BRIEFLY ABOUT CULTURAL ROUTE The Council of the Zlin Region approved the conceptual intention of the project "European Cultural Route of Saints Cyril and Methodius" by the resolution from June 26, 2012. The aim of the Route is to utilize the legacy of saintly brothers and create a network of regions, cities, educational and research institutions interconnecting historically important places of pilgrimage and utilizing common cultural heritage for increasing competitiveness and attractiveness of involved regions. It is the unique th opportunity to continue and expand activities connected with 1150 anniversary of the arrival of Slavic apostles to Great Moravia celebrated in 2013 in the Czech Republic, Slovakia and elsewhere in Europe.

The development of an international network of partners and the associated implementation of various projects will lead into the future certification of the Route within the program Cultural Routes of the Council of Europe. Management of the overall project and sub-projects will go in the next year fully under the newly formed association of legal entities ECR CM and its permanent secretariat. Currently, Zlin Region and East Moravian Tourist Authority (EMTA) – the lead partners – prepare and implement subprojects in the area of sustainable cultural tourism (PAGE 3).

The Zlin Region and the EastMoravian Tourist Authority submitted for registration the professional association of legal entities "European Cultural Route of Saints Cyril and Methodius" today.

Permanent Secretariat will coordinate all activities of the association. NETWORK OF PARTNERS’ EXTENSION Annual International Conference held in Velehrad in June On June 25, 2013, the Zlin Region in cooperation with East Moravian Tourist Authority (EMTA) held the project's 2nd International Conference in the Velehrad House of Saints Cyril and Methodius, where around 45 participants from five countries (Czech Rep., Greece, Italy, Slovakia and Slovenia) attended. Topics presented included the importance of the Cyril and Methodius jubilee for the present, a summary of the preparation phase of the project, the schedule of further steps and the project management structure. The conference program included a presentation of strategies

for fulfilling objectives in the five areas (pillars) of the project, which are Co-operation in research and development; Enhancement of memory, history and European heritage; Cultural and educational exchange for young Europeans, Contemporary cultural and artistic practice and Cultural tourism and sustainable cultural development. Zlin Region archive

Business trips organized by Zlin Region presented the Route across Europe Between the two project conferences held in 2012 and 2013, the network of partners gradually expanded. Delegations from the Zlín Region were sent to various countries across Europe: Slovakia (Nitra), Poland (Opole), Greece (Thessaloniki), FYROM (Ohrid), Italy (Milan), Slovenia (Celje), Bulgaria (Sofia) and Luxembourg to present the project and possibilities to join the ECR CM partner’s network. Today, the project has twelve partners who have signed the Declaration of Cooperation, what is more, there are about 30 more entities form 10 European countries expressing a serious interest in cooperation.

PROJECTS FOR SUSTAINABLE CULTURAL TOURISM Czech and Slovakia cross-border projects connected with CM Route South Moravian Tourism Authority (SMTA) and East Moravian Tourist Authority (EMTA) launched in 2013 two projects closely connected to Cyril and Methodius theme: “Feasibility study of the potential for the exploitation as a tourist destination of the cultural and historic legacy of Great Moravia” and “Joint promotion of the tourism potential of Great Moravia in the Czecho-Slovak borderland”. Projects were submitted to the call of Operational Programme “Cross-Border Cooperation between the Slovak and Czech Republics, 2007–2013” and were approved.

Two further projects were submitted and approved under the same cross-border programme by Zlin Region. First project “European Cultural Route of Saints Cyril and Methodius, Extension of the Path” focuses on identifying sights, attractions and tourism services along the Pilgrimage Route of Saints Cyril and Methodius (in Czech Rep. and close Slovak border area), designing the route that should connect the major sights and tourism services in three cross-border regions, preparing the signposting methodology, graphic manual, and design of the Pilgrimage Route information system. Second project “Pilgrimage Route of Saints Cyril and Methodius, Implementation” covers the issue of changing the signage of tourist paths while preserving the current signposts and stripe signs, and marking new stages of the Pilgrimage Route. Third project “Pilgrimage Trail of Saints Cyril and Methodius, Guide and Web” was submitted this August. The route guide and website will publish outputs of above mentioned projects and also present the objectives and outputs of all five route areas in the future.

First supranational project was submitted to the call of European Comission ECROCYM is an acronym of the project European Cultural ROute of saints CYril and Methodius submitted by EMTA on July 31, 2013 to the call of the European Commission No. 69/G/ENT/PPA/13/411 "cooperation projects to promote tourism-based transnational European cultural and industrial heritage." Application was developed in collaboration with the Department of Strategic Development of the Zlin Region, partners involved and external experts. Technical proposal specifies international activities with budget 267 thousand EUR that shall be implemented during the period January 2014 to June 2015. ECROCYM project is one of the major outcomes of the Velehrad conference and started transnational cooperation in the development of CM route. The aim is to create local and international tourism products as well as to contribute to the expansion of partners’ network. Entities who expressed formal support to the project are the European Institute of Cultural Routes (Luxembourg), the City of Rome, the Italian geographic Society, the City of Celje (Slovenia) and others. The project proposal is currently under evaluation procedure by European Commission and results shall be known in November 2013.

ACTIVITIES Strategy of fulfilling the objectives in defined project areas was developed Zlin Region together with Czech leader expert-partners have elaborated strategy for all project areas by five external expert institutions (leaders of each pillar), which defined short-term and long-term activities to fulfill criteria of the programme “Cultural Routes of Council of Europe”. Strategy was approved by all partners, who participated in the Velehrad Conference 2013 and will contribute to development of the Implementation plan of ECR CM within the project CERTESS. ECR CM professional association of legal entities was submitted for registration In the interest of managing the preparation and implementation of ECR CM, the Zlin Region and the EastMoravian Tourist Authority (EMTA) made steps to establish an organization for further expanding and developing the activities implemented within the framework of this project. Establishing the professional association of legal entities "European Cultural Route of Saints Cyril and Methodius" according to the Civil Code of the Czech Republic, which the Board of the Zlin Region approved by its resolution no. 0108/Z05/13 of April 24, 2013, is an important milestone for effective management and implementation of the cultural route, but also for fulfillment of one of the requirements of the Program of Cultural Routes of the Council of Europe. The organization will associate national coordinators – partners from a number of cities and regions, who will be members of the highest association body – the General Assembly. Rights and obligations of the members will be given by the statutes. National coordinators in their given countries will manage the network of leaders of each area. The executive component of the association will be a permanent secretariat led by a nominated director. One of the main activities of permanent secretariat will be searching for various sources of financing sub-projects at regional, national and international level.

CERTESS Study visits aimed at exchange of Good Practices across the Europe The project CERTESS (European Cultural Routes – Transfer Experiences, Share Solutions) aims at setting up a common methodological framework on how to develop, manage and enhance European Cultural Routes by utilization reference development and governance instruments targeted to foster sustainable cultural tourism. Lead partner of the project is European Institution of Cultural Routes. Zlin Region and other 10 partners participate on the project implementation.

Three study visits within the project CERTESS in Sibiu (Romania), Mallorca (Balearic Islands) and Salzburg (Austria) aiming at th th the Good practices of Cultural Routes were organised. The last project’ study visit will be held in term from 17 till 20 September 2013 in Lazio Region (Italy). Virtual applications presented on the tour to Maria Plain basilica and in Hallein; workshop in Salzburg Research Centre (CERTESS archive) European Institute of Cultural Routes (EICR) was created in 1998 for the operational purposes of the program Cultural Routes of the Council of Europe. Its task is to examine applications for new projects for certification of cultural routes, to monitor activities in this area, to coordinate the work of partner organizations and to archive documents.

The Zlin Region has the ambition to develop the ECR CM projects so that it could submit the Route for international certification in the second half of 2014.

Upcoming Call for proposals within Creative Europe Programme European Commission prepares to announce the call for proposals within the programme “Creative Europe” in

October 2013. The Zlin Region is willing to submit the project proposal to this Call. Searching for partners will be actual as soon as activities are defined.

"Creative Europe", the new framework programme of European Commission for the cultural and creative sectors (CCS) for the 2014-2020 Multi-Annual Financial Framework (MFF)1, will bring together the current Culture, MEDIA and MEDIA Mundus programmes under a common framework and create an entirely new Facility to improve access to finance.

The aim of the programme is to strengthen Europe’s competitiveness in culture, film and other creative industries while promoting the conservation of cultural and linguistic diversity. The proposed programme budget in the amount of € 1.8 billion has increased of 37 % in comparison to current expenditure of the European Union in promotion a culture sector.
