Combining different speeds and angles along with different types and sizes of targets is what makes the game so challenging. This event is open to members and their guests. Minnesota Legislature Special Session #2 – The Minnesota Legislature adjourned its second Special Session of the year early in the morning July 21st, with Governor Walz’s emergency powers intact, and few other measures accomplished. The most glaring omission for CMBA members was failure to reach agreement on a State Capital Improvements (Bonding) Bill, which would provide hundreds of millions of dollars for various state infrastructure improvement projects across Minnesota. Minnesota Residential Energy Code Rescheduled Hearing – The Minnesota Department of Labor and Industry (DLI) holds an online public WebEx hearing at 9 a.m., Monday, Aug. 3rd, to take public comment and testimony about whether or not to amend Minnesota’s Residential Energy Code by adopting the residential provisions of the 2018 International Energy Conservation Code (IECC). CMBA is joining with BAM and others in opposing changing the state’s Residential Energy Code, in part because it would add thousands of dollars to the cost of the average single-family home. For more information about the hearing, visit: http://www.dli.mn.gov/ sites/default/files/pdf/1322_hearing_rescheduled.pdf COVID-19 Preparedness Plans and Masks Mandate – CMBA has been working with BAM and others to keep our members informed about new COVID-19 related regulations, requirements and changes. In late June, employers in essential industries (including Construction) were given a week’s notice by the State of Minnesota to develop, post and train employees regarding new COVID-19 Preparedness Plans. For more information, visit: www.dli.mn.gov and look for Preparedness Plan Requirements Guidance for Construction. Governor Tim Walz also issued an executive order effective Saturday, July 25 th, imposing an indoor mask wearing mandate on all businesses and organizations in spaces made available for public access. For more information, visit: www.health.state.mn.us/diseases/coronavirus/facecover.html CMBA Government Affairs Committee Meeting, June 25th – CMBA members heard a State Legislative update from BAM Executive Vice President, Grace Keliher, reviewing results of the recently completed Special Session #1 of the State Legislature. Most were disappointed about political conflicts that prevented passage of a State Bonding Bill. CMBA members also received a thorough review of the draft Stearns County Comprehensive Plan Update “Shape Stearns 2040”. Stearns County Comprehensive Plan Update – CMBA Government Affairs Committee facilitated a presentation from Stearns County staff covering details of the County’s draft Comprehensive Plan Update “Shape Stearns 2040”. The new Comprehensive Plan provides significant County policy and planning guidance looking ahead over the next 20 years. Stearns County Land Use Planning Director, Angie Berg, noted the plan calls for more flexibility in zoning, allowing the County to be more responsive to changing growth dynamics. The Stearns County Board acted on the Comprehensive Plan Update at its July 28 th meeting. For more information, visit: https://shapestearns.com/
Sartell Zoning Ordinance Changes – CMBA requested and received a two-week delay from the Sartell City Council allowing more time for area developers and builders to review and receive clarifications about 28 pages of new Zoning Ordinance Amendments proposed by City staff. CMBA helped coordinate a meeting with Sartell staff to go over the changes with concerned developers and builders. The Sartell City Council approved the raft of Zoning Ordinance Amendments July 27 th. Sartell staff have committed to working closely with CMBA on future changes, and plan to schedule a Planning Commission Open House involving developers and builders to go over upcoming ordinance amendments. COVID-19: Local Governments Continue Supporting Building – CMBA has been keeping in-touch with area communities, and we are pleased to report all are doing their best to continue supporting plan reviews, permitting and inspections with some restrictions due to COVID-19. Area developers and builders report some delays, but are generally appreciative of area communities’ efforts to support our industry. Please let us know if you have concerns we can help address with local communities. Contact Steve Gottwalt, CMBA Government Affairs Consultant, (c) 952-923-5265, steve@cmbaonline.org.
