Petersburg, Virginia. Throughout his career, Dr. Porter not only contributed to our beloved Fraternity in many ways, he was also a strong proponent of the Civil Rights Movement and served as a distinguished faculty member at Virginia State University (VSU). From his initiation in 1923 until he entered the Omega Chapter in 1950, Dr. Porter truly exemplified the four cardinal principles through his scholarly works and his community service. In accordance with Dr. Porter’s vision of excellence, Nu Psi Chapter members have held several key positions within the Fraternity both at the District and National level. We have also continued to maintain our reputation as a premier Chapter known for our unique stepping and branding styles.

NU PSI establishes Memorial cont.d Our goal in establishing this memorial was to honor our founder and acknowledge his lifetime of achievements. The memorial also provides an opportunity for past and present chapter members to be a part of Nu Psi’s and Virginia State University’s (VSU)growing legacy. Prior to receiving approval from VSU, I formed a committee to begin planning and designing Nu Psi’s memorial. The committee consisted of the following individuals with initiation dates ranging from the 1970’s to 2014: Jamaal S. Claggion, Ph.D. #3 ‘96(Chair) Rodney King #2 ‘05 (Co-Chair) Jerry Jones #4 ‘72 Garvey Wright #10 ‘87 Fitzgerald Barnes #5 ‘87 Eric Copeland #17 ‘92 Walter Joseph #12 ‘96 Donfred Napoleon #2 ‘96 Michael Paige #9 ‘98 Rashad Joyner #11 ‘00 Darien Kearney #9 ‘09 Jose Quervo #2 ‘09 Deshawn Faulks #1 ‘14 Conceptually, the committee’s mission was to create a memorial that was very different from the existing organizational plots on VSU’s campus and Omega plots across the country. The idea was to develop a design that required very little maintenance over time. Having committee members with backgrounds in Real Estate Development (Claggion #3 96) and Architecture (#12 96 Joseph), we were able devise a plan that included materials such as black granite and grey wall block to give the memorial a more distinct and classic appearance. Throughout this process the committee made a concerted effort to ensure that our monument aligned directly with our Chapter traditions and the beauty of VSU’s campus. Each side of the monument features historical aspects of Nu Psi Chapter and Omega Psi Fraternity, Inc. as a whole. Since completion, our memorial has received recognition from VSU’s Administration and other Chapters within Omega Psi Phi Fraternity across the country. Our memorial is a true reflection of Nu Psi’s history and serves as a symbol of leadership that positively represents Omega Psi Phi Fraternity, Inc. Lastly, we would like to thank Brother Jay Smith (86’ Mu Epsilon) of Smith Family Monuments for providing the granite work that is featured in the memorial. This project is a true testament of bridge building and Omega men working together.

Greetings Brothers, Thank you for supporting our 2020 fundraising campaign for the St Jude Children's Research Hospital. Last year, the fraternity surpassed its goal of $100,000 with an outstanding effort of $123,000 in total donations. The top fundraising district was the Third District, and the top fundraising chapter was Pi Lambda Lambda. The fraternity's goal this year is $125,000, and we need your leadership and efforts in promoting our St. Jude & Omega - The Power of Giving 2021. Upsilon Nu Says “Mission Accomplished”! Richmond, Virginia, Tuesday, November 3, 2020, Upsilon Nu came out to show voter support on election day, at their adopted precinct, Hickory Hill Community Center, 3000 E. Belt Blvd. The Chapter set up locations to distribute water and snacks to voters standing in line. Voters were encouraged to fight any frustrations due to potential long lines. “The organizers of the event were very appreciative of our efforts,” stated VREM Committee Chairman Brother Theodore Braggs. It had been 45 days of early voting and countless conversations with citizens trying to educate them on the benefits of voting and reminding them that elections do have consequences.

Brother Braggs has organized and led all the Chapters efforts for g registration and education. This has been a long season, and so much was at stake yet again. The amount of effort being brought to bare for this election has been amazing, organizations have collaborated across their structures to mobilize in away never seen before. During a season of social unrest and the pandemic the election effort was a success. Former Vice President Joe Biden (D) won the presidential election. President-Elect Biden received 306 electoral votes and President Donald Trump (R) received 232 electoral votes. In the national popular vote, President-Elect Biden received 81.2 million votes and Trump received 74.2 million votes

The Alpha Iota Chapter of Omega Psi Phi Fraternity, Inc. continues to display 80 years of renowned services to uplifting humanity and compassion on those that have fallen on hard times in the City of Suffolk. On Tuesday, November 10th, the men of Alpha Iota Chapter prepared 175 meals, fed the homeless, and gave away new and gently used coats at the Salvation Army Corps and Community Center. Those who donated the coats had them professionally cleaned before they were given to the homeless to help them get through the winter in Suffolk. During the COVID-19 global pandemic, we have continued to help fill a void to those less fortunate in Suffolk. The brothers purchased turkeys and sides, and had a professional chef to cook the meals for those less fortunate. Feeding and clothing people are high aspiration actions to ensure our neighbors aren't forgotten. We understand that many Americans are facing unexpected challenges, and we are working diligently with our city and community partners to ensure that as needs rise, children and their families continue to receive the food and supplies they need. This year marks the 80th anniversary of uplifting those in the surrounding community regardless of race, creed or socio-economic status.

Shiloh Baptist Drive Shiloh Baptist Church in Alexandria Virginia hosted a food drive with the intention to feed 500 families in the community. Shiloh worked to raise funds and exceeded their initial goals which allowed them to collect enough food to feed well over the projected 500 families. There was a call for help in multiple areas and 10 brothers from the Psi Nu Chapter answered by offering assistance in the morning of the event in the areas of unloading and setting up the stations where food would be collected. All of this took place at the location of Shiloh Baptist Church in Old Towne Alexandria VA The brothers decided that the set up and unloading would not only be a safe way to assist given the large amounts of people that were projected to show up, but also very necessary as a lot of the organizers were either women or older in age. As the brothers arrived, they helped to set up welcome stations where people who checked in would be subject to a temperature scan, which the brothers were not exempt from. The brothers also assisted by putting markers on the ground using tape and a tape measure to ensure 6 feet of distance were between each marker.

When the trucks arrived, the brothers present got to work and quickly realized that there was more food than storage. Some brothers worked to put the different meats in the coolers the church provided, other brothers worked to unload the produce off of the truck and set them up on pallets outside by the tables for distribution, and other brothers worked to cart the different foods to the necessary locations. Given the teamwork and coordination, the process efficient and smooth. All helpers wore masks and gloves for the entirety of the event to ensure proper safety. The food was all fresh and was no different than what one would purchase at a grocery store. When the set up was complete, the brothers were asked to perform a “march” for by, and for, the parishioners. This was done by 5 of the brothers present and was met with praise and appreciation. The event as whole was a success and the work the brothers of the Psi Nu Chapter did helped to ensure that more than 500 families in the Alexandria committee were fed and taken care of. In these tumultuous times any assistance can go along way and the brothers of Psi Nu are more than willing to answer all calls for help. This program is just one of many that will be done as the relationship between the church and the chapter continues to grow and flourish.

DELTA OMEGA STEPS UP! A donation of $150 was presented to American Legion Post 120 to assist in their efforts to provide food and support to Veterans and Residents in the local community.

The Delta Omega Chapter of Omega Psi Phi Fraternity, Inc., of Petersburg, recently held their annual essay contest, with Ms. Victoria Hicks of Prince George High School winning first place. The second-place winner was Ms. Jenna Beville of Dinwiddie High school. The third-place winner was Mr. Christopher Parham of Dinwiddie High School.

On 4 November 2020, under the leadership of Brother Bruce Brown, Brothers from Delta Omega Chapter represented at several voting precincts in the central Virginia area, to include Petersburg and Sussex counties, in order to promote voters registration and the importance of voting by providing snacks and personal protective equipment to those voters who did not have any.

Article: Omega U: The Art of Storytelling via Dance & Music

Pi Lambda Lambda (PLL) chapter, Third District, Omega Psi Phi Fraternity, Inc. and the Prince William County Virginia | Pi Lambda Lambda | Third District – On Jan. 23rd, 2021 the Omega U Program had The Art of Storytelling via Dance & Music. Due to Covid-19 guidelines, this event was presented virtually allowing students as well and community members to participate. The session was purposed for everyone to have fun and understand how our past help shaped our present and future. The students learned that most traditional West African Societies were the sources of the vast majority of enslaved Africans in the Americas and had dynamic, vibrant, expressive cultures. The languages spoken were considered animated, by most European standards. Peppered with proverbs, they were sources of ethical and moral training as well as simple vehicles of communication. The way in which music and dance were used can be traced back to slave ships themselves. Africans were forced to dance on the deck for exercise and amusement. Many took advantage of this bond and communicate with their shipmates by dancing steps remembered from their past in Africa. The music and dances were used to encourage, share history, communicate discreet messages and to forge the bonds uniting the cultures of the various tribes.

Article: Omega U: The Art of Storytelling via Dance & Music cont.d In todays expression, modern urban street dance forms such as krumping and breakdancing with their vivacious, grounded, crisp-edged energy, have a close connection to original African dance techniques. Like dance, music still emphasizes the cultures within our community's and tell the stories of who we are in our urban villages today. This is the evidence of the connection of Black cultures extending from generation to generation. Even through Covid-19, Omega U will continue to provide mentorship to the students in Prince William County, teaching them strive for more than the boundaries that are set around them. Omega U is operated under the management of PLL and has over 150 students annually from 3rd grade to graduating seniors. Omega U gives students a strong network of resources with college educated males in various fields from medical, engineering, teaching, military, and entrepreneurialism. Pi Lambda Lambda is a graduate chapter of the Omega Psi Phi Fraternity, Inc., an international nonprofit social and civic service organization that has over more than 700 chapters with 100,000 members in 14 countries worldwide. Omega is the only Greek letter organization whose motto and guiding principles include the word Friendship.

Since the Chapter’s founding in Dumfries, VA, in January 2004, PLL has supported public and community events across the region, benefiting scholarship, health promotion, youth mentorship, citizenship and social action. PLL has previously been named the Omega Psi Phi Fraternity, Inc. International Chapter of the Year for three separate years since the Chapter’s founding. PLL is honored with this most prestigious honor bestowed by the fraternity.

Delta Omega Chapter participation at Petersburg High School Senior Drive-Thru Breakfast event and COVID-19 Mitigation team Donation On Saturday September 19, 2020, Brothers from Delta Omega Chapter assisted Bro. Rev. Jameson McLaughlin with the Petersburg High School Senior Drive-Thru Breakfast event. Brothers assisted with the distribution of food to the surrounding community Seniors citizens, as well as show a presence of positive Male Role models at the event. On October 5, 2020, the Delta Omega Chapter COVID-19 Mitigation Team made a $150 donation to Community On Change located in Hopewell VA to assist in their efforts to help formerly incarcerated Citizens get their voting rights restored, as well as get re-acclimated to society. Delta Omega Thanksgiving Basket/Gift Card Giveaway On November 21, 2020, The Delta Omega Chapter of Omega Psi Phi Fraternity, Inc., delivered over twenty-five Thanksgiving Baskets to needy families in the Petersburg, Colonial Heights, Prince George, Dinwiddie, Hopewell, and Chester communities, as well as Senior Brothers of the Chapter. Along with Thanksgiving Baskets, the Chapter provided and delivered Gift Cards to families living in area hotels. Once baskets and gift cards were delivered, Brothers gathered at Brother Willis McCombs(KF Emeritus) to do a wellness check and fellowship with him and his Family. On November 23, 2020, the Delta Omega Social Action Committee delivered Turkeys to CARES Inc., in Petersburg Virginia to add to their Food Pantry, and Martha's for the Homeless Inc., in Petersburg Virginia to assist them in providing Thanksgiving meals to area residents.

PLL Chapter Thanksgiving Drive PI LAMBDA LAMBDA , DUMFRIES VA -- Brothers of Pi Lambda Lambda (PLL) and the Omega U mentoring program partnered with NBC channel 4 of Washington D.C in handing out 5000 turkeys on November 20th and 21st in the nation’s capital. In addition, News4 raised $150,000 for their annual Food 4 Families Thanksgiving drive. Thousands of families are set to receive turkeys and gift cards for sides with the help of local volunteer organizations. The turkeys were donated by Shady Farms. The Omega U Program is the largest mentoring program in the 3rd District serving 150+ students annually. Students and Mentors of PLL meet biweekly through virtual platforms to discuss social topics and plan community service projects. The Thanksgiving Turkey give away served as the first community service project for the program for the current school year.

Lambda Omega Turkey Give Away

On Saturday, November 21, 2020 The brothers of the Legendary Lambda Omega Chapter teamed up with the Brothers of Gamma Xi to give away 150 Turkeys. This community call to action, organized by Faheem Boyd (LQ) and James Barber (GX), took place in the parking lot of Ebenezer Baptist Church in Virginia Beach. The Brothers of Lambda Omega and Gamma Xi know and understand the needs of the community and are always ready to serve our community. Although the giveaway didn't start until 10 am, cars were lined up by 8 am!! All 150 turkeys were gone in 30 minutes because the brothers were working hard for Omega!! ! We continued practiced social distancing and wore face masks the entire time, while no direct contact with recipients took place.
