unny Isles Beach is familiar territory for Christopher Russo, who formerly served as City Manager and will soon be welcomed back to fill the position following the recent resignation of Alan J. Cohen. Police Chief Fred Maas will continue serving as interim city manager until Russo officially takes over on Oct. 15. After relocating from Rye Brook, New York, Russo first took the helm as City Manager of Sunny Isles Beach on August 21, 2000. The late Mayor David Samson and members of the City Commission unanimously voted to hire Russo following the departure of the

American Cancer Society, Relay for Life held at Heritage Park

n Saturday, August 4th, despite the threat of inclement weather, the Sunny Isles Beach/Golden Beach/Aventura Relay for Life to raise money for the fight against cancer was held at Heritage Park in Sunny Isles Beach. The evening was filled with music, exercise and some great snacks. Presentations of medals were made to the survivors by Dr. Robert Donoway. The survivors then walked together to open the relay and team members followed behind, filling the sidewalk to complete their laps. SIB Mayor Norman S. Edelcup,

Distinct. These are just a few descriptions of our Beautiful City of Sunny Isles Beach and some of the reasons why Vice-Mayor Lewis J. Thaler originally championed the effort to obtain a unique ZIP Code for Sunny Isles Beach in 2007. However, for the reasons discussed below, the first attempt was unsuccessful, and on June 21, 2012, our City Commission

American Cancer Society, Relay for Life held at Heritage Park

SIB Commissioner Jeanette Gatto and Golden Shores Councilwoman Judy Lusskin proudly helped to carry the survivor and caregiver banner with Miami-Dade County Commissioner Sally Heyman and State Representative Joe Gibbons. City officials and many employees have been personally touched by this disease. The City was represented by an energetic team of employees and family members. It was an honor to walk and to help such a good cause. All involved look forward to next yearâ&#x20AC;&#x2122;s event. The DJ took requests so that all the participants had a chance to walk to their favorite tunes. The luminaries walk was held in early evening and everyone remembered friends or loved ones who lost the fight against this disease. With contributions from $5 to $5,000 money flowed in for a common cause. Major contributors included Aventura Mall, Dr. Robert Cornfeld and the City of Sunny Isles Beach. Generalized Anxiety Disorder

Patricia C. Frank FRANKLY SPEAKING Worry is one of the most debilitating things that you can do to yourself. It affects you physically as well as mentally, emotionally and psychologically. Worrying about things doesn’t solve them and doesn’t make them better. Taken to its extreme you might find yourself suffering from Generalized Anxiety Disorder (GAD). GAD is characterized by uncontrollable and unrealistic worry that is persistent, intrusive, excessive and incapacitating to some degree. It is one of the most common disorders experienced in America. When you worry your body is tense and aches. Your muscles are tight. You may have gastrointestinal problems and feel nauseas. You may have trouble falling asleep and staying asleep. You may be unable to relax and you may feel constantly on edge. You may not be able to concentrate or focus or be alone, by yourself. You may put things off because you feel overwhelmed and exhausted. Symptom relief comes through relax-

ation, deep breathing, and meditation. Learn and practice Progressive Muscle Relaxation. This system involves systematically tensing then releasing all your muscles. Learn and practice breathing from your diaphragm. Learn and practice mindful meditation. Learn how to comfort yourself with soothing thoughts and activities. Anxiety and worry are focused on “What if?” What if this happens or that happens? Your inability to tolerate uncertainty and unpredictability threatens and intensifies your concerns. Worry and anxiety are focused on the future and potential future dangers. You have to bring yourself back to the present moment. In this moment nothing dangerous is happening. Postpone thinking about those things that are making you feel anxious. Contain your anxiety. Set aside a small amount of time later on, but not before bed or sleep, as your worry time. Limit your time with people who raise your anxiety level. In addition to self-help techniques, some people may find it necessary to get professional treatment and medication. Arthur I. Snyder â&#x20AC;&#x201C; Aventuraâ&#x20AC;&#x2122;s First Mayor

Bob Diamond HISTORICALLY YOURS The most unforgettable person I ever met was Arthur I. Snyder. I first met him some twenty years ago when we were part of a tennis group at Turnberry. With Aventuraâ&#x20AC;&#x2122;s creation in 1996, Arthur ran for Mayor, asking me to be his campaign manager. A former judge, Arthur had previously served as a three-time North Miami Beach Mayor. After consideration, I accepted his request. Thereafter, I invited close friends to meet Arthur at my apartment. When asked his Mayoral intention, Arthur stated, â&#x20AC;&#x153;I will build a Taj Mahal for a City Hall.â&#x20AC;? I sat there stunned. Taking Arthur aside, I said, â&#x20AC;&#x153;I will resign as your campaign manager if you ever say that again. No one will vote for you if you intend to build a Taj Mahal.â&#x20AC;? Arthur responded, â&#x20AC;&#x153;O.K., I wonâ&#x20AC;&#x2122;t say it again but I will build a Taj Mahal.â&#x20AC;? In reality, we have a superb City Hall (Government

Center), and also with great thanks to our City Manager Eric Soroka for completing the project on time and within budget. As the Mayoral campaign progressed, Arthurâ&#x20AC;&#x2122;s opponent dropped out of the race. I then asked Mayor Snyder a burning question, â&#x20AC;&#x153;You hardly knew me. Why did you ask me to be your campaign manager?â&#x20AC;? Arthur smiled, stating, â&#x20AC;&#x153;I studied every person and concluded that with your background, you were the only one who could beat me.â&#x20AC;? â&#x20AC;&#x153;But,â&#x20AC;? I told him, â&#x20AC;&#x153;I had no intention of running.â&#x20AC;? His response, â&#x20AC;&#x153;I couldnâ&#x20AC;&#x2122;t take that chance. I needed you on my side.â&#x20AC;? He then asked me to write his inaugural speech. From my heart, I wrote what I thought was an excellent speech. Arthur rejected it, stating, â&#x20AC;&#x153;I never speak from the heart, always from the brain.â&#x20AC;? Despite being opposites in many respects, we soon became close, trusted friends. As Mayor, Arthur truly led our city to become â&#x20AC;&#x153;The City of Excellence.â&#x20AC;? Arthur, who, allegedly â&#x20AC;&#x153;never spoke from the heart,â&#x20AC;? gave me a gift that I treasure for helping his Mayoral campaign â&#x20AC;&#x201C; a Movado watch, inscribed, â&#x20AC;&#x153;BOB, DEEPEST AFFECTION, ARTHUR.â&#x20AC;? He passed away in 2004. I truly miss him.

The pictures can be from any season of the year. Winning images will be published on a non-exclusive basis in the City’s 2013 desk calendar.

THE RULES Submissions are due by Monday, October 15, 2012 @ midnight USA Eastern Ti m e . The photo has to be of a scene taken in Sunny Isles Beach, Florida. (between 156 Street and 195 Street and the Atlantic Ocean and the Intracoastal Waterway.) A panel of judges will evaluate all photos entered on their photographic quality and subject material. PROFESSIONALS and A M ATEURS welcome. The contest is open to all ages; residents, non-residents, and city employees. There is a limit of 10

entries per person. NO PHOTOSHOPPING or other digital manipulation is acceptable. The contest is about photography, not about one’s expertise with a graphical application. We do allow the use of photographic techniques contained within a camera’s abilities (i.e. a manual shutter release used at night to capture fireworks or moving traffic) and CROPPING an image. With each photo submitted include: Photographer’s name. Photographer’s address. Photographer’s telephone number. A title for the shot. Fire Rescue Departments from Miami-Dade join forces with area hospitals to announce one of the largest ‘Stroke Consortiums’ in the nation On July 26, 2012, the Fire Officers Association of Miami-Dade (FOAM-D) held a press conference to announce the collaborative success of an unprecedented FOAM-D Stroke Consortium at Florida International University’s Herbert Wertheim College of Medicine. Aiming to deliver the highest quality acute stroke care available and improve recovery outcomes, Coral Gables, Hialeah, Homestead, Key Biscayne, Miami, Miami Beach and Miami-Dade Fire Rescue Departments have joined forces with area hospitals to deploy one of the largest networks for the treatment and transport of stroke victims in the country. According to the Center for Disease Control someone suffers a stroke every 45 seconds of the day. This translates into more than 780,000 strokes annually in the United States alone, with someone dying every 3.3 minutes; costing more than 53.9 billion dollars each year for the treatment of stroke victims. It is the fourth leading cause of death and the primary cause of adult disability in the United States. The vision to create a stroke network began in 1999, when only about half of the hospitals in South Florida were performing CT scans on a 24-7 basis. The

scans are necessary to administer the clot-dissolving drug TPA (tissue plasminogen activator). To expedite treatment, South Florida’s firefighters, doctors and local hospitals have collaborated to create one of the largest stroke consortiums in the nation called FOAM-D Stroke Consortium. “Under the Stroke Network, hospitals are designated as either a Primary or Comprehensive stroke center. Primary facilities are able to provide care to stroke victims who are within the 3.5-hour

The most serious cases and those past the critical 3.5-hour window will be transported to a comprehensive facility staffed by an interventional neuroradiologist,” said Dr. Jeffrey Horstmyer, FOAM-D Neurologist and Chairman of the Department of Neurology of FIU’s Herbert Wertheim College of Medicine who created a two-page checklist with Dr. Alejandro Forteza and Captain John Curry from Coral Gables Fire Department named “The Stroke Alert” to help emergency crews determine if a patient is having a stroke, how serious the stroke is, and which hospital can offer the best treatment.

“We are the ones responsible for making sure we make the appropriate assessment on the scene and get the patient transported to the hospital, and most importantly for a stroke, take patients to the appropriate hospital,” said Chief Javier Otero of the Miami Beach Fire Department. “What this expedition of care does is reduce and hopefully eventually eliminate deaths, but mostly the loss in quality of life after a stroke.” Dr. Forteza said Phase 2 will include educating the public about the symptoms of a stroke. “One program will be teaching school children about the symptoms of strokes and having them teach their parents as homework,” Forteza said.

passed Resolution 2012-1922 authorizing the re-application to the United States Postal Service for a ZIP Code exclusive to our City. While we are all aware of the issues presently confronting the USPS, they should not be a reason to not forge ahead with our request. ZIP Code 33160 has historically been identified with the City of North Miami Beach. Currently, the approximate boundaries of 33160 include Golden Beach, parts of Aventura, Eastern Shores, portions of the areas east and west of Biscayne Boulevard and west of West Dixie Highway, south to 151st Street and north to Miami Gardens Drive. Although the USPS has adjusted its database so that Sunny Isles Beach is identifiable within 33160 through the use of a “preferred last line” in the address, the City has exponentially grown and changed, particularly as to property values and exclusivity, since its incorporation in 1997. In addition to the unique characteristics of Sunny Isles Beach that distinguish it from other areas within 33160 such as those mentioned above and its natural geographical separation all of which merit ZIP Code individuality, ZIP Codes misaligned with municipal boundaries may cause higher insurance rates; confusion over voter registration; misdirected property and sales tax revenues, advertising, jury duty notices and emergency service; and diminishment of housing values when a shared ZIP Code places a municipality in a less prestigious community.* Further, as our street addresses lack directional indicators—SE, SW, NE, NW—mail is misdelivered and, hence, delayed. Presumably a change in ZIP Code would redirect our mail through the Post Office at Government Center, in which event the residents of and businesses located within Sunny Isles Beach would no longer be required to travel to the Post Office on 164th Street and West Dixie Highway which is inconvenient and can be difficult, particularly for the elderly. Because of the inclusion of Sunny Isles Beach within 33160, many companies are unaware that our City exists as the entire area within 33160 is designated as North Miami Beach in their information systems. This is obvious when you speak with some customer service representatives and from the inability to choose Sunny Isles Beach as a city on many websites. Not being able to identify Sunny Isles Beach as a separate city is also damag-

ing to our tourist industry. Once the application for the creation of a unique ZIP Code is received by the USPS, the USPS operational effects of changing the ZIP Code are examined. If the USPS agrees to move forward at that stage, a survey of those who will be affected by the change is taken. As we are requesting a unique ZIP Code for our City (although the USPS does not have to agree to limiting it to our City or grant it at all), if the USPS does agree to that limitation, only those within Sunny Isles Beach would be surveyed through a meeting or meetings. This is the stage where the 2007 application failed as only a handful of persons attended the survey meeting and those who did speak spoke against it, perhaps as a result of not having received enough information to make an informed decision. As the City recognizes its shortfall in that respect, the City will hold a series of town hall meetings in the north, south and central areas of Sunny Isles Beach to meet with its citizens and businesses to understand their concerns. Any meetings held, however, will not be considered in the official survey conducted by the USPS, so it will be extremely important for a meaningful and representative cross-section of our City to attend the official survey meeting or meetings. Assuming the application is approved and a new ZIP Code assigned, everyone will have a full year to notify appropriate parties of the change in ZIP Code and make other adjustments that may be required. It is obvious that there are a number of practical and potentially financially important reasons why having our own ZIP Code will be beneficial to each of us and our City in addition to the foremost desire to continue to brand the City as an exclusive place to live and as a world-class tourist destination. In fact, we have approximately 1,000,000 visitors annually in our small corner of the world whose monetary contributions help us continue to improve and maintain Sunny Isles Beach, Florida’s Riviera. It should not be so difficult to find it. LET’S TALK CARS The Ford Flex is another one of those cars that seems to grow on you. I didn’t like it when it was introduced three years ago; however, my like for the SUV has evolved as I became more familiar with it and subtle design changes were made. For 2013, Flex has a new look inside and out. The front end now is slightly rounded, somewhat reducing the overall boxy look, and the Ford blue oval has been removed from the front, leaving only the Flex badge. There also are six all-new wheel styles, including three all-new 20-inch selections. To the rear, Flex now has standard dual exhaust and a new integrated rear view camera. Inside there are new and improved instrument clusters, new steering wheel and electronic finish panels, and new seat trim. There also is an available secondrow refrigerated console and the latest generation of MyFord Touch with SYNC

for your Smart phone. Also new is an Appearance Package, available on Limited and SEL models, that includes a two-tone black roof and black mirrors, 20-inch machined aluminum wheels with painted pockets, leather seats, unique door trim panels and other interior upgrades for a distinctive premium look and feel. The new Flex comes in nine exterior colors, including three new colors for 2013 — Ruby Red tinted clearcoat, Deep Impact Blue and Kodiak Brown — and you can choose from body-color roofs or two-tone with white, silver or black. The three-row, seven-passenger Flex also has new safety and driver aid features such as adaptive cruise control with collision warning and brake support; Ford’s Blind Spot Information System (BLIS); Intelligent Access with push-button start and remote start technology; rain-sensing wipers, power-fold mirrors, power tilt and telescoping steering column and new rear inflatable seat belts. The inflatable seat belts are designed to deploy over a person’s torso and shoulder in 40 milliseconds. As for power, Flex comes standard with a new 3.5-liter 287 hp Ti-VCT V-6 engine

Torque Vectoring Control uses the car’s brakes to balance distribution of engine torque between the front wheels during cornering for improved road grip and steering. The system operates using the car’s stability control module and monitors

the vehicle 100 times per second. Curve Control senses when the vehicle is entering a curve too fast and can apply four-wheel smart braking to reduce vehicle speed by up to 10 mph in about one second and help you steer the car on its intended path. Ileene Wallace appointed as member of Miami-Dade’s Building Better Communities Citizens’ Advisory Committee Ileene Wallace, former mayor of Bay Harbor Islands, is the newest member of Miami-Dade County’s Building Better Communities Citizens’ Advisory Board. Appointed by Commissioner Sally A. Heyman, Ms. Wallace was selected for her vast knowledge of local government and strong relationships with officials in municipalities and the County. The Citizens’ Advisory Committee (CAC) was created by the Board of County Commissioners to provide the residents a means to participate in the implementation of the BBC Bond Program. Russo had originally been one of the primary choices for city manager back in 1997 when Sunny Isles Beach incorporated, but financial concerns at the time dissuaded the Commission from offering him the position. Following five years of dedicated service, Russo stated he intended to embark on a new career in the private sector and left his position on Oct. 31, 2005. In a letter to the Mayor and City Commission, he noted many of the municipal initiatives he helped spearhead to pave the way for continued progress and prosperity. “We have achieved a great deal on behalf of Sunny Isles Beach over the past five years, such as the new Government Center, installation of storm water drainage projects throughout the city, upgraded and expanded parks, implementation of all the streetscape and beautification programs, and the ongoing planning for a new school. All of this has been accomplished with our tax rate remaining one of the lowest in MiamiDade County.” ‘WELCOME ACHIEVEMENTS’ During Russo’s productive tenure as City Manager, he helped the city accomplish many goals to heighten quality of life including: • Restoring a renewed sense of enthusiasm and confidence in city management • Gaining an understanding of city finances and formulating an appropriate budget process • Identifying and assessing long-term financial needs • Creating an on-going formal pending agenda of projects and capital budget plans • Ensuring the completion of projects including parks, drainage improvements, road resurfacing as well as supporting beach renourishment in cooperation with county and state agencies

• Forging ahead with the creation of more parks and beach access points • Improving traffic flow and transportation • Fostering teamwork, a clearer sense of responsibility and structure at Government Center Commending Russo’s performance, Mayor Norman Edelcup noted he “made the city’s administration stronger during his [original] five years of service” and helped ensure city staff was ”in great condition to continue the strong growth and redevelopment of the city.” ‘WELCOME TAX BREAK’ Russo is now looking forward to “making the best even better” in Sunny Isles Beach once again. This “flashback” to a Concerned Citizens meeting in November of 2004, where Russo delivered a State of the City address, highlights how the city has managed to keep tax rates low over the years without cutting services. Sharing information about property taxes in 2004, Russo noted, “The tax base remains at $3.35 per $1,000 of taxable assessed value.” Fast forward to 2012, the millage rate is now lower than it was eight years ago. Mayor Norman Edelcup recently announced, “We have just conducted a two day workshop for our 2012-2013 fiscal year budget, and I’m extremely pleased with the results. Based on the discussions we had at the workshop, I’d like to propose a reduction in our millage rate for 20122013 by three percent. This would reduce our rate from 2.886 mills to 2.8 mills per $1,000 of [taxable] assessed value. The effect of this would be to reduce our city tax levy by approximately $500,000 from our 2011-2012 millage rate - and give that money back to our taxpayers. In general, this would mean people who are under the Homestead and Save Our Homes provision, under the state law, and would

otherwise be looking towards a three percent rise in their taxes would now have that rise eliminated by the three percent reduction in our millage rate.” In 2004, Russo also reported the city’s taxable assessed value grew from $1.2 billion in 1997 to $3.6 billion in 2004 and was anticipated to be in the $6 billion range upon completion of luxurious developments on the rise. Russo’s “prosperity prophecies” have now come to fruition as the city’s 2012 taxable value is $6,258,284, 331, which includes new construction and additions value of $74,139,611. According to Sunny Isles Beach Assistant City Manager-Finance Minal Shah, “The 2012 taxable values, including new construction, represents an increase of 10.745% over the 2011 Taxable Values after Value Adjustment Board changes. Without new construction, the increase in taxable values is 9.43%.” The 2012 increase in taxable values is the second consecutive year values have been escalating in Sunny Isles Beach – even exceeding last year’s growth rate. In 2011, Sunny Isles Beach was one of only ten Miami-Dade municipalities that had an increase in property values (up 8.3% from 2010). ‘WELCOME BACK TO SCHOOL’ Students went back to school in MiamiDade County on August 20 – and in Sunny Isles Beach, the Norman S. Edelcup Sunny Isles Beach K-8 welcomed back all the kids with a focus on “back to safety,” always especially emphasized by Police Chief Fred Maas. “Please become a partner with us, your school and your community as we all strive to provide a safe environment for all our children to grow,” Maas says. If your child has to wait alone at a bus stop, stress not accepting rides from strangers. • If older kids ride with a friend, make sure that you speak to them about wearing seat belts. Do not assume that your child knows even the basic facts about safety and other risks. • Set up a regular calling time to know when your child arrives at home. • Another good idea is getting your child involved in school organizations and programs; and parents should consider joining the PTSA.

The Metrorail Extension Project Launched July 28 This summer, Miami-Dade County joined the ranks of other major metropolitan centers with rapid-transit connections to their airports thanks to the Peopleâ&#x20AC;&#x2122;s Transportation Plan â&#x20AC;&#x201D; the transportation program funded by your half-penny surtax. Now, for less than the price of a gallon of gas, youâ&#x20AC;&#x2122;ll be able to take Metrorail to Miami International Airport (MIA). Visitors, residents and airport employees will enjoy convenient, affordable access to and from (MIA) and the surrounding area using the new Orange Line Metrorail service which arrives at the new Miami International Airport Station.
