Connecting to Growth Garland is growing on all fronts, retail, commercial and residential alike, for example, the recently completed Centerville Market Place and the Firewheel development. Firewheel is a microcosm of Garland’s present growth. Encompassing office space, premium retail shopping, restaurants, movie theaters and a PGA tour-qualifying golf park – the largest municipal park in Texas – Firewheel has grown to include something for everyone. Just like the entire city. Next to Firewheel is the bustling SH-190 corridor. The Arts Flourish In Garland... With the completion of the Garland Center for the Performing Arts in June of 1982, the City of Garland began a trend among Texas suburbs to build local facilities where the arts would flourish. The complex includes two luxurious theatres, seating 720 and 200, dressing rooms, kitchen, a rehearsal hall and a spacious lobby area for receptions. The Theatres at the Arts Center provide the perfect setting for performances ranging from plays to symphony concerts. In 2003, The Atrium at the Granville Arts Center was dedicated. The Atrium provides a magnificent setting for special events such as wedding receptions, fundraisers and conventions. The Atriumâ&#x20AC;&#x2122;s luxurious glass-lined lobby covers over 3100 sq. ft. The 6500 sq. ft banquet hall is encased in glass on two sides and opens onto a spacious courtyard.

Garland has three major affiliate arts groups. Garland Civic Theatre (972-485-8884), founded in 1968, is located on the downtown square. The Garland Symphony Orchestra (972-926-0611) was founded in 1978 and the Garland Summer Musicals (972-205-2790) were created in 1983. Two thirds of the ticket holders to these arts groups come from outside Garland, which is a tribute to the professional quality of their productions. In the past year, the Granville Arts Center Complex and the Plaza Theatre attracted approximately 170,000 patrons for plays, concerts, meetings, and receptions. The Granville Arts Center complex is owned and operated by the City of Garland. In 2003, the Garland City Council named the Arts Center for Patty Granville, who has managed the facility since its opening and has been a driving force in the growth and expansion of the Center. The Arts have been a key ingredient to the development of downtown Garland. The Granville Arts Center and the Plaza Theatre combine to produce a dynamic force, enhancing the quality of life for Garland citizens today and in the future. GOLFING IN GARLAND Great golfing memories grow where Firewheel blanket flowers once stood on 600 acres of gently rolling woodlands and streams that is Firewheel Golf Park in north Garland. Firewheel is owned by the City of Garland and was designed by golf course architect Richard M. Phelps, ASGCA. The golf course offers 63 holes of competitive golf on three courses, making this the largest golf park in Texas and the third largest in the U.S. Firewheel at Garland has gained a national reputation for excellence that has seen it host a number of PGA Tours and USGA Amateur qualifying events as well as the Nitro Texas State Open.

The Old Course features 6,845 yards of golf from the longest tees for a par of 71. The course rating is 74.1 with a slope rating of 135 on Bermuda grass. The gently rolling terrain features creeks/streams in play on 11 of the 18 holes and ponds/ lakes on seven of the 18 holes.

GP&L Encourages Energy Efficiency Conserving energy can be as easy as turning off lights in empty rooms, using compact fluorescent light bulbs, or changing out your air filter on a regular basis. Garland Power & Light customers can do even more to conserve energy by participating in GP&L’s EnergySaver Program. With this program, customers can reduce energy use and save on their electric bills by upgrading to an energy efficient air conditioning system or by making weatherization improvements to their home. These improvements include adding ceiling insulation, installing Energy Star® windows or doors, covering windows with solar screens or film, and replacing ductwork. As an added benefit, customers with qualifying projects receive a credit their utility bills which help to offset the cost of the energy efficiency upgrades. “We have had several hundred customers participate in this program since it began in April 2008,” said GP&L’s Commercial Accounts Manager David Koliba. “The bill credit is a great incentive for customers to make the upgrades which will save them money for years to come.”

GP&L also offers free, online services to assist customers in learning how to use energy more efficiently. With Energy Depot for Homes, customers can create a personalized Energy Profile (Audit) for their home; use an Energy Saving Calculator to figure out how much it costs to operate their appliances; use the Comparison Tool to compare costs and savings for new appliances; consult the Energy Library for information; and e-mail GP&L’s Energy Advisor with any energy efficiency questions. Energy Depot for Business contains similar tools for customers who operate a business or commercial facility. Customers may schedule a free, in-person energy audit to assess the current energy efficiency of their home and key appliances. A personalized report with suggested energy efficiency measures will be provided at the completion of the audit. Some GP&L customers have already made extensive energy efficiency upgrades, while others are just now learning about the steps that they can take to conserve energy. GARLAND WATER UTILITIES A Deeper Look at Garland Water Garland Water Utilities is a lot like the water and sewer pipes running underneath the city streets – there is much more going on under the surface than you can see. Your City of Garland Water Utility stores purchased water and delivers it to you on demand, tests the water to ensure quality, maintains the infrastructure (pipes and pumps) required to deliver water and remove wastewater, and treats and tests wastewater prior to releasing it back into the water source or selling it. Garland has approximately one thousand miles of water lines and one 34

thousand miles of sewer lines that must be maintained constantly, replaced occasionally and expanded when necessary to accommodate Garland’s growing population. Garland has eleven water storage tanks – three elevated tanks and eight ground storage tanks. The treated water stored in the tanks and delivered through the City’s water lines is purchased from the North Texas Municipal Water District (NTMWD). Garland is one of thirteen cities that are members of the NTMWD. Under our contract with NTMWD, we purchase approximately 13.8 billion gallons of water per year. The NTMWD provides drinking water to its member cities, plans and develops new water supplies and develops water conservation and drought contingency plans. The raw, or untreated, water processed by NTMWD is taken from five sources: • Lake Lavon (primary source) • Lake Chapman (formerly known as Lake Cooper) • Lake Texoma • The wetlands project near Kaufman, TX (completed in 2008) • Lake Tawakoni

Garland is one of only a few cities in Texas that provides water to its citizens and also provides wastewater treatment services. Garland’s Rowlett Creek wastewater treatment plant is permitted to treat up to twenty four million gallons per day (MGD). Its Duck Creek wastewater plant is permitted to treat up to forty MGD. Both facilities

are regulated by the Texas Commission on Environmental Quality (TCEQ). On average, both plants treat fourteen billion gallons of wastewater per year. The treatment plants discharge treated wastewater into Duck Creek which flows into the East Fork of the Trinity River and eventually into the wetlands near Kaufman. Garland Water has its own â&#x20AC;&#x153;CSIâ&#x20AC;? team â&#x20AC;&#x201C; the Water Utilities Lab. The lab completes over 36,000 water analyses per year in its state-of-the-art equipped environmental laboratory. Garlandâ&#x20AC;&#x2122;s Water Utilities Lab is proud to be a NELAP accredited laboratory which is an award given by the TCEQ that ensures all quality standards are met and being followed according to a set of standards given by the State of Texas. The Pretreatment Section of the lab collects over one thousand industrial samples per year from a variety of facilities, such as metal finishers, electronic component manufacturers, food industries, and paint and soap blenders. Samples are collected and

analyzed to determine compliance with federal, state and local regulations.

2010 Highlights • There were approximately 46 new members who joined the Chamber. • We updated the Chamber logo and redesigned our website www.garlandchamber.com. The new website allows members to register/pay for events and view/pay invoices online. • In an effort to support area businesses and welcome them to Garland, the Chamber staff, its volunteers and Board Members have attended more than 16 ribbon cuttings and grand openings this year. • We heard you and in response to our Member Needs Survey, we hosted or First Annual Business to Business Expo with great success. We had 40 vendors and over 200 attendees. This event offered members an opportunity to network and to display their products

and services to the community and area business people. • To meet the growing needs of women in business the Women’s Business Initiative committee enhanced the quality of programs and increased the number of luncheons and networking events. • In an effort to nurture community partnerships and give back to the Garland Community, the Chamber staff volunteered their time to serve on various non-profit boards/committees that promote things like public service, education, health/wellness, and diversity. • The Chamber continues to be committed to being involved and having a presence in the community we serve. We supported/participated in various community events, such as the NAACP brunch, the Asian Festival and the Hispanic Heritage banquet. We also partnered with the City of Garland to host the 3rd Annual Garland Goes Green Healthy Living Expo: Healthy You…Healthy Earth event. The Chamber staff also supported/ participated in the G.I.S.D. New Teacher reception, Project EDGE and the BEST Education Foundation. • The Chamber began its five year strategic planning process. We coordinated with all Garland community stakeholders to build a plan that would specifically meet the needs of the Garland community as a whole. • In an effort to ensure that we fully understand and continue to meet member’s needs the Chamber staff spent a great deal of time surveying members on events, programs and services. We also hosted two focus groups that provided us with feedback to utilize during our strategic planning process.

The Dallas County Manufacturing Association (DCMA) was formed in 2006, partnering with the Dallas County Community College District, Richland College. DCMA’s goal is to provide the Dallas County manufacturing community with the best possible opportunities to grow, compete and succeed in the global marketplace.

DCMA Accomplishments

One of DCMA’s major objectives is to provide resources for a qualified workforce and training. DCMA members have access to an extensive array of training programs designed to meet the needs of the manufacturing community.

• Monthly Safety Sub-Committee Meetings

The DCMA is designed for manufacturing executive and top level management. It serves as its member’s advocate at the state, local and national level. Established relationships with the City, County, State and Federal officials enable members to have a voice in matters that affect their bottom line.

• Richland College has provided over $1.3M of grant funded training to 26 DCMA member companies • Over 1000 individuals have been trained • Plant tours for GISD teachers, counselors and students from High School and Middle School

• DCMA hosted monthly Safety Sub-committee meetings and quarterly HR Sub-committee meetings to give manufacturers an opportunity to discuss workplace challenges, successes and best practices. Also known as the Garland Assembly Plant of International Truck and Engine Corporation, SST Truck Company has assembled International trucks in Garland since 1997; but our roots stretch even farther back into local history. EDUCATION When it comes to education, parents love Garland. The Garland Independent School District serves the growing DFW Metroplex communities of Garland, Rowlett and Sachse. GISD is the fourth largest district in the Metroplex and the 10th largest in Texas.

Elementary and middle school magnet programs include gifted and talented, math, science & technology, and classical curriculum. High school magnets expand upon these offerings to include television production and broadcasting, law and criminal justice, and concurrent college enrollment.

Magnet Programming GISD has a variety of magnet programs. Elementary level magnets include a mix of students who live nearby and students from all three cities who qualified for the magnet programs. At the secondary level, the magnet programs are usually “school within a school” programs, offering a mix of regular curriculum and specialized magnet courses.

OPEN Enrollment

Colleges & Universities

Only a handful of districts nationwide offer open enrollment options for students. However, none have a “choice” plan as far-reaching as Garland ISD. While other districts use attendance zones to determine who goes where, in GISD, parents are able to choose the campus they wish to have their child attend. The “Choice of School” period takes place each year in January for the following school year. Each year, between 97% and 98% of our students receive their first choice school!

Garland also offers tremendous choices for college education as well. In Garland, you’ll find the brand-new, LEED-certified Richland College Garland campus, Amberton University, and Remington College. Garland is also conveniently located to the Dallas County Community College District, Southern Methodist University, University of Texas at Dallas, Texas Woman’s University and North Texas University, and the Universities Center of Dallas.

It all begins here…with the Dallas County Community College District… at Eastfield and Richland Colleges, plus community campuses in Garland and Pleasant Grove. The Dallas County Community College District serves students and communities through shared learning experiences, job preparation, economic and workforce development, service learning and community spirit. The district – comprising Brookhaven, Cedar Valley, Eastfield, El Centro, Mountain View, North Lake and Richland Colleges, plus the Dallas TeleCollege –celebrated its 45th anniversary last year. Almost 2 million students have attended DCCCD since the system was founded; it continues to expand, enrolling more than 80,000 credit and 25,000 continuing education students whose needs are growing, too.

While the average age is approximately 27, students who enroll range in age from 17 to 90! They can begin taking dual credit enrollment classes in high school, and older lifelong learners are enthusiastic participants in several emeritus programs. The student population is diverse: 32.2 percent white; 24.4 percent African American; 30.9 percent Hispanic; 9.7 percent Asian/Pacific Islander; 0.6 percent American Indian; and 4.1 percent nonresident alien/foreign national.

Serving students DCCCD helps students succeed and communities prosper through education, access, workforce and economic development, and lifelong learning. More than 60 percent of the students who attend DCCCD are enrolled in hundreds of freshman and sophomore academic courses that will transfer to four-year universities across the state… guaranteed. And DCCCD offers more than 100 one- and two-year technical training/certificate programs that give students the skills they need to succeed in today’s job market. That’s guaranteed, too! Meeting economic needs

Investing in an education helps both students and communities meet their economic needs. A recent economic impact study shows that taxpayers in Dallas County who support DCCCD earn an 8.2 percent rate of return on each dollar that goes to the district. The report, conducted by Economic Modeling Specialists Inc. for 20082009, says, “By funding the Dallas County Community College District, other recipients of state and local funding actually are subsidized through revenues generated by DCCCD.”

Students, from an investment standpoint, also benefit, earning a 16.3 percent return on the time and money they pay for a college education from the Dallas County Community College District. They increase their potential income, learn new skills and help build a stronger economy in Dallas County and an expanded the tax base for Texas. Both Richland and Eastfield colleges offer credit and continuing education programs and certificates, in addition to corporate and workforce training opportunities. The Richland and Eastfield corporate services offices can provide professional consulting, customized training and workforce development resources to businesses and organizations in the community. These services provide companies with opportunities to enhance the knowledge and skills of their employees which, in turn, contributes to their business success in today’s competitive global market. Small business training also is available through the Richland College Garland Campus in areas that include training in: leadership, customer service, interviewing skills, sales, project management and web design. At Eastfield, workforce education focuses on certificate programs in medical office, customer service, small business management, and training and development. The Eastfield College Pleasant Grove Campus also offers courses in ESL and ESOL, and GED training.
