CMBA 2020 Board of Directors Wow! Can you believe that fall is already here? It has been fast & very busy summer with fall shaping up to be every bit the same. As the leaves start to change color this brings me to my favorite time of year. I always find myself enjoying getting out for long hikes, fishing, and of course hunting in the cooler weather enjoying the fall colors. With everything going on around us these days the CMBA has still been extremely busy over the past few months. We hosted both the annual Golf Outing and Sporting Clay CMBA President Tony Steinemann, ADS Designs LLC Shoot in August with great turn outs at both events. I want to thank both committees for working so hard on putting these events together with all the challenging criteria they had to meet. The fall Tour of Homes also happened in September with 22 homes on the tour. The tour is a great way for builders and vendors to showcase their talents along with the latest and greatest products. I want to thank all of the builder and associate members of the CMBA, the staff, and volunteers who donated their time to make the tour such a great event. This time of year is typically when we take time to honor our outstanding associate members with the Associate of the Year award. Recently I approached the board to discuss making some changes to this award moving forward. This award, along with our new award for Builder of the Year will be presented at our yearly Christmas Holiday party. These awards will now be determined by our members vs just our Board members as in the past. You will soon be receiving an email that will ask you for your nominations for both awards. Please take time and give us your opinions on this. In between all that has been going on within our association the board has had the opportunity to hire our new Executive Director. I would like to introduce Wanda Schroeder. Some of you may know of her as she has been involved in our community for many years. Wanda comes to us with a very strong business and community based background. We, the board, are extremely excited to have her on board (she has big shoes to fill though). If you have a moment, please either stop by the office or give her a call and introduce yourself. Over the next few weeks and months Bonnie and Wanda will be working together to provide us with a smooth transition which will allow our board the opportunity to look deeper at our overall agenda and goals for our association. As many of you have been members for many years I am asking that if you have any memories of Bonnie’s many wonderful years with us that you would like to share, please reach out to the CMBA staff or myself so we can be sure to share with everyone in the association. Please take some time and give her a call and thank her for all she has done for our association over the years. She will truly be missed.

Strong Year-over-Year Gains for July Single-Family Permits

Over the first seven months of 2020, total single-family permits issued year-to-date (YTD) nationwide reached 525,623. On a year-over-year (YoY) basis, this is an 5.8% increase over the July 2019 level of 496,726.
Year-to-date ending in July, singlefamily permits across the four regions ranged from an increase of 8.6% in the South to a decline of 1.7% in the Northeast. In multifamily permits, Midwest reported a 1.4% increase while the other three regions reported declines – Northeast (-6.0%), West (-5.1%), and South (-0.5%). Between July 2019 YTD and July 2020 YTD, 35 states saw growth in singlefamily permits issued while 14 states and the District of Columbia registered a decline. Louisiana recorded no change during this time. South Dakota recorded the highest growth rate during this time at 35.9% from 1,508 to 2,050 while single-family permits in the District of Columbia declined by 41.0%,

Year-to-date, ending in July 2020, the total number of multifamily permits issued nationwide reached 270,338. This is 2.3% decline over the July 2019 level of 276,841.
Between July 2019 YTD and July 2020 YTD, 25 states recorded growth while 25 states and the District of Columbia recorded a decline in multifamily permits. North Dakota led the way with a sharp rise (248.6%) in multifamily permits from 218 to 760, while New Hampshire reported the largest decline of 54.1% from 577 to 265. The 10 states issuing the highest number of multifamily permits combined accounted for 63.9% of the multifamily permits issued.

Government Affairs Committee Meeting – September: Great turnout for our 9/22 meeting held at Wild Marsh Sporting Clays in Clear Lake and via ZOOM! In addition to committee members, we welcomed our new CMBA Executive Director, Wanda Schroeder, and many of our area legislators. Several participants stayed afterward to shoot sporting clays, and the committee plans to combine work and fun for most future meetings. Survey Says... No Development and Building-related Tax/Fee Increases: CMBA surveyed area cities, and all eight we surveyed have indicated they have no plans to increase development and building-related fees and taxes for 2021, including SAC and WAC. Some indicated they are considering property tax levy increases. Communities surveyed included: St. Cloud, Sartell, Sauk Rapids, St. Augusta, Waite Park, St. Joseph, Clearwater and Foley. Cities will take final action on budgets, fees and taxes later this year. Update - State Energy Code and Electrical Code Changes: CMBA has been working with BAM and others to prevent proposed changes to the state’s Energy Code and Electrical Code because they increase costs with little added safety or benefit. As of late September, we are still waiting for rulings from administrative law judges (ALJs) on whether or not the state will proceed with considering proposed code changes. Congratulations to CMBA members! BAM reports we were the most responsive local in submitting letters and comments on the Energy Code and Electrical Code changes. NAHB Call To Action! Prevent Federal Takeover of Energy Code Process: NAHB urges CMBA members to contact the U.S. Capitol Switchboard 202-224-3121 and tell our members of Congress to vote "NO" on H.R. 4447, the "Clean Economy Jobs and Innovation Act". The U.S. House will be voting soon on this energy bill which contains onerous anti-housing language that would expand the role the U.S. Department of Energy (DOE) in code development by making them impose new energy savings targets, short-circuiting the usual process involving code consensusmaking bodies. Congressman Tom Emmer Assists On Lumber Shortage/Price Issues: As promised during CMBA’s August Government Affairs Committee Meeting, 6th District Congressman Tom Emmer's office has connected with the Trump Administration regarding lumber shortages and costs. His office indicates the supply and price situations are improving, and have been complicated by trade issues between Canada and the U.S. CMBA remains in close contact with Congressman Emmer on these issues. Wanda Schroeder My name is Wanda Schroeder and I am humbled and honored to be ‘in training’ with the best in the business, Bonnie Moeller, to be your next Executive Director, as she prepares for her retirement after 38 years. I am proud to be a lifelong Central MN resident, growing up in Foley and transplanting my roots to Sauk Rapids nearly 20 years ago. I’ve been married to my husband, Terry, for 18 years and we have three boys: Kyle (25), Devin (15) and Dylan (15). The kids keep us hopping with all their activities and we spend lots of time at the BMX track, golf courses, ski resorts and our cabin in the great North. Some of my interests and hobbies include biking, kayaking, fishing, skiing, traveling, reading, and camping. My previous experience includes working as Director of Customer Service for Cellular 2000 of St. Cloud from 1991-2007 and most recently Director of Client Services for Marco from 20072020. Both of these positions allowed me to utilize my passion for helping people be successful through collaboration, process improvement, strategic vision, communication, leadership and community involvement. I am excited to be a part of the CMBA family and to meet each of you. I look forward to being your local advocate and welcome you to contact me anytime.
CMBA Reviews New Sartell Zoning Plans - CMBA has been closely engaged with the City of Sartell as the City worked to revise its zoning ordinances ahead of the late September sunset of a self-imposed moratorium on R5 (multi-family) PUD development. CMBA set-up meetings with City officials, participated in a Zoning Open House, and testified at Sartell City Council hearings on the new zoning plans. The City Council was expected to approve the updates late September. Local Lifecycle Housing Discussion - CMBA is helping keep the local conversation going, and educating communities about the fees and other inputs that add significantly to the cost of new housing. The discussion is not only about affordability for low income residents, but how to better accommodate people at all stages, including starter homes, retirement housing options and refurbishing aging existing housing stock. This is an extremely consequential election at the local, state and national levels. Our industry has enjoyed solid support from most of our Central Minnesota legislative and Congressional delegation, and it is important to get informed about the candidates as you vote. In our area, the League of Women Voters of St. Cloud Area plans to video record its 2020 candidate forums due to COVID-19. You can view the forums at www.lwvsca.org. S P O RT I N G C L AY S H O OT The Clay shoot was held Aug 20 at Wild Marsh Sporting Clays. We had 105 shooters, and the event raised $8,320 for Tools For Schools, plus $1,002 by passing the hat. Thanks to Chris Froelke (RetroGreen Energy) and Tony Steinemann (ADS Designs LLC), who pooled their money to match the amount raised by passing the hat! Last year we had 111 shooters, and raised $8,170 for Tools for Schools.
REMODELERS COUNCIL We had 24 members attend the Remodelers Council breakfast at Gilleland Chevrolet. Attendees saw firsthand the new vehicles for the construction industry, learned about their fleet program and other programs and incentives currently available.

TO U R O F H O M E S The CMBA Fall Tour was September 18-20 and 25-27. David Werschay promoted the Tour on the “Home Show� with Bob & Kat that aired on KNSI Radio AM 1450. The Tour magazine was inserted in the Saturday September 12th St. Cloud Times, and at the Holiday Station Stores.
BAM BAM is working to oppose the proposed electrical code and energy code. They are updating their construction contracts and creating an escalator clause for builders to use to protect against the raising building material costs.
NAHB Working to oppose the CDC eviction moratorium which will be harmful to renters and housing providers in long term without effective rental assistance, and how congress should take action to protect the housing industry. Working to combat rising lumber prices and supply shortages.
