Greetings Brothers of the Third District,
I want to first and foremost thank you for entrusting and electing me as your 42nd Grand Basileus of our beloved Fraternity. The mantra of men of strong will and Manhood, Scholarship, Perseverance and Uplift continue to define us and serve as our guidepost s as we uphold the precepts of our founders!
Congratulations to the brothers of Delta Omega chapter on hosting the 90th Annual Third District meeting. We thank you for your continued commitment to the tenants of our beloved Founders of service to our communities Having been a District Marshal on two separate occasion, I commend Brother Craig Branch, District Marshal for his steadfast leadership and service. In addition, I thank Brother Conrado B. Morgan, Third District Representative, of the Omega Psi Phi Fraternity, Inc. for his leadership over the last three years.
When I sought to become the 42nd Grand Basileus, I said to you that “Excellence Is My Starting Point.” I said that integrity and character are paramount. We are keeping that commitment.
In our communities world-wide, we have our mandated programs and we have our recently added programs. We actively do these things – Fatherhood Initiative and Mentoring is now a mandate, searching for and Illuminating Young talent and providing scholarship support – and we do these things not for ego or personal gain – but instead because it is our duty and our charge. Science, Technology, Engineering and Mathematics (STEM) is now a mandate, teaching our young men the importance of embracing technology.
During my administration, we are here to serve you and our communitie s. We are asking you to serve our communities and make a difference. We shall not lose the common touch!
Number 1. Save Our Sons through mentoring, STEM, scholarship offerings and tutoring.
Number 2. Help fathers to be better fathers through our Fatherhood Initiative
Number 3. Stay engaged with our brotherhood through (BYOMM): Call a brother.
Number 4. Save our HBCUs through regular and consistent contributions.
Number 5. Invest in Omega; pay your fraternity dues and reclaim just one additional brother.
If we resolve to do these five things and do them well, we will continue to see the undeniable fulfillment in our communities

Dear Brothers, Family, and Friends of the Third District of the Omega Psi Phi Fraternity, Inc.
I greet you in the name of our Supreme Basileus. The District has grown over the years as we continue to “Lift As We Climb” and exercise the true Omega Spirit by exuding the Fraternity’s cardinal principles (Manhood, Scholarship, Perseverance, and Uplift). A sincere thank you to the Quettes and families for supporting the Brothers; and the Delta Omega Chapter for hosting this 90th Annual Third District Meeting on March 30 – April 2, 2023. This year’s theme is befitting –“Uplifting All Must Come From The Heart!” We continue to be represented by 43 chapters and 2200 noble Brothers providing support to our communities in the “Birthplace of Omega” and worldwide. It is with enthusiasm I offer my sincerest thank you to Brother Craig L. Branch (2023 District Marshal and Basileus of the Delta Omega Chapter) and the entire membership of the Delta Omega Chapter for their unwavering commitment to making the 90th Annual Third District Meeting a success.
I am genuinely grateful to all the Brothers for allowing me to serve as your 30th Third District Representative for the past three years (2020 – 2023). We have faced and persevered through numerous challenges such as Racism, COVID-19, Flu, and Respiratory Issues. Despite these challenges, the Third District initiated over 400 Brothers. As much as I am excited by the new Brothers, let us not forget and continue to honor the memory of our District Brothers who have entered Omega Chapter.
Brothers, we have accomplished numerous notable achievements due to your family and your dedication to the cause of Omega, giving of your time, talent, treasures, sacrifice, and purchasing ads on the Third District’s website at www.3rddistrictques.org. Some of these achievements include the International St. Jude fundraising winner three years running, over One Million visits to the Third District website, sponsorship of several boreholes for fresh water in Africa, over two hundred thousand ($300,000) in scholarships to support the academic aspirations of our youth, and the growth of the Fatherhood Initiative and Mentoring Committee (FI&MC) that have received numerous donations from the Fraternity and other organizations to advance the support of our youth. Brother Michael Frazier, FI&MC Chairman, drafted and submitted articles and received awards exceeding $30,000.
Brothers, I will leave you with this “The best is yet to come, and I will see you on the high ground.” Friendship is Essential to the Soul, as well as it is to Life. May God continue to bless you, your families, the Third District, and the Omega Psi Phi Fraternity, Incorporated. We pray that all remain safe and healthy, knowing God is our protector.

On behalf of the Third District Representative, of the Omega Psi Phi Fraternity, Inc., Conrado B. Morgan and Delta Omega Chapter, Petersburg, VA, we are elated to welcome you to our 90th Annual Third District Meeting. The Third District is comprised of over 2,200 civic-minded scholarly men of 43 chapters from throughout the District of Columbia and the Commonwealth of Virginia who are dedicated to serving their communities This year’s meeting will be held from March 30
April 2, 2023, at the Omni Hotel, Richmond, Virginia.
The purpose of our meeting is to ensure that the vision of the Omega Psi Phi Fraternity, Inc. is communicated to every member of the district and that moving forward, everyone is aligned with the goals and objectives of the district and fraternity. Members from throughout the district will gather in Richmond to take an introspective look at our accomplishments and to brainstorm solutions that will solve ongoing issues challenging our communities.
Historically, the members of the Third District have assisted numerous community programs and initiatives. We have supported the St Jude Children’s Research Hospital, the American Red Cross, the Wounded Warrior Project, CARES Inc., Good Health Wins, STEM Initiatives, the United Negro College Fund, as well as our local school systems. Collectively, we have donated over $1 million in college scholarships, mentored countless elementary, high school, and college students, and have provided aid where needed.

Distinguished Members of Delta Omega Chapter of Omega Psi Phi Fraternity, Inc.,
On this special occasion, I am pleased to bring greetings to the Delta Omega Chapter of Omega Psi Phi Fraternity, Inc. as brothers celebrate this 90th Annual 3rd District Meeting. Omega Psi Phi has a long legacy of promoting academic excellence and public service across our nation. I am proud my birth chapter, the Delta Omega Chapter, is continuing to confront and address the needs of the changing society in which we reside in Central Virginia, as the esteemed host of this year’s meeting during Delta Omega’s Centennial year long celebration.
I commend the brothers of Delta Omega for the many outstanding causes you have contributed to including fundraising for the St. Jude Children’s Hospital, working with youth with the Assault on Illiteracy Mandate, and volunteering for Feed More and Habit for Humanity. Through a wide range of programs, you have fed those in need with the Thanksgiving and Christmas Basket Program for the community of greater Petersburg, provided annual education scholarships to deserving young scholars, and also have one of the premier Youth Mentor Programs (TMPP) in the Third District. Many individuals in the greater Petersburg area have benefited from our desire to give back to organizations and individuals in need.
The Delta Omega Chapter of Omega Psi Phi Fraternity has made enormous contributions to the community and as an elected official I applaud the valuable work that “MY” chapter is doing. Again, this year the Delta Omega chapter will be celebrating 100 years. Chartered on December 14, 1923, Delta Omega is and should forever be referred to as “The Service Chapter” as brothers continue to do an overwhelming amount of social action and service projects each year. Best wishes to a productive time of doing Omega business in the months and years to come.

I applaud you for the leadership role you have taken in expanding the presence and impact of Omega Psi Phi Fraternity, Inc. It is evident in your work that the members of the Third District strive to set the example of what it means to enrich the Omega spirit of friendship. Notably, this has been done while continuously furthering the organizational, administrative, and programmatic standards that are critical to the fraternity’s forward-looking mission.

In my college’s 2022 annual student climate survey, my department received a 1st place rating in two categories in the Climate Survey. We received the highest overall rating in the category of meeting the students’ expectations, and was also ranked #1 by the students in the scales regarding highest levels of satisfaction in services rendered to them.

The name of our consortium is derived from the term, “The Talented Tenth”, coined by Henry Lyman Morehouse, the namesake of the prestigious Morehouse College. He believed that while an ordinary education may suffice for nine individuals of mediocrity, it was not good enough for the talented tenth individual.
“The tenth man, with superior natural endowments, symmetrically trained and highly developed, may become a mightier influence, a greater inspiration to others than all the other nine, or nine times nine like them.”
