VIEWPOINT A war without witnesses in Sri Lanka

Excesses of the wealthy are still alive

BY JIM MCDONALD

BY JIM HIGHTOWER

While the Indian Ocean tsunami of December 2004 captured media and public attention, another devastating storm is exacting a second toll on Sri Lankan civilians today--and it goes almost unnoticed. Initially, aid and funding flowed to Sri Lanka, the small island off the southern tip of India which suffered greatly from the tsunami's wrath. The United Nations reported that 27,589 people died as a result. But as the news story became stale, the plight of the island's civilians faded into the background. In today's crisis, more than 150,000 displaced civilians are trapped in a government-declared “safe zone” - a thin sliver of coastal land which is the only remaining territory controlled by the Liberation Tigers of Tamil Eelam (LTTE). Caught in the middle of the fighting, the people lack food, clean water, shelter and medical care. The Sri Lanka war between the LTTE and the government started in 1983. The LTTE are fighting for an independent state for the country's Tamil minority in the northeast of the island. A ceasefire with the government negotiated in 2002 broke down in mid-2006. Since then, the Sri Lankan army has succeeded in retaking most of the territory once controlled by the LTTE. The rebels are presently confined to a small pocket of land in the northeastern Wanni region. Hundreds of thousands of Tamil civilians are trapped with them in this area which the government had earlier declared as a “safe zone” and had urged the trapped civilians to flee to it. A UN expert on displaced persons who recently returned from Sri Lanka warned of a possible “bloodbath” if the army tried to move into the zone, given the heavy concentration of civilians. The government reportedly has said that it is in no hurry to move in at present. The U.N. High Commissioner for Human Rights reports that just since January 20, roughly 7,200 have been injured and about 2,700 civilians have died. The number of people killed each day has doubled in one month. The humanitarian crisis in Sri Lanka is dire. Yet very little has been printed about it because there are no virtually third parties allowed in the area--no reporters, and no aid agencies other than the International Committee of the Red Cross. With no media access to the war zone, the hungry and ill are ignored by the rest of the world. Last September, the Sri Lankan government expelled many international aid agen-

cies operating in the war zone. Although the government has delivered convoys of aid to the civilians, it's been far from enough. Unfortunately the government's socalled "safe zone" for civilians is not recognized by the LTTE. The last hospital in Wanni was shelled on Feb. 4 for 16 hours straight; neither party took responsibility. The LTTE have effectively taken civilians as hostages and moved them to the Wanni region to serve as a buffer against government attacks. They refuse to allow civilians to leave, force them to build bunkers and enlist children as soldiers. Civilians are dying, caught in the crossfire; war crimes are being committed. But who's to blame? The Sri Lankan government says the LTTE are responsible for the shelling that has reportedly killed hundreds of civilians this year. Pro-LTTE websites produce story after story of how government shelling has been killing civilians. It will be always hard to know what is really happening in Wanni, but something can be done now to ensure that civilians are cared for. Human rights organizations including Amnesty International have called on the United States and the international community to demand that both sides immediately declare a temporary truce to allow more civilians to leave the war zone safely, and more importantly, permit humanitarian aid into the zone for those still in Wanni. Donors who provide international assistance to Sri Lanka should also ensure that the aid is used in a manner consistent with human rights standards. The United States, for its part, has in the past significantly decreased funding to the country; in 2007, the Congress imposed a ban on military assistance to Sri Lanka. In the same year, both Great Britain and Germany froze their aid to Sri Lanka due to concerns over the rapidly increasing human rights violations accompanying the renewed fighting. This dire situation calls for a sharp response from the rest of the world to hold the LTTE and the Sri Lanka government accountable for not doing enough to protect Tamil civilians. Until more steps are taken to protect human rights in Sri Lanka's war without witnesses, civilians will continue to pay the ultimate price. With the recent downturn in the fortunes of Wall Street barons, you might think it's all doom and gloom within New York's highest circles of plutocracy - but not so! Take the sorcerers in the mysterious world of hedge fundery, where unimaginable profits are spun from exotic bets on other people's misfortunes. For example, one of those wizards reaped $2 billion in pay last year by betting that the housing market would crash. What a winner he is, huh? And even though annual bonuses for top shelf Wall Streeters are being cut down to the low-millions of dollars each, their plucky families still make do as best they can. The New York Times reported recently that a pricey restaurant on the city's exclusive Upper East Side exists as a haven for these beleaguered elites. As the wife of one Wall Street big shot says, "I started going there with my girlfriends for lunch so we could all have kind of a comfort zone." A simple lunch of shrimp over greens, served with a glass of wine tops $50, but who's counting? These regulars don't actu-

ally pay the bill - instead, the restaurant keeps a running tab for them, sending a monthly total to their bookkeepers. "There's a division of labor here," explained a regular, "I don't keep all that stuff in my head." Meanwhile, even as the economy tanks for regular folks, over-the-top extravagance still has a home in New York. For example, a new residence tower will afford its elite clientele an "en-suite sky garage." When you arrive at this high-rise building, you pull into a car-sized elevator that automatically recognizes your vehicle and lifts you and your car to your floor. You then drive your car forward into your personal garage attached to your suite, the elevator goes back down, and you step out of the car directly into your residence. Isn't it good to know in these tough times that excess is still alive? -For more information on Jim Hightower's work - and to subscribe to his award-winning monthly newsletter, The Hightower Lowdown, visit www.jimhightower.com <http://www.jimhightower.com>

ASK DR. RUTH BY DR. RUTH WESTHEIMER

Is she too bland? Q: My wife and I have been married for many years. Throughout our marriage, I’ve been the one who has suggested sexual activities. She has never refused me, not has she ever been indifferent to the suggestion. But if I did not make the first move, we would go on indefinitely without sex. I accept her attitude toward sex on the basis of the old saying, “woman are different.” However, since the sexual revolution I’ve learned that women are not as different as I’d thought. I asked my wife why she has never taken the first step toward having sex. She said she was sorry for being bland but gave no explanation. her doctor dismissed her question about it by telling her that it probably has to do with her age. Besides seeing a therapist, do you have any suggestions/ A: You say that if it were up to your wife you’d never have sex, but one reason that your wife doesn’t initiate sex might be that you’re not giving her a chance. If you want sex every three or four days, for example, and she only needs it once a week, her natural arousal level might never get high enough to kick in because your

interrupt it. Now there’s nothing necessarily wrong with that, as long as you are both having enjoyable sex, which you say you are. So, while it might be true that you would enjoy it if you wife initiated sex once in a while, don’t make it such a big issue that you endanger your entire relationship. Since she does respond positively when you initiate sex, be grateful for that. I’m not saying that you have to accept this condition. That you talked about it and she spoke to her doctor is fine. And there wouLd be nothing wrong with seeing a sex therapist, too. My point is, if it turns out that your wife’s libido is not as strong as yours, rather than label her bland, or anything else, just keeping doing your part to maintain your sex life. Q: We have been married for 20 years and have a wonderful sex life. We are always looking for exciting new ways to please each other. We are interested in visiting sites on the internet but are concerned about what we might find if we start looking at adult sites. Are there any “safe” adult sites you can suggest that might give us some ideas? We are more interested in words than in pictures. A: I’m afraid I’m not an expert on adult web sites, but I might recommend that you go to www.about.com. On this site there are experts “guides” who can tell you about sites within their expertise. If you look at the pages on sex in about-com, you’ll at least get descriptions that might help you to locate sites you would like to visit, as well as sites to stay away from that you might offensive. Just realize that you still might stumble on some sites that depict more sex than you want, but if you do, just click off of them as soon as you realize it.

Historically Yours BY BOB DIAMOND TEDDY, OBAMA AND THE SULTAN OF MOROCCO

In early April, I received an email article that was widely circulated in the South Florida. It related to the developing situation prior to the rescue of American Captain Phillips from the Somali pirates, advising President Obama to take a stronger stand and be more like Teddy Roosevelt in his bold heroic action involving a kidnapping conflict in 1904 of a Greek-American playboy named Perdicaris. According to the article, a bandit group led by Ahmed Raisuli kidnapped Perdicaris and his son-in-law, then demanded of the Sultan of Morocco a huge ransom. Angered by the kidnapping of an American, Roosevelt then dispatched seven warships with Marines, with instructions to seize the custom houses in Morocco unless the hostages were released. Teddy tried to get Britain and France to join the U.S. in a combined action but both nations refused. John Hay, Roosevelt’s Secretary of State, then issued a statement to the Republican National Convention: “This government wants

Perdicaris alive or Raisuli dead.” The Convention then went wild in support of Roosevelt and Hay. At the demand of Teddy, the hostages were then released. Was the story true? According to Pulitzer Prize biographer Henry F. Pringle (Theodore Roosevelt), the entire incident was an exaggeration and a political stunt by both Teddy and Hay. In fact, Roosevelt had found out earlier that Perdicaris was not even a U.S. citizen. Teddy did not send any warships to Morocco and Perdicaris was never in any serious danger. Meanwhile, Raisuli’s demands on the very weak Sultan were met and it was clear that Perdicaris would be released without any involvement by Teddy, but Roosevelt seized the occasion to stir up the “lethargic Republican National Convention, then in session at Chicago, into life with a message actually written by Hay to the United States consul general at Tangier.” The message demanding Perdicaris alive or Raisuli dead was read to the delegates, as though it was an actual threat by Teddy and brought the expected cheers. Perdicaris was released precisely in accordance with prior hostage arrangements. Teddy’s exaggerated involvement in the Perdicaris release helped re-elect him.

2010: Largest Estate Tax Increase in U.S. History? BY KEITH OWEN The estate tax is currently scheduled to be repealed in 2010 (i.e., zero tax). However, President Obama’s new budget calls for estates valued over $3.5M ($7M for married couples) to be taxed at a rate of 45% next year and beyond. Given that these are also the current 2009 levels, the new administration argues that there is no estate tax increase. Which view do you take on this? (A) The proposed estate tax is not an increase because it mirrors 2009; or, (B) The proposed estate tax is vastly greater than the scheduled repeal of the estate tax in 2010. Some argue that this proposal signifies the largest estate tax increase in U.S. history. In all fairness, the current proposal is more favorable to consumers after 2010. An increasingly popular estate planning tool that many people are still unaware of is premium financing for life insurance. Those that may qualify for premium financing for life insurance are individuals between the ages of 70 and 85 with a net worth of at least $1 million. 4 Key Reasons to Consider Premium Financing: 1. Estate planning 2. Philanthropic planned giving 3. Key person or business succession planning 4. Uncovering a significant hidden asset Life insurance is known by many to be the number one means of augmenting wealth transfer from generation to generation. Many consumers are unaware that they can apply for a loan that will pay exorbitant annual life insurance premiums. The policy is an asset that serves as primary collateral for this loan that may eventually be repaid

through the policy proceeds. In turn, beneficiaries may use the tax-free “death benefit” to satisfy the estate tax. Many clients augment their current estate planning with charitable planning by donating all or a portion of their insurance proceeds to their favorite charity or alma mater. Leveraging insurable capacity (i.e., financing life insurance) is especially attractive for older key-person executives. Consumers should be aware that the amount of insurance one can apply for (insurable capacity) is typically limited to the valuation of a business, personal net worth or philanthropic involvement. Paying life insurance premiums can cause an individual to liquidate important assets, such as their investment portfolio. Avoiding the sale of stocks or properties at a time when values are at record lows is a major incentive for astute financial advisors to recommend financed life insurance for their clients. In today’s economic climate, many individuals over 65 are choosing to sell their existing policies due to a greater need for liquidity. Many consumers have learned that life insurance is a hidden personal asset that can be auctioned off during the client’s lifetime to the highest bidder for a discount of the face value, often referred to as a “life settlement” or “living benefit”. The initial application process is a non-committal phase and usually takes around 30 days to see if a client qualifies. For those that qualify, it is important to carefully review risks versus rewards and to work with a specialized premium financing company that has solid references with a high level of experience and compliance within the industry. Hypertension, still a killer DAVID KORN, MD AND ROBERT RASKEN, MD High blood pressure or hypertension affects over sixty-five million people in our country. The likelihood of developing hypertension increases dramatically after age sixty-five, so that eighty-five percent of patients at age eighty-five have elevated blood pressure. Simply stated almost everyone will develop hypertension if you live long enough. Younger patients, under age fifty, have diastolic hypertension, where the bottom number is elevated. Over age sixty, the top number or systolic pressure is elevated usually more than the bottom number. Ninety percent or more, of all hypertension, is considered essential hypertension, or hypertension of no specific cause. Other cases are called secondary hypertension and are related to a specific cause such as Cushing's disease, renal artery stenosis, thyroid disease, etc. Routine medical history and physical along with basic lab tests help diagnose secondary causes of hypertension leading to cure the problem. Essential hypertension is influenced by multiple factors such as familial or genetic tendencies, so that hypertension is frequently present in parents, relatives, and their children. Salt intake and salt handling by the kidney, weight, exercise, and other drugs may cause hypertension as a side effect. Anti-inflammatory drugs or NSAIDs may cause hypertension in some individuals probably through salt retention. A good history by the healthcare provider will reveal these types of drugs, so it is important for the patient to relate all his drugs: prescriptions, overthe-counter drugs, vitamins, minerals, and herbals. Weight gain and lack of exercise frequently cause hypertension; however, weight loss and exercise may also lower the blood pressure significantly. Limiting salt intake by not eating obviously salty foods may also help lower the pressure. Life style modifications can help, but still most

Robert Rasken, MD and David Korn, MD

patients will need prescription drugs to get the pressure down to therapeutic levels. Ideal blood pressure is 120/80. Acceptable blood pressure without other illnesses is 140/90. With other concurrent illnesses such as diabetes, kidney disease, or heart disease the goal blood pressure is 130/80. Any number higher than these values in these patient types is too high and needs to be lowered through lifestyle changes or drugs. In many clinical trials two, three or even four drugs are required to achieve the desired goal blood pressure. Unfortunately not every patient responds the same way to every different drug and multiple combinations are necessary to effect adequate lowering. High blood pressure is not only a number, but it represents a disease process that leads to heart and kidney dis-

ease, and strokes. The risk of heart disease, strokes and kidney disease is two to four times greater in patients with hypertension as compared to patients without hypertension. Men and women are both affected. Hypertension becomes more of a risk when it is combined with high cholesterol, diabetes, and smoking. The cumulative risk is greater than the risk of any single abnormality; however, many patients have multiple abnormalities and are in more danger of a heart attack or stroke than patients with high blood pressure or high cholesterol as lone abnormalities. Diabetes frequently accompanies hypertension and makes the hypertension even more dangerous to the patient. Greater than one hundred different drugs are used individually and in combination for control of high blood pressure. They are separated into different families according to their mechanisms of action and aspects of hypertension that they control. Some prescription medicines will benefit certain conditions associated with hypertension more than just lowering the blood pressure alone Physicians evaluate these accompanying problems such as diabetes, kidney disease, or congestive heart failure and individualize the drug therapy to prevent these complications of hypertension. Hypertension is easily diagnosed and readily treated with lifestyle modifications and drugs. In the last forty years the medical profession has made great strides in hypertension, but still millions of patients are not diagnosed and millions are not adequately treated. The first requirement is to see a healthcare professional and get your blood pressure checked. It could save your life. Doctors Korn and Rasken are the directors of Aventura Heart Center located at 2845 Aventura Blvd. Suite 249, Aventura. For more information, call 305-9326061.

Disciplined Investing Helps Keep Emotions in Check BY MICHAEL A. SHEAR Knowing that financial markets are constantly changing, it’s often hard to gauge when the best time would be to jump in. Trying to time your investments in this way can cause you undue stress and cost you financially when you try to invest by guessing when the market has hit the “top” or the “bottom.” Fortunately, however, there are several timeless strategies that can help you eliminate the emotional component, and get you on the right track to successful investing. Think long term. While past performance is never a guarantee of future results, the markets have historically performed well over the long run. Successful investors are the ones who develop the discipline and patience to stay the course over the long run, despite market fluctuations. Patiently accept volatility. Building on the last point, it’s important to realize that market highs and lows are a natural occurrence, and should be considered a normal part of investing. Once you accept that fact, you can prepare yourself to resist the emotional urges to jump in and out of the market based solely on its current direction. Stay in the market. Some investors attempt to time the market. When it’s down, they sit on the sidelines waiting for it to rally before they get in on the action. Conversely, when the market is up, they wait for a correction so they can buy at what they see as bargain rates. Moving in and out of the market by timing its ups and downs is a skill not even the most seasoned investment professionals have mastered. Consistent investment – in both up and down markets – will produce more reliable results over time. Diversify. Possibly one of the most important investment principles – and at the same

time most overlooked – is the need for careful asset allocation. The popular adage that tells you not to keep all your eggs in one basket is especially true when it comes to your investments. A well-diversified portfolio should include complementary asset classes, so they can cushion each other against the effects of market downturns and lower your portfolio’s overall risk. Watch your asset allocation. Even if you properly diversify your portfolio in the beginning, changing markets will affect the value of your investments and could alter your actual allocation. Consistent reviews will help you identify when your portfolio needs to be rebalanced, helping you maintain a proper asset mix. Pay yourself first. You may have heard this before, but it’s certainly worth repeating: Save first and then spend what you have left, rather than spending first and saving what you have left. Inevitably, if you attempt to do the latter, you’ll often find there’s nothing left to save. Reinvest dividends. Many quality companies have a history of paying dividends, regardless of overall stock market performance. Reinvesting these dividends offers you an excellent way to easily build your stock positions. Set goals. While this may seem like the most basic idea, it’s still one of the most important. When considering your investments, you need to have a clear idea of where you are, a goal in mind of where you want to go, and then put strategies in place to help you get there. By incorporating all of the above-mentioned ideas, you will have a guide to help you in all your important investment decisions. It Migliore ‘Simple the BEST’

Green is the word BY STÉPHANE L’ÉCUYER, ARCHITECT (AIA) In collaboration with David Bédard-Barrette, M. Arch slecuyer@absolute-idea.com The purpose of a green approach towards architecture goes well beyond a simple feel good action; it’s about what you can do in the present to create a better built environment for the future generations.

BY LEE STEPHENS Nestled away in the heart of Aventura is a jewel that has captured the essence of a real northern Italian neighborhood trattoria. Rich in flavor and plentiful portions, the perfectly cooked pastas, scrumptious meat, poultry and seafood dishes have made this Tuscanstyle restaurant quite popular since opening. Besides the irrevocably appetizing entrees, your experience at Il Migliore would not be complete without munching on their thinly cut and golden brown homemade, “patate frite alla Toscana,” tossed with fresh herbs that have been acclaimed by the Miami New Times as “The Best French Fries” in town. The homely atmosphere welcomes families and friends alike to enjoy a delicious meal which is always complimented by pleasant and knowledgeable staff. Owner Barry Roth credits the success of the trattoria to “The consistency of our food and the service.” Their success has attracted a wide array of clientele including Aventura’s very own Vice Mayor Billy Joel and Commissioner Bob Diamond who enjoy bringing there

wives regularly for their favorite Italian meal. Along with their countless accolades and growing popularity, this trattoria is proud to have been named “The Best Inexpensive Italian Restaurant” by the Miami New Times, three and a half stars out of four from the Sun Sentinel Best Dining and received an official Zagat rating. No matter what your preference in Italian dining, you’ll be sure to find something that will satisfy your palate. And for all those who like to dine early, you must come and enjoy there sunset dinner between 5pm-6pm where you can flavor a decadent fullcourse meal of fresh salad, fine wine, a delicious main course and delightful dessert all for an amazing value of $21.95. Be sure to arrive early as the restaurant fills up fast! This Aventura gem is located at 2576 Miami Gardens Drive. Trattoria Il Migliore is open daily for lunch from 11:30am-3:00pm Monday thru Friday and dinner service from 5:00pm-10:00pm Monday thru Sunday. Reservations are recommended by calling 305-792-2902. <mailto:artwork@communitynewspapers.com>

The word is all over the planet. In fact, it might be the biggest challenge of the new born 21st Century. As mankind depleted and exploited the Earth’s resources with unprecedented speed and efficiency, who would have thought twenty years ago that terms like “green” and “sustainable” would today be used as golden words to describe a myriad of environmental solutions? Leading the way in sustainable exper tise IDEA foresaw the necessity of providing sustainable and green solutions to clients a couple of years ago by gaining valuable expertise in the LEED green building system. Standing for Leadership in Energy and Environmental Design, this point-based system encourages global adoption of sustainable green buildings through the implementation of universally understood tools and performance criteria. Counting on many LEED accredited professionals, IDEA has already been part of over ten green projects, ranging from institutional buildings to residential condominiums. Starting from a good comprehension of the client’s program, IDEA has the adequate knowledge to recommend sustainable strategies that will enhance any type of project. By reducing the impact of the building on its site, by designing better building envelopes and by specifying ecological materials adapted to the location of the project, IDEA believes that every building has the potential to be ecologically sound, regardless of the budget. IDEA and Le Cirque du Soleil cro s s paths. Recently, IDEA was approached to work on an extension to the ToHu building, a cornerstone project in Montreal, which is part of a large-scale revitalization program targeting the ecological restoration of an abandoned

quarry. Completed in 2004, the ToHu was designed to act as an international focal point to circus arts, gathering artists from around the world while offering visitors a rich cultural program based on tolerance, social integration and multidisciplinary arts. Located in the immediate vicinity of the headquarters of Le Cirque du Soleil (who also closely collaborated in the design of the ToHu), the building received a GOLD certification from the Canada Green Building Council, the authority responsible for certifying LEED projects north of the border. When looking at IDEA’s intervention in this mandate, project manager Patric Sabourin entertains high hopes towards the extension’s final outcome: “This process is quite unique because with the current extension, we are applying for a LEED certification on a project that already received a certification in the past. We come down to a point where clients who first opted for the LEED approach a couple of years ago see the real advantages of making sustainable design a priority. Once they see the benefits, they never want to go back.” For this particular project the client asked IDEA to design the building in a way to receive a PLATINUM certification, the highest recognition given by LEED. To achieve such a result, many sustainable actions will have to be considered, and a meticulous coordination will have to be done between the professionals in order for all the different systems to act as a whole. IDEA will indeed recommend the use of waterless urinals to significantly reduce water consumption, LED lighting technologies to reduce interior heat, solar panels providing enough energy to heat the water throughout the building, and will provide all the regularly occupied spaces inside the building with exterior views to the outside as well as natural lighting. Finally the site will also benefit from a sustainable approach. The extension will be built in height, to minimize the footprint and maximize vegetation and density. Coupled with limited parking spaces for cars and facilities to accommodate cyclists, the interventions on the site will show great respect towards the environment.
