Select Committee on Home Ownership Affordability and Availability Holds First Meeting The Select Committee met to hear testimony from a variety of testifiers including Past BAM President, Mike Paradise, Bigelow Homes of Rochester. The Committee is charged with making findings and recommendations to the full Senate regarding issues affecting the availability of affordable owner occupied housing. The meeting started with information provided by Commissioner Ho of the Minnesota Housing Finance Agency regarding the programs that agency administers. In addition, the Select Committee heard from Minnesota Realtors and builders. The builders described the high costs of permitting and regulations in Minnesota. The Select Committee will continue to meet throughout the coming months and may introduce legislation for the 2020 legislative session.

ment' including plat correction and final plat checking. The CMBA contacted the commissioners and expressed concern that the increases would have on housing costs. During its August 20 public hearing, the commissioners discussed the CMBA email, which was the only input received, but subsequently voted to pass all of the proposed fee increases.

We're Watching Sartell is proposing an ordinance amending the city's fee schedule for park dedication - multiple family. On site park amenities provided would not be credited towards the park dedication fee. The proposed fee is 1,150 sq ft or $978 per unit.
Currently, for every $1,000 increase in housing costs, almost 100 households are priced out of the market in the St. Cloud MSA. (Stearns and Benton Counties).
Lawsuit filed against City of Dayton After the recent decision by the Minnesota Supreme Court in Harstad v. Woodbury, the City of Dayton made changes to its Development Policy. The City opted to add a step in its process where a developers would either pay for a study of potential traffic impact and feasible by the city 10

Top 10 Features Millennials Want—and Don’t Want BY PAUL E MRATH on AUGUST 12, 2019 •
At least four out of five millennial buyers prefer laundry rooms, hardwood front exteriors, patios and garage storage. Conversely, they give a thumbs down to elevators, wine cellars and laminate countertops. These were among the findings from a new study by the NAHB Economics team that focused on millennial home buying preferences. The 2018 survey asked recent and prospective buyers to rate 175 different features on the following four-tier scale:

Indifferent: Would not influence purchase decision Do Not Want: Not likely to buy a home with feature No. 1 is a laundry room, which 86% of millennials want. Other features on the top 10 list include a walkin pantry, exterior lighting, a front porch and table space for eating. Millennial preferences differed somewhat from baby boomers and seniors. Unlike millennials, boomers did not include a walk-in pantry, front porch, table space for eating and double sink in their list of top 10 amenities. Likewise, seniors omitted a hardwood front exterior, walk-in pantry, front porch and table space for eating from their 10 most wanted features. Nearly half of millennials (47%) cited elevators as the feature that they are least likely to want, followed by cork flooring in the main living spaces (33%) and wine cellars (32%). Millennials have also been shifting their preference of master and standard bedrooms over the years. In 2007, 80% preferred one full master bedroom suite plus three standard bedrooms and 20% desired two full master bedroom suites plus one standard bedroom. By 2018, this 80-20 ratio dropped to 60% and 40%, respectively. More details are available in the full study.

Prices Paid for Building Materials Increase in July BY DAVID LOGAN ON AUGUST 9, 2019 • Prices paid for goods used in residential construction increased by 0.7% in July (not seasonally adjusted) according to the latest Producer Price Index (PPI) released by the Bureau of Labor Statistics. Building materials prices have declined an average of 0.1% per month over the last 12 months, compared to an average monthly increase of 0.8% during the same period 2017 -2018. The price of goods used in residential construction has risen 2.8% in 2019, roughly half the pace of 2018 increases, year-to-date. The PPI report shows that softwood lumber prices rose 2.0% (not seasonally adjusted) in July—the first increase in four months. Even after the increase, the index for softwood lumber is nearly 20% lower than it was in July 2018. According to Random Lengths data, the increase in framing lumber prices between June and July was greater than 6.0%. However, the discrepancy is likely due to timing differences in the surveys, as the PPI report does not include all of the price declines that the market experienced in late July. The price index for gypsum products reversed its downward trend in July, increasing 2.2% (seasonally adjusted). Gypsum prices have increased in four of the prior 12 months, but have declined by 4.1% and 7.3% since January 2019 and July 2018, respectively.
This marks only the second year since 2012 in which the PPI for gypsum products has been lower in July than it was in January. Prices paid for lumber and plywood fell 0.3% (NSA) in July, while the index for goods used in residential maintenance and repair increased 0.6% (NSA) and the prices of prepared asphalt and tar roofing products was unchanged (NSA). The 12-month changes in these three indices was -15.9%, -0.7%, and +5.0%, respectively.

Over the last several years, the economic data coming out of China has not been particularly good; GDP growth in 19Q2 was 6.2%, a three-decade low. While the Chinese publicly say that the trade war with the US and global slowing are the culprits and that 6.2% is not bad for a middle-income nation, the weakening growth is a sign of a much more serious problem. In short, despite, or more accurately because of the policies pursued by President Xi, China will, like most nations, fail to make the leap from middle-income to wealthy, and in the process will fail to overtake the US as the globe’s largest economy.
keeping growth much above 5%. This slowdown is the result of China’s commitment to state control over the economy. Making matters worse, since about 2005, the government has tightened its control over the sectors of the economy it considers militarily or economically strategic. As a result, competition in those areas has decreased and productivity and economic growth have slowed. Another reason for slipping growth is an overreliance on debt to stimulate the economy whenever growth slows. As a result, the Chinese debt-to-GDP ratio is three times higher than that of its east Asian peers at similar stages of development. This huge debt overhang not only limits the use of fiscal policy in the future but is compounded by an overreliance on infrastructure spending. Decades ago, when roads were bad and housing was drastically substandard it made sense, but no longer. As a result, the return on capital has plummeted from almost 20% in 2007 to 8.4% in 2017.
To begin with, official data overestimates true growth. A recent paper that looked at real Chinese economic activity by drilling down to tangible visible variables, such as electricity consumption and port activity, found that growth between 2010 and 2016 was about 20% slower than what was reported. As a result, Chinese GDP is not $14 trillion, but closer to $11.5 trillion, and thus per capita GDP is about $8,300 not $10,000, a big difference. For purposes of comparison, US per capita GDP is about $62,000, in Japan it is about $40,000 and in Mexico it is about $10,000.
In closing, think about it this way. If GDP growth in China averages 6% in the 2020s, 5% in the 2030s, 4% in the 2040s, and 3% in the 2050s, by 2060 China’s economy will be 50% bigger than ours. But if, as is more likely given the problems just discussed and given irreversible demographic trends resulting from the now discarded one baby policy, Chinese growth is just one percentage point/decade lower (thus averaging 5% growth in the 2020s, 4% in the 2030s, 3% in the 2040s, and 2% in the 2050s), China will, at best, come close to catching the US. And as their population is four times larger, they will forever remain a relatively poor nation.
In addition, Chinese growth at this stage of their economic development is not keeping up with the growth patterns of Japan, South Korea and Taiwan, the economies China is most trying to emulate. Those nations all experienced many decades of superfast growth and only began to slow as they approached developed nation status; the 1970s for Japan, and the late 1980s and early 1990s for the others. By contrast, China’s growth rate has been consistently below that of the trio above at similar stages of development. For example, when Taiwan’s per capita income was where China’s is today, Taiwan kept growing at 7.5% for another decade while South Korea grew at 6.3%. China will soon have a hard time CMBAonline.org

Our organization is in an excellent place for change. We had an outstanding 2019 legislative session, our association is in the Top 10 for lobbying trade associations, and our future is supported by a new revenue model that we believe will bring financial stability to BAM. So while I am sad to let you know our EVP Remi Stone has taken a new position with a company based in Napa CA (although she will be working out of her home in St. Paul) I am certain our association is in a perfect position to successfully make this change with the least amount of disruption to our members. The Executive Committee and Remi have been working on a transition plan that will include a search and hiring process anticipated to be complete prior to the first of the year. We invite you to be part of this process, so please let me know if you are so inclined.

The 2020 Legislative Session does not convene until next February and the most recent round of code adoption is nearly complete giving BAM the time to find the right candidate for this important role.
