Sara Costin brings home 2008 PRism Award Sara Costin, director at Consensus Planning Group, Inc. and daughter of Shelley and Steve Costin of Miami Gardens Florist recently won the 2008 PRism Award for Government /Public Affairs Program of the Year. Aventura Hospital receives American Stroke Association's Get With The Guidelines Silver Performance Achievement Award Aventura Hospital and Medial Center has received the American Stroke Association's Get With The GuidelinesSM Stroke (GWTG-Stroke) Silver Performance Achievement Award. The award recognizes Aventura Hospital's commitment and success in implementing a higher standard of stroke care by ensuring that stroke patients receive treatment according to nationally accepted standards and recommendations. "With a stroke, time lost is brain lost, and the GWTG-Stroke Silver Performance Achievement Award addresses the important element of time," said Heather J. Rohan, CEO. Aventura Hospital has developed a comprehensive system for rapid diagnosis and treatment of stroke patients admitted to the emergency department. Paychex says stimulus package could create multiple payroll benefits, challenges for small businesses Company is prepared to make the necessary adjustments for its clients While Congress and economists debate the effect of the approved stimulus package on the economy, small business owners should begin to focus on the practical implications it will have on payroll, tax filings, and employee benefits. Paychex - a leading provider of payroll, human resource, and benefits outsourcing solutions for smallto medium-sized businesses with offices in Miramar - expects that the new law will require employers to consider and implement multiple changes to their tax withholding, reporting, and record-keeping procedures for employees. Paychex officials report that while the new law means big changes, the company has processes in place to implement the necessary adjustments for existing as well as new clients in a timely and accurate manner. Provisions under the American Recovery and Reinvestment Act of 2009 that may have a significant impact on businesses include: "Making Work Pay" - provides workers a rebate/credit for the 2009 and 2010 tax years of the lesser of $400 for individuals and $800 for couples, or 6.2 percent of earned income. The credit will be received by workers in their net paychecks through adjusted tax withholding tables effective no later than April 1, 2009. Premium Assistance for COBRA recipients - allows COBRA beneficiaries to pay only 35 percent of their premiums, while their employers pay the remaining 65 percent. Employers are reimbursed for their portion of the premiums through a credit on payroll taxes. In order to report and calculate subsidy amounts, and for employers to receive the credit, effective first quarter 2009, the IRS has redesigned the Form 941, Employer's Quarterly Tax Return. Paychex also is continuing to

monitor the additional economic proposals under consideration: Federal Minimum Wage Increase - raising the federal minimum wage to $9.50 per hour by 2011. Retirement Account Withdrawals - allowing withdrawals from retirement accounts of 15 percent up to $10,000 without penalties. Withdrawals would remain subject to withholding taxes. "The economic stimulus plan will present many changes in the way small business owners handle payroll and HR," said Franki Latham, district sales manager for Paychex in Miramar. "Paychex clients can rest assured that regardless of how many changes the plan requires, we will continue to take care of their human resource and payroll needs so they can focus on running their business." "This can be a confusing time for small business owners, who suddenly find themselves trying to understand what they need to do to comply with the stimulus plan's provisions. They also need to determine whether the way they currently process payroll and administer HR can meet these new demands," said Walter Turek, Paychex senior vice president of sales and marketing. Life in the City BY BARI AUERBACH ‘There Oughta Be a Fine!’ We know if Aventura cameras catch you running a red light, you may have to pay a hefty fine. But don’t you think there oughta be fines for violations like these… Muffin Touching: There oughta be fines for touching bakery items like muffins and bagels before picking the one you want – and in addition to “food fondling,” “produce pilfering” should be considered a flagrant offense. So next time you get the urge to pop a few grapes, just make sure you’re not caught on camera! Line Cutting: If a new register finally opens, what usually happens is an athletic customer races over out of nowhere faster than an Olympic sprinter – totally ignoring all the other poor souls still waiting while their hair turns gray (or grayer). Beyond a monetary fine, a harsher penalty would be waiting on a pharmacy line – hoping to get a prescrip-

tion filled before the follow-up doctor visit! Not Re-stocking: Why is there every flavor – except plain?? If the store is always sold out of a favorite product, there oughta be a fine for the stocking manager who doesn’t know the bestsellers and keeps buying hundreds of other items that stay on the shelf forever! Being Too Picky: There oughta be fines issued to ultra-picky people who say things like, “Slice it a bit thinner…a little more...a little less”…(If you’ve seen the movie The Wrestler, you know what some deli attendants could get a fine for doing if they were ever caught!) Husbands should also beware they could be fined for claiming, “It’s not me - my wife likes it exactly like this!” ‘Fine’ Behavior: Imagine if instead of fines, there were rewards bestowed for refraining from horn honking nano-seconds after a light turns green; never stealing parking spots; and always holding the condo elevator for neighbors enjoying life in Aventura - South Florida’s “finest” city!

The Victory Center for Children with Autism hosts "The Magic of Giving" Ninth Annual Starry Night Gala raises nearly $200,000 for The Victory Center The Victory Center’s ninth Annual Starry Night Gala was recently held at the Westview Country Club in Miami. A remarkable success, the Victory Center exceeded its financial goal by raising over $200,000 from this event. As over 300 guests entered the grand ballroom, they were greeted by life-size photos of The Victory School students wearing magician costumes and holding magic wands eluding the evening's theme, "The Magic of Giving." Highlights of the evening included an extensive silent and live auction which included a wide variety of unique items including, a team signed Miami Heat basketball, a team jersey signed by world renowned soccer player - Pele, Movado watches, and rock & roll memorabilia. The night also included a 7-day cruise vacation raffle courtesy of Royal Caribbean. Live auction items included a weekend trip to New York City that included Yankee tickets; tickets for HAIR on Broadway; a 7-day Caribbean cruise, courtesy of Costa Cruise Lines and a 9-day Norwegian cruise courtesy of Seaborne Cruise Lines. A colorful, oneof-a-kind "live painting" created by Miami artist Enrique Mastrapa, was also a highlight of the live auction. Honorees at this year's Gala included Sen. Steven A. Geller and Dr. Robin Parker for their contributions to the Autism Community. Sen. Geller recently passed a bill that requires mandatory coverage for children diagnosed with Autism. The Florida Legislature honored Sen. Geller by naming the law, "The Steven A. Geller Autism Coverage Act." Dr. Robin Parker is a program professor and clinical supervisor in the Programs and Communication Sciences and Disorders at Nova Southeastern University. In addition, she is an active consultant for The Victory Center for Autism in North Miami Beach. Also in attendance were MiamiDade Comm. Sally Heyman, Circuit Court Judge Larry Schwartz and Hallandale Beach Comm. Keith London. The awards presentation concluded with a music video created by VTM and Two Finger Salute Productions in which the Victory School Students sang, signed and road bikes to the modified music and lyrics of "Bicycle Races" by Queen. The event was emceed by Miami radio personality, Danny Rivera. Live entertainment included Magician Gary Goodman. DJ Justin Kratish of Premier Power Productions pumped up the music and packed the dance floor by evenings end. Gorgeous centerpieces were designed by Michelle Wolfe of Picture This Party Promotions. Stunning moon and star magician sculptures created from raw steel were especially created for the gala by Steel Alive Studios. Do your eyes ever feel tired, gritty, or sensitive to light? Does your vision ever fluctuate from clear to blurry, especially when you’re concentrating on something? There are many factors that influence not only the way you see, but how your eyes feel while using them. When light travels into your eye it must first travel thru three layers of your tear film before even reaching the front corneal surface of your eye. If the tear layer of your eye is not smooth and properly formed, a dry sandy feeling and/or excess tearing can occur, both of which can cause intermittent blurred vision. Many factors, such as medication, hormones, allergies and irritants can negatively influence the quality and quantity of the tear film. When we concentrate on something such are when we read, use a computer, or watch television, the frequency that we blink decreases. If your tear film is already compromised, and then you decrease the frequency that you spread whatever tears you do have

across your cornea, your dry eye will feel even worse. There are various treatments and nutritional supplements that have been shown to improve tear production and quality, and thus help in these situations. During a comprehensive eye exam, ocular health status is evaluated as well as possible causes of reduced vision. If any medical issues are discovered, they would either be followed or treated in an appropriate manner. It’s important to evaluate any conditions early in order to provide the best opportunity for continued eye health. It’s important that any comprehensive examination include a complete discussion of your eye care needs based on your job and lifestyle. During the darkest days of your life, there are some important things to remember. The sun is always shining even if you cannot see it because it is hidden by the clouds. In the midst of stressful, sad and discouraging situations, this is often hard to believe. All you can see are the clouds. You feel like you will be caught in a terrible storm. A storm that will frighten you with the severity of its thunder and lightening and the high winds that will toss you about and make you lose your balance or even blow you away. When this happens all you can do is to stand firm in your mind and heart and believe that the sun is there. Imagine it. Resist the thoughts and emotions that threaten your belief. Believe in things even if they do not seem plausible. Nothing lasts forever. Even the perfect things in your life are vulnerable to change. One of the constants in everyone’s life is that things will change. That can be a good thing because it means that the negative things will also change. Believe in change. Welcome change. Keep reminding yourself that this too shall pass. Do not dwell on

what you do not want to happen or what you are afraid will happen. Only think about what you want to happen. See it. Feel it. It may be difficult to feel the warmth of the sun when all you see are clouds. Keep trying. Pretend that you feel the warmth until you do feel it. Keep a picture of the sun uppermost in your mind. Be strong. It takes strength and courage to believe when there is no outward evidence of your belief. Every time you believe you stand a better chance of having that belief become a reality. Believe is an action word. It is an active state of being. It requires that you find something credible even when there is no reason to believe it. It requires you to have faith; faith in life, God, the power that created you, the universe, and yourself. At the same time that you have faith, you must also have confidence in what you believe and confidence in yourself. Accept the truth of your beliefs. Eliminate any doubts. Crooks using old, new scams during recession

Al Sunshine 4 YOUR MONEY As if the recession itself isn’t bad enough, crooks are now taking advantage of it to dupe the most vulnerable among our population, dusting off their old scams and coming up with some new ones. This is prompting urgent warnings from state and federal authorities. The latest unemployment scams include offers to help laid-off workers file for unemployment benefits, charging them extra fees to supposedly help them look for jobs. Florida prosecutors and the Florida Agency for Workforce Innovation now are sending out important advisories, informing anyone looking for a job that they don’t need to pay extra fees to be considered for a new job or to apply for unemployment benefits. Florida prosecutors say in most cases the companies offering help only are interested in getting your personal identification for an “identity theft” scam. At the same time, they may offer to sell you a listing of “job openings” which may be nothing more than an old printout from the state job site that you can get for free. Remember, most legitimate employment agencies get paid by companies to find qualified employees. Job seekers themselves usually are never charged for being listed on

legitimate employment sites. President Obama’s $787 billion economic stimulus plan also is getting a lot of interest from the scammers. As a result, the Federal Trade Commission has put out a national alert. The agency is warning about the growing number of unsolicited emails, letters, and telephone calls offering to help deposit stimulus money directly into your bank accounts. The crooks will then obtain access to your account information and withdraw however much of your money they can before you realize you’ve been ripped off. Some old scams also are being revived. Contractor fraud is hitting consumers hard as they agree to thousands of dollars in home repairs, pay crooked contractors hefty down payments and never hear back from them. Always ask for references and background checks with local building departments before signing any contracts or give any deposits. Advanced-fee loan scams are another popular ripoff of which to be aware. They offer desperate consumers “alternative loan sources.” However, you first have to fill out all the paperwork and pay a hefty “processing fee” that could be $1,000 or more. They promise you’ll qualify; you fork over the money and then you realize that you’ve been scammed and never will get your loan or your processing fee back. Always be wary of requests for large upfront fees and down payments and keep alert about possible recession “opportunists” and scammers. Watch Al Sunshine weekdays on CBS 4 News beginning at noon.
