SERVING SOUTH DADE
Cultural Arts Center nearing completion BY GARY ALAN RUSE

he South Miami-Dade Cultural Arts Center, located on SW 211th Street in Cutler Bay is nearing completion and should be ready by the end of this year or early 2010, according to Eric Fliss, managing director of the center for the MiamiDade County Department of Cultural Affairs. Fliss addressed a meeting of the Economic Development Council (EDC) recently to update its members on the center’s progress and also spoke with Community Newspapers in a separate interview. “The contractor is trying to turn the building over to us,” Fliss said. “He’s hoping to be substantially complete by November of 2009. Community to join ‘Relay for Life’ on Mar. 21 BY GARY ALAN RUSE
esidents of two Miami-Dade communities will join forces on Saturday, Mar. 21, to take a stand against a deadly illness that touches everyone’s lives directly or indirectly. The 2009 Palmetto Bay/Cutler Bay Relay for Life event will take place at Miami Children’s Hospital-Palmetto Bay Center, 17615 SW 97 Ave. (Franjo Road), beginning at 6 p.m. Conducted in these and many other communities, the Relay for Life is the American Cancer Society’s signature event, which each year celebrates the

Applications are being accepted until Apr. 30 for pregnant women and children ages newborn to 5 years old (after Sept. 1) and are available at all Head Start/Early Head Start centers throughout Miami-Dade County. For Palmetto Bay residents Chuck and Donna Latshaw, whose team name is Beacons of Hope, the reason to join in is highly personal. “Chuck and I decided to become team captains in the Relay for Life,” Donna Latshaw said. “I truly believe that without the ongoing research done by the American Cancer Society, my personal battle with breast cancer may not have been as successful as it

Founders Day Picnic filled with family fun BY GARY ALAN RUSE Great weather again accompanied the Town of Cutler Bay’s annual “birthday celebration,” the Founders Day Picnic, on Saturday, Feb. 21. Residents and local officials turned out for a fun and relaxing day of free food, musical entertainment by area schools, rides and games, and other special events. “It’s a great day,” said Cutler Bay Mayor Paul Vrooman. “It’s another in a string of successes for this event. It shows how tight this community is when you hold something like this and 2,000 people come out today to have a good time. This is what it’s all about. “I keep telling people that having an opportunity to do a wonderful family event like this is the kind of thing we wanted when we incorporated,” he said. “It’s brought people closer together and it’s just one more example of how this has worked out for people. We look forward to continuing this.” The day’s activities culminated with

pies tossed by the highest bidders to raise money for charity, and the freefor-all food fight.
Simple “small town” pleasures were again the essence of the day and what residents seemed to enjoy the most.

ARTS CENTER, from page 1 –––––––––––––––––––––––––––––––––––––––– LIFE, from page 1 ––––––––––––––––––––––––––––––––––––––––––––––––––––––––––– getting our certificate of occupancy in early 2010. “We’re looking at some alternate ways to bring some events to the community, even if we don’t necessarily put them in the South Dade Cultural Center if it’s not ready. That would allow us to at least start introducing our programming to the community.” He said that there already is a lot of interest in the complex by performing arts companies and others. “We have two facilities. We have the main theater and the activity building, so we anticipate working with a lot of local companies in creating programming and classes,” Fliss said. “In a survey that we did, there are a number of orchestras interested in using the facility; a number of dance companies, ballet and contemporary, and a small group of theater companies. “We as operators are going to offer programs. Some of the programming will revolve around family-oriented spectacle — theater/dance. We’re looking at a tribute to American music — rhythm and blues, jazz, Dixieland series.” Designed by world-renowned Arquitectonica International Inc., the center is conceived as a multidisciplinary arts center and will showcase the performing arts. The design team includes theater consultants Fisher Dachs Associates Inc., performance venue design firm Artec Consultants Inc., and arts management consultants AMS Planning & Research Corp. “The theater can accommodate a classical orchestra with its orchestra shell, and we can do musical theater because it has an orchestra pit,” Fliss said. “It has an exceptional floor in
there, so it can accommodate ballet, and there’s wing space and fly space so they can bring in all kinds of scenery. We’re not pigeonholed by the constraints of the facility. We’re hoping that on the weekends students can come over and take a class in dance or in playing a musical instrument or a theater camp.” The Theater Building, the center’s 966-seat state-of-the-art performance facility, will include a fly tower, orchestra pit, front of house spaces (box office, lobby, restrooms and concessions), back of house support spaces (dressing rooms, storage and work areas as well as administrative offices) and a multi-purpose rehearsal space. The separate Activities Building of the center will house an informal performance space, and smaller multi-purpose spaces for lectures, classes, or community gatherings. The center’s two buildings are joined by an outdoor promenade leading to a gently sloping lawn for outdoor concerts and festivals along the Black Creek Canal. “We have to think creatively on how we’re going to engage the community,” Fliss said. “We’re very excited about it. It’s really more of a cultural campus than just a performing arts center. It has four different performance spaces; it has rehearsal space; it has classroom space. “It’s really our intention to make the South Dade Cultural Center a meeting place for the community. We’re exploring the idea of having a lot of free musical events on the weekend that people can come to and listen and enjoy, and have some food and meet people.”
APPLICATIONS, from page 1 –––––––––––––––––––––––––––––––––––––– Head Start is a federally funded comprehensive child development program, serving low–income families. Services available through this program include health, education, social services, and parent involvement. Head Start strengthens the ability of children to cope with school and their total environment as they progress in age. In Miami-Dade County, the Head
Start/Early Head Start program serves 6,528 children and families. Ten percent of the enrollment is available for children with disabilities. Parents seeking a brighter future for their children should give them the “Head Start” they deserve. was. I truly benefited from cancer research with new chemo and radiation protocols and classes to help with the psychological aspect of a cancer diagnosis. Participating in the Relay is our way of giving back and saying thanks. “Just in the past four years, Chuck and I have seen five of our friends lose their battle with cancer. Ongoing research gives us the hope that our grandchildren may not have to face this terrible disease in their lifetimes.” Palmetto Bay and Cutler Bay residents and local business owners who have created teams for this overnight event, which lasts up to 18 hours, will take turns walking or running around a path, with a representative of each team on the track at all times during the event. The path is usually lit by the glow of illuminated bags called luminaria, each of which represents a friend or loved one who was or is afflicted with cancer. It is one of the more moving parts of the evening. For this combined event there are 173 participants so far, divided into 23 teams. As of deadline time, $15,916.75 had been raised, with the top five teams being 4 My Friends ($2,794), DST Connection, ($2,500), Servpro of South Miami & Cutler Bay ($2,240), Beacons of Hope ($2,125) and Susan’s Soldiers ($1,418.85). According to the American Cancer Society, one in three people will be diag-
nosed with cancer during his/her lifetime. Relay For Life brings together more than 3.5 million people across the country each year. This is the 25th year of Relay for Life. Last year in Florida, more than 20,000 cancer survivors and over 100,000 participants raised $21 million. Cutler Bay resident Louise Lockwood also hopes for a cure and has been involved with the Relay for years. “This is my fifth year of being a team leader for the Whispering Pines Willing Walkers,” Lockwood said. “I’m participating because I have relatives who currently have cancer, I have dear friends who have died of cancer. Every week I hear of someone new who has cancer, and I think they need to increase their research, and do more, especially about leukemia, which seems to be the tough one when you’re an adult. I think this is a very worthwhile fundraiser. I hope one day my great grandchildren will say, ‘What was cancer?’ like my grandchildren say, ‘What was polio?’ today.” Everyone is invited to attend the opening ceremonies at 6 p.m., which are followed by live musiccal entertainment provided by local schools and groups. Food vendors will offer a variety of items. The Luminaria Ceremony will take place at 9 p.m. For more information, contact local relay coordinator Kathia Fermin at 305-779-2876 or via email to <kathia.fermin@cancer.org>.

Great News! Now that the Stimulus Plan has passed both the United States House of Representatives and the United States Senate, and in case you have been hiding under a rock, yes, President Obama has signed it into law. So you ask, “How can all this great news help me?” Well, here is your answer. If you are a first time homebuyer and have not owned your own home in the last 36 months, under the Stimulus Plan, you are entitled to obtain $8,000.00 as a direct tax credit. This is found money that does not have to be repaid. If you have already filed your income tax return a simple amendment to the return will provide you with access to the cash. If you owe money on your taxes it will be deducted from your returns. You will have to make your primary purchase between now and December 29 of this year. One other stickler that could separate you from the cash is that it has to be an “arms length transaction”. Meaning you can’t buy the property from an immediate relative. Below is an excerpt from President Barack Obama’s Housing Plan Speech he made on February 18, 2009, in Denver, Colorado. President Barack Obama said, “Third, we will take major steps to keep mortgage rates low for millions of middle class families looking to secure new mortgages. Today, most new home loans are backed by Fannie Mae and Freddie Mac, which guarantee loans and set standards to keep mortgage rates low and to keep mortgage financing available and predictable for middle class
$
families. This function is profoundly important, especially now as we grapple with a crisis that would only worsen if we were to allow further disruptions in our mortgage markets. Therefore, using the funds already approved by Congress for this purpose, the Treasury Department and the Federal Reserve will continue to purchase Fannie Mae and Freddie Mac mortgage-backed securities so that there is stability and liquidity in the marketplace. Through its existing authority Treasury will provide up to $200 billion in capital to ensure that Fannie Mae and Freddie Mac can continue to stabilize markets and hold mortgage rates down. We’re also going to work with Fannie and Freddie on other strategies to bolster the mortgage markets, like working with state housing finance agencies to increase their liquidity. And as we seek to ensure that these institutions continue to perform what is a vital function on behalf of middle class families, we also need to maintain transparency and strong oversight so that they do so in responsible and effective ways.” A resident of Biscayne Gardens specializing in Mortgage Banking with 1st Continental Mortgage, Inc., Bernard W.H. Is Crist governor of Florida or just the GOP? R. Kenneth Bluh KENNETH’S COMMENTARY America’s economy is a disaster. Florida’s economy is even worse. We are a leader in the percentage of homes in foreclosure. Our unemployment numbers are among the highest in the nation. Tell me: Is this the time to be playing party politics or time to circle the wagons and fight for the health and welfare of the residents of Florida? Sometimes I think that our elected officials would rather play the fiddle while our state burns than fight for the good of Florida, as if doing nothing will save their political party. I don’t care if you are a Republican or a Democrat; this is not the time to be playing party politics. Our legislature is in session in Tallahassee. Even with the help of $12.2 billion from the federal stimulus plan we must, as a state, search for waste, search to find new revenues,
and carefully manage our state as we are out of money and still have bills to pay. Remember the stimulus money will only be available for two years; after that we are on our own. Gov. Charlie Crist is being criticized by his fellow Republicans for putting the residents of the state of Florida, the people who elected him to office, first and his party second. Shame on those who put their party ahead of the people. You may not like Washington’s plan for pulling us out of a recession, but previous plans didn’t work — actually they put us where we are. Let’s give new ideas a chance. The Florida Legislature has a lot of work to do in the next 60 days. We must cut fat. We must find new revenues. We must administer with frugality. We must not make additional cuts in education funding. Police and fire/rescue services must be maintained. We must keep cops on the street as crime traditionally increases in troubled times. Medical attention, at least for the children of the state, must be maintained or increased. Medicare and Medicaid must be preserved or enhanced.
VIEWPOINT We need more revenue dollars. Gasoline taxes could be increased. Cigarette taxes should go up. Taxes on alcoholic beverages should be increased. We must review the sales tax exemptions. Many items have been exempt thanks to strong lobbying efforts. This must end. Let’s put an end to wasteful spending. We could start by buying our lieutenant governor first class plane tickets when he must tour the state on government business. Let’s get rid of some stateowned jets. No more “business development” trips taking our spouses when we visit Europe or Asia, ostensibly to market Florida. We have many capital investment plans on the table. The funding of our purchase of thousands of acres of sugar fields to enhance the flow of water into and through the Everglades could be at
risk. We are proposing the purchase of a 61-mile section of CSX rail line to create a Central Florida commuter train similar to the Tri-County Rail system (TriRail) we have in South Florida. Whether these are funded, placed on hold or cancelled will be considered by our legislature. It seems we must continually remind our elected officials that they hold office, not as a way to earn a living and receive a pension, but are in office to “do the business” of the taxpayers of the state of Florida.

Facing challenges: We are all in this together BY CARLOS ALVAREZ Mayor, Miami-Dade County In my 32 years of public service, I cannot remember another time where the challenges facing our nation and our community were so great. I don’t have all the answers. No one does. What I can tell you is that MiamiDade County government is going to support our residents in every way we can. We stand ready to put economic stimulus dollars from Washington, DC, to work. Priorities include transit improvements like the expansion of Metrorail’s Orange Line, which will connect Miami International Airport to Downtown Miami. The local economic stimulus plan we launched last summer is off to a strong start. More than $300 million of infrastructure work has been expedited. Important road repairs and water and sewer projects have been fast-tracked and
people are working. We are tightening our financial belts. We already have closed a budget gap of $400 million and eliminated 1,300 positions from our table of organization. The coming year will test us further. We are bracing for revenue shortfalls. We are prepared to do more with less in order to cushion the impact this downturn is having on our residents and businesses. Thankfully, our economy is not solely dependent on large manufacturing, industrial, or high-tech industries. Our most important industry is tourism. The last time I looked, the sun is still shining and our beaches are as pristine as ever. We have a lot to be thankful for. We are perfectly positioned to weather this downturn and emerge from these challenging times better off than the rest of the nation and the world. Hopefully, next year at this time, we can all breathe a collective sigh of relief and look forward to more prosperous times. We are a great nation and a great county, and we are all in this together.

I hate technology. This coming from someone who has been trying for several years to bring Wi-Fi to Cutler Bay and who has spent his entire working life in the electronics industry. Yes, it has finally gotten to me and I am beginning to hearken to the “Good Old Days.” I guess my recent purchase of a new computer to replace my ancient, obsolete, slow, decrepit, eightyear-old junk box prompted this. I dread this exercise because it means transferring all my accumulated old stuff to my new computer only to find out hardly anything works until you start making all those calls to India, Pakistan and wherever to re-validate, reinstall etc., etc. It is finally close to actually working except for being able to connect my iPhone to it. That too will eventually be solved, but I would hate to add up all the hours I have spent on it so far. There are other things that bother me about technology. Maybe some of you readers are old enough to identify. I used to have nightmares about running down the street naked. Now I have nightmares about leaving my home without my cell phone. I have actually turned around after driving some distance because I forgot my precious cell phone. I remember a day when, if someone wanted to reach you, they kept on calling your home or office until you answered. Now you are expected to be instantly available at all times. I hate playing tennis with my doctor friends with their beepers and cell phones going off all the time. On a recent trip to Tallahassee with a bunch of big-shot politicians, we hardly got to speak to each other. Everyone was busy on his/her iPhones — texting, downloading, calling or whatever else you could do with them. At the Capitol building it was the same story in the elevators and lobbies. Everyone talking with one of those Bluetooth things stuck in their ear. When you approach them, they give you the shush signal because they are
already talking to someone. How was I supposed to know? Maybe they should have an “On The Air” sign illuminated on their forehead. I am also now being deprived of the pleasure of calling someone I hadn’t spoken to in some time and saying “Guess Who?” Now they instantly know who it is and, worse yet, can choose not to answer if they don’t particularly want to talk to me. Caller ID… I hate it! I used to look forward to my mailman arriving each day with the hope that someone might have taken the time to actually write me a letter and stick a stamp on to mail it. No more! Now you can dash off an email in seconds, all spell-checked and ready to go and, worse yet, expect an answer within minutes. The Post Office is really hurting nowadays, too. The only thing I now get is the Flyer and at least a few coupon pages to one of the 6,000 chicken or pizza restaurants in Cutler Bay. At one time I traveled the entire state of Florida as a salesman. If I needed to make a phone call I would find a convenient hotel with a bank of pay phones (remember those?) and a convenient shelf on which to stack my papers and phone books. (Remember those, too?) To find a location we used a thing called a road map, which you got free at a gas station with your 29 cents a gallon gasoline. We actually knew how to use these devices (maps)…at least the men did. Women are still learning. My son just bought a vehicle in which he or his wife simply speak out the address that they wish to go to and a map appears instantly on their dashboard with directions as well as multiple views of the location. Give me a break! On a recent trip in New England I used my GPS to direct my wife and me to a distant restaurant which was recommended to us. We arrived there with no problem. When we went to return, the GPS couldn’t find the satellite. Our only choice was to begin shouting at one another for not remembering how we got there until we finally drove far enough to find the satellite again. If only we had a roadmap. I am sure you all receive at least three of those emails a day about how great things used to be…Well “Those were the days, my friend, I thought they’d never end!”

Pollo Campero officially introduced its third Florida location with the January grand opening ceremony of its Cutler Bay restaurant at 18660 S. Dixie Hwy. This Pollo Campero location offers a drive through for on-the-go customers. As part of a sustained partnership, Levy Campero donated $5,000 to the Make-A-Wish Foundation to celebrate the Cutler Bay store grand opening. The donation, which helps grant the wish of a local child with a life-threatening medical condition, was presented to an area Make-A-Wish representative during the grand opening ceremony. Levy Campero plans to make a donation to the foundation with the opening of each South Florida Pollo Campero location, continuing the company’s philanthropic and community-oriented history. Pollo Campero matched Levy Campero’s $5,000 donation, making wish fulfillment possible for two or

more children. Known for its signature, pressurecooked chicken and traditional Latin
side dishes, Pollo Campero offers family-friendly takeout or eat-in dining. Side dishes include its award-winning
Campero beans, Campero rice, yuca fries and sweet plantains, as well as French fries. In addition to its expansive and popular menu, the Cutler Bay restaurant features grilled chicken entrees, including quarter-chicken and whole chicken on-the-bone meals and grilled chicken Caesar salad. The restaurant also offers Cuban-style black beans and rice. Founded in 1971 by the Guitiérrez family in Guatemala, Pollo Campero opened its first U.S. restaurant in 2002 to record-breaking sales. Since then, the company has opened 48 locations in the United States from California to New York and Florida. Having established its U.S. headquarters in Dallas, Pollo Campero has launched an aggressive expansion plan. “The Pollo Campero brand has been an instant success here in the United States,” said Roberto Denegri, president and chief operating officer of Campero USA. “We are certain that Cutler Bay residents will be hooked on Pollo Campero when they taste the product. The loyalty it inspires in people who are familiar with the brand is astounding to witness.”

A salute to Columbus High School’s Brother Kevin BY GRANT MILLER Publisher I first met Brother Kevin Handibode in 1977 when I was still in college and he hired me as an assistant coach for the Columbus High School football and baseball teams. In the 30-plus years that I have known him, I have come to respect and admire him as a man of integrity and honesty, and for all the good he has done for this community. When you say Brother Kevin, in essence you are saying Columbus High School. Brother Kevin is one of the people who have made the school into the outstanding educational facility it is today. It was he who instilled the qualities of honesty, integrity and good sportsmanship in literally thousands of young men who moved through the halls of the school on their various paths to becoming productive adults. He taught them the meaning of life and instilled in them all the necessary things they needed to become the future leaders tomorrow. After 36 years serving Christopher Columbus High School, Brother Kevin is a true legend at the private, all-boy Catholic school. No other person has worked in more capacities at Columbus — teacher, dean of discipline, varsity basketball coach, athletic director, development director and principal. Today, he is president of the school, a position he has held for the past seven years, along with being the freshman basketball coach. Just last fall, Brother Kevin received the Papal Cross, the highest medal given by the Papacy and awarded for distinguished service to the church by lay people and clergy. Brother Kevin became a Marist Brother in 1957 when he was just 18 years old. He has dedicated his life to education ever since. Before coming to Columbus in 1966, he was a teacher and coach at Archbishop Molloy High School in New York. He also served as principal at Marist High School in New Jersey for several years in the 1990s. I still smile when I recall that in his early years at Columbus when he coached the basketball team, the students called him the Shark. They said it was an appropriate nickname because he was tough, both as a coach and a dean. His hard-
Brother Kevin Handibode –––––––––––––––––––––––––––––––– nosed coaching style helped Columbus win a district championship in 1972 and a Southern Division Championship of the GMAC in 1976. In all, he coached varsity basketball at Columbus for 18 years and had only three losing seasons. He retired as coach in 1988 to become principal. Brother Kevin is infamous for his ability to negotiate and fundraise. Since he started the school’s development program back in the 1980s, he has been able to raise money for countless school projects, including new buildings, renovations and financial aid programs. Last year Brother Kevin celebrated his 50th anniversary as a Marist Brother. Devoted to the Marist principles of forming young people as good Christians and good citizens, he is well known for his constant outreach and care for the young, especially for his energetic and tireless effort to provide educational opportunities to students of various economic levels. He is a model citizen and leader in our educational community and a real hero to the thousands of young men whose lives he has helped shape at Columbus. Because of his great commitment and vision, the school has grown tremendously over the years. Today Columbus has an enrollment of almost 1,400 young men, is about to open a $13-million technology complex and is consistently named as one of the top 50 Catholic high schools in the nation.

The Miami-Dade Academy of Finance, which represents 11 MiamiDade County public schools, will be conducting its First Annual Softball Tournament on Saturday, Mar. 14, from 8 a.m. to 4 p.m., at Tropical Park. Miami-Dade County Public Schools (MDCPS) superintendent Alberto Carvalho is scheduled to attend and throw the opening pitch. The objective of the tournament is to raise money so that the winning team of 10 Miami-Dade Academy of Finance students can go on an all expense paid field trip to New York City. This will include a tour of Wall Street; tickets to a Broadway show, In The Heights, and much more. This field experience will enhance the learning that takes place in the Academy of Finance classrooms and bridges the divide between the knowledge gained in schools and the cutting edge of the industry. The Academy is seeking businesses and families in local communities to help sponsor the tournament. Sponsorship opportunities include banners on the fields, sponsoring the T-shirts, base sponsors and even ads in the program guides. Individuals can purchase tickets in advance at $10 each to enjoy a full day of softball games. At a time of budgeting constraints to the educational system, business and community partnerships are vital
to enable students, the future leaders of the nation, to expand their horizons in order to achieve their greatest potential. To register as a sponsor and/or purchase game tickets, contact Alina Puentes at 305-995-7377 or via email at <apuentes@dadeschools.net>. Established in 1982, the Academy of Finance prepares students for postsecondary education and careers through a theme-based, contextualized curriculum approach. Academic learning experiences are combined with hands-on work experience to help students develop the thinking and problem-solving skills that are critical to postsecondary education and career success. Miami-Dade County Public Schools currently has 11 Academy of Finance (AOF) programs. They are member programs of the National Academy Foundation (NAF), a national network of career academies that supports the development of young people toward personal and professional success — in high school, in higher education, and throughout their careers. The 11 NAF Academy of Finance programs in Miami-Dade County Public Schools are located at the following high schools: Barbara Goleman, Booker T. Washington, Coral Reef, Hialeah Gardens, Miami Edison, Miami Jackson, Miami Sunset, Southwest Miami, North Miami, North Miami Beach, and William H. Turner Technical Arts.

Crazy Pianos in Cocowalk seeking to fill 150 jobs BY TINA MENDITTO Crazy Pianos — the new dueling piano bar, restaurant and entertainment venue set to open in Coconut Grove in late March — is seeking to fill more than 150 positions ranging from servers, bartenders, sous chefs, hostesses, and upper management including the entertainers who will be instrumental in making the new venue a success. Located in the space formerly occupied by Cafe Tu Tu Tango in Cocowalk, the opening of Crazy Pianos will mark the Netherlands-based company’s first entry into the United States. Crazy Pianos, a unique and wildly popular restaurant and late-night club venue, is investing nearly $5 million in preparation for its grand opening, including expansion of the space in Cocowalk from 6,000 to 7,000 square feet. “Cocowalk is the perfect center to launch the first Crazy Pianos in the United States,” said Jay Silbermann, managing director for Crazy Pianos. “We hope to make a significant contribution to South Florida by featuring the top entertainers in the business. “In addition, we are happy to infuse an economic boost into the community by seeking more than 150 job applicants. Of these applicants, entertainers and upper management will receive a full benefits package including salary and 401K,” he added. The company only employs up-andcoming entertainers from around the world whose focus is on the music. The Crazy Pianos entertainer is multifaceted in that he or she must be a high energy individual who is able to sing and play the piano well, while engaging the audience by taking song requests.

The Crazy Pianos menu features a wide variety of International and Americana fare, Pan Asian, and FrenchAmerican bistro style cuisine, all at moderate price points, with a full-service bar, where the bartenders are as much a part of the fun as the Crazy Pianos entertainers. Guests of all ages are invited to dine at Crazy Pianos for lunch and dinner seven days a week from 11 a.m. to 10 p.m. At 10 p.m., Crazy Pianos morphs into a late-night club venue for adults age 21 and older featuring live per-

As a resident of South Miami since 1990, I know the friendly, family feeling the employees give me whenever I go in. My father, James McCants Sr., has banked with First National Bank of South Miami since I was a child, despite living near MetroZoo. I remember how they always treated my father in good spirit and with enthusiasm. The Church we attend also has a lot of members banking at First National Bank of South Miami. As South Miami Community Redevelopment Agency’s Community Outreach Program Coordinator, part of my functions is to help uplift the most needy of South Miami and I have always heard good things about FNBSM. The Bank has always been a valuable asset in this community. For years they have served the community by supporting programs for the needy, providing financial education for students and coordinating annual holiday toy drives.

THE CAPITAL, TALLAHASSEE, FEBRUARY 3, 2009 - A top official at the state Office of Insurance Regulation said Tuesday night that regulators believe the private insurance market could absorb potentially all of the 900,000-plus property insurance policies that would be shed if State Farm were allowed to pull out of Florida as it has proposed to do. State Farm has proposed a twoyear pull out, and company officials told a House Insurance Committee Tuesday that they couldn't say precisely what might be able to change the company's mind, given its precarious financial situation. The company was recently turned down by state regulators for a 47 percent rate increase and company officials told legislators that it can't bear any more losses in the property market in Florida, given the state's hurricane record, regulatory environment and a recent increase in the amount of discounts that customers can get for stormhardening their homes.
THE MIAMI HERALD, JANUARY 27, 2009 - Saying its finances are weakened, State Farm's Florida unit wants to get out of the business of property insurance in the state. The company, Florida’s largest private insurer of homes and condos with 1.2 million policies, wants to keep only auto insurance, it said in a statement. Other State Farm units would still sell life, health and other financial services, it said in a statement. Under State Farm’s proposal, it would phase out of the property insurance business over two years, giving existing customers time to find new coverage. If State Farm’s plan is approved by state insurance regulators, that means it will no longer write the full range of property policies, including homeowners, condo, renters, boaters, mobile home, business property, commercial liability and commercial marine. As seen in Insurance News a publication of the Latin American Association of Insurance Agencies.

Senior Living Communities Can Offer Tax Benefits BY HELEN SHAHAM Q. My parents have been living in an assisted living community for nine months. Are any of these costs tax deductible? A. While I recommend that you and your parents consult your own income tax advisor for clarification about your personal situation, many assisted living expenses may be potential tax deductions. In fact, most of the residents at our assisted living communities (The Palace Renaissance in Kendall and The Palace Gardens in Homestead), skilled nursing facility (The Palace Nursing & Rehabilitation Center in Kendall) and catered living community (The Palace Royale in Kendall) have had a reduction in their income taxes as a result of their move to our community. Monte S. Gordon, a certified public accountant (CPA) and tax partner at Coral Gables-based Berenfeld Spritzer Shechter & Sheer, LLP, works closely with many of the residents and families at The Palace’s communities and advises that medical expenses, including some long-term care expenses, are deductible if the expenses are more than 7.5 percent of the residents’ adjusted gross income. The most common types of medical expenses are those paid by medical insurance: doctors, dentists, hospitals and prescription drugs. The definition of a “medical expense” has also been expanded to include “qualified long-term care services” such as those needed for necessary diagnostic, preventative, therapeutic, curing, treating, mitigating and rehabilitative services. “Maintenance or personal care services that are required by a chronically ill individual and that are provided pursuant to a plan of care prescribed by a licensed health care practitioner are included as well,” said Gordon. “The primary purpose of maintenance or personal care services is to provide needed assistance to a chronically ill individual whose health and safety is threatened due to severe cognitive impairment.” In order to benefit from the deduction, the chronically ill individual must have been certified within the previous 12 months as (1) being unable to perform (without substantial assistance) at least two activities of daily living (ADL) such as bathing, eating, dressing, etc., for at least 90 days (in the future) due to a loss of functional capacity; or (2) requiring substantial supervision to protect such individual from threats to health and safety due to severe cognitive impairment; or (3) having a similar level of disability as determined by
Ask Helen
future regulations to be promulgated by the Secretary of the Treasury. Individuals with cognitive impairments such as Alzheimer’s disease, but who are physically able, should be treated in the same manner as an individual who is unable to perform—without substantial assistance—at least two ADLs. “To qualify for the deduction, personal care services must be provided according to a plan of care prescribed by a licensed health care provider,” explained Gordon. “A doctor, nurse or social worker must prepare a plan that outlines the specific daily services the resident will receive.” He believes that 100 percent of the monthly payment (room and board) paid by the residents our assisted living, skilled nursing and catered living communities should be deductible as qualified long-term medical care services, despite the fact that the monthly fee covers a variety of services. In some circumstances, adult children may also get a tax deduction if their parents or other immediate family members (including in-laws) live at an assisted living community and qualify as their dependents. The family member must be a U.S. citizen or legal resident or resident of Canada or Mexico and the adult child must provide more than half of the family member’s total support for the year. Additionally, the adult child may still be eligible for a deduction if he or she contributes to the family member’s support according to a “multiple support agreement”. They must pay more than 10 percent of the qualifying resident’s total support for the year, and, with others who also support the resident, collectively contribute to more than half of the support. This may give you food for thought, but tax rules can be very complex. It’s important to consult a tax attorney or accountant versed in eldercare tax issues about your specific situation before finalizing your taxes. If you have any questions about the lifestyle changes that go with aging, or if you’d like to be invited to a social event at The Palace Suites, please send a note to Helen Shaham, The Palace Suites, 11377 S.W. 84th St., Miami, Florida 33173, call her at 305-2707018, or email helen@thepalace.org. Helen Shaham and her husband Jacob have been operating retirement communities for nearly 30 years. The Palace Suites in Kendall is a luxury Independent Living Community for active seniors. In addition, The Palace at Kendall campus is home to two Assisted Living Residences and a Nursing & Rehabilitation Center. They also operate The Palace Gardens Assisted Living Community in Homestead, Homestead Manor Nursing Home and The Palace @ Home, a Medicare Certified Home Health Agency. Their two newest projects are The Palace at Weston – luxury living for those 55 and over, and The Palace Tel-Aviv, a continuing care retirement community in Israel. They have two communities under development – The Palace at Weston Senior Living and The Palace at Coral Gables. More information can be found on the company website, www.thepalace.org.

Gifford Lane Art Stroll returns for 11th year BY LEE STEPHENS It’s the Grove the way it was. Like an exotic bloom that flowers but once a year, the 11th annual celebration of the Gifford Lane Art Stroll will burst into color and music along one usually sleepy block of Gifford Lane between Oak and Day avenues (3200 block) on Sunday, Mar. 15, from noon to 5 p.m. The event features more than 60 visual artists displaying their works on the fences and in the front yards along the lane, including many of the finest artists in the region. Sculpture, portraits, tile mosaics, large abstract paintings, photography, mixed media, jewelry and fairy paintings, as well as several art forms that have no name will be displayed in the informal tropical setting. The Art Stroll has established a strong reputation for first rate art that sells at amazingly affordable prices. Unlike some other street festivals, the Stroll is known among the artist community as a place where artists really come to sell and people come to buy. People from the next
block, celebrities from the Beach, wellknown city politicians, sports stars, and people from out of state are showing up for what is called one cool art party. Some neighbors open their homes to perfect strangers who want to just hang out and chat. This is an amazing place to buy tropical art and tuck it under your arm, but it is an even more remarkable place to just chill out, sip endless glasses of intoxicating cucumber punch, eat grilled shrimp on big skewers, have home cooked burgers, and participate in long leisurely political or philosophical conversations with absolute strangers, and then do some mean dancing in the street, and then dance some more. The live music is nonstop all afternoon and the tunes are sweet. Starting the second decade of continuous appearances, regional blues band favorite, Out of Da’ Blues, has rocked the party and will once again be delighting the crowd this year. There is plenty of casual street dancing as the party progresses — with a variety of surprise appearance live music all along the lane.
Three of the participating artists — Dolores Colichon, Bill Pintzow, and Trina Collins — continue the tradition started some 10 years ago when artists still could afford Grove real estate and six artists all lived on this one single lane. Almost the only way you are going to hear about the Gifford Lane Art Stroll is by word of mouth — they don’t advertise and thousands of people attend over the course of the afternoon. People who knew the Grove decades ago swear this is the closest thing you’re ever going to experience that looks and feels just exactly like the old Grove the way it was. “We only have the Art Stroll one afternoon a year, but we now have residents who have purchased homes on the block because of the Art Stroll,” said founder Trina Collins. “It is all done by resident volunteers. In the months of January through March we have potluck
• • • • •
suppers with 25 or 30 folks in people’s homes and have some amazing food and planning sessions. It is really quite remarkable how this little festival has brought so many diverse neighbors together. “We all know each other as a result of this. It has made us a community. The Gifford Lane Art Stroll is a real friendly afternoon in Coconut Grove. Everybody should come out and buy some art and have some cucumber punch.” Once again, all of the participating artists at the Art Stroll will be giving a percentage of their sales to two Grove charities — this percentage will be added to contributions made by the public and neighbors living on the block. The two benefiting Grove charities are the St. Stephen’s AIDS Ministry and the St. Alban’s Day Care Center in the Village West.

2010 Lexus RX 350 is third generation of luxury SUV Ron Beasley AUTOMOTIVE EDITOR
LET’S TALK CARS Lexus launched the RX 300 sport utility vehicle series over a decade ago in 1998 and it has been a “home run” for the company by any standard. The vehicle pioneered the car-based luxury SUV segment, spawning clones and copies by just about all other luxury vehicle manufacturers, and has undergone three facelifts. More than one million Lexus RX models have been sold worldwide, making it the most successful luxury utility vehicle. The latest 2010 versions — the RX 350 and RX 450h — were introduced earlier this month at the North American International Auto Show in Detroit. The new RX 350 was scheduled to reach U.S. showrooms in February, while the RX 450h hybrid will follow a few months later. The new RX looks very similar to its predecessors — the inverted-trapezoid
design in the front and a horizontally integrated rear incorporated with a pronounced shoulder along the profile. Stylish molding around the side windows and at the base of the doors gives the vehicle a low-profile, while standard 18-inch aluminum-alloy wheels add a sporty look; 19-inch wheels are optional. A specially designed undertray enhances overall aerodynamics and results in an impressive 0.32 coefficient of drag (Cd). This third generation RX 350 is powered by an improved 3.5-liter V-6 engine mated to an electrically controlled, sequential-shift six-speed transmission. New intake and exhaust manifolds improve engine breathing for better performance and fuel economy. Horsepower has been bumped up to 275 at 6,200 rpm from 270, and the torque output maximized. Ninety percent or more of the 256 pounds-feet of peak torque is available from 2,300 to 6,100 rpm, an optimal range where torque is most utilized. Dual Variable Valve Timing with intelligence (VVT-i) is used to control both intake and exhaust camshafts independently, optimizing engine performance at all speeds and loads. Refinements to the valvetrain, including roller rocker arms and slimmer

valve stems, reduce friction and weight to improve fuel economy. Also helping to enhance torque is the improved Acoustic Control Induction System (ACIS), which varies the intake runner length in response to engine speed and throttle position. The ETCS-i (Electronic Throttle Control System-intelligent) softens throttle response during initial acceleration for smoother takeoff and to help reduce wheel spin. The 2010 RX 350’s new six-speed automatic transmission replaces the previous
five-speed. Using miniature high-flow linear solenoids to control transmissionfluid line-pressure, the transmission yields quicker shifting response. Base price on the 2010 RX is $36,800 for the FWD model and $38,200 for the AWD version.
