Housing Shows Strength as Sales and Permits Rise

Jenny McDermond Consistent with NAHB’s forecast, home building data are showing signs of leading an emerging economic rebound. While risks to the outlook remain, particularly in the form of local, rising virus spread and ongoing layoffs, the recession appears to have taken the appearance of a short and sharp downturn. In fact, high-frequency data suggest gains for most sectors of the economy, even as confirmed virus cases rise in many states.

Housing demand has surprised to the upside. For example, according to data from the Mortgage Bankers Association, applications for purchase mortgages have expanded for nine consecutive weeks. Mortgage demand is being supported by low interest rates, as well as the fact that unemployment is disproportionately concentrated among individuals in the rental housing market.

Solid levels of home buying demand are supporting new construction, helped by declines in resale listings. This demand is boosting builder confidence. In June, the NAHB/Wells Fargo Housing Market Index (HMI) jumped by 21 points, rising to a level of 58. This was the largest monthly gain in the history of the index and returns the HMI to positive territory, after just two months of recording negative market conditions. The current level of the HMI points toward an expansion of single-family construction. And this matches the most recent home construction data from the Census Bureau. For May, singlefamily starts held at a flat annual rate of 675,000; however, single-family permits expanded by 12%. Multifamily permits for properties of five units or more are down more than 10% thus far in 2020, as concerns within the rental market continue due to elevated unemployment levels. For home sales, new single-family home contracts jumped in May (676,000), posting a 13% year-overyear gain after a significant downward revision for the April estimate (revised to 580,000, marking a 25% decline from the pre-recession peak in January). Inventory fell to a sales-adjusted level of a 5.6-month supply. Levels below a 6-month supply generally support growth for new home building. The increase in builder confidence, permits and sales all suggest construction gains are on the horizon. However, a medium-term concern for the housing market is whether the current strength in demand is an unlocking of deferred demand from early spring, or reflects the emerging trend for home buying as a growing number of prospective buyers are looking in small metro and exurban locations.

CMBA President Tony Steinemann, ADS Designs LLC Greetings Fellow CMBA members, With summer in full swing I hope you all have the chance to get out and enjoy our beautiful state. Whether it be the state parks, many lakes & rivers, or even our backyards we find ourselves to be so blessed with so many opportunities to get out and enjoy the beautiful weather we have this time year. I find this opportunity to get away from these changing and challenging times that we are facing in our cities, state and country. I have been finding myself spending more time with my family outdoors on walks, bike rides, cruising around on the boat, hiking, and soon for my annual trip to the BWCA. I am sure we all have heard people use the phrase “New Normal”? What does that mean to you? For me, I am not exactly sure. I do know that I am getting tired of being told what it should mean. I do feel this can mean something different to each and every one of us. Yes, things have changed, and sometimes change can be good. Over the past months our board of directors have had the discussion on those changes and making attempts to provide options for our members on how to keep them engaged, keeping them up to date on anything that effects or industry and local communities. We are always open for any feedback on what can we provide. What benefits can we provide, what can we do better to improve? Please contact any CMBA board member or CMBA staff to share your input. As I mentioned change can be good and challenging at the same time. If you have not seen or heard the news, after 38 years Bonnie has decided that it is the time to move on to her next stage in life. We as an association have had the opportunity to have a leader that has dedicated her life to providing and growing our association to what it is now. There is no way I could write about all that Bonnie has done for CMBA over the years. Her dedication has made it easy for all current and past board members to want to be a part of association. I personally cannot thank her enough for welcoming me when I joined and supporting all that I have been a part of during my years in the association. Government Affairs CMBA and BAM – Contractors Required To Have COVID-19 Preparedness Plans. Governor Tim Walz and Department of Labor and Industry (DLI) Commissioner, Nancy Leppink, mandated that all contractor and subcontractors develop and post prescribed Preparedness Plans for every job site by the end of June. There was no requirement to submit the plans to DLI for approval, but they must be available upon request at each job site. CMBA worked closely with members, our legislators and BAM to seek mitigation. For more information, visit https://www.dli.mn.gov/updates.
CMBA Government Affairs Committee– The Government Affairs Committee met June 25th to review the results of the State Legislature’s June 12th Special Session, and to receive a presentation on Stearns County’s draft Comprehensive Plan Update:
Special Session - BAM Executive Vice President, Grace Keliher, reported little was accomplished during the one-day special session as politics won-out over practicality. The Legislature will have to come back in July to patch the state’s growing budget deficit. Governor Steve Gottwalt, Government Affairs Consultant Walz has taken it upon himself to distribute federal CARES Act (COVID-19 relief) funds to Minnesota communities after derailing a legislative agreement. Republican lawmakers also want to change the state law that allows the Governor to continue peacetime emergency powers indefinitely unless a majority of both bodies of the Legislature vote to end them.
“Shape 2040 Stearns” Comprehensive Plan Update - Stearns County Land Use Planning Director, Angie Berg, and planning consultant, Lance Bernard with HKGi, gave an overview of the county’s newly released comprehensive plan update proposal. One of its key features is a more “flexible” zoning format that will require more active land use decision-making by the county. The draft Comprehensive Plan Update is available for review this month, and the Stearns County Board is expected to take final action on it at the end of the month. NAHB Virtual Legislative Conference – CMBA members and Government Affairs Consultant, Steve Gottwalt, participated in virtual meetings with members of Minnesota’s Congressional delegation and their staff on June 24th. Due to COVID-19, virtual meetings replaced the face-to-face encounters usually held in Washington, D.C. Participants discussed issues including a housing-led economic recovery, legislation to boost construction workforce, expanding eligibility for the Payroll Protection Program (PPP), strengthening the Low-Income Housing Tax Credit (LIHTC), boosting rental assistance, and opposing costly new energy and water mandates.
CMBA Tools For Schools – The Tools For Schools Committee is receiving requests for grants from area high schools. They are also working on fundraising to reach the program’s $35,000 goal for 2020. Mark your calendar: The Tools For Schools Clay Shoot is scheduled for August 20th.
CMBA Working With Local Communities – CMBA continues working closely with local communities as they provide plan reviews, permitting and inspection services during the COVID-19 pandemic. Area communities continue observing precautions, preferring electronic submissions and following CDC and MDH guidelines for preventing the spread of COVID-19. Most city councils and county boards also continue meeting virtually. Fellow Members, Over the 38 years that I have served the CMBA, I have made many friends along the way. The CMBA members are like a family to me. Some are no longer with us like our founding father Art Giessinger from NSP, my dear friend and first female president, Arlene Harren, Ron Freihammer, Erv Austing, Linus Koopmeiners, Bob Zapf, and most recent Marty Reker. When I started in 1982, a few years later, I can remember having a salesman stop by the office to sell me a fax before I knew what a fax was, set out meeting notices on a post card, did the On the Level on a manual typewriter. I remember asking for a computer and being told by the board I didn’t need one. Had board members who smoked during the board meeting. Had a ladies Auxiliary. I started when the Association had 240 members and saw it grow to over 640. I saw the Parade of Homes when we called it the Parade of Homes feature over 90 homes. We had a waiting list for our HomeShow. And over the years we had a strong retention rate in the 90s, - and I saw members come and go. The association has done a lot for the community through our generous members, like the Clemens Garden Gift shop, building warming houses for the parks, a fire safe house and pet shelter for Anna Maries.
I served for 36 presidents - Each one was my favorite in their own special way. So with these fond memories of mine, and with these times of great changes around us, and great leaders and staff we have in place, I felt it was a perfect time to step back and take the leap into my next phase in life. My retirement won't be until the end of the year, so we have plenty of time to still say our goodbyes. My career with CMBA starting in 1982 is ending exactly as it began, with deep gratitude for your support as CMBA members. With that, I want to say thank you CMBA members! You have been wonderful to work for, and I will cherish the memories for years to come. Talk to you soon. God bless.

The next great event coming up is annual Sporting Clay shoot, which is set for Thursday August 20th. Again please mark your calendars and watch for more info to come out soon. This event is so important to our association as the proceeds to go our Tools for Schools program. We continue to get requests from schools for their programs and want to continue to support the requests as much as we can. Please remember that you can make a tax deductible donation to Initiative Foundation for our Presidents Fund. Last month I mentioned that we all tend to get extremely busy during these times of the year, but this is the perfect opportunity to ask your subcontractors, colleagues, and associates to support our mission and the industry after we have supported them. In these ever changing times our current and potential members will benefit from all the information that our association provides for us on a regular bases as members. If they are already a member, thank them and encourage them to continue their membership. If they are not, kindly ask them to join so they too can take full advantage of the benefits and support our industry. This is a time for our members to stand up and work together to get through these challenging times. We have made it through tough times before and we will make it through these. Please support your fellow members and do business within, supporting the small guy up to the larger companies will keep our community strong. Someone I knew once wrote, “It is significant what our association can accomplish when we all work together on common goals. The CMBA continues to improve the Central MN building industry by advocating for the industry, educating our members, and strengthening the public’s confidence”.
