Town Council OKs modified security camera ordinance BY GARY ALAN RUSE
uring a regular monthly Cutler Bay Town Council meeting on Jan. 21, which ran past midnight due to the controversial nature of the issue, members of the council passed by a 3-2 vote an ordinance requiring area shopping centers to install security cameras in the parking lots. Mayor Paul Vrooman and council members Peggy Bell and Ernie Sochin voted in favor of the measure, while Vice Mayor Ed MacDougall and council member Tim Meerbot opposed it. The ordinance was what some called a “watered down” version of the original plan, requiring fewer cameras, which would be placed at the entrances and exits of the parking areas. There also was a last minute amendment to the ordinance that provides partial funding by the Town of Cutler Bay to mall owners or merchants in the amount of 25 percent of the costs of implementing the plan. A parade of people representing the centers and merchants took the podium to address the council on their concerns about the potential cost of the camera systems, how it would impact their business and whether it was even an effective means of reducing crime. he Town of Cutler Bay’s experimental program, the Holiday Season Circulator Bus, turned out to be a great success. Although primarily designed to help seniors who needed transportation for holiday shopping, the free service was provided to all town residents during the holiday season, Dec. 9 through Jan. 9. Rafael G. Casals, Public Works director of the Town of Cutler Bay, was pleased with the large number of people who made use of the program. “The circulator bus averaged 19 to 23 patrons per day,” Casals said. “Some days were heavier than others. Once the word got out, the bus ridership reached capacity levels — 25 seats — on a daily basis.”

One of the attorneys brought a binder of research he had done that was three inches thick, that he wanted entered into the records. I don’t know how many billable hours he charged for that but it would have taken care of at least one shopping center.” Sochin also stated that the members of the Florida Retail Association are trying to pass a bill in the Florida Senate to prevent towns from doing things like this. “That kind of forced our hand a bit because we didn’t want to wait for them to pass a law telling us what we can do,” Sochin said. “I don’t think that’s the place of the Florida Legislature to tell towns what they can do regarding the security of their own people.” Vice Mayor MacDougall felt differently. “I respect the council’s decision, but I’m disappointed in the outcome,” MacDougall said later. “I’m very disappointed over the last minute amendment to allow funding of these alarm systems in part by the citizens of Cutler Bay, up to $100,000, without any previous discussion or review of the proposal. “The first time I saw it was last night and I was shocked this thing was delivered last minute. I felt blindsided by it. I’m displeased, but we live by democratic rule, and I was outvoted 3 to 2. I did not support it. I voted against it on the first reading and the second reading.”

Town manager Steven Alexander addressed the issue the next day. “I think the main thing is that this was a security concern that we’ve had since Cutler Bay became a town,” Alexander said. “Remember that the overriding reason people voted for incorporation was police presence and security. We’ve had to pour additional money, over and above the amount we’ve funded our police force, for that purpose. And we’re doing a great job. “Our crime rate is down dramatically over communities right next to us and the unincorporated areas right next to us and the overall county,” he said. “We’re very happy with the amount of crime suppression we’re having, but we still have problems.” Alexander said that a lot of the remaining crime occurs in retail settings. “In working to reduce those crimes and the number of police hours spent dealing with those crimes, we came up with the security camera idea,” Alexander said. “It’s gone through about four months of public hearings and meetings with all the council members and the staff, with all the businesses, with corporate executives from some of the biggest retailers in the country.” Alexander said that when the first draft of the ordinance was circulated the wording gave some people the idea that the quality of the video images required would mean that hundreds of cameras and connecting cables would have to be installed in each parking area, which he said was not the intent. New technology, he said, greatly reduces the cost of security camera systems, which have already been placed in several town parks.

The Palmetto Raiders are currently based at Bel Aire Park across from Holy Rosary Church, but in the beginning football games were played at Franjo Park near Old Cutler Road, then later at Perrine Park. The Optimist Club filled in the vacant rock pit along Franjo Road and built the clubhouse
along with grading the land for the football field, which is now Bel Aire Park. In 1971 Palmetto was incorporated and became a charter member of the Greater Miami Pop Warner League in 1972. Many players have gone on to play for a variety of college teams over the years. “The Palmetto Raiders Youth Development Club calls attention to the positive impact of involvement in competitive and recreational sports on the health and future success of our children,” Mayor Vrooman said.

Parks Committee Meeting If you’re interested in the town’s parks and their future, the Parks Committee will be having their meeting on Tuesday, January 27th at 7:00 p.m. Cutler Ridge Park, 10100 SW 200th Street. The Town of Cutler Bay Police Department reports that it was very successful in reducing crimes by over 18 percent in 2008 compared to the same time in 2007. Some of the current trends the Town has been experiencing include a high number of vehicle burglaries scattered throughout the Town limits. The majority of the vehicle burglaries were done by the subject breaking/smashing the window. These are opportunity crimes which are usually the result of valuables being left in plain site in a vehicle. Citizens are reminded to secure valuables when leaving vehicles unattended. Another trend within the Town is residential burglaries in the Lakes by the Bay area. These burglaries are occurring at different times of the day and no specif-
ic pattern has been observed. Do the math... Got to thinking about Palmetto Bay’s current object of interest for a permanent village hall location, the old Neighbors Supermarket property. Price tag on this chunk of land is a hefty $4.4 million, and the yearly rental at the current location being used for village hall, at 8950 SW 152nd Street, is about $156,000. Guess that means that if they buy the Neighbors property the village will start saving money on rent in a mere 28 years, or maybe more like 30 to 35, if you factor in the interest on the bank loans needed to swing the deal. Cutler Bay Bicycle Meet-Up Get back into cycling. Cutler Bay now has two bike clubs to accommodate cyclists of all levels. Area residents wondered how school can operate without licensing after story circulated that Team Metro folks were reported to have temporarily allowed the non-conforming use to continue without issuing a citation, pending the owner’s correcting the matter. Problem for bachelor-owner, we’re reliably informed, is commonplace these days: lack of buyers for multi-million dollar properties — just about anywhere! And these items from South Miami: Speaking of the new commission, can’t help but wonder if the city manager and the city attorney will be sticking around much longer. I’m taking bets that…
And folks, remember back a few years ago, when someone was wearing a secret listening device in city hall? Well, don’t be surprised if in a couple of months you hear about another one. Speaking of rats, I hear that the city needs to do a better job in controlling all those pesky little critters, like roaches and rats that are all over city hall. By the way, I hear that the boys downtown are actively investigating the marriage thing, that foreclosure thing and the mortgage stuff of one lucky elected official. I just wonder what else might be lurking there we haven’t heard about yet. Empty condos can ease senior housing needs R. Kenneth Bluh VIEWPOINT KENNETH’S COMMENTARY The headline reads: “A Hollywood affordable [rental] housing project for seniors was among the casualties in the state budget package…” In the same paper, but in the Business section of The Miami Herald, the headline reads: “HUD OK’s use of grants to buy foreclosures.” Let’s see if I get this right. The Florida Legislature kills a proposed senior rental complex because of budgetary constraints. At the same time HUD (Housing and Urban Development), a federal agency, is approving federal funds to permit municipalities to buy foreclosures, rehab them and put them back on the market to offset blight and stabilize property values in neighborhoods where foreclosure rate have soared. Do I see a possible mix? Could federal funds be used by a municipality to
buy a failed condo project that is ready to fall into foreclosure and, as the federal government says, help stabilize neighborhood values? Now, what could the municipality do with the newly purchased condominium that wouldn’t sell because of the glut of condos on the market? How about turning it into a senior rental housing project? Success, we took an unsold project off the market. We just provided the community with affordable rentals for seniors in the Hollywood area. And, we protected the neighborhood from depressed property values. Now, the project may not be where the city had planned to build the senior rental. It might not even be in the city limits of Hollywood. But, I don’t think the seniors would object to living in a brand new rental apartment even if it were outside the city limits. The bank that was financing the completed, but unsold condo complex should be so thrilled to get the delinquent construction loan off its books that it might even throw in a few thousand dollars to help convert the building to meet senior housing codes.
The State of Florida, like the construction loan bank and the City of Hollywood, might be so delighted not to have to continue to search for dollars to fund the project that they, like the bank, might throw in a few bucks to retrofit the project. How many unsold condominiums stand vacant from Florida to California? How many housing projects for seniors and low-income families on the drawing boards, can’t be built, for lack of funds? How many cities are searching their budgets for missing dollars to complete what they promised their residents before the economy tanked? I mentioned this idea to a friend of mine who immediately said “do you really think that you could move low income residents and seniors into an expensive condo on Biscayne Boulevard? Could they afford the rent?” “Of course not,” I said. “But you’re
only looking at the highrises that line the bay up and down the state. Have you ever seen the dozens of completed but unsold projects built in residential areas far inland from the bay? They are in trouble.” I would strongly suggest that the mayors of the major cities up and down both coasts of Florida visit with HUD in Washington. The dollars are there. The need is there. Certainly there must be a solution to be found in the mix of federal HUD funds and municipal needs. It sounds like a marriage made in heaven.

For high-priced CEOs: How much is enough? BY ERNIE SOCHIN Councilmember
I am ashamed to admit that I got very few offers as a result of my last article offering myself for sale. Actually I received only one — a local highly respected businessman who met me in a restaurant, opened his wallet and took out a dollar. The problem was I didn’t have any change to give him. Seriously, I think I may have offered myself too cheap. I only asked for $2 million a year with a $4 million severance package. It seems the real players in the world of big business would look on this as small potatoes. They are in the $20 million and $30 million bracket and some in the nine-figure range. I began to wonder just how much is enough. Let’s say someone offered to pay you or me $1 million a year. Could we get by? To some like Bernie Maddox, or any of the CEOs from GM, Ford or Chrysler, that might be considered chump change. I guess with a million bucks a year I could buy whatever car I wanted and be able to afford gas at whatever the cost. I could buy a pretty nice house or two or three. I could send my wife to Sawgrass Mills every week to find bargains that save me even more money (or so she says). What else could I do? Take some tennis lessons and eventually go on tour; buy one of those $5,000 bicycles that I see advertised; spoil the heck out of my grandchildren with even more toys; hire someone to solve all my computer problems so that I don’t end up banging my head against the wall while trying to make myself understood in New Delhi. These are just a few of the things I could do. Now what about $20 million or $50 million? You see my point. What do they actually need this much for? Are they really that much smarter than we are?
The stock market says nahhh! Do they work harder or longer hours than we do? I doubt it. So what do they do with all that money? Some say that it will trickle down to us. So far all that I have seen trickle down is some gooey stuff all over my car. I am going to stop feeding those birds. Maybe I should stop feeding the “fat cats” as well, but I don’t know how to do that. What about those brothers that owned Pharmed, one of the most successful distributors of pharmaceuticals in the country? They had tons of money, enough to even give a lot of it away to charity, but apparently that was not enough for them. Even after all the bad news about them, dozens of highranking people in the community wrote letters of support to the judge in the case. I will now promise that if I do receive these millions that I ask for I will have a cup full of change in my car to hand out to those guys with the sparkling white suits at all our intersections. I don’t even know what they actually do, but I will still contribute. I may even toss a few coins to those guys in crisp military fatigues on the corner. I don’t really know what they do either. You see, with a couple of million, I could afford be a real nice guy. I guess I could buy a dozen homes and eight or nine cars and show the other millionaires that I have more than they do but then they might just go out and buy even more. I think that to some of those big-wheelers it becomes a game of who has the most stuff. I remember once owning Boardwalk and Park Place with hotels. It was a great feeling until the game was over. It looks like the game may actually be over soon. We’ll see. In the meantime, I am upping my offer to $5 million per year and a $20 million severance package. Suit claims drink promotes obesity more than health
Al Sunshine 4 YOUR MONEY Coca-Cola is one of the world’s favorite soft drinks but that doesn’t mean it escapes scrutiny. The Coca-Cola Company has been served notice of a class action lawsuit filed over what the Center for Science in the Public Interest (CSPI) says are deceptive and unsubstantiated claims on its VitaminWater line of beverages. Coke markets VitaminWater as a healthful alternative to soda by labeling its several flavors with such health buzz words as “defense,” “rescue,” “energy,” and “endurance.” The company makes a wide range of dramatic claims, including that its drinks variously reduce the risk of chronic disease, reduce the risk of eye disease, promote healthy joints, and support optimal immune function. In fact, according to CSPI nutritionists, the 33 grams of sugar in each bottle of VitaminWater do more to promote obesity, diabetes, and other health problems than the vitamins in the drinks do to perform the advertised benefits listed on the bottles. “When I bought VitaminWater, frankly I thought I was doing myself a favor health-wise,” said the plaintiff, San Francisco resident James Koh, who used to purchase and drink VitaminWater after working out at the gym. “I was attracted by the prospect of getting extra vitamins. But I had no idea that I was actually getting almost a Coke’s worth of sugar and calories. There’s no way I would have spent money on that, had I known.” VitaminWater’s website, marketing copy, and labels insist that VitaminWater is healthy, claiming, for example, that “balance cran-grapefruit” has “bioactive components” that promote “healthy, pain-free functioning of joints, structural integrity of joints and bones” and that the nutrients in “power-c dragonfruit” “enable the body to exert physical power by contributing to the structural integrity of the musculoskeletal system.” While it is true that vitamins do play various roles in the human body, the statements on VitaminWater labels go far beyond even the loose, so-called “structure/function claims” allowed by
the Food and Drug Administration and cross the line into outright fraud, according to CSPI. Moreover, VitaminWater contains between zero and one percent juice, despite the names given the drinks, which include “endurance peach mango” and “focus kiwi strawberry,” and “xxx blueberry pomegranate acai,” among others. A press release for the “xxx” drink claims its antioxidants makes the drinker “last longer” in some unspecified way; in any event, it has no blueberry, pomegranate, or acai juice, nor do the others have any cranberry, grapefruit, dragon fruit, peach, mango, kiwi, or strawberry juice. According to documents filed in 2007 with the Securities and Exchange Commission, Coke acknowledged that “obesity and other health concerns may reduce demand for some of [its] products,” and that “increasing public awareness” about health experts’ concerns over sugar-sweetened beverage could affect the company’s profitability. That year, Coke acquired VitaminWater’s parent company, Glaceau. Also in 2007, CSPI sued Coke and its partner Nestlé over an artificially sweetened green-tea-based drink called Enviga. The companies claim Enviga burns more calories than consumed, resulting in weight loss — a claim that CSPI says is not supported by the small number of studies on the drink’s ingredients. “Coke fears, probably correctly, that they’ll sell less soda as Americans become increasingly concerned with obesity, diabetes, and other conditions linked to diets too high in sugar,” said CSPI litigation director Steve Gardner. “VitaminWater is Coke’s attempt to dress up soda in a physician’s white coat. Underneath, its still sugar water, albeit sugar water that costs about 10 bucks a gallon.” VitaminWater typically retails for about $1.49 for a 20-ounce bottle. “My advice to consumers is to get your vitamins from real food,” said CSPI executive director Michael F. Jacobson. “If you have reason to believe you have a shortcoming of one vitamin or another, perhaps take an inexpensive supplement. But don’t seek out your vitamins in sugary soft drinks like Coke’s VitaminWater.”

Bethune portrayal highlights Black History Month activity BY BOB JENSEN Scholar Ersula Knox Odom will portray Mary McLeod Bethune, presidential advisor and founder of Bethune-Cookman University, as the Black History Month presentation of the Paragon Ladies of the Dove Inc. and the Homestead Center for the Arts on Monday, Feb. 2. The lecture will take place at the Florida City Community Center, 420 NW Fifth Ave. in Florida City at noon and 7 p.m. Both portrayals are open to the public and are a part of the Bea Peskoe Lunchtime Lecture Series. Dr. Mary McLeod Bethune was a close and loyal friend of Eleanor and Franklin D. Roosevelt and had numerous other major accomplishments as an educator of national renown, civil rights leader and founder of the National Council of Negro Women. Bethune was active in women’s clubs, and her leadership in them allowed her to become nationally prominent. She worked for the election of Franklin Roosevelt in 1932, and became a member of Roosevelt’s Black Cabinet, sharing the concerns of black people with the Roosevelt administration while spreading Roosevelt’s message to blacks, who traditionally had been Republican voters. Ersula Knox Odom is an essayist, newspaper editor, motivational speaker, workshop leader, prize-winning life lyricist and Florida Humanities Council Mary McLeod Bethune Road Scholar. She is the author of At Sula’s Feet. A graduate of Eckerd College in St. Petersburg, she is a member of the Florida Writers Association, Tampa Writers Alliance, Afro-American Historical and Genealogy Society,

New creative writing series offered at Deering Estate BY LEE STEPHENS The Deering Estate east of Old Cutler on SW 168th Street in Palmetto Bay is offering a number of new courses within its Adult Education Program, including two creative writing courses, “LifeScripts” and “The Painted Word.” The course description for LifeScripts reads, “Each life story is a rainbow of innumerable short stories. In our class, each student will produce a body of reflective and creative writing through a wide variety of exercises and formats. The result? Children of the mind, a collective product of personal memories, inspired imagination, and creative structures. All you need is a willingness to write freely and the desire to capture history, one’s own.” Types of perspectives within this memoir-style class/series are coming of age, career, relational, adversity, travel, essay, and philosophical. Formats are a diverse choice. The course description for “The Painted Word” reads, “Our creative writing course guides you into the writing realm and indulges your varied tastes through your senses. Be challenged to expand your powers of observation, imagination, language, analysis, synthesis, and purpose. Be exposed to numerous techniques, formats, strategies, and goals to hone your craft in both fiction and nonfiction. Be inspired, motivated and productive as ideas are sparked, confidence soars, and direction of personal projects clarified.” Types of formats within this buffetstyle class/series include poems and lyrics, ad copy, radio and TV spots, articles, short story, memoir, storyboards,
and scripts. Both courses/series address production of fiction and non-fiction through relevant principles and practices, and apply a professional’s working model that creatively evolves from concept to final piece. The instructor, Mike Thornton, is a native Miamian and resident of Palmetto Bay since 1991. His academic and professional experiences embody two passions — communication and education. He has been a licensed and published writer and entrepreneurial multimedia designer/producer for more than 30 years, and has worked in local higher education as faculty, communications director, academic dean, and counselor. The six-week creative writing classes will be taught on Wednesdays — the first session runs Feb. 4 to Mar. 11. “The Painted Word” is Wednesday evenings 7-9 p.m., and LifeScripts is Wednesday mornings 10 a.m.-noon. Hebrew Homes gets nod from FEMA for aid offer BY LYNN CARROLL For offering assistance to victims of three hurricanes during 2008, Hebrew Homes Plaza Health Network has been thanked formally by U.S. Federal Emergency Management Agency (FEMA) officials. FEMA agents are contacting the charitable nonprofit to aid victims of hurricanes Fay, Hanna and Ike whose needs fit the kind of help the Hebrew Homes Plaza Health Network extends. “Should there be a need to relocate medically frail and infirm elderly who have been displaced by these storms, we are here to assist,” said Elliot Kalus, Hebrew Homes Plaza Health Network board secretary/treasurer. “It is the right and responsible thing to do, and is consistent with our network’s core values of providing the right care at the right time in the right place, with dignity and respect.” He said the network made the same offer following the devastation of Hurricane Katrina and was subsequently
honored to serve three individuals from the Gulf Coast states. This year’s formal acknowledgement and thanks were extended to the Hebrew Homes Plaza Health Network by Demetria Carter, branch chief of acquisition policies and legislation support in FEMA’s Office of Acquisition Management. “As we did in 2005, the agency appreciates the generous offer from Plaza Health’s not-for-profit network,” Carter wrote. “Much as we did after the devastation of Hurricane Katrina, when the Hebrew Homes Plaza Health Network offered its services to a number of elderly disaster victims, FEMA will examine the need of current victims and, should the need fit, contact you once again for assistance.” Plaza Health Network is a cooperative effort involving eight rehabilitation and nursing centers in Miami-Dade County. Why Should I Move to a Retirement Community In This Economy? BY HELEN SHAHAM Q.: My wife and I are in our mid 80’s and have lived in our own home for over 50 years. For a long time we were thinking about moving to a retirement community, but now, in this economy, it seems to be the wrong time to make a move. What do you think? A.: It stands to reason that in these uncertain economic times seniors may think that remaining in their own homes rather than moving to a retirement community is to “play it safe”. Well, this may seem like a viable option as long as one is healthy and independent. However, once your and/or your wife’s needs change, (and everyone in their 80’s knows they do…) life becomes pretty difficult and a move at such time becomes a daunting undertaking. These are the people that end up saying: “I wish I moved here sooner!” Too often, older adults and their families view senior living communities such as The Palace as a luxury instead of a necessity. Being cared for in a comfortable, safe and secure environment is not reserved exclusively for the wealthy. In fact, throughout The Palace’s 30 years history, thousands of everyday families have entrusted us with the care of their loved ones. Just The Funny, Miami’s Home for Improv and Sketch Comedy, will be performing a special celebration of Love — and the Presidency — in their I Heart Presidents! shows on Saturday, Feb. 7, at 9 and 11 p.m., at The Just The Funny Theatre and Training Center, 3119 Coral Way in Miami. The 9 p.m. show is an all-ages show and the 11 p.m. show is an anything goes show. I Heart Presidents! is a night of laughter where Just The Funny’s hilarious cast will perform scenes based on audience suggestions, along with comedy sketches that take on two of February’s most prominent holidays — the one where banks are closed, and the one where you have to buy candy to stay not-single. No President is safe; no love holiday left un-mocked. What will Bush do now that he’s out of office? Why did Lincoln wear such a big hat? How do Valentine’s Day card writers talk in real life? Can a grown man who walks around in a diaper shooting arrows find love of his own? The outstanding cast will try to answer
these questions and more as they brutally mock not one, but two sacred institutions with hysterical comedy and fun for everyone. “Everyone seems to focus on Valentine’s Day during February, forgetting about its other holidays, like Groundhog Day, Black History Month, and of course, Presidents Day. Since the inauguration just happened, the cast thought it would be fun to give the audience a window into some of the lesser-known truths about our countries greatest (and not so great) leaders. But because Valentine’s Day is coming up, they also thought they would have some fun with how crazy love can be, especially in the modern world, what with the Facebook and MTV,” JTF director Carlos Rivera explained. 2009 Acura RDX compact, sporty and responsive Ron Beasley AUTOMOTIVE EDITOR
LET’S TALK CARS The Acura RDX crossover SUV made its debut in 2007 and was an immediate hit with U.S. consumers who liked it because it was compact, sporty and responsive. It easily served as the perfect weekday commuter vehicle and then doubled as the ideal weekend getaway transportation. Acura engineers reportedly designed the RDX for people with energetic lifestyles. They gave it the handling characteristics of a sports car and dropped in a new turbocharged four-cylinder engine to give it more than enough power to satisfy most everyday driving needs. For 2009, the five-passenger RDX has changed very little. It has the same sporty athletic exterior styling, with a short rear overhang, a steep windshield, aggressively raked sides and large wheelwells that house standard 18-inch wheels and tires. The RDX continues with the turbocharged 2.3-liter 240 hp DOHC 16-valve
in-line four-cylinder engine with i-VTEC, Acura’s computer-controlled engine valve actuation system that delivers high performance across a broad powerband, excellent fuel economy (17/22 mpg) and reduced emissions. The heart of the engine’s performance is something called Variable Flow Turbo (VFT), which works with i-VTEC to deliver head-snapping acceleration at virtually any speed. The sporty engine is mated to a performance-oriented five-speed automatic transmission with Sequential SportShift (for those who want to pretend they have a stick shift). An electronically controlled Drive-by-Wire throttle system works with the transmission for quick and smooth gear changes. Steering-wheel-mounted paddle shifters also are available. Acura’s Super Handling All-Wheel Drive (SH-AWD) system is standard on the RDX. It helps maximize traction, improves handling and responsiveness, and distributes optimum torque between the front and rear axles, and between the left and right rear wheels. The system’s direct yaw control utilizes torque vectoring to help reduce understeer, thus enhancing steering accuracy and adding to total cornering ability.
Acura RDX has sporty styling, with a short rear overhang, a steep windshield and large wheelwells that house standard 18-inch wheels and tires.
On the inside, the front seats feature a high outward visibility “eye point” that provides a broad field of view. For 2009, a four-way adjustable power front seat is standard for the front passenger. The three-passenger rear seat has a 60/40 splitfolding capability and, when folded flat, significantly expands the load area and increases the total cargo volume to more than 60 cubic feet. Multiple interior storage compartments are positioned throughout the interior, including a lockable dual-level center console (large enough to stow a briefcase) located
between the front seats. Four new exterior colors are available in 2009 — Basque Red Pearl, Crystal Black Pearl, Grigio Metallic and Palladium Metallic. Base price on the Acura RDX is $33,895; add $3,300 for the technology package.
